Police Chief, Daniel Carbon, has raised concerns over statements he said are made by callers of radio talk shows which he believes incite members of the public to commit acts of lawlessness and violence.

Carbon called a press conference at Police Headquarters on Monday afternoon and noted that the police have a mandate to uphold law and order and Dominica will not “experience the errors of 1979 and the early 1980’s.”

The Police Chief did not specify on which radio stations the calls are made, noting that Dominica is a country known for its peacefulness and tranquility and there is a procedure outlined in the law for people to embark on lawful protest action.

“I am very much concerned of the statements aired on radio talk shows where callers are making statements to incite members of the public to commit acts of lawlessness and violence,” he remarked.

He said Section 1 of the Constitution of the Commonwealth of Dominica states, “whereas every person in Dominica is entitled to the fundamental rights and freedoms that is to say, the right, whatever his race, place of origins, political opinions, colour, creed, or sex but subject to respect for the rights and freedoms of others and for the public interest.”

But Carbon pointed out that the Public Order Act Chapter 15:01 of the laws of Dominica, 1990 provides for preservation of the public order.

He stated further that the police force is mandated by law to uphold the rule of law and order.

“The police force will take all necessary actions to prevent lawlessness and to protect life and property and to ensure that members of the public go about their lawful business,” Carbon remarked. “The police force will not allow the Commonwealth of Dominica to experience the errors of 1979 and the early 1980s. The police force is mandated to prevent acts of violence and lawlessness and also to react to acts of violence and lawlessness by investigating whenever these acts happen, and to bring perpetrators to justice irrespective of race, colour, creed or class.”

The tough-talking Carbon made it clear that the police force will deal with anyone who incites or perpetrates acts of violence and lawlessness.

“Additionally, the police force has a mandate to protect the state and institutions of the state; therefore, I am warning that members of the public resolve their grievances in a peaceful, lawful and quiet way,” he said.

    For those who want to imply that in developed countries and societies like France ect;people are not free to protest and demonstrate their grievances,they do not have a clue of how these democracies function.I’ve lived in French jurisdiction and the British and now live in and the police in those countries have no power over the people.I was in England during the last big riots in 2011and the police was no match to the people and didn’t fire not one bullet although the riots were considered useless and without merit.French are one of the most free societies which exists, where people can protest for the least of things.In London not too far away from the Palace, there’s a place called Hyde Park, where people express themselves in whichever way.The people of Dominica has all the democratic,moral and legal rights to protest without the consent of the police.Carbon will use scare tactics to instill fear in the people,because he knows that the people is power.

    Hello and good morning my people. Well Mr Carbon I thought you would provide a comprehensive crime fighting plan to reduce crime in Dominica but instead you trying to restrict our people freedom of speech. . If someone call a radio station and make a threatening statement there is a delay before the audience hear the statement therefore the host should exercise control of his/her program. The talk show host can restrict people freedom of speech because they aren’t Government employees or representing the Government but you are. Mr Carbon you are a Government employee and you shouldn’t be in the business of restricting freedom of speech in a Democratic country. If there is demonstrations in half of the villages/communities our Police wouldn’t to able to control it because you don’t have the man power to cover all the demonstrations. I support the Police and I want the leadership to provide clear policies to them.

    As an ex member of the DPF It would be very difficult if not impossible to contain multiple demonstrations.So the Wise thing to do is listen to the public and come up with solutions to avoid a public clash. You don’t have the man power to confront multiple public demonstrations.You men would be fighting a loosing battle.There’re a lot of illegal guns out there too.That would give the criminals out there an excuse to shoot at the police too.Now you have two battles fighting.       Neighboring islands have already announced a partnership within the region to immediately deploy reserve police officers to other islands in case of a disturbance. Dominica would be no different. If this continues to happen, reinforcements will be deployed to assist.

    If Dominica was such a peaceful place what happened in Dominica in 1979 would not happen.If politicians were law abiding citizens they would not be offering materials just before elections…if this place was such a peaceful place the PM would never incite the public to throw words at the people who support the opposition party..The law would have been amended/put in place to protect the elderly,handicap,children and the poor people from sexual assaults,rape,murder …police would not be supporting people they know in order to punish those that are in their full right in order to get favors.There was a police force in 1979 and violence still happened..The defense force was a far better unit than the police force because during the day the police play dominoes ,party and leave a children in every village even though they are married men..Why are there beds in police stations? Police should have a time to go to work and a time to go home ,don’t make police stations homes or clubs.

    I have had the experience of two individuals going missing in my constituency , one of them a sick adult man who had wondered in the bushes , 6 hours later he was found alive at 02 : 25hrs by a group I led, with boozai at that, the other was a young boy who was missing for 10 hours, while a group was out looking for him,he calmly walked through his mothers door ,wondering what was wrong , he had taken a few pulls on my grandfather’s tobacco pipe and had fallen asleep all night under my grand fathers cellar . No where in that village an adult man can go missing for so long OK. You only go missing in that area, for any lengthy time, in the wide open sea .Did he take a boat and venture out to sea ?, then somebody’s boat would be missing. If he unfortunately fell somewhere and met his death then by now somebody would complain of smells . This is not Bronx nor Brixton where one can get lost around the corner.MAN GET YOUR ACT TOGETHER

As a police officer, I believe you took an oath to execute your duties, impartially, without fear or favor. Therefore, when your boss is directly intimidating supporters of the opposition at a party rally, please inform him that such can and most likely will incite violence by his supporters upon members of the opposition.     Mr Carbon need not worry as there will be no super demonstration in Dominica as 79 and in the 80s, as long as the talk shows exist. People vent their frustration through the talk shows. They are even telling Mr Carbon what they intend to do. When the talk shows go dead and people start forming quiet cell in strategic locations with strong leadership and grass roots backing then Mr Carbon can begin to get worried. The police force is simply unmotivated, ilequiped, few in numbers and disgruntled to resist a sustain campaign against this brutal regime.

