COMMENTARY: The cottage with no house

Resilient, robust, build back better, different and stronger are all words and terms which have been banded about and frivolously used to describe Dominica’s thrust going forward in all sectors but more so our housing sector, since the ravages of Hurricane Maria.

We have seen a number of apartments being constructed all over the country and while there have been rumors of concerns about plumbing and other maintenance issues, one can only hope that we don’t have to see them tested with another severe weather condition. My prayer is that they were built truly resilient.

While some people are nonetheless enjoying these apartments and I do encourage them to do so, the cottage which created and carved out the senior minister and longest ever serving housing minister, itself, has no house except for the few which were built, bought and refurbished to truly epitomize the resilient approach we hear so much about. I will tell you about these later. We can today count on one hand a half, the few people in the cottage who got a house, bought a house or repaired a house under the current parl rep’s stewardship and those who either bought, built or refurbished for the most part, have done so having received zinc and plywood while living in a build back better and resilient touted era in Dominica.

Tell me why almost four years after Maria, an elderly man still lives in the Cottage community center and the people of the community cannot even play a bingo game there as they usually did on a weekend.

This cottage has no house.

Car-zo lived in the rat infested upstairs of the once popular Toucarie party spot and even after he was repeatedly named on lists of people whom cheques were prepared for to go towards housing assistance, it is only recently a little shelter was started and still yet to be completed. Have all these cheques finally made it to the hardware stores and the materials finally used to build this little shack?

Does this cottage have any house?

Ask the people of Capuchin who received housing assistance from the parl rep, especially our indigenous people of that community, how many concrete roofs and impact resistance windows did they get as against the zinc and plywood they had to accept and hush their mouths. How many can boast that if another severe weather comes their way, they feel safe in their homes? Your guess is as good as mine.

So why the five to seven people who have concrete roofs for which they had to beg to get the material from the parl rep are themselves even afraid to speak publicly about their neighbors who are languishing in poverty and squalor housing conditions? Is it that they are being threatened with never again getting government assistance and being told that they are ungrateful? How does one seek to represent people and after twenty seven years of failed representation, you still feel that people should not say that the cottage has no house?

Plywood and zinc are important but in the context of resilient housing as coined by this administration, it is an insult and downright disrespect to the people of the cottage constituency and they deserve better and they should have their government assisted houses built within the same structure like the third one being built in Savanne Paille

The cottage has no house.

Take a look at lagoon. Look at the amount of little wooden residences still on the beach side and opposite side of the road throughout this part of the constituency. Are these resilient houses or were they built under the housing revolution program?

Cotton Hill got some apartments, even before these were built, this cottage had issues with the house. Is it true that boy soldier from Vielle Case was approved for the site clearing because he met all the requirements in his application but because he would not agree to the under table kick backs, he was fought against by an attack dog parl rep and the boys of the company who are fast were given the hefty contract because they as usual knows what time it is?

Oh and just before I forget, does the cottage parl rep know about the huge container of materials to include hundreds of pieces steel which the former mayor of Portsmouth had the keys for? Does the parl rep know anything about materials from that container going to the Savane Paille upcoming two-story mansion and other communities to assist in the building houses for side kicks, I did not say side chicks?

Yet, plywood and zink is what best suits the rest of the people in lagoon, Savanne Paille, Toucarie, Cottage, Clifton and Capuchin.

Does the cottage have any house?

It would be unfair on my part though if I did not ask the parl rep whether he knows or assisted in the building of at least two house which are well known, and did he ensure another big one in Morne-a-louis was also bought and refurbished to meet all resilient criteria? I must credit the parl rep if he knows or assisted the owners or owner of these three resilient houses and to say that the owner did well in looking out for himself.

This cottage that I just spoke about definitely has resilient houses.

So it is for the people of the cottage constituency to look, listen and say whether they are satisfied with the level of housing in their constituency after twenty seven years under this one parliamentary representative and the Dominica Labour Party. Can you sleep comfortable knowing that if tomorrow, another severe weather condition is approaching, you can stay in your houses because it is resilient and can withstand a category 2 hurricane? How much more can you take, how much longer can you sit around and see people you have been sending to parliament to represent you, use your vote to enjoy the resilience of life while you languish in constant pain and silent agony?

Since clearly, housing is the ministry which has best suited the constituency in government for so long, people of the cottage constituency speak up and speak out. Let your parlrep and the Prime minister know “your cottage does not have any house” and you will determine who will next provide fresh, new and genuine representation.

