Crime is becoming infectious – Weekes

The crime situation in Dominica is becoming “infectious” says police spokesman Claude Weekes.

Speaking on the last night’s murder of 38-year-old Rumadine “Didin” Carbon, Weekes said a preliminary inquest followed by a postmortem examination is to take place as soon as possible on the body.

This latest killing takes the number of homicides for the year to 10. An 11th homicide is estimated to have occurred between 2009 and 2010 and may not count for 2010.

Carbon’s murder is the sixth in two weeks.

With the crime situation as it stands, the police spokesman called for increased prayer for Dominica and its people.

He confirmed that someone is assisting with the investigations and that they are progressing favorably.

A man named Dave Imran George, aka D-Bone, aged 20 allegedly knifed Rumadine “Didin” Carbon to death last night. Police arrested him shortly after the incident occurred.

Reports are that the two supposedly had a fight prior to the stabbing. The reason for the fight was unclear.

The men’s paths crossed once again when George went to Carbon’s house to see his (the deceased) niece. She was not at home. Another confrontation occurred and a knife came into play. Carbon was stabbed in the kitchen of the home and managed to stagger several feet outside before collapsing on the neighbor’s steps.

The man supposedly died while receiving medical attention from EMTs on the scene.

    With all due respect sir, I am all for prayer. But as part of the Dominica police force this increased call for prayer is not going to cut the crime rate and solve the killings. You are begining to sound like de woman that went to de river to was her clothes and asked papa bondie to help her wash it, then she sat he her friends and chat for the whole day. At the end she still had her dirty basin of dirty clothes (haad sal). The moral to the story as we all know is that God helps those who helps themselves. Dominicans need to know what it is that YOU are going to do as a police force to protect them, bring down de crime rate etc…. We need to hear that workshops are being held in the affected communities, many persons are tramatized and as the statistics show many are becoming impune and indifferent to wether the next man live or dies.
    As PRO Mr. Weeks let us know your plans on how the FORCE is going to bring back law and order. this situation with crime needs to be nipped in the bud. Let us know what you are doing about it.

    With that said the institutions for prayer needs to come out and make a statement like yours Mr. weeks concerning prayer. Dominicans will appriciate this and will feel good knowing that each institution is playing it’s part…………God bless D/a……stop the fighting my people.

    I am disappointed in you weekes, we have worked together and during our time this could have never happened. I have seen you operated during CID days not to mention our Drug squad days. You dont belong where you at being the government spokes person. Pick a team and head out on the streets the country need you. Bring back the bertrand days butcher days weekes days and I can assure you crime will be on the decline. Six murders in two weeks. The country needs an award on independence day. The PM will receive it.

    Mr weeks you are just a talker..The police has failed us,the legal system has failed us,the churches have failed us,the politicians have failed us,especially those who are presently stealing and plundering the treasury of the state..Mr Weeks a case in point is when you are asking the public to come forward with evidence so that you begin an investigation,and the police know very well certain people who needs investigating because the evidence is on the airwaves 24-7..Some police officers know big drug dealers who needs investigating.What is done? You may have your fans but i see you as just a talker…You can shout from the top of the mountain to the bottom of the valley,the institution of which you are a member of, is crooked,and may i say it is a political force..Dominicans have too much wespay e meh..Only KARKABEFF sometimes say it as it is..

    One can say that these are symptoms of some real issues affect the human person. Sometimes wrong somewhere and its the duty of the officials to come up answers. Let the expects investigate what are the causes of crime in Dominica. Let them come up with the answers, then recommendation be made accordingly. words dont stop crime – but good measure can.
    Is the causes of crimes are not dealt with well well it will be the continuation of the crime wave! Going to parliament to put measures in place is one thing: but the socioligical, spiritual, intectual, and psychological isssues must be addressed and dealt with forth with.No plaster on the cut – treat the real thing.
    PS- get the bright folks to do the work and not some people who just can help but talk silly stufff.

    there is a lot of blame to go around for the crime problem.First u have a acting police chief for for almost a year, which to me suggests that the p/m has no confidence in him, or he would have been confirmed. Secondly, there is way too much politics in the police force. the government should give the police the tools they need to do their job and get out of the way. the govt. should only step in when there is police misconduct.the police chief should be someone who cam handle management and discipline, not someone who is a friend or will will not tell the p/m when he is wrong or out of line.Please appoint a police chief and give him the latitude to do his job.

