Carrette admits information on Pagua Guest House attack was slow

Police Commissioner Cyril Carrette admitted that the response from the police was slow in relating information to the public concerning the incidence of murder and robbery at Pagua Bay on Sunday evening.

Carrette said he was off-island when the attack on Pagua Guest House occurred. The attack left Irishman Joseph Costello dead and the owners, Rick and Alicia Davison, who are US citizens, nursing various injuries.

He indicated at a press conference, that was held Wednesday afternoon, information to the public should have been out much sooner and that there was no need for the Deputy Commissioner to wait until he had returned to work Wednesday morning.

“I was out of state [so] I do not know what transpired that caused the tardiness of the police reaction to such a heinous incident. I cannot tell. We should have responded promptly and tried to allay the fears of visitors that it wasn’t an incident targeting any tourists because the people were not tourists. They were residents of Dominica. We should have responded quicker than that. I agree,” Carrette said.

He also pointed out that the Deputy had full freedom to relate to the press and it was not because of any restrictions imposed on him that the response was slow.

The Commissioner stated firmly, “There is no restriction on the Deputy in relating information to the media because during my absence he is the one responsible for the running of the Police Force.”

He also relayed his confidence in the competency of the Police Force with particular regards to this case.

    Mr. Carrette,

    Your statement is inexcusable. I would love your job, that of the Deputy Police and as a Police Officer.
    The Marigot Police Station was too slow to respond due to an inoperable telephone system.
    A life could have been saved. This could also have avoided injuries to the victims and the perpetrators could have been caught.
    These are serious matters in themselves and to be taken seriously.
    Too slow for comfort, safety and protection and to inform the public.
    A Police Station should never be without telephone service.
    The Police authorities and their Police subordinates must take their jobs seriously, take these matters seriously and respond promptly to emergency calls.
    I do hope that you have taken concrete steps that such should never recur.

    Sitting here in the cay. I am no shock to see the police was slow qiute a few. Time I have known the police. Been called and they never com to see wht happening especially in the reserve the police stay at the police station play cards and sleep , use the station a a hoer house . Police men like that. Need to be rooted out of the force.

    As Dominicans are you guys not embarrassed to read this children maylay between the commissioner of police and his deputy? Carrette is telling us that it is not his fault for slow information because he was out of state and blames it on his deputy. My God what next! This is just further proof that neither of these guys were qualified and were put in office just to protect Mr. Skerrit. At the end of the day they just continue to insult our inteligence as proud Dominican’s.

    Management is not to be taken lightly and no matter what name (Commissioner, Manager, Head, Officer-in Charge, Chief, etc. ) or no name it is given, if done badly the resource managed suffers or gets lost. In this case, the resource is Dominica’s peace, well-being and security through excellent policing.

    This resource is obviously in trouble and swift action must be taken to prevent it from disappearing. Otherwise, the “I AM DOMINICA, ARE YOU?” campaign will soon turn to “I AM AFRAID TO BE IN DOMINICA, AREN’T YOU?”

    Don’t blame the deputy tooth fairy when the tething problem is in your own mouth.

    Example: I was just at a local police station (feel bad embarrassing them with the truth by stating which one), where their “Emergency Phone Directory” was a raggedy tattered piece of notebook paper with penciled in numbers and old ones crossed out, it looked like the dog tried to eat it, but they rescued it and put it back in its resting place–which is squeezed behind a piece of wire molding next to the front desk. And guess what? the number they gave me was not working either, but it was the right number after all.

    PLEASE have some self-respect and pride in your work as a police force–its among the most honorable professions. That phone list is the first thing you see when you walk into the station and it sends a clear message “I care so little about my job of protecting you that i can’t even bother to have a proper phone list with emergency numbers”… Show your pride, not your lack of discipline! You represent the government agency and have the most important job on the world when someone is trying to kill you, and specially when they succeed. I was disillusioned after seeing how little effort go into the most simple of tasks…it is no wonder that a phone was not working during the commission of the crime or that so many other crimes go unsolved and unpunished…I’m only assuming here, but my guess is that when the phone was not working no one at the station really “panicked” (as they should have) and definitively no one had no “back-up” plan B to put into effect (redundancy in communication would not cost any more money, just someone who cares enough to put a plan into action with the existing resources)…Please don’t blame your deputy, or LIME, or the Upgrade process, MAN-UP, apologize, and fix the problem today, you are in charge so “Sh*t or get off the pot!”…there is no excuse for a police department being “unreachable”…especially not “teething”, that a problem babies have. Stop acting like a baby please, we obviously need your help. I assume that the problem is systemic and that the “un-reach-ability” was not an unforeseen tragic coincidence that the one time you need the police the most (i.e. someone is trying to kill you) their phone is out of service! Come-on mang!!!If the Police can’t protect us, we will start buying smuggled Chinese guns to protect ourselves..which is a scary slippery slope.

