UPDATED: Hotel manager killed in alleged robbery attempt

One person is dead and two others injured following an alleged attempted robbery at Pagua Bay House in Marigot last night, reliable sources in the village have reported.

Joe Costello, the manager of Silks Hotel in Hatton Garden, was reportedly beaten to death when several masked men entered the guest house. Costello is from Dublin, Ireland, according to his Facebook profile. The 43-year-old has been managing the hotel for the past nine months.

Two others, Rick and Alicia Davison, the owners of Pagua Bar and Grill and Pagua Guest House, were also injured during the attack and are now receiving treatment at the Princess Margaret Hospital.

Police Public Relations Officer Claude Weekes confirmed that a homicide took place but he could not provide any further information at this time.

    I am truly saddened and shocked by the circumstances. This is truly undominican and I hope that these criminals get the law thrown at them without remorse.

    Despite this horrific crime, I do believe that Dominica is still one of the safest in the Caribbean, and with one of the lowest murder rate.

    By all means, this vicious crime should have never happened, and visitors and residence of our wonderful island should be made to feel safe at all times.

    Parents, grandparents, sisters, brothers, uncles, aunts, friends, please work together in identifying criminals an those who have committed petty theft assault or any other crime against those who have chosen to invest in Dominica and make her their home. We have more to loose than gain by these acts of violence. One of our major selling points is our reputation. Let us try to continue to protect it.

    In March, 2010, following the murder of a young Dominican man and numerous break-ins and robberies of ex-pat (that is, mostly “white”) properties in Calibishie, a community meeting was called to discuss crime in the Village. Some of those who attended the meeting in an official capacity or as speakers were Cyril Carrette, Deputy Police Commissioner; The Honourable Ian Douglas, Minister for Tourism and Legal Affairs; The Honourable Matthew Walter, Minister for Agriculture and Forestry; and Inspector Claude Weekes, Public Relations Officer for the Police Force of Dominica.

    The meeting was extremely long, but the final consensus was that until the residents of Calibishie were willing to share with police the identities of those responsible for various crimes, there wasn’t much the police could do.

    As long-time visitors to Dominica over many years, we knew that Dominicans – most of whom know each other and are even related – would be reluctant to “tattle” on their friends and relatives. These close relationships even make it difficult for the police to investigate and prosecute crime and for the justice system to function effectively. And the police are handicapped: when good friends of our had a terrifying break-in at their home in Calibishie in February 2009, fortunately without any injuries, the police were unable to come to the location for some time because they had no vehicle!

    In letters about the community meeting that we sent on March 9, 2010 to all those gentlemen listed above, we said, “We no longer feel safe here,” and we predicted that “With property thefts increasingly being committed with weapons such as cutlasses and guns, it is only a matter of time before yet another person is seriously injured or killed.”

    Because of our concerns, we sadly decided against returning to Dominica. Now we are devastated that our prediction has come true. We didn’t know Joe Costello, but we certainly knew Rick and Alicia. Our hearts go out to them, to their many friends, to Joe’s family and to all of those who care about the future of the beautiful little island of Dominica.

    It’sinded sad what happened at Marigot andihopethose guys are captured soon.My issue for is the blatant BS that hapen our courts we need justice and i am 120% for the death panalty.The Police Force need to step up as well from the top.It is a sad how thepolice force have become undeserving persons get promoted and they can’t even investigate simple battery.it’s all because you my friend or you bring a quarter of a pig for me i will promote you.Then the police force is embarassed as to where to put them to work because they are half a police.This just creates an inefficient police force when u have ineficient heads.May my friends from Pagua bay recover nicely.

    For Dominica’s tourism is not good, even so it is advised that the government ensures that the law is applied, and these offenders
    be judged and go to jail for a long time.
    Dominica government should also think about how in the future with violent criminals who are deported from third countries according to DA should be handled, it can not be imprisoned to be the such dark figures only in the prison and then deported to paradise, to freely walk around!
    In Germany, foreign criminals are only for serious crimes
    such as murder, rape, drug trafficking, or if they stand out as intensely offenders from our federal courts deported to their home countries so they can verbüsen their sentences there.
    I hope that this horrific crime remains an individual case, my thoughts are with the injured and the bereaved.

    Joe Costello has been hailed as a hero following his violent death on the island of Dominica as he intervened in a robbery at a guesthouse.

    The 43-year-old Dubliner was the general manager of the luxury Silks Hotel on the island and had been living there for the past nine months.

    The killing happened on Sunday night during a long bank holiday weekend on the island.

    A three-man gang brutally attacked the Irishman after he tried to stop them robbing his friends Rick and Alicia Davison in a raid at the Pagua Bay House in the village of Marigot.

    The couple are the owners of the guesthouse and Mr Costello was visiting them as the robbery took place.

    When he intervened, one of the gang struck him on the head with a large curved sword known as a cutlass.

    The blow to his head caused horrific injuries and he died shortly afterwards.

    The gang escaped with a number of possessions belonging to the victims, including mobile phones.

    The couple were taken to hospital, where they were undergoing treatment.

    Police spokesman Claude Weekes confirmed that the killing had taken place, but full details of the horrific attack have not yet been released.

