COMMENTARY: Twenty-seven years of loyalty resulting in pain, poverty and degradation

When the well-known local principal failed in his bid to replace the late great Alleyne Carbon as the freedom party candidate for the Cottage constituency 27 years ago, did he ever believe that his efforts then, at assisting the now parliamentary representative, Reginald Austrie, would result in the Cottage constituency becoming the least represented and most deprived and depraved constituency in Dominica? It would be interesting to hear his response now.

Between 1995 and 2000, the Cottage constituency was in opposition and one may contend that very little by way of constituency development could have been done since, as we all know, in Dominica today and in the words of the late Dame, “don’t blame me if my eyes fall on the constituencies that voted for me”. From 2000, the current parl rep was a junior minister in the office of then prime minister Roosevelt Douglas with special responsibility for small business development. How many small businesses were developed in the cottage constituency during his tenure as such a minister? Your guess is as good as mine unless you can point me to them.

When, after the death of Rosie, Austrie became Minister for Communications and Works in the Pierre Charles led cabinet, one thought that like Earl Williams, a constituency like Salsbury then would boast of having the best roads in the country. What is the status of our roads in that constituency after you pass Kempinski? Go take a drive all the way to Capuchin.

When under the Roosevelt Skerrit led administration, the parl rep was appointed and still is, the longest-ever serving minister of housing, one thought that we would be able to boast of the best housing stock in the country. What have we seen? Plywood for people in Capuchin and other parts of the constituency and sand, steel, and blocks given to a selected few who still had to pledge quiet allegiance or face victimization. Oh, I almost forgot that a huge house was purchased in Morne-a-Louis where the top deans from the Ross University were renting and another was expanded in Toucarie while the new mansion with two stories and still going up, is almost complete in Savanne Paille. I almost forgot that these belong to a constituent of the cottage constituency so that may be all the real houses we have gotten in 27 years.

For twenty seven years this constituency has voted Labour and one parliamentary representative. What does the constituency have today that we can boast of for having been loyal to the Dominica Labour Party and this one parl rep? Where are the resilient homes, what is our health, education, sports,(take a look at the Lamothe playing field-JURASSIC PARK)  employment, small business, tourism, roads, technology, and overall economic situation, like today, after 27 years of loyalty?

I almost forgot that KEMPINSKI is in the constituency. Well, I’m bold enough to say, this was only because Skerrit felt this was the best location for such an investment and not the representation of the current parl rep. So he cannot take credit for it. Even with such a development right where it is, the favorable road conditions end right there. Take a drive further up and let’s see if you can dispute my assertions.

How many scholarships (gifted or government funded) have we gotten to Cuba, China, the United States, or other parts of the world? Well, I’m sure if we count, we will find that at least four of the few came from one notable house.

Ask the owners of the few little beach bars located on the Lagoon/Purple Turtle beach, Bell Hall, and Toucarie beach how much small business assistance the current parl rep has given. HMMMM. Did I hear someone say that there is competition coming from a new beachfront bar and grill in Toucarie and it belongs to the daughter of a notable member of the constituency? I’m just asking for the people of the Cottage constituency. They want to know. I thought the Catholic Church once used that same little beach bar to raise some funds during the feats of Saint Anthony. Maybe we should ask the church to clear the air on that.

You see, so even while we “keeping it real” on the Toucarie beach and we trying to “GREG-O-RIZE” and re-activate the long-used major spot on the other end of the beach, nepotism and selfishness are once again rearing their ugly head. Does the parl rep have any idea of what I’m talking about and does he know who is developing this new beach bar and grill that a soak away was attempted to be built for recently, and does he plan to assist in ensuring that somebody else gets a chance to make a living seeing that he has been making a very good living as a politician and parl rep for 27 years from the votes of these very people?

It is downright disgraceful that as the longest serving parliamentarian in Dominica’s parliament, Austrie does not have a report card on his constituency which can boast of visible, tangible, and human development. The Cottage constituency is easily the most depressed, depressing, depraved, and deprived constituency on the island and it epitomizes degradation and shame.

