Charged with deception, Dr. Peter Ducreay responds

Phlebotomist, Dr. Peter Ducreay who, along with his wife, was recently charged with two counts of deception, has responded publicly to those charges.

The charges stem from a police investigation into complaints about a phlebotomy course that was being offered by Dr. Ducreay in Dominica.

DNO was informed by reliable sources, that reports had been made that contrary to what Ducreay’s students had allegedly been told, certificates received by those who participated in the course at the Nu Age Wellness Center here, are not accredited and carry no weight.

The centre, in its advertisement, also said graduates can put PBT (Phlebotomy Technician) after their name and can sit for international certification with the American Society of Clinical Pathologists (ASCP).

Dr. Ducreay and his wife, who worked with him, were both charged with two counts of deception and released on $10,000.00 bail each.

Ducreay, in a statement to DNO, contends that the main issue arising from the deception allegation is whether or not the center director had communicated to students who inquired about the course, that it is accredited.

“Since 99 % of the director’s communication with students who inquired about the course have been by WhatsApp messages, it means therefore that the allegation of deception should be contained in those messages,” he said. “No one has come forth to show the WhatsApp messages which would show the deception and that is: “the course is accredited”

Ducreay points out that when prospective students respond to the advertisement regarding the course, these are the questions that are mainly asked : What”s the price of the course?, What”s the duration of the course?, Can I pay by installment?, What are the pre-requisites?

He says the question regarding accreditation has rarely been asked and if it it’s asked, the response will be, ” The course is not accredited.”

“It’s unfortunate that some persons who did the course and never asked about accreditation are now making this accreditation story their central theme.They had all the time in the world to ask, but now jumping on the bandwagon in a satanic attempt to denigrate a person,” Ducreay complains.

He says the following are the facts regarding the course that have consistently been expressed:

A six weeks Phlebotomy course with 3 weeks of theory and 3 weeks of practicals. At end of the course, students sit a final exam of 100 multiple choice questions with 70 % pass mark.

Students who pass, graduate with a certificate given by Nu Age Wellness Center.

Students who receive a certificate can then go on to sit the ASCP exam which can be done overseas like U.S.A, Europe, and in Caribbean islands such as Trinidad.

“At no time have I said or written that the course is accredited. As director, I know that I did not need to say that the course is accredited to have students sign up. Other Universities operating in the Caribbean, which are not accredited, receive hundreds of students for their programs,” Ducreay insists.

“If accreditation was of paramount importance to students why can no one provide the WhatsApp messages from me that states so. Why didn’t they ask that pertinent question of accreditation?” Ducreay asks, noting that “since 99 % of my communication with prospective or current students is by WhatsApp messages, someone should be able to show that communication regarding accreditation.”

He mentions the story of a lady from St.Maarten who, earlier this year, sent him a WhatsApp message vexpressing her interest in the course.

“She wanted to do the theoretical part by correspondence/ online and then come to Dominica for the practicals. She gave U.S$500 to her Dominican attorney friend who was on St.Maarten at the time, to give to me as down payment for the course,” he recounts. “She then asked me if the course was accredited. My WhatsApp message back was ;” The course is not accredited.”

Ducreay says he does not presently have that message on his phone but it can be confirmed with “the prominent attorney who can get in touch with his friend.”

He says that he has documents to show from ASCP in which they ask for the names of his students who want to sit the exam. So, ASCP exam registration, he maintains,  would be easy.

The issue, he points out, has been that most students who graduated were not proactive in registering and sitting the exam.

“To reiterate, I’m categorically denying that I’ve ever said or written or put on an advertisement that the certificate received from the center is accredited,” Ducreay insists in his statement.

    My Ducreay at the very beginning, seeing he was not able to accomplish those things should stop the classes immediately, be very clear on what he was offering. Who in their right mind pays $2600 for some knowledge they could acquire online or youtube? Who pays that kind of money for a certificate that can’t be used to further their education( if you were to try to enroll in any phlebotomy school you will be starting from the very beginning because this certificate holds no weight. Who pays that kind of money for something of no value? Mr Ducreay should simply apologize and stop wasting the students and state time.