    A local woman told the Herald today that the Irishman’s death had shocked the island of 70,000 inhabitants.

    Jordan Jermaine, whose family employed the Irishman to run their luxury hotel, said Joe had “died a hero”.

    He paid tribute to the Irishman as a great man who was very nice and very sociable. Everyone liked him and his death had caused deep upset in the community, he said.

    The Dubliner had frequently spoken of his happiness at working on the paradise island.

    Dominica is known to have the most unspoilt and spectacularly beautiful environment in the region. ”

    I have been reading all these blogs and I would like to say this. This incident will bring the eyes of the World onto our tiny island and have no doubt this blog will be quoted around the globe. On this basis we need to use it in a more positive way rather than for political ends? No one really needs to know one person’s personal view on Crime, Government etc as all it does is paints a picture to those less well informed reading it that Dominica is a place to stay away from.
    The truth of the matter is that Dominica has one of the lowest crime rates in the region allowing most country people to leave their homes unlocked. The natural geography of the island is such that a lot of people grow their own ground produce and with hundreds of free flowing rivers, water will never be in short supply.
    Dominica is a virtual garden of eden, its only the odd incident like this that spoils it for everyone.
    Joe was my good friend and I know that even if he had survived this tragic incident he too would have continued to exhort the positives of this place a place that he recently described to me as his home.

    Deepest sympathy for Rick & Alicia .

    Last Conversation with Joe was 3 weeks ago – along the lines of ‘what a beautiful place Dominica was to Invest,an Island of unrivaled natural beauty untainted by the crime of neighbor Islands, the USA etc’ or so he thought.. He really loved it here.

    Joe was the type of person who would lay down his life for the protection of friend or stranger. He has paid the ultimate sacrifice. RIP Joe, your cheeky infectious Irish grin is remembered.

    As per below, the effects are a dynamite blow to Dominica, our Caribbean people, and the region. The repercussions will effect EVERY Dominican. These murderers are traitors of Dominica and are robbing us of and our basic right to live in peace with ‘one love’. Disgraced and Disturbed.

    The sad thing is that when these tragedies happen, people think that our island is now full of thugs. This is not true. Crime is committed by a few people. These persons hurt us, our livelihood, our country, our reputation, our peace of mind.

    Those fools who are in Dominica that not thinking before they commit these kinds of acts they need to think twice and realize that the whole country is paying for it.

    I am here in the US came in contact with a young lady from some other caribbean country, she lives here, use to attend the Ross University in Portsmouth. The young lady asked me where am i from, told her DA. The young lady did not hesitate and tell me that she did not like DA because she had a very bad experience in DA. She said that her apartment was robbed on several occasions, had to change apartments quite a few times and was constantly being harassed by guys coming around the university. She said that the guys who hang around there try to get in the white students head to marry them and take them to America.
    This lady has no intention of returning to DA. So this bad experience has given this young lady a very negative feeling and impression about DA.This is just not a good name!!!
    I REALLY HOPE AND PRAY THAT THE PEOPLE WHO KILLED THIS INNOCENT MAN WILL BE PROSECUTED FOR THIS UNBELIEVABLE CRIME!!
    DOMINICA is a small country and somebody out dere knows who committed this crime..

    At the end of the day the Police can only do so much. We the people have to be observant, is your boy friend acting strange? It could be the guy that regularly comes into your shop or that person who is always at your bar after work, are they acting in a normal way? These terrible violent people have family, friends, and as I type this someone somewhere has a suspicion. The right and proper thing is to report that suspicion, no matter how difficult it may be. As one of Joes friends I will be offering a cash reward of USD 10,000 to anyone who presents the perpetrators of this hideous act to the police, who then successfully convicts these people of this crime. SO, if you are one of these animals how safe do you feel NOW? At the end of the day actions speak louder than words in addition YOUR ACTIONS ENDED not just Joes life but it also dealt a blow to every decent living DOMINICAN . BE WARNED WE WILL FIND YOU!!

      You may say I’m a dreamer, but ……I do sincerely think the police officers do whatever they can in such a case. It seems obvious they lack equipment or sufficient numbers, but I would not challenge their determination.
      I think the “reward” option could be appropriate in this case as these gangsters must be treated the same way they treat others. Among them, some to be gangsters, small hands, or competitors (!) will undoubtly be attracted by such rewards and would for sure “sell” them easily.
      I thus think it is a good move.
      Now remains the justice issue… Is our justice strong enough for such bastards with smart lawyers ?
      I do not know but this is key point.
      If not, it might be necessary to offer a higher reward…. for their heads or arms ?
      Anyhow, WE , ALL TOGETHER , must make it clear to those guys that whenever doing such an horrible thing, they will be found and taken care of; Be it by the justice or whoever else . This is the best message to be sent to them so they think twice in the future.

    The number of strange nationals from other islands roaming Dominica let’s not be so quick to say it’s deportees doing it. We simply don’t know. It’s bad enough it happened and in Dominica at that but let’s not pretend that we aren’t seeing a unique style of criminal activity not consistent with Dominica. Further more many of these crimes have gone unsolved, could it be that the criminals simply move back to their home countries or another island to start a new wave?

    Crime will continue to go up unless something is put in place to encourage young people to work.
    Local goods and services needs to be encouraged. CUT OF FOREIGN Franchises. They only take money away from the local economy.

