CREAD receives praise from PM for setting resilience framework

Prime Minister Roosevelt Skerrit has praised the Climate Resilience Execution Agency for Dominica (CREAD) for what he said is its remarkable job in setting the framework and specific actions for building resilience in Dominica.

He made that statement while addressing a press briefing held recently.

“I believe all things considered, CREAD has done a remarkable job in setting the framework and specific actions for building resilience within our country. It has brought tremendous international recognition and attention to Dominica’s efforts and mobilization of resources and interest in our resilience agenda which has been able to develop the national strategy, the national plan…,” he said.

According to Skerrit, Dominica might be one of the only countries in the world that has a national strategy for building resilience within the country.

“And when we speak about resilience we are not only talking about the physical space, we are talking about the fiscal policies, our economy, our health systems, our education systems, our forests, our marine space,” he explained. “All of the elements have been looked at as part of our national strategy.”

He continued, “I think I will give CREAD high marks for its work.”

Furthermore, Skerrit said his government is seeking to mainstream resilience, so that it is embedded in every department, every ministry of the government, “so that the work continues.”

“What we are seeking to do as well in the Ministry of Planning is to have sort of a smaller CREAD that will ensure that the legacy interventions by CREAD are paid attention, so that there will be a structure in the Ministry of Planning that will oversee the continued implementation of its resilient plan.

“It’s ongoing work,” Skerrit said.

He pointed out that there are additional elements that his government will have to take on board, “and to ensure that we can tie all ministry departments to what we are doing and continue to do.”

He went on to state that there will be a project distribution unit that will be attached to the Ministry of Public Works that will deal with project management and implementation.

This article is not much more than genuine balderdash. Just brimming with undeserving accolades for a worthless organisation conceived by a man who has done widespread and irreversible damage to the environment.

CREAD’s contribution to advance climate resilience in Dominica is only on paper. From its inception of CREAD, the Chinese foreign investors have destroyed the green, lush, natural vegetation; dumped large slabs of concrete and steel in the rivers; and bulldozed virgin soil.

The lack of adequate drainage of the runoff after heavy downpours is a major problem. Too many times because of the indiscriminate and excessive littering, the free flow of water is blocked by debris.

In my honest opinion, CREAD was created to put cash in the pockets of some diehard operatives of the disgraced Liar.

And what exactly is Dominica’s Climate Resilience Framework, pray tell? Actually, this country does not prepare for anything except elections and how to keep one man in power, fair means or foul, backdoor or front door, by the hook or by the crook.

Juanita, this is right up your resilient street!

    But first, my resilient suggestion:

Perhaps the Public Works Project Distribution Unit, could begin by implementing the clearing of drains alongside the road at Antrim. It might help to limit the likelihood of castrostophic land movement triggered by heavy rains in the wake of this dry spell.