    What a country!
    We have six murders in twelve days. In other ways a murder every 48 hours on average and the leaders of the country suggest the two best ways to curb the problem are to pray and apply stiff penalties in a country where the penalty is already captital punishment.
    This is a clear indication that our leaders and thinkers do not know what to do!
    OK, let us pray….Do we remember we can pray in thought, word and deed!
    Does anyone think in terms of: cause and effect, prevention etc….Are we going to waste time planning on how we punish the next killer or should we find ways of preventing him to kill?

    Mr. Weekes I hear you loud and clear but never forget that heaven only helps those who help themselves.

    They will not make you Commissioner but at least they can make you Superintentend i/c of CID. That is what you are caught out to be, a crime fighter. Then, they can call Philsbert Alfred back and make him Comissioner and put Tiyani (Magistrate) as deputy Commissioner. Once that is done, fire those bleeding heart magistrates and get some foreigns to sit in their places. We have enough laws on the books so the only new laws needed are those recommended by the police. I know those two top cops will waste no time in arresting and prosecuting those corrupt politicians at the top.

    Clean out the force of those cops that are known to be corrupt and open it up so we can hire qualified people from outside Dominica. Then

    The gallows are operable so we need to hang those already convicted, all on the same day. A production line approach is what we need. Then, all those convicted of disorderly conduct (fighting etc) need to be flogged in the stadium and sent to do time at Mr. Charter’s house. Once that is done it will be time for next elections and we the people can now fire those politicians that will not fall in line.

    We seem to forget very fast.

    Last year grandbay alone had 7. There were probably ten murders last year. In two years we have about 20 people killed either by guns or violently chopped.

    I repeatedly said the police and the law makers should get tough. There should be no place for illegal guns in Dominica if it means putting draconian law to protect law abiding citizens
    Here we are again. Now everybody passing blame. The commisioner said the community need to play a better part in crime prevention, the pulic say the Police aint doing there job and they both blaming the legal system. Now we asking the Church to pray.

    well we all know what is the cause so why dont we fix the problem. Dominica needs to pull together and get rid of these violence stop trying to pass blame. It is all of us responsibility. If the police dont do there job then the public will take law into there own hands.

    Kurt Registe was brutally and viciously murdered in hampstead. All over you hearing who did it, but they cannot arrest anyone. Tell me are the criminals in Dominica that brilliant they commit crimes and leave no evidence.

    I think all these murders happen because people have no respect fo the law of the land. No body get punished, police cannot collect proper evidence to charge anyone if nobody saw, and if a few people saw what happen no one talking. You arrest a man for armed robbery and kidnapping, the court let him go free.

    Lets stop all the talk and the blame and start some action.

    Have we ever thought about the whole situation this way?:

    The one element within the legal system which we are yet to criticize is the JURY which by the way, has a direct impact on the outcome of the accused’s/defendant’s fate in any criminal proceeding.

    How are jurors selected? Are they educated in that particular subject area of criminology? Do they know what to look for in a case before deliberating on a case? Are any in a position to steer the verdict in a particular direction?

    Government of Dominica, prayer is essential in everything, YES! However we need to invest in our jurors as well.

    Typical Dominicans….complain, complain, complain. All they do is COMPLAIN.

    I remember when i first started reading DNO, that was about the time the Magistrate from Possie was sentencing criminals to jail. Dominicans COMPLAINED. There was so much talk about that man issuing wrong sentences, over sentencing, too many people going to jail for little crimes (as if all crime is not crime.)

    Now, we’re at it again – COMPLAIN, COMPLAIN,COMPLAIN…. why, because Dominica has so many criminals.

    What did you all expect? Perhaps the judges are scared that the public will complain!!!!