    Encourage sports in schools by making it an integral part of the educational system.

    Promote local media, and reduce the amount of overseas influence via TV( TV destory’s people minds)Young people these days only want to follow the American way of life. What about the Dominican way of life.     wow… Dominica turning into Mexico? tsk tsk it’s sad really the state of the country right now; never really heard of all these crimes taking place when I lived there (which was only 5 years ago) and I come back last year and what’s the first thing I see when I go to roseau? A young man robbing a store and being chased by the owner and the next day? my father investigating the death of a man killed by another and the stories he has told me about the things that he has to deal with when he’s on the job, it just amazes me that this social delapidation that is going on in Dominica is rising at an alarming rate. No country is without crime but damn this is most definitely not the Dominica I grew up in. Anyway, my condolences to the family for this is such a sad event.

    To all that knew Joe, i know in his heart he will never want to see justice undone..I am sure on that day of death he wanted nothing more than to get to the killer before he killed him but On his last breath he knew the killer will be held and when it happen his soul will lay to rest in peace. He loved Dominica and meant well for the people his spirit knows the beauty of Dominica.I am writing this letter knowing the killer will come forward and confess he has no way out, i trust this will happen i have no doubt in my mind Joe was a true warrior and so he will continue until the killer confess he will want nothing more for the people of Dominica. There is a woman who is aware of him and not to long he will come forward and confess the truth. Joe in his heart wants the people of Dominica to wake up and know we are our neighbor’s keepers , we must teach our kids stealing and killing from other is not a way of life its about sharing, when we know hate we must know love and we use the love more than hate.     DNO is unfortunately painting a very nasty picture for us by encouraging comments that Portray this as a robbery and racist crime.
    The police made it clear it was “alleged”
    The fact is that there have been and are many fellow investors who are ‘white’ living and conducting business harmoniously in Dominica.
    There have also been others who have come to Dominica under ominous circumstances
    The police are investigating the situation. But meanwhile DNO is scaring our clients and potential visitors by portraying Dominicans as criminals .

      Dominicans are the best bunch of people I have ever met. It is a wonderful cfrazy country and as always it is a handful that make a country bad.

      The local community there need to look into themselves and keep a check on their youth. It is your problem. Some one has to take responsibility. So much unemployment over there, so many men sat around all day at the side of the road … more than any other place on DA.

      Youth don’t want to go work their family gardens anymore … “it too far”, “it too hard” … “it no pay”. You can make more money growing pineapples than killing that man. Grow up.

      Easy money is the way in their minds. Those rap videos and songs … all bling and no work … they live in a wonderful cuckoo land it seems, but the youth in DA want it without the work.

      The youth need to see how much hard work, great focus and a team of well experienced producers, engineers and a whole host of hard working marketing people … that is how 50 cent get there … not spitting on the floor hating anyone who worked hard and gets a little money.     I feel ashamed reading this as a Dominican on Vacation overseas. I trust that the authorities are taking a close look at the increase in crime rate. One is too many. Look back at the last 12 months. Our crime rate is increasing too rapidly. And what us worse is that the criminals get away with it.

    I must say I am saddened to see so much talk of tourism. Yes, tourism is key to Dominica’s economic success. Yes, the four victims of this crime were all members of Dominica’s tourism industry. But they were also people. Each of the victims was a person with a story. He or she had dreams, and passions and soul which will forever be changed. The inhumanity of this vicious act is matched only by the glowing humanity of its victims.
    Let us be mindful of our own humanity before we rush into a selfish discussion of the effects this will have on our tourism.

Is there a roving criminal gang in the north east corner of Dominica committing all these crimes? We need some serious community policing.     I agree with a previous comment, stating that law abiding citizens, ESPECIALLY foreign business owners in this case, should have easier access to firearms for self-protection.

    Foreign investors are being targeted more and more, and I don’t think the government fully understands the importance of protecting them.

    It is difficult to respond to such an out pouring of grief following what was a senseless crime.
    Dominica is probably one of the safest places on this earth and I have today spent many hours on the phone to family and friends of Joe who are bewildered by last night events.
    I know that they are all desperate to understand what happened and equally they are grateful for the large number of people that have commented on this blog.
    Rick and Alicia are also good friends of mine and seeing them last evening at the hospital in Marigot was no less than shocking.
    Joe was one of the good guys that this earth had upon it, he was gentle and caring, money was not his mantra, he built his life around friendships, sure he had his own demons to contend with as we all do and when I suggested to him last November to move to this beautiful Island paradise little did I know that one day I would be writing this.
    His Friend Emily is in the room next door as I write this and I know Joe is not that far away……..
    Joe is a friend to remember,
    a friend we loved so much.
    His memory runs through my mind
    of the last time we talked.
    He lived a life of happiness,
    a life filled with love.