    One of Roosevelt ploy is to give houses to people which they cannot own!
    Who is the rightful owner of these properties?
    In any event where salaries are small in the country, very few people are able to accumulate enough to build a house, considering that it is more expensive to build a house from the ground up in Dominica, than in Europe, Canada, and the United States.
    Here is the reason why!
    The average annual salary for a civil servant at home is EC, or xc5,160.00 or US$1,911.11 per year. The lowest annual salary is EC$4,480 = US$1,659.30 per year.
    The highest annual income is EC$7,800 or US$2,888.89 per year: divide any or the pay by 12, one will see that one does not make enough to build a house when even according to Roosevelt Skerrit; it takes more than a million dollars to build a
    “modest” house in Dominica.
    What happens to those people in the country with no job, they become parasites living on handouts from where they get it.

      Indeed, they live as parasites off handouts, from Roosevelt, rather they demand industries to produce jobs, they are afraid to speak out fearing the bits of peanuts they grovel at the feet of Roosevelt will be taken away from them.
      If someone takes the time to research public servants’ salary in the Caribbean, they will find that even on the 39.38 square mile island, a British colony the annual salary of a civil servant is higher than the corn grains and peanut change Roosevelt pays our people.

      But here is a question: if the highest paid annual salary is less than eight thousand EC. annually in Dominica, can any of you tell me from where Roosevelt got his millions?
      Compute his monthly salary, and decide if that boy should not be jail, the same applies to Austrie, Blackmore all of whom owns more than one property valued and more than a million dollars each!
      If Austrie is leaving, someone should check out his bank…

    Before I’m arrested for incitement under the Public Order Act by the Skerrit Militia, this is no clarion call for riots. It is to say that a democracy that is unable to satisfy the basic needs of its citizens brings mass unrest on itself. Martin Luther King aptly observed that “a riot is the language of the unheard”; how else can ordinary people force the powerful to listen? Waiting for the next general election that may be just as unfair and possibly even unlawful as the previous ones since 1999 will not deal with the imminent humanitarian and economic catastrophe we face in our beloved country. The Skerrit regime has to go and with it characters like Austrie, Blackmoore, Pampalam, Gucci and D. Charles.

      We have heard the refrain; “How long, NOT long” by many in opposition for far too long but this sheet has become worse by the minute and we as a people must unite like yesterday and do what we have to do. The Ukranians put a stop to mighty Russia with boozies and a determination unseen in history. The Bangladeshes came together and made the change they wanted happen.

      With all the opposition voice we have here, they all seems to be singing their individual tunes with individual interests. Imagine IF Christian Counsel, CCM, NJAM, House of NAYABINGHI, UWP, NITCLIF, APP, Pawol Party, Freedom, Disgruntled Labour all hit the streets on Monday morning in every nook and cranny what can happen?     Why do people think government must always give them something. That’s not the role of a government. Government should help people provide for themselves. To measure the performance of the parl rep and his govt based on how many houses people get is shallow. It was President Kennedy who famously said, “Think not what your country can do for you, but what you can do for your country”. And this,I think, is the mindset we, Dominicans, must have going forward, if this island of ours is to be a great nation.

      Governments should ensure to provide the enabling economic environment – low taxes, incentives for businesses to thrive, proper infrastructure, livable wages, etc. for its inhabitants.

      This government does none of these. In fact, it is self centred and not people centred as all governments should be. The evidence of this is unmistakable. Roosevelt and his ministers live in exquisite opulence while the vast majority of resident citizens lives in squalid conditions.

      People in general prefer to earn to own. But, in Dominica, the living circumstances are dire. Therefore, the masses are dispossessed and are forced to beg for their survival.

      The corrupt politicians like it this way. Giving the people handouts makes these electors and their children feel eternally grateful to their ‘benefactors’.