    Mr Ducreay needs to stop lying and trying to cover himself. He advertised that the students would be able to seat the ASCP exam at the end of the course and that is not true because the requirements for the exam requires 100 classroom hours (this was not accomplished in the 6 weeks of the course since each class was 1 hour and 30 mins) and 100 successful punctures (this was not completed either). The registration process also requires that a form be filled by the institution we did the course and the lab we completed the practicals/punctures, this form needs to be accompanied by a letter which is properly headed, signed and stamped. Students went to the lab at halsborough but were only allowed to observe. So my questions are: How is Mr ducreay expecting to fill that form when the requirements were not completed? Which lab was he expecting to state that the practicals were completed? The AD also mentioned getting jobs paying $40-50 an hour, who was employed at that rate?

    not accredited doesnt mean that its not worthwhile.
    me choosing to pursue phd over a certificate program is my goal some people are ok with a certificate program such as sewing classes.
    so dumbinicans stay. someone brought up the accreditation name and their pressure up. before that they were just happy to do a course.

    It is sometimes better to stay quiet especially when you are guilty. If you are not coming to apologize your should just disappear “Dr” Ducreay. Your statement here just solidifies how barefaced and uncaring you are. Only the wicked take advantage of the poor. I am sure the students took loans some their life savings to have a piece of paper that says they are worthy. Where is your heart? Only psychos play wrong and strong like this. Even if the court doesn’t Karma will get you.

    Dominicans are so accustom to free things they pay for titiwe buy expect salmon. We need to read and open our minds so as to know what is expected. The price of something can also give you the hint of what you are actually getting. There is something called DOCUMENT our people needs to be more aware of the world today. Receipts are also important. Act like your life is a business and you are the manager. Probably they thought he actually meant writing PBT on the document themselves. Lord give us understanding.

    After I wrote the response I decided to take my time and go through every
    WhatsApp message on my phone and its in the hundreds. It took me quite some time and I was able to find another message in which I replied that my course is not accredited. I turned this over to my attorneys. For every person who registers it takes WhatsApp from 5 persons and almost 70 persons have done the course so this means that at least 350 persons have written to me. How come no one has been able to come up with definitive evidence of deception? Hearsay does not work. I say and he say are not good legal strategies.

      Guy you are compounding the issue, with words which all seems be lies!

      Whatsup has nothing to do with what you did in Dominica, the police arrested you on alleged fraud!

      I agree: innocent until proved guilty; until then I would like to suggest you remain mute on the subject; if you have an attorney who has not advise you to keep your mouth shot have nothing to say about the case until litigation is over, you should fire that person and get a lawyer!

       If your school is accredited, name the institutions, such as a university or accredited  collage which you are affiliated with which accepts your curriculum and government which acknowledge your school as an accredit institution.

      When you advise people that they  can take the ASCP Exam knowing that is a lie, that constitute fraud!

      Dominica is not part of America, you not an associate of any medical institution here, you commit fraud.

      A complete course of training to draw blood takes eighty hours in Los Angeles!

    Unless the laws of Dominica require it Ducreay was under no legal obligation to disclose it. However, in the spirit of full disclosure, he had a moral and ethical obligation to disclose that fact especially after at least one person queried about it. No law seems to have been broken but raising the threshold for ethical business practices should be encouraged by all.

    When one tells someone in Dominica ” they can sit for international certification with the American Society of Clinical Pathologists (ASCP). ”

    Unless that school is accredited by the ASCP or associated with  some other accredited medical institution in America, and teaches from an American medical curriculum, the people in Dominica has committed a fraud!

     I keep saying because Dominicans stay in Dominica, and view plenty of American Television, they try to create their own American accent, making fools of themselves don’t make us American. 

    Dominica is not part of America, we do not have any political connection to America government; the laws in America are different to our laws. We can celebrate Thanks Giving on the same day as America, which is not part…

    Deception includes several types of communications or OMISSIONS that serve to distort or omit the complete truth. Examples of deception range from false statements to misleading claims in which RELEVANT information is OMITTED, leading the receiver to infer false conclusions. In my opinion, the omission of the relevant statement, “not accredited”, can confer to the student that it is, in fact, accredited.