    The incident of the German Tourist a few weeks ago bothered me so much that I have been warning my friends to be careful when venturing down this side of the island. Dominicans and people on island has to pay attention to the signs. These guys are so desperate that they block the road, once you get out of your vehicle to see what’s going on, they immediately run out of the bushes and ambush you, so please be on the alert at all times.
    I do sympathized with the German Tourist who found themselves in such an unfortunate situation while on island. Some of the comments which followed your story was in very poor taste, but yoou will agree with me that every country has some real ignorant people, some of the comments showed off some of the illeterates in Dominica. They did not take a minute to digest and understand the gravity of your story but immediately started posting crap.
    Dominicans, please be mindful that while we love our country and want to promote it as a haven for much needed development the actions of a few will impede this growth. Dominica is one of the Caribbean Islands with the highest migration level, our people head out, learn their trade both good and bad. The sad part is that its only the bad eggs that are returning (most as we know is through deportation) so they are coming in as skillful murderers, or gangsters.
    We need not close our eyes to this, while all we see from the MD’s and PHD’s are their photos and achievements in our newspapers.

    From where I seat daily I meet quite a few foreigners who have established their business on island and lots more who are desirous of doing same. This I will tell you is a total discouragment to any foreign investor who has at the time just the thought of establishing their business in Dominica.
    An example must be made of these vicious murderers. Can u really beat a man to his death, in Dominica, our peaceful and loving nation. No!! the Laws must be amended, you take a man’s life, why should we allow you to live?? Come on Parliament, this is not meant to be political, but as a tourism official, and Ambassador for DA we have to save Dominica’s name, we have to vigorously address this situation. How in God’s name can we have staff promoting one thing while a few bad eggs in one sec.. change that for us. The death sentence must be brought back and our Police needs to start their investigative work NOW!! If foreign FBI help is needed, ask for it, we are accustom of asking for all types of infrastructure and we get it, we need assistance to solve the murders NOW!!

      In fact, I do not think it requires more laws or harsher punishments. Your laws are just fine, punishments are hard. BUT there is no sufficient ENFORCEMENT of these laws. A punishment of whatsoever kind can only follow a trial in court.

      But when the police does not work, nobody bothers investigating, the judge will never see the fellas. So no punishment happens.

      I was long time wondering whether to come and settle in Dominica. But honestly: I WONT. I would be be white boy who takes away the land from the locals, some people would hate me just for what/who I am.

      I know it is the vast majority who are good people with warm hearts and friendly attitudes. But sorry folks, it requires only a handful of Nazis to kill somebody and thus cause fear.

      If the law enforcement bodies dont work, foreigners like myself stay away, do not open businesses, provide jobs etc.

We just had dinner together before I left Dominica a fews weeks ago. How very sad and shameful. Dominica is now being presented all over the world as the hot spot in the Caribbean, and now this. There is a movie by Lara Sanders about Dominica being shown in Switzlerland, France and Germany, which has won many awards, and people are getting to know more about Dominica. Who will want to go there? I was born there, and to tell you the truth, I’m even afraid myself because of all the unsovled murders in a small country like Dominica. How sad.

      It is very sad my friend, but while you see it fit to bash the police force, please find it necessary to inform yourself of why the police cannot perform efficiently. It is first and foremost the job of the government to provide National Security for its citizens. The police are employed to perform that task but how can they if the government does not budget for such? The police rely on the government’s funds to do everything and if they are not provided with the necessary training and equipment, what are they to do? Believe me, there are members of the police force who are just as disgruntled about the penal system as the average citizen but what are they to do?

    Over the past couple of years, several people in the states have told me about their less than stellar cruise ship visit experiences to Dominica. They mostly noted that Dominica was their least favorite destination in the Caribbean. They usually complain about the shabby appearance of Roseau, the annoying beggars, and general lack of convenient amenities in comparison to other islands. I am always very sad and disappointed after hearing those negative comments about my beloved homeland from folks who did not even know I am Dominican. However, for every negative comment made, there have been many glowing and positive expressions. Therefore, nothing those complaining strangers said could diminish my love and appreciation for my country of birth. After all, many other destinations did not boast the natural beauty, friendly people, and safe environment of Dominica. Unfortunately or fortunately, after reading this sad and shocking story, I will probably not have to worry about strangers telling me anything positive or negative about their visit to Dominica if nothing is done to stem the growing trend of violence against visitors.

    When I heard how the guy was murdered, and how the two others were injured I told my brother this does not sound like just a simple attempted rubbery. This looks like some kind of hate crime or like someone taking out some kind of vengeance. I hope the police go into this with an opened mind, so that they can get down to the crux of the matter, and round out these heinous criminals and put them behind bars for the rest of their lives, at minimum!

    I recall some years a man ( sounded like a white male) complaining about someone who was in dispute over some land issues in the Hatten Garden area. I was just wondering if that could be one of the victims, and if those people he was talking about was part of this violent rampage.

    I certainly hope that the authorities will come down HARD of the perpetrators of this crime; far from being a horrific act, this crime is also a brazen assault on the people of Dominica. The people of Dominica are engaged in the ongoing task of transforming the Nature Isle into, what I hope it will become, an eco-tourist haven in the Caribbean. Perpetrating a crime against one of the pillars of that plan is an offense to all, and Dominicans need not stand to the side and just simply bemoan the rise in criminal activity on the island; a stand MUST be taken by one and all. These acts concern me gravely; I do not live on the island but I am making plans on returning in the not-too-distant future, to set up a business enterprise, to play my part in the development of the country. I would hate to think that the people of Dominica will sit idly by and allow the vagrants in the community to perpetrate these crimes with impunity. How do they think this will play in the hometown newspapers in Ireland and anywhere else whose news organizations pick up the story? Dominica is too small for Dominicans NOT to know who the possible criminals may be. SPEAK UP! Even if its your children, report them. They bring shame to you and the nation.