    People do things if they think they can get away with it…. and by the looks of it, the DOMINICAN COURTS are a total joke, a laughing stock. Do the crime, spend no time… that should be the motto.

    There should be justice and perhaps these magistrates need to go back and understand the laws which they are trying to implement and failing MISERABLY.. The law can be interpreted differently by different judges but the common law principles of stare decisis and precedent should prevail. I don’t understand how so many criminals, esp repeat offenders, are free… but then again this is Dominica.

    Why are some people attacking Weeks? I see many condemnations but very little solution.

    Crime is a multi-faceted problem that need to be addressed in multi-faceted manner. It needs to be addressed socially, legislatively, morally and so on. With the current crime wave sweeping the nation, I suggest the following from the World Report on Violence and Health (2002) and the 2003 World Health Assembly Resolution 56-24, thus:

    1. Create, implement and monitor a national action plan for violence prevention.
    2. Enhance capacity for collecting data on violence.
    3. Define priorities for, and support research on, the causes, consequences, costs and prevention of violence.
    4. Promote primary prevention responses.
    5. Strengthen responses for victims of violence.
    6. Integrate violence prevention into social and educational policies, and thereby promote gender and social equality.
    7. Increase collaboration and exchange of information on violence prevention.
    8. Promote and monitor adherence to international treaties, laws and other mechanisms to protect human rights.
    9. Seek practical, internationally agreed responses to the global drugs and global arms trade.

    Crime is everybody’s business my fellow Dominicans. We need to work together to fight that scourge and get politics out of the way.

    Calls for increased prayer for Dominica and its people resonate from all and sundry. Let’s face it. Dominicans pray a lot. But what is prayer? Prayer we learnt is a heart to heart talk with GOD. When people only spew words only from the mouth, but those words not coming deeper down from the heart, I wonder if God listens. Doesn’t God know who is truthful, honest and really mean what they say?

    How could people be praying to God, but do not want to denounce in words and actions those among us,especially in ‘HIGH PLACES’ who engage in all kinds of secret deals, criminal activities and disrespecting the established laws of the land? Would God listen to such prayers from people who make excuses for those who defraud the State’s Treasury of millions of dollars of the people’s money? The Bible chastises those who acquire wealth upon wealth by stealing, by corrupt practices, by involvement in illegal practices, manipulating poor people for their personal interests all the time.

    But in this country many people condone those criminal acts of leaders and the ‘ELITE CLASS.’ Those persons are well protected. They have influence of wealth and use their ‘POWER’ to avoid justice. Institutions that have served us well over the years, instead of strengthening them, are being derailed day by day. Communities feel helpless. Local authorities and elders are ridiculed. Their knowledge, experience and good advices are cast aside.

    We urgently need attitudinal changes for Dominica to see its way. No piecemeal solution will suffice. We need holistic spiritual upliftment, a new social/cultural dispensation and a complete change in the way we engage in Politics. Urgently, sooner rather than later, a series of discussions, consultations, seminars must be organised, where all sectors of Society, Politicians, religious leaders, schools, Bar Association, Crime prevention/law enforcement officers, Trade Unions, Community-Based Organisations, Medical Professionals, all Civil Society orgs., all Public and Private Sector Orgs., could input positively, with a view to arresting those negative trends in Dominica that are leading to increased crimes of all sorts. Comprehensive DIAGNOSIS of the problems must be done before attempting to come up with the right solutions. HEARTS need CLEANSING. MY SIMPLE WORDS OF WISDOM.

    Prayer? God Helps those who helps themselves!!!

    Start looking for the faults in the legal system and start getting rid of those thieving politicians, lawyers and even those corrupt police officers – then we can start bringing in prayers – but right now no amount of prayers not going and stop people from killing.

    The police are getting the people who commit this crimes by the court are releasing them on bail or not sentencing them for life. The one magistrate who was given tough sentencing, wasn’t he lam-base ? saying he is too tough. so now all this is happening the people getting bail like they have done nothing.. Or their is one rule for some and different rules for others. Let us all get real we all cry only when it concern us the police is doing their Job bring the right person who have commit the crime to the magistrate what happens next they cannot control. It is a slap in their face when the person is released or given a year sentence or a fine.