    Here is the first problem; the deputy should be transferred instead of being replaced by his then deputy. The current deputy is well qualified that there has to be another job he can do outside of the police force. You will continue to have this morale issues when the current boss is less qualified.The second problem is a lack of trust among police officers. I remember the days when policemen had each others backs and guest what? the criminals are the first ones to recognize that.Hope we can create an elite team within the force that can deal with extreme security issues. The current SSU just wear the uniform.. Good luck DA!!!

    Carrette is really not suitable for the job,no matter where he was he could be reachable and connected,then his deputy would be able to discuss with him and then know what step should be taken.His actions now is ridiculous and he needs to apologise to his deputy and the nation at large.As a matter of fact,he should resign or be fired.DNO,i hope this one is posted.

    To solve the telephone problem, we need to have an emergency number that every dominican must know and it should be routed to a central location. The location could be at HQ or the Fire department. The message should then be relayed to the closest police or fire station to the incident. This should not take more than 5 min. No police station should be without proper telephone service. This is unacceptable, and it seems like the commisioner knew about the problem.

To b honest, i havn’t seen the damage the deputy has done to the case by not informing the public, bearing in mind that DA people do not give police info. They stand more readily to criticize than assist. So i say , now is the time for all those large concerned mouths to come forward n tell the police what they know. I can assure u that this act was done by your brother, cousin friend neighbour or bopea.

    I am an ex police officer now living oversees and i am deeply concerned and saddened about developments happening in my beloved country.A crime of this magnitude has occurred in the country and instead for the top brass in the police force to put all their individual resources together they are now playing the blame game.Mr.Commissioner put your arrogance and differences aside and work with the deputy to solve this hienous crime and bring the perpetrators to swift justice.Dominicans living abroad and locals needs to be re-assured that their lives and investments are not at stake.I understand that the authorities are calling this an isolated incident but how many more isolated incidents are we waiting for before citizens can be sure that they are safe.The attempted arson and murder of mr. Gon Emmanuel and his spouse has gone unsolved for months now and yet still we call this an isolated incident.Lets be real here.Is this really an isolated incident?I say hell NO!The government ,cabinet,civil society,religious leaders,the opposition,the security forces all need to come together and put a plan to combat crime in Dominica.If we continue to sit back and call every hienous crime an isolated incident whilst the drug dealers florish,the robbers get away,the murderers escape justice then we are really going down dooms way.Just recently some tourist had an awful experience at hamstead and i read about it on the internet and now this murder and serious injury attack and yet still the authorities are laid back.Mr. commissioner you have a very serious task ahead and you need to grab the bull by the horn.I have full confidence in the competency of the police force to combat these crimes and i am sure dominicans do too but if these crimes continue to go unsolved whilst you are playing the blame game then you will be remembered as the commissioner who let crime got out of control.

    Where is the confidentiality between the top cop and his deputy? Or is Mr Carrete ashamed of his management and caoching skills?
    He could have said that an internal investigation is ongoing about police logistics or something, but to define the decisions of his deputy like that is clearly a break in the chain of command.

    The Police Commissioner should not blame his Deputy the way he did rather he should instruct him in private. The Deputy should have the authority the address the citizens through the press once he clear the information with the Commissioner. Terrible incidents like those are destroying our country and then we found out that the Police was slow in responding because the telephones were not working. We are also finding out that the Police Commissioner has issues with his Deputy. Well some one should be fired because this arrangement is not working for the citizens. The Police Commissioner is a Political appointee of the Prime Minister but the Police should not be used a Political tool rather they are there to protect and serve the citizens. If I was the Police Commissioner I would suspend and transfer the highest ranking member of the Marigot Police Station for not having a working telephone in the Station where the Police could be reached.

        Well Reggie I am not Tony Astaphan rather I was born on Dominica and raised in St Thomas and New York. I have a Degree in criminal Justice from John Jay College in New York City. I just retired from New York City Police Department after twenty years of service. I was a ranking member of the Detective Bureau and I understand investigative work. The Dominica Police have to train some experience Officer’s who would be promoted to Detective and there sole purpose is to investigate serious crimes like Robberies with injuries, None Fatal Shootings, Sexual Assaults , Homicide’s and news worthy incident’s . They also need a strong Internal Affairs Burear who would investigate Officer who commits crime while on or off duty. As I said before in a prior comment I believe that the Police Force must be re-structured. The Police Department also need a press Officer who are trained to speak to the media because by reading the Police Commissioner’s comments about this Homicide. He released to much information where only the perpetrator would know certain details and this makes it more difficult for his investigators to solve this crime because if they are going to solve this case based on an admission of confession then some of the critical details are in the presss. The Police Commissioner must be more careful and professional with his comments.