    I am white American, married to a black Dominican, with a Brown child. Should I be scared here? I have no money, no land, and no confidence now, that Dominica is a better place to raise my child. I brought my child here because I thought it was safer and more beautiful. I realize that safety is an illusion, Do the people who have committed this brutal attack know, that the idea that all white people have more than they do, is also a big Illusion. Some have, some don’t have. Some work hard for their money, some inherit money, some are poor. The color of a persons skin is no indication of wealth.       There are groups of international experts who have unlimited resources and are applying pressure to prevent our governments from excercising the rights provided in our constitutions to hang these murderers. They look at the death penalty issue in isolation; not paying any attention to the dire toll serious crime is having on all aspects of our lives. Yet, so many criminals socialised abroad are deported back to our small islands without proper notification; most of them lack the social skills or support to become integrated into our societies; crime is then the inevitable outcome.
      Our governments at the level of the OECS, CARICOM, and the UN, need to address these issues. If business owners are targeted and killed; our bananas have suffered another kind of death; the tourist industry is suffering at best; crime will kill us in every way if our governments do not act!

      I am in agreement with you, pass any info to the authorities. the next question is what are the authorities going to do with the info. The German tourist and the local victim of the crime in that same area in June passed a whole lot of info to the Police. What happened? what was the response of the Police. It could very well be those same people who committed this crime, so they were left out there to committ more and more crime, and it is going to go on, if these crimes are not thoroughly investigated and the people committing the crimes caught and put away. They are walking free all now so, and planning their next activity. How long and how far is this going to go?

    Hi Dominicans, you might remember my story on DNO a few days ago. I, too, was robbed, beaten and held hostage for hours. After I reported that on DNO, i had to read some comments that were worse than just low-blows, i was accused of making it up etc (and some racist crap) so i stopped follwing the comments. Too painful.

    Wont comment further on this.

    However, I hope that at least this time something will happen.

    All of you, especially those working in the tourism sector, mind this: Our German government (ministry of foreign affairs) knows about these cases and is considering to issue some travel safety warnings. So will the Irish government… think of that. Call your government and insist on serious police work, otherwise you will sooner or later not have any more tourists!!

    And those of you who think it is just right for white people to get payback for all that whites did in history: I forgive you. You certainly dont know better. This is sad, but one day even you will open your eyes to tolerance and One Love.

    I was a customer of Pagua Bay and I can tell you personally that these people didn’t deserve that kind of treatment. Nicest set of hotel owners I know (down to earth).

    This is a dreadful and sad turn of events. If the incident involving the German tourist and other related attacks in the North-east had been taken seriously and addressed adequately by the Police and other authorities then this attack could have been easily avoided.

    I hope all those that denied the German tourist’ story are now fully aware of the increasing crime in Dominica and the reality that the country is not as safe as we thought. I also hope that the authorities will now take the necessary steps to address the increase in crime and stop with their laissez-faire stance against crime within our shores.

    CHARLESTOWN, Nevis – THREE separate shootings in Nevis have left one man dead, one critical and another nursing a bullet wound to his leg at the Alexandra Hospital in Nevis.

    Dead is 26-year-old Jermaine ‘Chalice’ Freeman of Rawlins Village who was shot multiple times to the body, including his head, in the vicinity of the Culture Village in Grove Park.

    While I do not condone the despicable criminal act that was committed, it obviously points to a much larger problem – a problem that will inevitably grow larger if not addressed expeditiously. Hopefully, this also sends a message not only to the judicial system, but to foreigners who are coming to Dominica in droves expecting to TAKE what they can of Dominica without thought of the impact that it may have on the locals and our collective future.
    It is indeed a crime to manipulate, defraud and yes steal land and property from locals. True, it may not result in an immediate death but it does ultimately kill the dreams and aspirations of not one but generations of people. Does one crime justify the other .. it depends on who you talk to.
    Marginalising a people is a dangerous practice. The wanton wholesale, theft, appropriation or whatever one chooses to call it of people’s property and birth rights can only have dangerous consequences. History has thought us that. We were stolen from our home lands brought to the Caribbean, abandoned here and now the very same people that brought us here and abandoned us here are back to rape our people again.
    History has a cruel way of repeating itself paying us back for our crimes. This is the lessons we seem not to learn. The act of murder is wrong but so is any crime against a person or people.
    This is the cancer that plagues us and manifests itself in such ugly ways.

      Foreigners will always come to the islands. We travel and settle in other countries too. Should this make us vulnerable to brutal attacks too?

      I do recognize that our history as black people has been riddled with injustice and this injustice has never been adequately addressed by the economic power houses that slavery helped to establish. However, I blame all of this increase in crime solely on our government.

      The Government must put measures in place to ensure that local resources are protected. There is an urgent need to protect prime agricultural land and implement legislation that improves the regulation of land ownership.