For a parl rep to go to parliament and the only thing he can speak about is an apartment building in the lagoon area and sends condolences to the family of those who died, is equivalent to talking about a beautiful funeral home. Is that what the constituency has become after 27 years of loyalty to one man and one party?

Every other “just come “parliamentary representative can go to parliament and speak of what they have achieved or what they plan to do, little or fictional as it may be. This one is all about ‘maypwee’ and gutter-like utterances. This is not what the people of the Cottage constituency wanted after the 15 years of Alleyne Carbon and they have tolerated it for far too long.

So, the big question is when will it end and what are we going to do about it?

From recent public pronouncements, it appears that the cottage constituency has become an estate bequeathed to the parliamentary representative/Labour Party by some unknown previous owner. Even if that was so, the modern-day slavery must end. It shall end by the people and for the people.

It is now time that a very clear, strong, and unambiguous message be sent to the prime minister and leader of the Labour Party, Roosevelt Skerrit, that Reginald Austrie through his lack of representation except having done that well for himself only, has done enough harm to the people and must be removed. This must be made known publicly so the constituents can begin to sleep peacefully knowing their day of political redemption is coming. Any failure to respect the wishes of the very many people who are hurting silently and are calling out for the same covertly shall be met with a massive rejection of this man at the next election which I suspect will be called at least a year sooner than the constitutionally due date.

To all those other political organizations who believe that they are coming to present as replacement, they must themselves “come good” as we say. The time for holding politicians in this constituency accountable has come and no amount of promises and envelopes and galvanize or plywood will cut it. The hams and chicken will still be welcomed at Christmas but that is just a two-week pot. WE DESERVE BETTER THAN THAT!

Let me remind people of the Cottage constituency of what happens when people stand up and demand their respect.

The people of Colihaut were dictated to that they should ditch Toulon and vote Sabroache. This autocratic move was mandated and sanctioned by the prime minister and leader of the DLP who many say they love so much. The people of Calihaut decided to run Toulon as an independent candidate to prove that they had the power. Labour party T-shirts and manifestos were burnt in the middle of the bridge on the highway. Toulon was voted resoundingly and rose to become deputy speaker of the House. I know all about it because I was in the belly of the whale. Don’t ask me any questions. I have nothing more to say about that. Only to ask, Cottage constituency, is it time to run independently, or is it time to demand fresh, honest, and people-centered representation?”

Now guess what. You may decide that still, is Labour you want to vote for. Then let’s tell the political leader that “it is time for change”. You may also decide that you want to get another Alleyne Carbon in another political organization. Whichever your decision, let’s tell these political parties and their leaders that Cottage constituency is no longer on the market block where we are used as pawns in the game, where modern-day slavery will no longer thrive and where people will be free to speak with no fear of victimization. Hello, what do you have to lose anyway? You have been loyal to one party and one man for so long and have been treated like you never voted for the ruling party so we might as well be in opposition. It comes to the same thing anyway.

WE HAVE DONE SO MUCH FOR SO LONG WITH SO LITTLE. WE ARE NOW QUALIFIED TO DO ANYTHING WITH NOTHING!

Oh, and by the way, never believe the pit bull cannot be silenced. Little maco took three hundred votes in the last election. Something that had never been achieved before in this constituency.

So people of the Cottage constituency, wake up and let your voices be heard. One man has used you for too long. He has become affluent as all of us can see while the entire constituency has been fed crumbs and still made to live in fear of speaking because even the crumbs have been used as a bargaining chip.

THE ANSWER TO YOUR QUESTION IS NO! I AM NOT INTERESTED IN REPRESENTATIONAL POLITICS. MY ONLY INTEREST IS IN SEEING THE ABUSE OF MY PEOPLE ENDED AND THAT WE GET OUR RIGHTFULLY DESERVED SHARE OF ECONOMIC DEVELOPMENT AND NOT BE USED AS SLAVES TO ENRICH ONE MAN.

