Armed men raid office of DPP

breaking newsPolice are investigating an armed robbery which took place at the office of the Director of Public Prosecution (DPP).

The incident reportedly took place around 9:00 pm on Thursday at the office on Turkey Lane.

Reports are that two masked men with guns held a security officer at gunpoint, blindfolded her and escorted her to a bathroom before entering the office where files were stolen.

The office was also ransacked.

“I can confirm to you that I was contacted by the police and upon arrival at my chambers, the door was damaged and things were missing…no computers were stolen,” DPP Evelina Baptiste told DNO.

It is unknown which files were stolen and Baptiste said a review will be done during the course of the day to determine which ones were stolen.

DNO is  following this story and will provide updates as they become available.

In Dominica the function of the Office of the DPP, according to its website, are:

-To institute or undertake any criminal matter for and on behalf of the state against any person or authority and to discontinue the same against any person or authority.

  • Further the powers of the Director of Public Prosecutions Office is not subjected to or controlled by any person, body or authority as enshrine by the constitution of the Commonwealth of Dominica. Matters are investigated by the Police and passed on to the office of the Director of Public Prosecutions for advice and directives. This procedure is applied mainly in serious criminal matters.

Hello and good afternoon my people. Well if the State Prosecutor/ Attorney General can’t properly secure their files or Office how can the average business owner or home owner feel secure. I can’t believe they don’t have a security video system and an alarm system link to Police Headquarters for twenty hours monitoring. This is the top prosecutors office in the country who suppose to seek redress for our citizens who are victim of crimes and I hope they have duplicate paper files or computer files.

Dominicans have been “praying” for years and still nothing good happens !
Wicked people never get brought to justice and prayers in times like now has no effect.
Dominica’s medical and political issues will soon make Haiti look like paradise !
Remember that the “good” slaves were always made to believe that the bible was really their salvation.

I was not thinking of this but it just crossed my mind. Would it have anything to do with those two policemen who did not show up at Court for their hearing? Food for thought.

Documents at the DPP should be in a safe, under lock and key where thieves cannot get to them.
These people are bold. Keep on heaping eternal burning coals on your heads. You will not escape God’s just judgment and recompense as you deserve.
Our Lord Jesus Christ said, no one can hide from him. They will not be able to hide. He will find them all and mete out his just recompense to them. This is God’s justice.
Therefore, if you think you are harming anyone, you are only harming yourself from here to eternity, Satan’s cauldron of everlasting fire.

God created the world and all who and what is in it. He controls it. No one has more power than Him.
You must return the stolen documents, apologize and show remorse. Then, you must ask God forgiveness in a humble manner with sincerity of heart.
God knows your heart and if sincere or not. It is imperative that you make penance and sacrifice if you ever hope God will forgive you. Otherwise woe to you.

In the process of elimination they don’t have to look far. Start with the files that were stolen and the defendants associated with those files. And you just might get lucky if the perpetrators are dumb enough to only take files associated with their case.

Next they will raid the police dept. Look for files of upcoming cases or cases involving govt. officials. Sounds like a professional job whose goal was to get rid of evidence or information and they knew what they were looking for. Aosl they knew that the ‘security’ could be easily eliminated.

Can all the people with the “Inside Job” ideology tell me at what point do you perceive this because you all make absolutely no sense. Why would the government have any reason to act against it’s own system that it set up??? I think this has to either do with some ex officer want pay back by stealing information, it could be some gang member that’s in jail that needs something done this could even be tied to those people who keep sending drugs into the jail or stupid people, at least something that doesn’t sound so outlandish!!!!!!!

Is D/ca really that backwards with respect to introduction of modern information technology and storage? Is all the data stored in cardboard boxes in the broom-cabinet? It is just to crazy to imagine that if a couple of guys forced their way in to the DPP office and stole a folder with important documents, probably criminalizing the fellows and containing important data, those guys have no criminal record today. It has been burned in the bush and no copy exists. Just to weird.

    • Donk
      December 18, 2015

It is intentional by the powers that be to keep the system as backward and retarded as is. This has nothing to do with lack of resources.

    • The Real Facts
      December 19, 2015

If so, they now learned a hard lesson of responsibility and safe-storage of legal documents. These files should be on the computer system. They probably have back-up files.
Someone was aware about it and realized how easy it would be to pilfer the documents.

      December 20, 2015

You would be surprised. Backwards is being kind. If you go to banks and use paper to get money out, imagine how outdated the criminal system is. IT does not seem to be at the forefront of most things in dca. Plus, had they turned up the heat on criminals we would not be in this mess. Guns are everywhere and it is difficult for ordinary hard working citizens living in rural areas to get a conceal carry licence. Thugs just break into people homes and beat them for money. We need some serious patrols on this island

Come on people, a thief is a thief is a thief. The article said there was a security guard on duty. who the gun masked men/women locked in the bathroom. Obviously the bandits knew what they were looking for. Could it be an inside job? don’t know but by the looks of it the robbers knew their way around so they had good directions. Did they speak? Did the guard recognized any of the voices?

When we watch bank heists on television we see the bandits hold customers and all, at gunpoint, take all the cash they need and run away in a waiting vehicle. So these people plan their robbery well.

Their accomplices are as much a robber as the ones who committed the crime. See in the recent US terrorist attacks, the gunman and woman are dead but an accomplice who may or may not have been on the scene is in lockup and will face the music.