      Most importantly, the distribution of wealth must be improved. Poverty breeds crime and other sorts of illegal acts. More proactive, rigorous and long-term measures must be implemented to assist vulnerable people.

      The situation here is also perpetuated by a governing structure that supports corruption, illegal acquiring of wealth and restricting financial opportunities to established political and family circles.

      Our leaders must take examples from the great Marcus Garvey, Haile Selassie, Dr. Eric Williams and other exemplary black leaders. As such, they must lead with a greater level of accountability, transparency as well as practice the oath of ethics that they signed up to when they take up office.

      As a “forgeiner” coming to Dominica. Let me tell you I didn’t steal anything. I bought my house, in a Dominican village, not an ex-pat neighborhood. I paid a fair price for it. Then I made additions to my house, thereby employing the man who built my house and about 20 other men. I insisted that the men be paid better wages than my builder was giving them, oh by the way, which cost me more money. I employ a local man to keep my garden, and I pay him more than my local friend says I should, but I thought the Dominican wage was sinfully low. I holiday rent my house when I am not on the island. My neighbor takes care of things and won’t take pay from me because neighbors help each other out. So I help him out. I pay half the tuition for his children at college. I bring books to my local village school, usually about 100 books every 9 weeks when I return to the island. I just bought another house, which my Dominican friends tell me I paid too much for. I did not steal it from a Dominican. The family had built another house in a different location in the village and sold the one I bought so that they could finish up the new and much nicer house. Oh, and now I am adding on to the house, putting in plumbing and employing men in the village again with my builder to do the work. The house had been for sale for a year, and no Dominican stepped up to purchase it. So, tell me how we “forgeiners” are stealing land and homes from Dominicans.

      The behaviour of the murderers are worse than that of animals. Animals only kill when they are hungry or threatened. These barbaric and cold-blooded murderers and thieves were neither threatened nor hungry. Even if they were hungry, it does not justify their distardly act. More likely, their motivation is to want to live the easy life with bling-bling and motorcycles and/or support a drug habit.

    First I would like to extend my condolences to all those affected by this tragedy. It is never easy to lose a loved one especially under such monstrous circumstances.

    My concern is the response of our legal system to such murderous acts. Dominica is a very small island. I do not want to hear about lack of resources. I want to see all police officers get off their rumps and actually do some work. Somebody must know something. Carry out the investigation carefully so as not to jeopardize the case. The legal system now needs to punish these perpetrators to the max. Do not charge them with murder. The charge will not stick. Charge them with everything else under the sun; aggravated robbery, armed robbery, first degree manslaughter, breaking and entering and foolishness. I pray that this situation will come to a swift end.

    I would like to express my deepest condolences to the family of the deceased. It is with great difficulty that I’m made to understand that Dominicans are known for such gruesome acts of violence. We try to encourage foreign investments and they are made to come to their demise. This is not the first time this has happened. A murder of this nature should not be treated with any form of leniency. The person(s) responsible, when convicted should be executed. If justice is not done in the right manner what message are sending to the outside world? Are we the type of people who endorse or stands at advocates to these senseless killings? How will Ireland react to this? Law enforcement officials have given leeway to crime syndicates existing in Marigot, Wesley and environs for far too long. When are we going to put the necessary checks and contingencies in place to reverse this never ending cycle of violence? Now Mr. Prime Minister these are questions you should answer.

    This is a sad situation and the folks should keep speaking about it until it is dealt with, with the full extent of the law. This a bread and butter issue, these are people who are providing wages to many nationals on the North and there is no way that they should be treated in this manner. The law should be used to really let them know what it is to hurt and harm other individuals who has gone on their daily lives without hurting anyone. The repercussions are grave. Just last week on DNO it was a German national and so many folks though that it was a ploy, now it is someone else. Law officers, we need you to get on to it and bring those criminals to justice.     This is shocking. What occurs in Dominica affects all Dominicans.
    This is another terrible incident which culminated in murder, injuries and theft at the hands of a heartless person or people gives our Sweet Dominica, the Land of Beauty, a bad reputation.
    My heartfelt sympathy goes out to his family. May he rest in peace. Amen!
    For a hard working person who obviously loved Dominica enough to build a hotel and reside there which assist the Dominican economy and employed a few people, to lose his life at the hands of a thief or thieves, in such a manner is no easy matter for the family.
    When his relatives and others in Ireland hear of and read this they will not only be sad but disappointed and angry. Their good feelings for Dominica and if some of them hope to visit Dominica, are shattered.
    Even though in any country wicked people exist and wickedness occurs, nevertheless, I am certain that they would not expect this to occur especially to a family member at that, and in a small and friendly country as Dominica. It will scare them away from Dominica. They will also inform others to avoid Dominica.
    I always say that “a satisfied customer gets business for those excellent enterprises and with good customer service.” The opposite goes for dissatisfied business and customer service.
    This will cause Dominica to lose more tourists, other visitors and investments.
    I love the Irish. I have met a few Irish people in Toronto. I have known a very nice, pleasant, religious Irish lady for years who attends the same Catholic Church as I. There are times we attend the same Sunday Holy Mass. If per chance I attend Mass during the week, I remain after Mass with a group to pray the Holy Rosary and relevant prayers. She leads those prayers. We reside approximately 5 minutes walk away from each other. Whenever we see we always have a cordial conversation.
    I know the Irish by their accent. If I happen to meet any and hear their accent, I always make conversation with them. Such are my feelings for the Irish, whatever their religious preference. People are people. We must be kind to people. God’s blessing and graces abound to those who do.