    It is nice to hear my friend Mervin expose the failures of Reggie Austrie but the sad thing is while he tries to toast Austrie he is giving the impression that Skerrit is not part of the problem. But my friend Reggie is doing what Skerrit wants him to do and in most cases he is doing it for Skerrit. Mervin, Cottage is no different than Portsmouth, Paix Bouche, colihault, St Joseph, Mahault, Roseau, Soufriere, Grandbay or anywhere in Dominica. Is the same mess, same Skerrit makaquee all over but somehow laborites are blaming the parlrep instead of Skerrit. In fact I would be surprised that Mervin didn’t expose Reggie on behalf of Skerrit and with help from Skerrit just as Reggie criticized Blackmore on behalf of Skerrit and with help from Skerrit. Dominica is just a big mess in every town or village and though it’s a labor mess, the truth is Roosevelt Skerrit is the main reason for the mess we see

    shame on parlrep Austrie for failing to represent his people. After 25 yrs the only person you beautified is your self. building houses after houses while the valnerable people are left out. Mr.Pm you need to ask reggie the monies that were giving to him to finish the houses for the people of cottage where was it spent, was it spent on the TAD BEACHFRONT? WHILE THE POOR OLD MAN IS IN THE COMMUNITY CENTER is in A deplorable condition. The road in the cottage village is undermine since before Hurricane Maria (no wall was built) right now ( THE ALMOND DECK BAR) IS COMPLETED and a wall was built to place a GAZEBO for the fake eyelash.

    Mr. Mervin Paul, welcome to reality. It’s better to be late than never. You are in a unique position to disclose the evil doings of this kakistocracy as you had a seat at the table.

    Roosevelt is Dominica’s most devastating problem. Despite this, he still commands the support of a sizable percent of the electorate, not the majority locally.

    In order to eliminate him from the political landscape of the country, we will have to change the minds of the people who support his party. He manipulates these people by using the public purse and resources of the state. Yku, Mr. Paul, are one of the best persons to do this being an ex-member of the cabal.

    If a fish comes ashore and tells you that there are sharks in the sea you better believe. As a former insider you have credibility with a significant number of the populace despite the misgivings of some.

What is Skerrit’s motivation for wanting his old comrade out of the way? The very man he appointed as his second in command and trusted with the chairmanship of his oil venture with Venezuela?     Does the Government have to provide a home for every Dominican? Dominicans need to start prioritizing. All the money they spend partying they need to invest it wisely and stop trying to give the Goverment a bad name. Many of them can do better for themselves. This is pure nonsense.

      Idira, you have spoken my thoughts here. I just do not understand why people believe that the Government simply have to build houses to give to them and their family.

      What is really the priority of the people in Dominica? Money is not easy in the pocket for no one, except for the people who were born rich and continue to live rich.

      But those who are determined to help themselves will come through.

      Dominicans need to learn the mentality of helping themselves, as God Almighty is willing to lead them into survival.

      The Government can only do what they are called to do by God, Himself, because they are His Workmanship for the works of Love in their region.

      His Will be done, or woe to them if they don’t follow His Laws. The people cannot take the Law in their own hands in the name of Politics. That is how the hard times, the struggles, the unrest, and the suffering are born among us–but what good is that?

        Elizabeth, that’s no mystery; and I believe you know precisely what your friend Roosevelt is doing and has done to the nation.
        That’s political ploy!
        There is a Proverb: Give a man a fish: the origin of give a man fish he will eat for a day. Teach a person a useful skill can be much more beneficial in the long run than filling a need for them temporarily that is the meaning of the proverb.

        If you give a person something as a house they may be satisfied for a while, but what happens when it is time for maintenance repairs; ect, and they do not have the resources to conduct maintenance?
        If there are jobs in the country, one can work and save, and perhaps become non dependence on politics, handouts from the Roosevelt sale of passports industry money.

        Well, let me tell you about the government handing out houses/housing across the land. It’s been going on for quite a while and was initially promoted in Spring, 2018. The government of Dominica hand-in-hand with Montreal Management Consultants (MMC) using funds from the sale of Dominican passports. Nevertheless, I will say that although Dominicans like the “freebees” everybody wants something free, personal economic hardship, has caused many to become dependent on gifts from politicians especially Roosevelt Skerrit.
      Roosevelt has discovered this weakness’ in the majority of people, and he is using the giveaway of houses, and apartments, money as dangling carrots which causes people to vote for him.
      A promise is a fool’s pleasure; give them hope and no work they become dependent on my “Roosevelt handouts.” I can give you instances where even I was caught up in a promise by that damn crook Roosevelt where he promised to give a house to my late sister; after more than fifteen years of waiting, I eventually build a house in 2020, by…

        Nonetheless, if I waited on Roosevelt giveaway my sister may have died in the streets.