    There is a legal component to this issue and a moral one. Legally, Ducreay may be under no obligation to disclose the course in not accredited. However, people who spend their time and money to take a course expect it will advance their career. If this course will not do that, it begs the question, would the students have taken it knowing the certificate would be a useless piece of paper. In that case, he had a moral obligation t disclose the course was not certified without being prompted to reveal such information.

    I think the whole thing is a scam.

      Okay, Zandolie, one might be in a position to teach someone something from knowledge; if that guy is a medical doctor he might well be able to teach people how to draw blood, that is not a big deal!

      Nevertheless, the lie and fraud was committed when he told his so called students they can get certified by the ASCP.

      You see all the the foreign students who studied at Ross University School of Medicine in Dominica?

      After graduation in Dominica, they could not, cannot simple come into the United States and go into the practicing of medicine without doing internship in an accredited medical hospital.

      Mind you unless a hospital is accredited here, they cannot operate, and by that I mean treat people. Telling people they can stay in Dominica and sit ASCP exam is a lie, that is the fraud!

        Me, don’t be ignorant, in that case you are insinuating that a doctor who studied in Cuba, or even the University of the West Indies can come to America, apply for a job, and will be employed?

        No such thing; If you believe that, name one medical doctor from any place in the Caribbean (excluding) the American medical schools in the Caribbean who came to America, and simply apply for a nurse, or medical doctor position and got it.

        Let me inform you; doctors trained in a foreign country; a medical administrator cannot even discus employment with foreign trained doctor unless they take the America FSE and passs.

        Its illegal for a hospital to do that!I

        f one can challenge (take the FSE) and pass it, any medical institution will employ them.

        The same thing applies to lawyers. Some of them are big Barrister in Dominica and the rest of the Caribbean, they came out here, took all kind of exam and failed, they went back!

      Percent you are not correct you know; people who draws blood in a doctors office or in a hospital in America, does that during an eight hour shift, they are not medical doctors.

      There is a difference in a phlebotomist with a medical degree, and  one who draws blood are totally different!

      The people who draws blood from patients that’s all they do!

       They do not do any blood analysis; to discover what is in the patients blood;  to be qualified to do such a job only requires eighty hours of training.

      A medical doctor of any kind need to invest at least eight years in medical training, and internship doing rotation and all before they can earn a medical degree!

        Did he complete the internship?
        Is he fully registered as Medical Doctor ?
        Does he owe any lab in Dominica or St Lucia ?

    When a person is charged with a crime and goes public with a defense statement is because she/he want to show doubt for defense purposes.
    I far as I know when a teaching institution is not accredited this information have to be up front. Students do not have to ask. This information have to be published in their policy statements, their advertisement and on their application. It has to be out there under no pretense. Some institutions go as far as including this as a notation on their certificates. These institutions go the whole nine yards to ensure that they are not seen as scammers.
    In the USA there are many of these institutions offering many different courses . Usually with less than a year in duration and costing less than $1000.00 US.

    What happens in our country & seems also worldwide, that persons are so quick to condemn, judge persons; also the world is a place where according to the good book , that lie will be truth and truth will be lies. Our worldly people are so selfish that all they want to see is the denigration of persons wherefore lies, slander, sensationalism is the order of the day. To achieve what persons want, they will lie, say evil things etc to get by all means possible what they want & not even what they need. You may not have understood as I did. I may have more discernment than you all. Where is morality here? and what do mean by morality. Your perception of morality may not be as it is defined. All I am saying is that the society now likes sensation. There is no empathy for one another until it hits on your door steps & you want others to feel for you, family when in fact you were one who programmed hatred, judgment etc on others. Vindication by court is worldly.         Nurses from DA who go to America and want to become a nurse in America ,they dont have to go back to school in America.All they have to do is write the nurses exam . So too if any of those who took the course happen to travel out of DA ,they can write the exam and become a lab technician.
        When I came up to the states I did not have to go back to college if I didn’t want to . I used my teaching certificate from DA even if they only gave me 48 credits for it.