They also have their problems internally, However, I think the problem is fundamental in the people and the laws have to react. It has to give the police stronger tools to address this issue. The the penality for some crimes just needs tobe harsh. Sending them to jail should not be the only solution, they should be made to pay in other ways that will send a clear message that this will not be tolerated. Not much can be done able the narrow minded, intolerance, rumors and useless hate but they can dow hat they can within their powers. Dominican are wicked people, that cannot be changed but the law can curb their actions. Strong penalties for damaging rumours that you can prove, teasing, bullying and molesting people, let them pay for their tongue. Lottering acts so all those ghetto trash that like to “pull up on de block” will be fined and jailed. Set up chain gangs and put them to work on roads, build houses for the homeless, clean the city, treat them like the trash that they are. Set up special polics squad that will go around looking for the known young men who perpertrate crimes and pick them up are nights while in their beds. Never to be seen or heard of again. Send fear in the hearts of the ghetto trash wanna be gansta. Scare them into the right path. Remember they are from slaves do treat them like they act.

    We as Dominicans should stop bashing people whenever their first reaction is to turn to God. Yes the police spokesman should have said more about what they plan to do to fight the problem, and definitely he should have at least sent a strong warning to the perpertrators and would be perpertrators of crime. But what is so wrong with him asking for prayers? Who can deliver us more than God? So because he is a policeman does that mean he shouldnt advise us to turn to God?

    Ppl stop blaming Lawyers for doing there jobs and doing it well because of loop holes in the justice system the same way we send our children to school to become ” Doctors and Lawyers ” why do we want to chastise the Lawyers …………We need to look into the loopholes the courts have ……….In a court of Law every accused is entitled to a Defence lawyer unless he chooses to represent himself/herself…If you cnt afford one one is assigned to you and i have seen it happen countless times where the judge assigns cases to lawyers right then and there at the court.

    Then we blame the police officers for not doing the job and preventing these acts from happening when it makes a mark on our lives i admit there are instances police presence would prevent crimes from happening but lets be real with it …..On the other hand we still blame police when they do there jobs and say they not doing enough…..Lets open our eyes and talk bout the real issues and not just comment on the stuff that hits home when it hits home….. Yes i agree the Law inforcement officers need to tighten up alot but dnt wait until something drastic happens for us to push our points …. What im saying may not make sense to certain ppl but thats how i see it in my minds eye

    HERE WE GO AGAIN WITH THIS CALL FOR PRAYER…We are beginning to act like the blind leading the blind. If one person says one thing, everyone’s mind goes in the same direction now.

    When those who are supposed to find solutions to problems resort to crying for prayers, nous fini. There is still a school of thought that believes that prayer solves everything. What happened to proactive and tangible solutions? What happened to collaborative law enforcemant and community based programs?

    Sit in a corner, open your bible, and pray to the sky, and your problems will dsappear. That is Manicou poop. I can hear those bible-thumpers going, that’s plasphemy. Yeah!yeah!yeah! Why don’t we get out of of our comfort zones, and take some proactive measures (starting with the police, community groups, religious organizations, court system, outreach programs, etc) to solve our problems.

    The court system has been hijacked by crooked attorneys and lenient judges who think that criminals should go to sunday school instead of jail.

    The government (yes. the police is a part of our government) asking for prayers, is like the Native Americans doing the rain dance in the middle of desert. The rain never comes; and if it comes, it is never as a result of some Indian chief stomping and chanting wah!wah!wah!wah!.

    I am proud to be DA’an. However, the more I look at it, the more I see that many of our people have completely lost their minds; and our fearless leaders are more interested in political back-biting than finding solutions to every problems.

    I don’t see why calling for increased prayer is such a problem. It is good that you have an official like this calling on the awesome might of God to intervene. How do you know that the effective fervent prayer of saints have not prevented more murders… this you won’t know unti you talk to someone whose heart was changed or impacted. So pray my nation, pray.