Mhhh, so DPPgate finally happened. In this era of affordable micro, closed circuit tv monitors, we still don’t have them in key places – Evidence room of the police station, strong room in customs, and other sensitive areas to with national security and the execution of justice. On the matter of the DPP break in, It might make no sense to identify missing specific case files or documents related to a particular case, as the burglars may have destroyed/stolen many others as decoys. However, I have identified a major problem with the nature of today’s law man in D/ca – they lack enthusiasm to carry out the job. I have noticed a dampened spirit among fellow (I am ex) police officers correlating with the length of time of the Skerrit administration. Many are just there for the money, and that’s where bribery and corruption can seep through. I would therefore recommend a thorough investigation by external authorities, into the morals and conduct of the CDPF.

  31. Hmm
    December 18, 2015

The office of the DPP needs to get a high speed page scanner (about $500US) and scan all documents as they are received and identified, after which copies need to be stored in the cloud (encrypted at several locations… Redundancy), so that any theft, fire or other natural or man-made situation would have little effect. This needs to become a formalized standardized operating procedure so that not even a staff member can tamper with evidence or other case related material. And all access to the files should be logged, showing a chain of access.

    • Anansi
      December 18, 2015

Hmmm…. I thought they already had that. I was going to add that any particular file/s or papers missing referring to a specific case should be given extra attention. But then the burglars (Watergate?) may have been smart enough to destroy many other unnecessary, unrelated files – decoy or cover up.

        December 19, 2015

Since accessing DNO I have taken note of those murders to today. They are one too many.
In addition, for a small country as D/ca, there are too many murders per population.
In case you do not know that or fail to, in bygone years D/ca hardly ever had one murder. It was one every 10 years; lover’s disagreement. The country was a safe one.
The type of thefts which are committed today were non-existent in those days.
        What has happened?
Have you considered, the more godless a society, the more evil people, crimes/ murders there will be?.
This is why Christians are wishing and hoping that God will return to claim his world and put an end to this wickedness which is escalating.
God wants everyone to turn to Him and in sincere worship and prayer.

      • The Real Facts

Let me further inform you. I have stated this more than once. Many different religions have sprouted up in Dominica. Those leaders said they are saving souls.
They have been instrumental in influencing some Catholics to join them.
Be it through inspiration/revelation, I have considered since then Dominica got worst, i.e., some people. There are more murders and other criminal activities in D/ca. It is also noted throughout the West Indies; no exception in other countries.
The more different religions, the more the world has become worst.
Look at all what we have in the world, all this immorality which I need not elaborate on. You should know this.
This makes me feel that God is unhappy and angry with much of what is occurring in D/ca, in the world.
For those who realize this, worship and prayers are the answer.
Laws are necessary. However no amount of government laws will change the trend in Dominica. I hope everyone comprehends this.

Shame on the people responsible for Judiciary arm of government. After Tropical Storm Erika long past, you had Police Officers still securing empty apartment buildings at Elmshall and Bath Estate, wasting human resources that could have been used to better secure the DPP office. We have also chosen to better secure the Chinese, Venezuelans, and Cuban Ambassadors and their embassies. What is our priority? We have neglected the very same areas that would ensure that the wheels of Justice turn smoothly and swiftly. Look at the Magistrate and High Court. Can you imagine, that in a time like now, you still have unarmed police officers patrolling the streets and securing the entrance of the courts? and an unarmed security officer to guard a building housing the DPP office, FIU office, 2 Magistrate Courts, a masters court, companies registry office, a court reporting unit ,and a magistrate court office? Why so many offices in that old building anyway? DPP office should b relocated

And it is a darn good thing that PM Skerrit was only 7 years old; no one can lay that one on his back, eh!

But those of 1979 are still around today, trying their best to bring back 1979; but God forbid that this will come to pass a second time, and in a time like now.

He is in full power through His chosen Servants in Dominica–especially Mr. Roosevelt Skerrit–the devil and his counterparts are plagued with fear, because they know His Strength, His Authority, and His wrath–let those who have ears hear what the Spirit is saying.

Words are the sword of the mouth, more powerful than physical weapons–it is time that we start speaking the words of rebuke against those mouths which are spewing their words of darkness, futility, and death, upon our Dominica; she is a Land of Light and Life–not darkness and death.

If a murder was planned on GON Emmanuel and was covered up by the powers that be What else can surprise me inDominica. If a police officer volere plenty money and still received several promotions what see can surprise me in Dominica.
If a police officer slash government vehicle tires and still receive several promotions what else can surprise me in Dominica.
Money laundering government officers bringing in millions of passport dollars and the matter goes by unhib like Erika then why should I be surprised.

I wouldn’t be surprised if this is drugs related. Today we see dealers in broad daylight plying their trade, in the middle of Roseau without interference from the police. Inadequate security at the office of the DPP but meanwhile the tax payer has to foot the bill for round the clock cctv surveillance of the speaker’s residence. Note, I disclaim any imputation of improper motives! May God bring deliverance to our country.

We need to have a whole new outlook on the job of a security officer. It seems it is just a person with a uniform on but cannot really secure the place. You never hear the security guard held them down or prevented a robbery or attack. The thieves/attackers always have the upper hand. What can they do with a baton and sometimes even nothing, no form of protection. A real security officer needs to make an example of these perpetrators. Is time we give them people a damn gun too.

DNO I see my comment was edited. That’s ok. I understand. However, only someone who has a heck alot to loose would break in DPP office and steal files. Breaking into the State prosecutor office and stealing files is not the work of petty criminals. This is normally done by organize crime, Mafia, or political criminals. This is a very serious level we are right now. It means the justice system which is one of the foundation of a stable law abiding country is now under attack. I get the feeling people taking this for a joke. Only people who know where these files are kept would do that. I say no more.
