A man who was found guilty for the murder of his Dominican ex girlfriend in the British Virgin Islands (BVI) has been sentenced to life behind bars without the possibility of parole.

Kwanna Todd-Rhymer, originally from Grand Fond, was shot and killed during an altercation with Tyson in the parking lot of the Deuces night club in Baugher’s Bay in the BVI at about 4 am on March 16, 2012.

She had been living in the BVI for a number of years.

On June 24, Alcedo Tyson was found guilty of murder and the life sentence was handed down following a sentencing hearing on Friday, July 12.

In the BVI, murder carries an automatic life imprisonment sentence. However, with the 2009 Parole Act, a High Court Judge now has the choice to state at what point during a sentence the convicted person can be eligible to go before the Parole Board.

In passing the sentence the judge said Tyson had no place in society. “I believe you killed, murdered her, because she chose to end the relationship…Minutes before you killed her she offered you a drink, you didn’t respond; she text you saying – so you refuse my drink,” the judge was quoted as saying. “Because you had in your monstrous mind to kill her; you could not wait to kill her, you were so anxious to kill her…you had your weapon of destruction; you shot her.”

DNO, where is my comment. My comment was not defamatory, abusive or any other way named.
What I could remember saying was, if it was in DA that crime was committed, that case would continue dragging and dragging for how long, I don’t know , and a few lawyers, u know who, would be on the backs of the police to have their clients bailed, and if and when that accused would be convicted he would only get 4 years, claiming “time already spent”
What justice can the family get when they have lose a beautiful daughter, sister, niece cousin aunt and friend .
DNO, I cant see no reason why this couldn’t be printed

I always wonder why criminals go to court in shirt and tie or three piece suits. Another thing, we seem to have a lot of foreigners living in Dominica; given the last names of some folks I’ve been reading about – such as the victim’s.

This is so true because for the cases of rape, sexual assault, murder and manslaughter, that goes on in Dominica, people are very quick to get bail, yet things like robbery you get denied bail. This is so stupid…..things need to change in my country Dominica

Big up BVI…at least you did not allow him to get away with murder or grievous crime because the victim was a non-belonger….There is another OT which I will not name where this kind of justice would not be possible for family and victim b/c they are non-belongers.

    DOMINICAN JUDGES SHOULD TAKE NOTE

  23. Educator
    July 13, 2013

I hope Dominica justice system taking notes on this, see how fast that case call and see how much time the man get for his crime. We making rape cases take all three years and then is a year sentence the individuals get for rape. Murder cases taking all four years to call and is a fifteen years jail. The worse I see in that court already is community service for assault, when some dude allegedly touch a underage vagina.

in dominica he would get bail…for some unknown reason… and then court hearing would be postponed because its was cricket that day, because was bad weather, because the guy dog felt sick and maybe in many years….after nobody remembers the case he will get his 3-4 years and after 1-2 gets on parole. real gangstaland…3rd world banana republic

“Graham said there were three persons who saw Tyson shot Rhymer and their testimony are supported by CCTV footage.

“Had it not been for that, my learned friend [lawyer Patrick Thompson] would have said Tyson wasn´t there…But he accepted the fact that Tyson was there…The cameras are an uninfluenced eyes…If there was ever a case with compelling identification evidence this is it…The ID evidence we submit that it´s not only certain, it´s so certain, it is consistent, it is clear,” he argued.”

In Dominica, when we want to make a criminal walk free we deny the camera evidence in court. How much more corrupt can we be? Makes me wonder about that case of cold blooded MURDER when the compelling evidence of the ‘eyes of the camera’ (SATTV) was there, and that “uninfluenced evidence” was denied in court. We deny justice to those deserving of it, but karma is indeed a female dog, and you cannot escape her. She’ll follow you, and you’ll wish that you had paid for your crime in the first place. And those who make all these criminals walk free will have their day too. The dog will come for all of you; wait and see. The countdown is on …

The BVI Law is not lax. As the saying, they mean business. You murder, take a life, you eventually get the time and for life. You have no right to walk the streets in freedom. It did not take the BVI Court long to bring him to justice and to sentence him.
What a beautiful girl. How sad she lost her life. Whether she was beautiful or not by earthly standards, she lost her life at the hands of a jealous and wicked ex-lover. Those who view her picture cannot help to feel sorry for her and that she was denied her right to life and freedom. She did not have a clue that he would have murdered her.
Imagine someone murdering you and realizing that this is it for you and your earthly life is coming to an end at the hands of one you loved. She must have gone through not only physical hell on earth but emotionally. How sad. R.I.P.
Progressive countries have Parole Boards. Prior to releasing prisoners on parole they must go through the Parole Board, a stringent process to determine their eligibility for parole based on if they are a model prisoner, if they are sincerely remorseful and if they will re-offend or not. The victim’s family is usually present and will provide the Parole Board with relevant information, pro and con, if the murderer of their loved one should be released or not. They play a great part in the prisoner’s release or continued incarceration.
Does Dominica have such a Parole Board? If not, one should be implemented as soon as possible.

You people must stop jumping to conclusion. Tyson was caught because there were witnesses at the scene who saw everything so he could not have denied any of it. For your information the BVI has around 25 to 30 unsolved murders dating back to the late 90’s to this present time, please stop bashing your country and thank God for what you have.

I’m sure if this had happened in DA, that case would be lingering and lingering for time one do not know when and solicitors like u know who, would be on the backs of the police to have their clients bailed. After so many years if and when found guilty, he would be sent to jail for a mere 4 years , claiming “time already spent”
What justice will this bring to the family members after loosing such a beautiful daughter, sister, aunt, cousin and friend?

I am a Dominican, but some Dominicans just talk-the-talk. Not only in Dominica murders walk free; murder cases are based on circumstances; it could be self-defence, manslaughter or just murder. We must stop demoralizing our country when we are in no position to make it a better place.

R.I.P Rhymer, justice has been served
the woman was murdered in march 2012 and the man found guilty of the crime already knows his fate. that was fast, really fast and I think our justice system needs to take a page from these books. too often murderers are allowed to walk free because murder cases take so long to be called. much, much too long.

Mister seemed to be a sick individual man. The way he murdered the girl definitely appears to be very cold blooded and as the judge rightly said, he would have done it again.

Behind bars seemed to be the best option for mister boy.

Just plain envy and wickedness. If he can’t have her no one else will. To see that she was trying to make amends. Unbelievable that he would murder her. He got what he deserves. Yes!