      -Recommend that the public telephone number for each police station is enabled for incoming calls only with automatic transfer to a central number , say after six rings, if there is no response.

    Wow, my dear friends, fellow Dominicans, my people!!!!!!! We need to wake up and demonstrate our frustration with all the instability in our precious country!!!! It is frightening how quickly our small society is going downhill, how our youth are losing all respect for those around them, how violent our society is becoming!!!! I listened to Matt Peltier’s program the other day when they were talking about this ‘madman’ who attempted to attack a kid and was shot by a police officer. It is a really sensitive issue and I suppose that we would all have different ways of dealing with this. However, it is shocking how people think that it is ok now that we have ‘talkshows’ in Da, to call in and encourage or promote the outright killing of this man without thinking that there are children listening and that this is the attitude which you do not want to encourage in our youth!!! We need to lead by example so that our children learn positive thinking, positive attitudes and positive ways of conflict resolution!!! If we do not hold back our emotion and we advocate violence day in and day out, our childrens generation will be alot worse than ours and we will teach them that it is ok to go ahead and teach the same to their kids. Imagine in one or two generations, our small island having thousands of people roaming around who do not tolerate someone even looking at them ‘in the wrong way’. Look at our bigger brother, Jamaica!! Those of us who travel and are exposed to many of their citizens outside of Jamaica, we get a small taste of the other side of Jamaican society!! Do we want that in Dominica??? We need to realize that every single Dominican has a responsibility towards our youth and towards the good name and reputation on which our dear country depends!!!!! We need to start to take pride in our country, in our fellow citizens and brothers/sisters and work together FOR THE GOOD OF OUR COUNTRY so that we can be recognized all over the world as a people with a unique attitude and a special warmth and love for our fellow man!!!!!! Wake up my people, get up, stand up for what is right and just and hopefully our actions will bring us blessings in abundance from our God above who will look down at his people and smile on us with love!! Wake up my people and look to the good in you, love your neighbour as your own and let us bring Da back to what it was……..an island blessed with a unique people, a unique attitude, a unique love, a unique feeling for those of us born and raised there and for all blessed with the opportunity to visit!!!! Rise up Dominica!!!!!!!!!

    On another note, those who committed this crime should hang their heads in shame and anyone who has knowledge of the culprits and keeps their mouth shut should be even more ashamed as these people, no one as a matter of fact, deserves to be treated in such a brutal way!! These guys should be hunted and jailed for a long, long time!! Decent folk in Da should march in protest at these criminal acts and in solidarity with the loved one of this unfortunate gentleman!!The laws need to be made extremely tough for those who are travelling in Da armed for the purposes of robbery, murder or retribution!!!! There is no excuse for carrying weapons in little Dominica and the government better get a grip on this problem early before it becomes impossible to get a grip on the numbers of weapons on island!!!!     It appears that poor communication exists between the Commissioner and the Deputy. From the moment the Police found out about what occurred, the Deputy should have been notified. He in turn should immediately have contacted the Commissioner wherever he was and inform him accordingly. The Commissioner in turn should have instructed the Deputy to immediately inform the public through the general Media. Something went wrong in this respect.
    The Commissioner should always be reachable wherever in the world he would be. It is like a President and Prime Minister. Should a crisis occur in their country, they are immediately contacted and advised of it. If they are out of the country and the situation is serious enough, they would immediately return to their country.
    I am not insinuating that the Commissioner should have returned if he was notified but that he should have been made aware of the situation as stated previously. Someone did not perform his job properly and failed in this respect.
    Meetings are not enough. I do think that re-training is absolutely necessary.
    A Police Station should never be without telephone service and what with cellular phones unless bad weather prohibits this.
    The fact the Marigot Police Station’s telephone was inoperable and the Police was unreachable while crimes were being committed, two injured and one man was murdered, reflects poorly on the part of the Marigot Police and on the Police Department on a whole with the Commissioner as the Head of his department.
    It is difficult for me and I am certain for anyone to accept excuses. This is something that no one will ever forget, more so the family of Joe Costello, his two friends who were injured, his Assistant Manager and friend, anyone who witnessed this and those of us who read about it.
    I shake my head sadly with tears in my eyes that such a thing occurred and that the Marigot Police was not able to be reached while a man was being murdered, others were injured and robbed. This is a serious matter and one to be taken seriously.
    My many words are insufficient to express my feelings. This could have happened to anyone of us which is the reason we also take it to heart. We place ourselves in the position of all those who were affected by this heinous crime.
    My heart goes out to the family of Joe Costello, his friends, co-workers and all others who were dear to him. May he rest in peace. Amen!
    The Government of Dominica and the opposition, Commissioner of Police, Deputy and all other concerned please do your utmost to eradicate such crimes in Dominica. May your words not only be mere words.
    God bless all of you in your elected and appointed position. May God be with you in this difficult time and ever-increasing crimes on our beautiful, peaceful island of Dominica to help make it a safe place for residents, Dominican visitors to Dominica and tourists.
    As important, we must all practice the Christian faith and also pray for you, for Dominica and its nationals and that God will put a hand to eradicate crimes/murders in our country. I pray that Dominica will not experience another murder and that crimes too will be eliminated.
    Please keep the idlers occupied that they may not resort to crimes. You are the government and the Police you should have the expertise on how this could be applied and accomplished. May time not be wasted to take action accordingly. God bless all!