    To the family of Joe Costello, may God sustain you at this time, as you bury your loved one and mourn his loss. God’s blessing, comfort and peace be to you.

    I think it is time now to reorganise this so called ‘Police Force’. I know that some of the local police officers try and do a good job. However, because they are know locally, I believe they are very much compromised in doing their job, in particular when dangerous thugs like this are involved.
    What Dominica needs now is a a ‘serious crime squad’ that deals with matters like this. I am sure the EU or the US would be only to willing to assist Dominica in setting up a training a special unit like this.
    Come on Skeritt, stop making speeches and do something. Once these ‘tourists’ and investors leave the island, Dominica will start at zero again and will stay there for a long time to come. I love the island, but I do not know if I am willing to take much more of this!

    First of, my deepest condolences goes out to the family of the deceased, Peaople are on here taking about job creation but in a case like this, the people that create most jobs are the investors, if we keep running them away from the country we are going to have a more unemployed, now if these two hotels close down that means more persons are going to be unemployed.
    Pedro is here saying all this nonsense about ‘white people owning land in the North’ but fail to realize that the land have been there for a very long time not being used and the hotels that were bought over were doing very poor, the people who owned such property were not forced to sell they choose to sell to the highest bidder. That move have created a new job market for Dominicans, everyone can benefit such development. Instead of going and try to rob the hotel owner and get away with a lil bit of cash and a arrest warrant, they can approach them with business relationship contracts that could possibly make more money in the long run, example instead of sitting on the block scheming bad mind, make agreements with the hotel owners to be their exclusive personal tour guides at a lower rate for their guest, become the connect or personal concierge to the guest for anything they want local… there are better ways to make money and not have a 9 to 5 in Dominica trust me, but some of us are just to lazy to even work for ourselves

    My sympathies to all those affected. I hope that law enforcement spares no effort in bringing these criminals to justice. Drastic times call for drastic measures and i believe that the death penalty should be the sentence handed down to those responsible, after all, it has not been outlawed in dominica. We continue to see an increasing trend of violent crime on island and i am afraid that the lenient sentences handed down to offenders does very little to deter criminals and mitigate crime.

    Our situation with delinquent behavior has begun to mirror the unfortunate situation that has become prevalent in many sister islands, social and moral decay has begun to consume the very fabric of our society and if this is to go on much longer without drastic remedial action being taken, we will soon not be able to walk the streets even in daylight.

    I call for closer monitoring of known criminals elements on island and the repatriating nationals or foreign elements who seek to prey on our relative calm and lowered defenses. I also call for the implementation of a modern and fully equipped state of the art crime investigation unit and trained personnel and an updated, fully computerized database, which would aid in the quick analysis of evidence and quick recognition and capture of criminals.

    Let me reiterate and press on dominicans to join our voices in making a call for the resumption of the death penalty. It is most urgent that we take this country back from the hands of criminals and i do believe that we are at the stage where we must consider forceful measures.

    The police need to round up all the usual suspects throughout the island. I doh care who say they rehabilitated, whose family in government, whose family in opposition, whose family is police, whose family is lawyer, whose family is fire officer, whose family is senior public servant – round up all the usual suspects and question dem rass

    Check their homes, see if excessive bleach was used at their homes, their cars, check all car rental companies, check their vehicles for gun powder residue, check their records – who paid cash, who used credit cards, check these cards against bank records – how long their accounts were opened and deposit frequency.
    Alerts the public to lookout for any makeshift dumping grounds next to a river, the Atlantic sea side, in a valley, under a bridge, in a garden, behind a church, behind a school, any cemeteries in the area. All these areas mentioned can have potential evidence and dug-up grounds as well.

    All shops and pharmacy that sells bandages, plasters, iodine, or other dressings should be checked – who came injured to a clinic, hospital within the last 12 to 36 hours should be questioned.

    Please leave no stone unturned in this investigation. The Country’s development and social cohesion depends on a quick, efficient, and effective investigation.
    I hope the very same way Mr. James is calling on the police to investigate the Christmas morning fire in upper goodwill that he will make a public statement on behalf of his constituency; and that he made that statement long before any other persons called upon him to have done so!!!!!

        You are so right about the police. Your remarks would surly help to give the people a bit of security.
        I hear that Rick called the station after the attacker went away but Marigot police station phone is not working since weeks. I had several experiences when calling the Marigot station no one answered the phone, sometimes you end up in the Roseau head quarters, and they also give you silly answers when you explain you are trying to call the police station in Marigot.
        I wondered several times, if I was in serious danger who would come to my rescue.

        Sometimes when you call the station, they don’t show up at all. Other habits I noticed in the small villages, the police men are most of the time sitting in the police station in the home clothes just talking or playing dominos, not in their police uniforms, so you really don’t know who is who. Every police man on duty at a police station has to be in his uniform, unless he is working high cases undercover. Dominica is like a joke now, and who is laughing?

