Call for quality human resources in law enforcement

“Critical” is how the Deputy Executive Director and Accreditation Manager for the Regional Security System (RSS) Accreditation Board, Bertie Hinds, has described the need for quality human resource in regional police forces.

According to him, there is an increasing need for those in the police force to be more than just police officers.

“One never thought of having a scientist or a mathematician in the police force back in the 60’s 70’s and 80’s…there was no room for that at the time because all you had to do was go make an arrest or report somebody,” he told police officers on Friday.

He stated that time has changed and with fraud and cybercrimes on the rise, there is a need for people who are mathematicians and forensic scientists in the force.

“That is critical. Your human resource must sit side by side with the commissioner and advise him, talk these things over,” he noted.

However, Hinds noted, for this to become a reality, the remuneration packages must be more attractive as people who possess special skills will eventually seek greener pastures.

“So there must be a regime to attract people and the leadership of the security organizations in the Caribbean must impress upon their security ministers how important it is to have these people within the ranks of the police organizations,” he stated.

“It is very important,” he insisted. “If you don’t do it you are holding the force to ransom and you are holding the country to ransom.”

Hinds is in Dominica assisting the police force get accredited to the Regional Security Law Enforcement System Program.

The mandate of the program is to provide regional police organizations with a body of professional and internationally recognized standard that formalizes essential management procedures, promotes efficient use of resources and improved service delivery.

    It is critical that our police make a concerted effort to keep up with the smarts of the criminals. That includes but is not limited to expertise in banking and accounting (for off-shore banking fraud) and also expertise in IT for cyber security, etc.

    tHANKS, mR. hINDS. for raising this issue here in Dominica. Our police force is sadly lacking men and women who are capable of being trained in specialised fields such as forensic science, cybercrime and finance. The people who are being recruited today do not have the level of intellect to be trained at those levels. We can recruit those specialists from outside of the Force but, as you have said, the pay is an insult. Because you are a police officer, the State pays you at the regular police rate rather than pay you as a professional in your field of specialisation.

    Forbes Jno Baptiste is a Masters grad from JOHN JAY college NY,NY what did the system to with him?
    Demote him.
    Great sign we eh ready yet.We would accept high schoo;;eavers.
    Have we ever in the History of Commisioners had one like Ex-comish (now demote) who was qualified for the contemporary needs that Mr.Hindes is talking about.

    Talking of Trump! Do you know people in DA with Anchor babies? We all know a BIGGGGGGGGGGGGGGGGGGGGG one who got that anchor done a few months ago.
    Who also has/had French and venezulan citizenship.
    When the country collapse will he use his DA passport or one of the aforementionedother passport or use the Anchor baby Status? It won’t work bc the baby is far from 21.

    So mr.hindes implementing such an idea in CDPF is not feasible.
    We have had commissioners who are trained in Forensics demoted bc they do not support the regime and replaced with coonoumoonoos.When a comish can state “I have word for this” then goes on to stste two words the classical ej was Total garbage.what does it tell us? one clear thing is that such a commisoner is fit only for arrest & report in the old format..It reflects the content of our human resource which is certainly a 50-70’s mind set.

    I am surprised to hear that we are at this rather late stage looking at competence in the Police Force..Do we now have the skills that Hinds has referred to or are we seeking for these skills..???

    This statement by Hinds is very revealing…

    Mr. Hinds, I thank you for recognising this and it may be applied in other jurisdictions but certainly NOT apply to the law enforcement in the Commonwealth of Dominica; for the criteria for any enlistment and promotion is: 1) Are you a supporter of the Dominica Labour Party? 2) Are you a supporter of the Dominica Labour Party? 3) Are you a supporter of the Dominica Labour Party?

    These are all the Qualifications and Training required.

    I have been suggesting this here on DNO for a long time. The pay structure has to change. Qualified professionals paid a different rate than regulars. Take a look at US military structure. Government pay will never be able to compete with private sector but there are those who put love for service over money.
    Finally, we have to stop the status quo where idiots get promoted based on friendship and political affiliation in a profession where being politically nutral is a rule.

    Anyway I agree 100% Mr. Hinds.

    From his mouth to Gods Ear. We been advocating for effective Policing and up to todays standared to allow us to fall in line with others Lawenforcement agencies. But in many ways we are still stuck in the sixties way of policing and expect different results. Nah its not going to happen. We are amongst the best Law enforcement force in the caribbean, bare none, in our mist there are the most dedicated men and women one can come in contact in Dominica. Surfice it to say our down fall and lack of progress, in most cases are brought about by childish, petty politics, News carrying, Brown nosing for promotion, and the list goes on. Too many Square pegs in round hole is killing and has been killing our police force. Been there done that! not missing as some may think. But! as a true and patriotic Former member of our police force its killing me to see that we have not move the goal post a great deal and this must stop,or we will find our selves behind the Goal post. I am Dominican. Are You?

    While you are there please impress the following on Chief Carbon;
    1. STOP promoting or reccomending your friends for promotion
    2. Focus on those with degrees and promote them even if you don’t have a degree. Stop feeling intimidated by those with higher education than you sir
    3. Tell politicians STOP meddling in your police force
    4. Have more respect for your deputy and allow him to do his job
    5. Have more respect for the women police officers. They are not “meat” but human beings
    6. Stand by your men when they are right and quit humiliating them. Until you stop throwing them under the bus they will NOT respect you
    7. Go and take a human resource management course at UWI
