CREAD Bill goes to Parliament

Baron presented the CREAD Bill in parliament

Minister for Foreign Affairs, Senator Francine Baron, has said the Climate Resilience Executing Agency of Dominica (CREAD) will play an important part in Dominica’s fight against climate change.

She was presenting the CREAD Bill in Parliament on Wednesday.

The mission of CREAD will be to coordinate all reconstruction work to avoid duplication, maximize economies of scale, spot and fill critical gaps and ensure all reconstruction activities are focused on a single climate resilient recovery plan for Dominica.

 “In the case of Dominica, the scientific model shows that even at the lowest prediction of 1 metre sea level rise, 14 percent of our road network would be lost and food supply and rural livelihoods in Dominica would be negatively impacted by 5 percent as a result of the loss of agricultural land,” she said.

Baron noted that an IMF study that was published in 2017 before the passage of Hurricane Maria, ranked Dominica 3rd among small island developing state in average annual disaster damage as a percentage of GDP during the period 1970 to 2016.

“The only Caribbean island worse than us was Monsterrat which as you know has had to deal with a major volcanic eruption,” she remarked.

She said in other words it is clear that, “unless we do something about this we will find ourselves in a never ending cycle of repair and recovery from hurricanes and the negative impact of climate change.”

The CREAD Bill 2018 will allow for the formalization of the Agency as Government moves ahead with its objective to make Dominica the World’s First Climate Resilient Country in the world after the devastation caused by the passage of Hurricane Maria in September 2017 .

The objectives of the proposed bill are to promote the swift and cost-effective recovery of Dominica from climate-related disasters; to ensure that any physical and other infrastructure damaged or destroyed during a climate related disaster is reconstructed or restored to a state that is better than its state before the occurrence of that disaster; to ensure that Dominica will be more resilient to natural hazards and better able to respond to climate-related disasters; and to assist the public and private sectors and civil society to be better equipped to manage and recover from climate-related disasters.

CREAD was officially launched on March 9, 2018.

    I think the decision by mr. Skerrit to call the parliamentary meeting on Tuesday of this week was designed to divert attention away from his planned visit to Caracas, where according tom the Venezuelan government he had a bilateral meeting with the foreign minister of that country on Monday, the same day the Russians landed their long range nuclear bombers in Caracas. Bi-lateral means a meeting between 2 parties only. It had nothing to do with Alba, which is moribund, but everything with agreements of mutual benefit between Dominica, Venezuela and Russia. We know from the previous agreement signed on our behalf by Francine Baron and Sergey Lavrov, her Russian counterpart that this contains a military element. I suspect that this is an agreement that Venezuela will come to the aid (militarily) should the sovereignty- & security of Dominica be threatened. This way Russia does not have to be seen to be directly involved. The stakes are very high.

    I guess the task to table this CREAD was given to someone who is very inactive and almost useless while our foreign policy and diplomacy bleeds. Cause there is a minister for Climate and a deputy PM. Minister Baron i would like to see your report card.

    Francine can you please define the terminology Climate Resilient, Resilience or Resiliency only so that I who is an idiot can understand it; try and give me the definition in the English language which I am fluent and very familiar with.

    Please avoid creole or Dominica patios: As you may know out of Wesley I was not taught patios growing, that was forbidden! 

    Meanwhile, I want to know what happen to the ten thousand US dollars that was given to you by a group of women in the diaspora to help victims of a hurricane about three years ago. The donors want to know what happened to their ten (US$10,000.00) thousand dollars

    Now I hear that lame duck Parry Bellot coming on Matt’s programme this morning saying the P.M. does not disclose when he leaves the island or where he is going for security reasons. Never heard such tripe in my life. If that is true then the P.M. must suffer from severe schizophrenia and an over- inflated sense of self importance because who of his beloved Dominicans would want to harm him. Even the President of the U.S. announces his travel plans and his reasons for going. Who the hell does pipsqueak Skerrit think he is? Parry, you make your master look worse than he already is.

      @UKDominican – Totally agree with you. I heard dat deluded man talking unadulterated nonsense about Skerrit not disclosing his overseas trips for security reasons. I don’t know who these dotish sycophants of Skerrit think he is.

      The office of President of the United States is one of the most dangerous jobs on the planet with terrorists & anti-American sentiment rampant. Yet every time the President of the US travels (barring quick surprise trips to Iraq & Afghanistan), the whole world knows – sometimes weeks in advance – where & when the US President is going to be overseas.

      In the case of Iraq & Afghanistan, the US President trip to these areas tend to be kept ‘quiet’ until he has actually arrived in those countries or just about left but still these trips to these terrorist hotbeds are not permanently kept under wraps.

      Skerrit, an employee of the people, his employers, goes as he pleases without telling his employers his whereabouts. What nonsense is dis!!!

    I am none the less wiser on the whole CREAD thing; that is for the technocrats so i won’t even attempt go there; however i’m very concerned by remarks made by the President of the United States of America who attempted to give the reason why the UAS pulled out of the Paris Climate accord; he stated that “the way some of those third word governments and their leaders are governing their countries the US will not commit one dime to this organization for their use”. I wonder whom President Donald Trump was referring to; STRANGE!!!!!!!!!!!!

      Funny i heard that and the same thing came to mind. It was clear from the Paris accord that many of these leaders were concerned about one thing. That is the millions they were hoping to get. We all know that had nothing to do with building climate resilience in thier own country. Look at what our gov did with funds from world bank. After PM get funds he wants to decide what he want to do with it. There is definitely something in that statement and believe it or not the State department is paying attention. Embassy in Barbados is not for visa application only.

      @gabriel st jean – This climate resilience thing is being used by Caribbean leaders(some more than others) as a cunning way to get money from the international community – money which may never find itself doing climate resilient things when corruption & lack of accountability is rampant. Climate scientists themselves cannot even agree on many issues re: this supposed ‘climate change’.

      Trump is right to be skeptical about corrupt governments receiving money under this climate change banner.

      I myself continue to ask when since time immemorial has the earth’s climate ever been static & non-changing.

      I remind all of this pertinent point from Lennox Linton’s 2018 new year message -> “For make absolutely no mistake about it, there will be no climate resilient Dominica in the absence of government of the people, by the people, for the people that is resilient to the destructive forces of corruption and incompetence.

        Into the bargain this perceived, different to what it has always been climate change, is big business and tens of thousands of “experts” are dependant on promoting it for their livelihood. The pollutant air miles they clock up attending meetings doesn’t help matters.

    Why can’t you all get off the back of poor Dominicans …After 18years you all have a track record of failure ..Long before hurricane Maria, Dominica did not have an economy,but relied solely on passport sales…
    My question again is, Will Creed mean the 18 government MISLEADERS,posing as ministers go home??Why would Creed be doing their work for them,and they are still getting paid? Isn’t this massive public sector wastage of scarce financial resources?

What are we putting in ourselves from the fabulous CBI income to mitigate the effects of climate change?

    Taking instructions from the controllers, you are doomed. The look on your face tells all. Don’t adopt anything from these people. They will attempt to destroy regardless. They already have. Maria was only one of their presents and there will be more. They pose the problem and offer the solution. They want Dominica…….vacated. They already have established themselves there. They only make it look like they are trying to help you. Poor Dominica, divine intervention is needed.