    Rick and Alicia do so much good for this island and their community and the tourist industry. I hope that they make a speedy recovery, and that the criminals who have done this terrible deed are quickly caught and brought to trial. I don’t know Joe Costello personally but I feel so sad for his family, friends and employees. I have heard of so many attacks on tourists/non-Dominicans that have been committed over the past few weeks, that have not even been reported in the paper, and non of the perpetrators have been held by the police. In fact, when one was caught in the act (robbing a tourist with a fake gun, wearing a mask), subdued by locals and apprehended by the police, he was released without charge the same day. Until the police actually do something about this criminal activity, then these men are being given free rein to do what they want to visitors. Is it jealousy that causes these crimes?? “White” people have so much and you have so little? Then get off your backsides, put down the rum, crack and ganja and do some work. You are giving hard-working Dominicans a bad name. Do you think foreigners have money because they drink and smoke? Every single visitor to this island has a job in his own country and has to take the stress that comes with that job. Dominica is going to lose what little tourism it has. It is bad enough the litter, beggars, roads etc without being an unsafe place to visit. I am shaking with anger while I write this – I really love this country – a true Paradise, and the people are beautiful – but this is such a bad, bad thing…..

      I am from MARIGOT and I am sadden to what happened down there but it’s not just a M’got thing it affectS the whole of the Island in so many ways it’s bad to the core, my heart goes out to the Castello and Davison families the lost of life is very hard for every one to over come regardless who it may be and we the people of MARIGOT send out condolences to the Castello family we want you to know we share the lost with you he was one of us he was doing good for our Village may his soul rest in peace.

    This is soo sad, and I am soo angry at what our country has become. As a little boy growing up in Wesley, up to my teens, I only heard of one murder in the area. It had happened since before I was born and my parents use to talk about it when we pass the area in Cabana. However, in recent years Dominica seems to becoming a crime haven. And the really sad thing is over 95% of these murders go unsolved, and when the criminals are caught they are given a slap on the risk. An when we have a magistrate that brought these criminals to justice, he was cast aside against the will of the majority of the people. I hope we know this is a Marigot problem- this is a Dominica problem. Furthermore, it is possible that these criminals are not even from the northeast. Dominica tourism and economy is at when these murders take place. Even if it means getting overseas help from real criminal investigators, the Government should make a great and conspicuous effort to solve this case!

    Firstly condoloences to the family of the deceased. Also I hope Rick and Alicia are fine. They are good people who have made a serious investment into Marigot and DOminica.

    The issue is simple.

    The criminal justice system does not work. It is broken.

    You cannot pick and choose when you want to catch criminals and put people away.

    In this case, given that it is tourism based and foreigners involved they may be super efficient in catching the perpetrators. Like they should be at ALL times.

    Do not be fooled. Dominica is no hotbed of crime like St Lucia and other islands. The police usually know who the criminals are.

    However they and the judiciary are complicit in applying selective justice.

    This will always be a problem in a small country.

    Times are hard so man getting bad and desperate. However, when there is an increase in deviancy within society it points to a bigger problem. In this case its a lack of opportunities and a frustrated population. While the police will fight to the best of their abilities, those responsible for job creation cannot fall asleep at the wheel. Some may not want to hear it but the truth is crime reduction in Dca is largely dependent on a political solution which translates to more job creation.     I do not know the exact reason for the murder and beatings–robbery is what some are claiming, but there are also rumors that this attack was timed to coincide with Emancipation Day. If that is the case, this is even more of a terrible, disgraceful crime. Racial crimes are becoming too common. Remember the German tourist not long ago, who was held up and beaten at the beach?

    The colonists were often evil people, yes, but that does not mean we must attack everyone who is of a certain skin color! That is not acceptable! Whites must not attack blacks, nor blacks whites, or any other race attacking any other race. Why can’t we move beyond this? Why can’t we let the ghost of our tragic pasts be put to rest? Not forgotten, mind you–we must never forget–but not raised from the dead to grin over murders like this.

    We will lose all tourists, all foreigners, everyone who can possibly help our tourism economy from outside if this continues. Locals who have gone will not return. We will spiral downwards into economic chaos and lose all the opportunities our rich island affords us.

    As we remember Emancipation, let us not forget, too, such murder and beatings as in the story above.

        Well, in my defense, I said there were “rumors.” This means I do not know that the race thing is a fact. Nonetheless, it ends up looking almost the same to tourists and international governments–a crime was committed against white people not long after a similar, though less brutal, crime was committed against a German tourist. I certainly admit there may be no connection, but I heard by rumors there may have been one, and either way, race crime is a fact we have to deal with and try to stamp out as best as possible.

        Agreed! I live in antigua and the amoun t of crime you hear happening yet I still live there. Dominica could never reach antigua’s level in crime. An 11 year old child ask a friend of mine if she would like a gun after she was robbed and held at gunpoint. Do our 11 year olds even know where to buy guns? Dominica is not as bad as other places.

    thats terrible boy, there are many factors at play here but we need to invest in our security here in Dominica. someone need to have a security service with trained security officers. really well trained, and hopefully it doesnt cost too much so it can be affordable. the services we have available here just doesnt cut it. or some computerized security system for houses and such, like they have in states. anything , we just need to invest in security