We are better and worth more than that. I have decided to start the clarion call. Will you join me in letting it resonate?

    But Mervin how comes there was no investigation in the mysterious events surrounding Alleyne’s Boat accident and subsequent drowning???

    In order to take Austrie down we must find out his involvement in that boat accident.

    In order to take back Cottage constituency you have to go back to the drawing board and assess the life of Alleyne Carbon, how he came from humble beginnings and work his way up to be arguably one of if not the most prolific Communications and works Minister any administrative body in Dominica recruited,,,

    Also you have to go back to Rosie Douglas’ on the ground campaign strategy and the international alliances he was able to build to make him arguably the Best Head of State Dominica will ever have,,,

    Where there is a will there is a way it all starts at the grass roots level and educating the masses, house by house, track by track village by village and before you know it you will have the Hearts, minds, and full support of the whole…

      While we are at investigating Mister, let’s also have a good look at PetroCaribe and more to the point it’s accounts. The government is still silent as to why Venezuela had to write off US$100 million of Dominicas debts. Is Venezuela lying? If not, and I for one am sure they aren’t, how was this debt accumulated by the government of Dominica. The only feasible reason is that the debts were accumulated by PetroCaribe. Remind me again, who was in charge of PetroCaribe at the time? And who was in charge of the accounts department at the time? Didn’t they pay the bills over the years? What happened to the takings from selling the petroleum products that Alba provided. There we have it!!

    Most people of Cottage are desperately poor, can’t afford three meals per day, lack adequate housing, jobless, and the list of paucity can go on ad infinitum.

    Something does not sit right with me about this piece by Mervin Paul. First of all, as a previous head of GIS he is well aware of the power of photos and that picture of him showing off his gold gives me negative vibes. Mervin, this is not a fashion shoot for bling boys. Secondly, I have a suspicion that this more a personal attack on the guard dog of Cottage than a concern for the general well-being of our country, especially since mr Paul’s attempt to unseat the Rottweiler was not successful. His appointment to head up DBS was not universally welcomed by its staff either I seem to remember. Mervin, I don’t know what to make of it but as much as I detest the uncouth uneducated Rottweiler, currently holding this seat your diatribe tastes too much of sour grapes. I remember very well your very public praises of communist China and its regime.To be honest, I do not trust you or your motives, which may well shadow those of Roosevelt.

    Well spoken Mr. Paul. I love the parlrep and have worked with him during my village council days. He was always willing to help, however, I blame the people in his inner circle who never chastise him when he did wrong but remained silent for their personal benefits. I agree we need a new representative who has the peoples interest at heart. Hopefully the constituency will support change when the time comes.

    This is a great article but sadly that is all it will be, because the DLP has clearly shown that they don’t care for the voice of the people, they don’t listen and they clearly DO NOT CARE! Throughout the Caribbean these political leaders have ONLY cared about their own personal gains, never about the people. I just pray that the new young leaders that we see being voted in like Grenada and St. Kitts can set the churning wheel of change.
    What irks me is that the people of Dominica don’t seem to realize that the power is in fact in their hands and they CAN get these manipulative so-called leaders out; it is either that or ALLU LIKE DE SUFFERING. Mindset is a hell of a hard thing to change and the fact that you people have been voting the same people WHO DO NOTHING FOR YOU in power over and over again, it clear proves that you are brainwashed and BLINDED.

    We should start calling out ALL the “parl reps” and so called “leaders”…and just maybe they will start WORKING for the…

    I don’t know what water Cottage people drink … but they well drunk on that water. Maybe is from the ravine by dayfeh Susten where the road is eroding and for years now a metal bin stands as a sign indicating road failure. Or perhaps it is from the river mouth at Lamothe, right after the so called playing field that hosting more moonlight lajahbless meetings than any social/ community activities. So many things that could be pointed out … economically, infrastructurally, culturally, a once promising and blooming constituency is languishing in depravity. The only glimmers that can be found in the gloom of this constituency are from those who have either benefitted from generational wealth OR the Houdinis whose bread n butter are redder than red. What else is there to happen for the people of this constituency to SEE THE LIGHT? What about your children and their generations to come … Sans gou tan! Zor paka honte?! Stand up! Have some balls, some guts, some pride, some darn sense!

