Belles woman charged with causing grievous bodily harm to niece

Eugene is facing a charge of causing grievous bodily harm

The police have arrested and charged Kerina Eugene of Belles for causing Grievous Bodily Harm (GBH) to her 15-year-old niece.

The incident took place March 17, 2018 with the victim allegedly burnt.

Eugene, who is pregnant, appeared before Magistrate Bernard Pacquette on April 26, 2018, where the charge was read to her.

She was not required to plea since the matter is indictable.

The prosecution, led by Sergeant Davidson Cadette, first objected to bail but having then learned that Eugene was pregnant withdrew that application on “humanitarian grounds.”

Bail was set in the amount of EC$12,000 with the preliminary inquiry set for September 6, 2018.

Eugene is represented by attorney at law Julien Prevost in the matter.

Magistrate Pacquette inquired if the matter was brought to the attention of the welfare department but that answer was not forthcoming.

Sergeant Cadette expressed his disappointment that a welfare officer was not present since that matter involved a 15-year-old child.

He also said that the office of the Director of Public Prosecutions (DPP) ought to be fully involved in the matter and asked that a social welfare report is done.

Eugene has been remanded in custody since she did not have someone to stand as surety for her.

She will return to court as soon as that is in place since her bail is open.

The matter has gained considerable exposure on social media with many wondering why it took so long to reach the courts.

    D A PASSPORT , in this day and age you cannot be serious, are you an idiot or are you just out of your mine, so let me ask you if a father rape here daughter, in the privacy of his home and get her pregnant is that Ok with you ? would you like that to happen to your child? if so you are part of the problem , you might be doing the same thing, and you should be investigated.

    Bail?? She’ll have that child in the prison. If it’s a little girl send her for me…Who am I kidding? Welfare will say she’s fit to care for her child….Nonesense!! Welfare also needs to be investigated. Too may cases where reports are made and these inept so called welfare officers are just ignoring the situation. There are reports of fathers abusing daughters, parents abusing children and the welfare does nothing. I am not referring to hear say…I can tell you from experience. The entire welfare departments needs to go home and be replaced with skilled and educated people in the fields of psychology, gender affairs a,d related fields. It’s time things change in Dominica. It’s sickening that everything is done at low and mediocrity levels…I sick to my stomach.

    I hope they take the baby from her in the future. She’s clearly abusive, and children should not be left in her care. What did you think the end result would have been? Did you intend to kill her? I hope she is prosecuted to the full extent of the law, and shame on any family or friends that are condoning your actions. Putting emotion before common sense and reason!     If my sister did that to my kid… I would forget she is my sister for sure..no 15 yr old deserved that kind of treatment.. pregnant or not she shoukd not be granted bail..the system should provide het with all the medical help she needs..have that baby in jail and put the baby up for adoption..She don’t deserve having a kid.

    I do hope justice is serve for this young girl..i know she will healed but I hope society rally with her becauseshe has been scard for life..

    Big thanks to the people who bought this case to light. This one would go under the carpet like many others. How can you tell me if the people didn’t demand action nothing would be done. Oh lord please have mercy on this poor child. I hope the court of Dominica will send a clear message to anyone who think they can continue hurting others and get away with it.

    Some Dominicans are involving themselves in matters of the spirits that God rebuked and forbade. Families are casting spells on other members, while others are wickedly seeking fame and fortune in an evil manner.
    The bible says that our body is the temple of the Holy spirit and that we should be filled with the spirit of God and nothing else.
    Many people do not understand what is happening when they do certain things. You have a free will and God will not go against His rules once they are spoken! If you chose evil then evil you will receive BUT He would be happy and pleased if you chose Him!
    If we do not have The Holy spirit in our lives then our house/ temple remains vacant or empty. Demons need something to manifest in and prefer the human body so they will seek avenues to get in and call as many others as they can.
    our way of life can demand Demons e.g porn, drugs, introduction to the evil unseen world……
    They possess human bodies and control their minds.