        The point I am making here is not everyone at home is fortunate to have the resources as I have to help themselves never minded siblings.
        A few weeks ago, I spoke to someone at home, politics as usually, the person explained to me how nasty and rough life has become under Roosevelt rule, the person told me that there are more poor people at home in 2022, than any other time in Dominica’s history. I suggest why don’t you speak out in the open with your concerns; the person responded, “well I am waiting on a house.”

        So, you see, it’s not mandatory for government to give houses to people, it is Roosevelt tactics used against the poor to keep them voting for him.

      Indira, you seem rather uninformed about the free government housing situation in Dominica.

      It’s been going on for quite a while and was initially promoted in Spring, 2018. The government of Dominica hand-in-hand with Montreal Management Consultants (MMC) using funds from the sale of Dominican passports. In fact, here’s an article reporting on the latest homes by your beloved leader from today’s latest DNO reporting:

      So the government is certainly trying to provide a home for many Dominicans (especially red ones) and leaving others to fend for themselves…

    From the beginning, the foundation of the Cottage was faulty, so it’s not surprising that the Cottage has no house and the walls of the Cottage are now full of visible cracks. The “caretakers” of the Cottage now have their work cut out for them to do some internal restructuring to the defective nature of the Cottage. However, one is not optimistic because the House people are known for allegedly imposing greedy and incompetent “caretakers.”

    Hurricane Maria affected almost every Dominican household, but while some folks with “modest” million dollar houses continue to build more houses “on the House”, other folks are practically still living in tents. God does not like ugly. But, keep on writing Mr. Paul. It may become discernible sooner rather than later that the Whole House is patterned just like the Cottage and has the same types of structural defects. He that hath an eye to see, let his see: The House is full of little Cottages!

    If that in the quote is a metaphor; I am unable to relate it to anything significant, in other words it is meaningless; because a metaphor is a figure of speech in which a word or phrase is applied to an object or action to which it is not literally applicable:

    We are familiar with the term “house!” Nevertheless, a Cottage is defined as a cozy house often in rural or semi-rural locations! Speaking in terms of resilient, or resiliency, it does not take much commonsense to come to a conclusion that Roosevelt and his puppets talking about Dominica is the first or is going to be the first resilient country in the world is simply hogwash; there is absolutely no resiliency against the elements: Rain, Wind, Fire, and Earthquake!
    Since you mentioned it, perhaps you can ask Roosevelt to present you with one of his resilient Architectual drawings, and blueprints for any of his resilient buildings.

      Our people are so gullible, they believe anything Roosevelt say; I live in a country where we see storms every day; fire destroys many family homes for miles, sometimes entire communities. We see Tornadoes (stronger wind than hurricanes). Flooding which washed away property, leaving the areas uninhabitable.

      People simply collect from their insurance companies. After the fact, you don’t see anybody (government) going on Television) in Europe, nor North America talking fart about building resilient houses.

      One can build a house to withstand a four hundred miles per hour wind; but what happen when the force is over four hundred miles per hour?

      How can you build resilient against water that washes away the foundation, and you inside of the house; we see Neiborhood fire, all the fire trucks and water, Neiborhood still burns to the ground!
      The poorest country on the planet is the first in everything, because cockatoo Roosevelt fantasize it to be so!

      These people may not be aware that they are writing to educate those who read their thoughts; what does “Mervin” thinks he is saying by writing “cottage” and “house” with the same note?

      During the summer, many Torontonians leave their “house” in the City to go to the rural areas where they have a “cottage” to spend quiet time with their family, so how does a “cottage have no house?”

      Mervin Paul I understand that you are trying to convey a message to fellow Dominicans, and you are speaking about the community name “Cottage” in Dominica.

      However, it is senseless to say that there is “no house” in that community. That makes your dispute against the Government a BIG JOKE, you see!

        Sometimes it is better for someone to refrain (be reserved) so as not to offend!
        Nevertheless, it would appear to me that this guy wishes to take Austrie out; he is going to have a hard time doing so. I am going to try and be balanced here, and asaks for him how long has he and the entire village tolerated Austrie?

        For as lowed as Austrie’s mouth, to be honest with you that village should have much more to show; it is a nice little village one of my favorites’ in the country, one of the reasons I like it is because apart from seeing the island of Marie Galant from my village of Wesley, one can see Guadeloupe from his village, and I had a girlfriend there when I was young and hot eh!
