Carbon says police legally obliged to investigate Roseau violence; calls for calm

Carbon said the police must investigate the violence in Roseau

Police Chief, Daniel Carbon, has said the police have a legal obligation to investigate the violence that engulfed Roseau on the night of February 7 and people must be brought in for questioning as part of the investigation.

In a statement on Wednesday afternoon, he also called for calm among members of the public, urging them to support the police.

“Since the events of Tuesday 7, February 2017, following the meeting called by the United Workers Party and representatives of the Dominica Freedom Party, the police have been conducting investigations into the events which followed,” he stated. “Not only the events which followed, but other things, other events which preceded the political meeting of the United Workers Party (UWP) and the Dominica Freedom Party.”

He noted that the police have an obligation “to investigate the criminal conduct and acts of violence in the city of Roseau which followed the meeting.”

“The investigations are ongoing and the investigations must run very deep,” Carbon said. “The police must bring in people they believe that can assist them in the investigations, suspects as well who were allegedly involved in the violence and criminal conduct. This is a job the police must do.”

There has been some level of unrest among members of opposition parties after UWP Senator, Thomson Fontaine and former UWP Deputy Leader, Claudius Sanford were taken into custody for questioning. Fontaine was released without charge and Sanford was released on Wednesday afternoon after he was charged with obstruction.

However, Carbon has called on the public to remain calm and allow the police to do their duties.

“I am asking members of the public to be calm, to be cool and allow the police to conduct their investigations,” he noted. “I am calling on the members of the public to stop hindering the police, stop obstructing the police from doing their work. It is a job that we must do.”

He stated that the police are not looking for any confrontation with members of the public.

“We have to do the job without any favor, malice or ill will,” he noted. “We are obliged, we are compelled by law to do that part of the work, we must investigate.”

Carbon explained that people must be interviewed as part of the investigations.

“There are people who must be interviewed and they will be brought in for interviews and the investigation is in process,” he remarked. “And once again, I am asking the people to support the police, provide the police with any information that they can give and let the process move forward.”

    Mr. Carbon, level headed people of any society understands the need for the police to do their jobs and are most times willing to cooperate and work with the police irrespective of the political convictions. However, that trust and cooperation will never be given blindly especially when it is evidentially clear that the police are biased and heavily influenced by the party in power.
    That been said please respond to the following and I know that you all reads this blog.
    (1). Is the actions of the government in selling our diplomacy to criminals a matter of national security worthy of a full fledge uninfluenced investigation?
    (2). How do you describe the habouring of an international fugitive in Dominica and by the people in power?
    (3). Are you of a free will and total independence in performing your duties?
    If the answers is yes the why have you not undertaken any investigation to the above concerns? Would this not be the right thing to do?

    The police chief’s defence that he is obliged to act according to national law was no defence for the those tried at the Nuremberg trials after the defeat of Hitler. The the location of the trails was highly symbolic because it was in Nuremberg where the infamous law was promulgated, on 15 Sept. 1935 that made marriages, sexual relations between Jews and people of German blood illegal and even forbade Jews flying the national flag or exhibit national colours, among others. Laws should not be applied selectively or prejudicially. There is also the issue of natural justice, the notion of which under the guidance of a certain S.C., appears to be all but dismissed as irrelevant, or an irritant at best. The police chief has his own conscience to content with, like all of us.

    Who is that person we need to know .

    The PM mentioned in his speech on Wednesday that you the police were confronted with live fire from rioters where are those people did you guys apprehend them ? Have they been charged ? And what are their charges ? How many police officers were injured and hospitalized we need answers you cannot say such things and not have proof .

There are some people who proclaim that the police should be sued. These are the ones who do not know the law. When a matter is being investigated the police have the right to take people in for questioning. Such people can be questioned and released or charged. Simple as that. Mr. Carbon, be deligent, be tenacious; get outside help if needed. You must send a message to whoever that such actions will not be tolerated.     Mr Carbon, while I believe in the freedom of expression of the citizens, I also believe that the persons who were involved in the unsanctioned and needless violence and damage to private property must be investigated and brought to justice. However there are other more critical offenses that need to be investigated which are long overdue or just ignored altogether. I would like to see action in investigating the firebombing attempt on the life of GON Emmanuel.

    Mr. Carbon, do you recall the story of “the boy who cried wolf”? These arrests based on the PM’s allegation in the media of a coup attempt by the Opposition on 7th February is ridiculous now. I mean, you hold Dr. Thompson; nothing, released; You hold StanFord, nothing, realeased…but, but..but de idea…where all the intelligence the PM spoke about? Why isn’t the PM called in for questioning re his intelligence?- I am waiting for that…If the police force is playing these games with such a serious matter like a coup attempt, when the real one is on you, no one will believe you..like the boy who cried wolf too many times. Take note on the issue of corruption; do you see how it is difficult for Dominicans to be convinced the the DLP is bathing in corruption; because in 1995, a storm called corruption uprooted the UWP; when the storm was over and the debris cleared; guess what there was not an iota of evidence to support the corruption claim.

      So you believe Caricom Members States are not aware of what the UWP has done and keep doing to Dominica and Dominicans? They know over 75% of Dominicans do not support the UWP actions.

      They must be giving our Police Force praise for the way they are handling provocation with such discipline and professionalism. Not so for the UWP.

      if the UWP cares for the people, they must stop this provocation and allow the officers to do their jobs. Calling for people to gather around the police station is very bad. The police has a right to question people, that is their job. If there were no planned riots on Tuesday Night, there would be no questioning.

      Wanting to always be in a defiant mode is not helping your cause. Telling our youth indirectly if they cannot win a game they should try and destroy the other team by any means possible. That is not how to strive to succeed, you must be willing to work hard for success not try to take it by illegal means.

      We should stick to facts, lest more myths come into the world.
      Last general election, 8 Dec. 2014:
      – number of people on the electoral voters’ list 72,279
      – turnout ( total number of votes actually cast) 41,195 = 57,45%.
      This the second lowest voter turnout since 1950, the previous one of 18 Dec. 2009 (55.15%) recording the lowest figure in 59 years.
      – votes cast – DLP 23,208 = 56.99% of total votes cast
      -UWP 17,479 = 42.92% of total votes cast

      Therefore fewer than 60% of all those on the electoral list bothered to vote in this election and of those who did vote nearly 43% voted for the opposition UWP. Ergo, the claim that more than 75% of Dominicans do not support the UWP is not borne out by solid research and indisputable facts.

    Didn’t the police have the legal RIGHT to investigate the fire set at the communications equipment belonging to the airport? Didn’t Skerritt claim publicly that he knew who set that fire?

    Didn’t the police have the RIGHT to investigate Tony Astaphan for leaking Skerritt’s info submitted to the IPO? Isn’t it an offence, an illegal act to leak such info? Plus it was found that Linton was wrongly harrassed for that same offence.

      we all should remember the bible story of the high level government official who wanted to kill all Queen Esther’s people. He was arrogant and wicked and demanded that the Jews bow and worship him but Mordecai refused, so he set up a gallow to hang Mordecai (to make a long story short), in the end the wicked government official and all his family was hanged on that same gallow. Be careful what you wish for others.