    Reginald Austrie has done very well for himself and for his family. For this his grade is A+. For representing the interest of the Cottage Constituency and by extension the good people of this country, he remains a dismal failure and a wasted, insultive, selfish, narcissistic and shameless politician. After 27 years in office there is not one person that you can say you have elevated outside of your immediate family circle? This is a crying shame and a disgrace. Reginald Austrie should resign if he has any ounce of patriotism left because it would be his best service to country at this time. Why critize Joseph Isaach for coulaying a bakery when he, himself coulay a whole constituency?

    I am a firm believer that irrespective of the side of the fence you sit on, your primary forcus and goal should always be your people and improving their standard of living. It is unjust and downright degrading when in this day and age of freedom from slavery that some of our people are deliberately taken advantage of, and just for the goals and fancy of one or a few selected persons. We must all keep educating ourselves and each other on the responsibilities and expectations of persons in power as in the end, if there is no unity and no accountability there is never a prosperous community or country.

    For those blues that will jump on your band wagon all to do is remind them that it is not their policy to give because according to Brian Alleyne, ‘Roosevelt Skerrit has created a MENDICANT society’, so its Gove is a problem don’t give is a problem where do we strike the balance?????

    For a minute, I thought Mervin Paul was referring to Grand Bay; but in Grand Bay case 35 plus years and counting ( Not forgetting the years prior to 1980) so I would say 50 plus years and all you have to show for it is a depressed community.

    Much of what has been written in the commentary, can be said of several other communities and constituencies here. The status quo has to end! The enrichment of self at the expense of the public has to end! Electors should not be fearful to remove their friends and party folks from office. Parl Reps are our advocates and spokespersons. They are not our bosses, advisors and gods. If a Parl Rep is not performing according to the dictates of the constituency, remove him from office! Send him on a long hike!
    Now, if the commentary was written by a known UWP supporter, Labourats would come out swinging, even if they knew all the info were factual. Let’s build this discussion started by Mervin. Let’s put our insularity aside. Let’s emerge out of our little political cocoon and view our national challenge as a people. Let’s begin to DEMAND representation from our Parl Reps.     Good day Mervin, as a son of the constituency I fully support you on this mission. It is nothing personal, and if it were I have more reason than any other to want revenge since my victimization and public humiliation was well known to all. Even staunch labour supporters spoke out against what was being done to me.
    The attack on me was for nothing except, I was bold enough speak about the very things you are talking about when they were still in the bud stage. Of the hundreds of scholarships given out since the DLP has been in power I am not sure the entire constituency has reach the twenty (20) mark. However, in the less than 20 the minister’s four(4) children among several cousins can be counted. Aren’t our children bright enough to be given an opportunity to study abroad? This man has so many houses and other property while the majority live in poverty. There is so much more I can say to include the ungratefulness the Daniel brothers and their family faced.
    Open your eyes.

    But on a serious note I want to thank Mervin for having the testicular fortitude in coming forward with a conversation that is much needed not only in the Cottage Constituency but islandwide. The DLP has failed the people and its time for the people to dolike Mervin and grow some B*lls. Now I await the long anticipated piece like this one from the former Hon. Loree Bannis Roberts. She too can see the DLP and the Pampalam Ladt has failed that Constituency just like they have done in Wesley, Pte.Savanne if there is still one etc.

    The corrupt house of cards that Skerrit built is crumbling. But the joke will soon be on Hon. Whiteless when he learns that “As.-and me Midnight” is DEFINITELY replacing him come election.

    Excellent piece by Mr merlin Paul. It’s well known that during Mr Austrie tenure as minister of housing he did very little for the people of cottage but he can personally boast of owning three homes on a government minister salary. One day this will come to an end