      Thanks DNO for saying that ” the announcement did not claim that the course was accredited”. Like they say the truth will set you free, but according to the direction of the truth it may also convict you. So the police is not trying to frame the Dr, They have sufficient evidence to justify an arrest. That is their mandate. Good job gentlemen.
      The court may free or convict according to the evidence presented. So there is no need to give the arresting officer (s) of the law a hard time.
      Remember accreditation is a legal process.

        One more point. The Dr himself show that in this case he was not documenting professional ethical practice. Doctors are expected to practice at the highest ethical levels because of their oath. According to DNO, there are no indications that he gave public notice that his school ever gave information about accreditation. So where is the moral ethical value.

    So why the police not charging the DOCTOR of Deception, who really has introduced Dominicans to the art of deception and even made deception legal? The man even allowing people to address him as doctor when he is no damn doctor, except the doctor of deception. I mean you can see deception in the marriage, deception in place of birth, deception in his doctorate and even this week the international press published two diplomatic passports belonging to the same person and there was deception in them as on one we see birthdate as January 1972 and the other one as June 1972. the man is just a real doctor of deception no matter how you look at it. DNO I did not call anyone by name so don’t punish me for something I was very careful not to do.

      @ who the cap fit…..Well There is no evidence to prove that this fake Doctor who ever he is should be arrested. If you have sufficient evidence provide it to the police to begin an investigation for an arrest. There are people who claim that they are/were investigative reporters who could help you. You may even hire private dictective. If this crook scammed some people or institution or university to give him MD (s) or Phd(s) you should ensure that both the giver and receiver are arrested, charged and convicted. That would be your civic duty as a citizen. You should not be afraid of libel, slander or character assassination if you are representing the truth.

This matter is before the courts and you should have no comments just wait for justice to be done. You are trying to diagnose without checking the symptoms. The police has probable cause so let the court decide. Take it way up to the highest court of appeal if you have to. In the meantime stop trying to make a public political issue of a legal matter.         If you that public service the MD or PHD will certainly be guilty in the eye of the public and he will not be able to practice his profession anymore. He will be banned for scamming people. He will loose the confidence of the people and will not have any customers.

Well, if enough students testify what he said or even implied, he will have a tough time denying it. Anyway, leave it to the court to decide, but ask yourself what is the point of such a course if not accredited. That is like selling snake oil.

    In a Democracy, the accused is presumed innocent, until proven guilty by a jury of his/her peers. The onus to prove guilt or implied intent, is thrust upon the prosecution. That being said, it appears that students were uncertain as to whether or not the course was accredited. The fact that a “Web Based” application is the only source of communication to determine whether or not students were notified or made aware that the course was accredited or not is rather confusing. Great to see that Dominica is moving forward and other private sector providers are participating in health education and ongoing training on the island, but these sort of thorny issues need to be cleaned up ASAP.

      The assumption is correct and it is for everyone. Everybody is innocent until proved guilty in a court of law. Sometimes the guilty goes free. And we only learn about that guilt until he decides to come clean and make a public confession.

    Doc, I’m not accusing you of any illegality but I firmly believe that you had a moral obligation to inform all your prospective students that the course was not accredited. By not stating this upfront, they were led to believe otherwise. I like to be brutally frank. I’m convinced that if these people were told that the course was not accredited not many people, if any, would have shown interest. Your failure to inform them about the accreditation issue may not be illegal but certainly dishonest.

      At least he could apology to those who paid good money for his course even if he does not want to admit guilt. He could say something like he is sorry for anyone who may have been under the mistaken impression that this is an accredited course instead of being so confrontational. This leaves a bad impression even if he is proven to be right eventually.

    My brother nonsense you talking. So if its not accredited why tell them put PBT when they writing their names. Hell if I taking a course from a credible doctor honestly I not going to ask if its accredited boy all you not easy and bobol. If it not accredited why offer the course in the first place and for so much money. Which universities that are not accredited in the Caribbean? Maybe they not ranking HIGH or you know top notch schools would not accept them for a masters but who say they not accredited.