      Prayer is the tool, the communication, between you and God almighty. The flesh hates to pray but loves gossip, money, promotion, and these sorts. When you believe in God, you repent…turn away from what you were doing seriously, and start seeking the ways of God through His word (the bible) and praying without ceasing!

    Children are very vulnerable to all sorts of abuses. Most cannot fend for themselves so the rest of society should do every thing humanly possible to shield them from all harm and danger. As a Caribbean people , I find that we are not loving enough, not caring enough, not protective enough of one another, especially of our most valuable resource, our children. The physical, emotional, mental and sexual abuse of our children MUST stop. Chastise them when they are wrong but never allow it to reach to the point of mental of physical ‘torture’.

    Why has it taken so long for action by the police and welfare department? Another example of the failure of government agencies to act in a timely manner and this leaves one to wonder why?Thanks to Q95 for the spotlight placed on this matter and getting reaction from relevant departments for justice for the injured child.

      Just so you know the matter was dealt with immediately so it did not take Matt for the matter to go before the court. When these matters are reported the media does not have to be informed of what transpired. What the media needed to do was find out if it was reported and if anything was done about it…or rather, they should have tried to find out the truth. But then again, that’s how some Dominicans like to act without facts.

        Come on Neso, the incident occurred on March 17th and more than one month later no arrest was made until Matt brought it out on his radio programme.One policeman even said that the family didn’t want any legal matter made of it and was prepared to not do anything.Considering the injured is a minor the welfare department (government) and police should gave acted before all this time elapsed.You must be joking man, to talk about immediately when 37 days have passed since the offence occured.

        The matter was swept under the carpet.
        Matt is the one who contacted Dr Dangleben to get help from the Burn Center in California and Dr. Sam is ready to accompany her, but the family did not accept the help.
        The father came and left the child with her aunt, the same one who burnt her and went about his business.
        The police dropped the ball and so did welfare.
        What is going on in Dominica….No law no constitution!

    Its a culture in Dominica. I have known parents who burn thier kids hands and all kinds of barbaric things and nothing happened. Sexual abuse of kids physical abuse of kids in Dominica have been long happening with no punishment especially by family members. This case would have gone tbe same way if it was not that extreme. I have said before we are a sick society. The church sits by and say nothing but now want to get solutions from politicians. If maria aint teach Dominicans a lesson wait til next one hit. The christians try to stop tommy sparta but sit silent when our own society and members are perverts to evil. What a place!!!!!

        the saying is true but what is the root of all this? The people who once feared God have become proud, prayer-less, overly wicked, and hate repentance. How then can He hear from heaven, to forgive their sins and heal their land?
        The prayers are either not being answered, or delayed because of iniquity in our hearts.
        God only hears 1.. One prayer of the sinner/Wicked. SAVE ME!
        God looks at anyone who does not follow His commandments of repentance, as wicked.
        TV used to be the order of the day, today, there is very little tv so we spend our time on social media and messing about in society.
        God is HOLY! There is no room for any sin in heaven but, He has made provisions for us here on earth by the blood of Jesus!
        I cannot believe that humans are so hard to understand the simplest thing that a 5 year old is able to understand! Believe in your heart and confess with your lips and repent. Turn away from your old ways!

    Ah DNO not sure if this law exists in Dominica but I know for certain that it does in other Caribbean Islands who follow the same Westminster System of Law. My question is doent the law of Dominica bar the publishing of pictures and names of matters involving minors to protect the identity of the Victim? Now I am not accusing DNO of anything but please advise if this is infact the law in Dominica.

    ADMIN: The law applies to sexual offenses. The charge in this matter is grievous bodily harm.

      The law is that the child’s picture cannot be published, nor her name, but the accused persons picture is fair game. However as we are living in a small society, and it is easy for the public to identify the child by identifying the accused, then really the woman’s picture should not be posted with this article because of her relation to the victim.