    The police cannot do everything and cannot prevent crime… And yes, there are also some measures that can be put in place to curb this violence. Tougher penalties, including the death penalty, denial of bail, hard labor, and what have you… can serve to send a clear message of the intolerance for crime. But, at the end of the day, it rests with the individual… Why are people so angry, jealous and downright wicked, to commit such crimes – sometimes in the light of day? People need to pray more so that their hearts can be changed and their anger overcome by God’s love and mercy.

    Crime is infectious because the underlying spirit behind crime, especially murder, is evil – yes evil possession! Actually, just listening to Reginald Austrie on DBS… and he articluates the same thing… getting rid of evil in our society. So I get to the heart of the matter… it is our heart which needs changing. Once the heart is changed everything else will be corrected. Parents, take responsibility for your kids and do not be afraid to discipline them. Laws can only go this far in preventing crime… true prevention has to do with the heart. WE NEED A CHANGE OF HEART!!! This is where Jesus Christ comes in.

    You call it SIX LIKKLE MURDERS! Thats six murders in two weeks. How many in January, February, March, etc…? The criminals having a blood-bath party. It’s like the island have no lawmakers. The way I see it, it’s every man for hisself. Well, it’s vigilante coming soon. I think they should chop off the murderes hands. They doh even have to put them in prison and waste taxpayers money. The Government and police is way too soft! Individuals should be arrested for fighting(assault). If we start arresting them for fighting, people will be more reluctant to fight, which may lead to a decrease in murder. Step up the penalties! Break up these gangs! You seeing the members everyday, lock them up when they beat people! Even on facebook i seeing fellas from dominica posing with guns, talking about thug for life and crap! Arrest them for not having a legal license to own and operate a gun! Gosh man!

    Crime is a multi-faceted problem that need to be addressed in multi-faceted manner. It needs to be addressed socially, legislatively, morally and so on. With the current crime wave sweeping the nation, I suggest the following from the World Report on Violence and Health (2002) and the 2003 World Health Assembly Resolution 56-24, thus:

    1. Create, implement and monitor a national action plan for violence prevention.
    2. Enhance capacity for collecting data on violence.
    3. Define priorities for, and support research on, the causes, consequences, costs and prevention of violence.
    4. Promote primary prevention responses.
    5. Strengthen responses for victims of violence.
    6. Integrate violence prevention into social and educational policies, and thereby promote gender and social equality.
    7. Increase collaboration and exchange of information on violence prevention.
    8. Promote and monitor adherence to international treaties, laws and other mechanisms to protect human rights.
    9. Seek practical, internationally agreed responses to the global drugs and global arms trade.

    Crime is everybody’s business my fellow Dominicans. We need to work together to fight that scourge and get politics out of the way.

    Indeed, the country definitely needs some prayers but prayer alone cannot remedy this problem. We need our leaders to come out and speak against this trend especially the PM. I have not heard as much as an emmmmmm…. from him regarding the increase in violence lately. SHAME ON YOU MR PM. Is it because not one of these crimes have had a personal impact on you?
    @ the Police PRO – is that what the taxpayers’ money are paying you to do – PRAY; well they can do that all by themselves. We need stricker laws and begin to enforce them – this will be our only defense against such crimes.

    Well said “well done” It’s high time people who are educated are hired and trained to be police officers, it’s amazing to see the recruits who are trained come on Mr. Commisioner is that how desperate you’ll all for new officers. Mark you the very good one’s are leaving and the one’ left behind are dam … especially some of them who works with the ssu i mean these guys are more foolish than fowls. They do not see the need to engage themselve in any further field that they are employed in be it in criminal investigation all some of them are interested in is making a quick dollar. I came across a bus driver who drive’s the road everyday and his behavior amazed me to find out this guy was one of the guys paid to be a police officer i know most bus drivers are not as educated but this one being a police officer and getting on this way oh pleasse someone do something with these guys. Wash out the police force keep the educated one and do away with those that have no sense of law and hire educated wanna be officers.