    What have you done about Gong Emanuel’s case though you have a culprit who implicated himself as the paid arsonist? What have you done to the man who murdered my niece and fled to St. Lucia, what are you doing to investigate, and bring to justice the criminal who murdered my nephew, and bring him/her to justice!

    This form of intimidation will not work. Does he expect the hospital issue to go away with his threats. We all know which radio station he trying to go after. Those of us who listen to Kairi, have heard on several occasions certain callers calling for the closure of Q. When Tony says to Carbon, jump, Carbon does ask how high. On Saturday night on Kairi, Tony said, Mr. Linton, Brian and Edison should be arrested for inciting violence, today he had a press conference, this is no coincidence, the man had instructions. The country is very tense as this time, should he follow Tony’s instructions, does he expect the people of Marigot to go put their hands between their legs and cry. Tony can say whatever he wants, should there be turmoil, anarchy in the country, Tony has a residence in Florida. If really Carbon decides to arrest those three men from Marigot,, he is looking for trouble. So far, the people of Marigot are quiet, please don’t try to play bargeon.

    I don’t know if he wants to rewrite history, but as a teenager I was present during the events of 1979 and it was not a mistake to take the actions that we did.

    It has begun. The police commissioner should also know that the police has the mandate to investgate all crimes, suspicion of crimes and to apply the law without political influence. You cannot use the law to opress people while others get away with crimes. Politicians don’t tell the police whoes house to search. Why did you not investigate the arson at airport, racketeers with passports, deposits and accounts thay are unexplained, and all the other crimes?       When I was in Kindergarten in primary School in Wesley, every Friday the teacher in Kindergarten would give us a product that we could mold into a whatever we conceived in our mind.

      We worked from a molding example she made which was a tar-baby, the whole class found it was easier to mole a tar-baby, and so that became our favorite with a few exceptions.

Dominican men are extremely feminine, they love to gossip and talk about people behind their backs. Dominican men are laughed at in places like Jamaica and Guyana and referred to as “mama men”! They are followers and will jump behind any loud-mouthed wanna-be leader until the Police tell them to shut up and go home. When a Dominican man sees a Police Officer he loses ALL testicular fortitude, his mouth gets dry and his knees begins to buckle. A Dominican man will quickly get on his knees and start begging in front of a Police Officer even before the Officer can utter his first word. I’ve seen men in shoot outs with the Police and I can assure you that can NEVER happen in Dominica. The Dominican man is shamefully effeminate in his nature.

    How do we get a govt to be PROACTIVE instead of reactive??
    How can we seek permission from those who give orders to teargas civilians fighting for roads to farms that provide food for ALL OUR FAMILIES..??
    WHO will defend us from governance that has run amok, certainly not those who are complicit..!!!!

      is this quiet??? posting on DNO.. I haven’t uttered a word…the only sound being made is the clicking of the keys on my keyboard…maybe this is quiet…

      One advice I have here, we all innately know right from wrong..even apart from our socialization we can feel when we are doing something wrong… the only people who are exempt from this are psychopaths, sociopaths etc etc…some of which we have in high offices, low offices some we live with and we don’t even know…we just figure that is who they are….. but one thing remains true to all regardless of the way our brains are wired, it is that we all get caught in our OWN sins…so this means voleh will catch in volehing, drug dealer will catch in drug dealing, paro in paroing etc etc…all I can say is watch what you put your foot in fellow Dominican… If you cannot remain neutral in your duties to the STATE I.E the people and not a political party then washay mama in people police station and go on the platform in whatever…

    Hypocrisy is a debilitating symptom of weak management be in the home, the church, at school, in the police service, or in government. Selective action by the powers-that-be compromises the efforts at unity or the growth of a stable society. Mr. Carbon will choose not to condemn the prime minister and like-minded friends when they spew out hate and deliberately incite their followers. That is hypocrisy. Just like love has no colour similarly hatred knows no bounds. Therefore, respect has to be earned with ease. We are a better people than that. Mischief should be tackled and defeated but not perpetrated. The police should be instrumental in creating and maintaining a pleasant and peaceful society that characterizes us as a people. When individuals perceive fairness they will be more willing to participate in home, community and nation building.

Operation “scare them to death” in the village of Salisbury in May and June of last year was extremely effective. These people are scared, they make noise but they are trembling in those so-called boots they want to put on the ground. Furthermore, let me expose a very crucial secret … the so-called “Ghetto Youths”, the ones with no job, children, cars or homes of their own, the ones with really not much to lose, don’t want anything to do with these people and their talk of demonstration and protest. These young men are more concerned about where they can get their next marijuana joint.       Mr.Carbon is a disgrace as a Police Commissionaire in the Dominica Police Force , he failed the people all over Dominica and he should not be threatening the people.. Carbon cannot believe what happened in 1979 to be the same as what is happening today and more so what the people are fighting for on the North of the Island.
      Carbon you want the people to help you with your job instead of being there for the people. stop the hypocrisy , The people of Dominica are peaceful persons but something is preventing them from standing up for there rights and that’s sad, but one man cannot decide who should get help from the Government.