    This is sad. The only message obtained from that statement is that the Commissioner thinks his deputy is incompetent. This does wonders for good professional working relationship after such public embarassment.

    Though Mr. Carrette took the opportunity to attach his deputy, he comes across as the loser, especially if his deputy chooses to remain silent. It reveals his defficiency in leadership skill, puerility and poverty of man management skills and it cultivates in fighting in the police force. Mr. Prime Minister, I suggest you start looking for a replacement.

    I am usually one of those bashing Carette for his slackness but in this case the Deputy have to take his fire. Obviously he is better about his replacement at the top by Carette but he should have done his job. After all, he was at the helm once upon a time so he know better than that. Now Skerro have a reason to fire him. Too much dam slackness in the CDPF. Grown flippin men behaving like girlyboys if you ask me. Time to bring in Benhazin as chief and bring back Alfred as deputy. Enough is enough.

      With that statement the commissioner was only trying to deflect everything away from him.
      It’s his job to make sure all stations are fit for purpose at all times. In fact he clearly stated the phone system was problematic for weeks, and consodered it not his problem.
      He is useless and should do the decent thing and resign.Yet again he failed.

      From now on we would suggest the Police Commissiner should have the Public Relation personal of the department with him whenever he is going to give a Press conference and before they get there they should decide between thenselves depending on the question put to them who would be better equip to answer by the way isnt Weeks the spoke person for the department why wasnt he called on to accompany them I hope it will not happen again
      As for the Deputy if he informed Carrette what prevented him from going to the Public I also think any investigation into who knew a head of time and why were theyso slow in comming forward the Deputy should come to the Public and explain his action instead of keeping his mouth shot we have too much of this nonsense happening it makes all of us look bad their are good policemen and women in the force but you got to begin to demand more you got to turn the public sentiment around speak out when thing are wrong and stop believing you are helpless.

    When is other matters you never quick to give out info,(like the fire) why now you tring to play the name blame on the deputy. In fact if you were a good leader you would not be in the media questioning the competence of your deputy.

    I like when a man can admit he is at fault and apologize. I will give you your fire when you deserve it and give you your flowers when you deserve it.

    That said, is there no protocol in these situations? Why did the deputy think he must wait on you before he speaks? Perhaps because he knows he is not allowed to. Perhaps he knows that the information has to be edited by you and whoever else. Let this be a lesson to you; let police do the policing.

    Sir:

    Could you stop this double talk; your responses are confusing. I am trying not to be too critical. However, why would you hold a press conference on such an important issue without having dialogue with you deputy? Are you advising us of your deputy’s incompetence? yet you are relaying confidence in the force’s abilty to handle this case.
    I am a bit confused; other readers please guide me on this one.

    WAW!! Someone is getting thrown under the bus here. Carrette and Weekes have been the only voices of the police force for as long as I can remember; it’s like the deputy does not exist. Why does he want the deputy to suddenly have a public statement on this case?
    Does been out of the Island mean that the commissioner of police is unreachable and unable to make a statement? This is hogwash. In my opinion, Carrette is incompetent and he is trying to discredit the deputy. He is looking foe a scapegoat. More than likely, these comments are politically charged.

    Aha, now we are getting to know what’s going on, on the inside. It appears that the relationship between Commissioner and Deputy is treacherous. People please remember The Deputy was removed from the position and replaced by Mr Carrette. Even if you off island, since you are “Head” you must be reachable at all times. Please don’t play the blame game Mr Commissioner.

    you do know that not all information should be released right? the police and victims should keep some information about the crime and crime scene confidential…. thus the perpetrators can be caught if they know information that the general public don’t know….saw that on series like law and order….thought i needed to say this because from the things I’ve been reading about the Dominican police force…………..

      i also thought that i should say this because I’ve read on here how the victim have been telling people/freinds that she offered her attackers money and they refused….i think she should not have given out that information to anyone but the police

    AS I WAS SAYING: Mr Carrette what is the latest re the attempted murder of GON Emmanuel and his wife…How is that matter proceeding? When will Sico/Seco be back on island Sir? Or is he on island? The people need to know..
