Criminals target Ross University

Ross University

Students and faculty at Ross University have been placed on high alert following two violent incidents of crime targeting the institution.

A security alert was sent to students and faculty of the school outlining the two incidents and the necessary precautions to be taken.

According to the security alert, which was obtained by Dominica News Online, the home of a faculty member was invaded by a burglar who forced him to lie on the floor. The burglar made good his escape with a lap top, iPads, a cell phone and cash.

The second incident occurred when a female student was sexually assaulted by a lone assailant while walking on the Lizard Trail.

The incidents occurred in the week leading up to Carnival.

According to the alert the police have made no arrests and investigations continue.

The alert outlined safety and security precautions including keeping apartments locked, traveling in groups and avoiding confrontations.

first of all after viewing all comments i like to suggest that there should be a shuttle service for their students especially after hours so students are not scared if they have to stay late for study and doing this not only helping students but it creates some jobs for good local citizens and no student will alone if they have to study late.

secondly all apartments must be secured and must have surveillance system and all surrounding must be lighted plus secured alarm system for individual apartment is a must.

finally security awareness and self defense accessories like pepper spray and portable alarm devices should be allowed to be carried by students.

and lot more can be done by Community, Students,
    Government and Police.

    March 4, 2012

I’m a current student at Ross University and am very concerned with the state of affairs these past few weeks to months. The overall buzz of faculty and students on campus, is highly concerned, and scared. We pay good money to live, eat and be educated in this beautiful country and it is very disheartening to hear about all the horrible crimes that have been taking place recently. If these crimes escalate and/or continue I truly believe Ross will withdraw from this country. I think the majority of Dominican citizens I have been in contact with are good, compassionate, human beings who just want what any other normal people want; Life, love, a good job, marriage, children and the right to worship our blessed heavenly father above. But the disgusting minority among you who are hiding in plane site, will lay waist to everything you upstanding citizens hold dear. The path of evil leaves no room for peace, only continued destruction. That being said, there are some of us at Ross who are uniting with the attempt of reducing these sort of incidences. We are “Not” solely relying on security or the police to do the job for us, but instead are putting some of the burden to reduce these crimes on ourselves. I implore any of you who truly love your country and want it to be a beacon of light and beauty in the Caribbean to do the same. These criminal acts chink away at this wonderful countries image one brick at a time until there will be no building standing. If everyone does not play their part in attempting to reduce these heinous crimes, by turning in the criminals then nothing will improve. I observed some say that if reward money was offered the perpetrators would be turned in, to that I recant “Why is something right and other things wrong”? Is it only right and noble to turn a rapist, strong armed burglar or murderer in because you were offered money? Or is it right to turn them in because they commit acts against humanity and tarnish your community? Demand the government do more, and the police, but also take the initiative to unite as a community and country and pluck these weeds from amongst you. The government, the police, Ross, and the community, can not do it all on there own, but together we all can make a difference. I hope those of you who wish for a more prosperous Dominica will not only express your dismay on sites like this, but will also put in the work to help change this country for the better. A person alone can accomplish good things, but people standing together as brothers and sisters can accomplish anything. I am not a Dominican citizen, but I pray for nothing less then the greatest blessing of it’s people.

    Hey Students of ROSS Uni.
This is the time you all should be pulling out of Dca.Lets see how those will cope.No need to arm yourselves just leg it out by leaving this place in poverty and greed.

I once offer to invest in Dominica as a way to help my people over there. I contacted the locals to finding out where they needed help. There reply was nothing but negative with damaging critism .I decided to take my offer elsewhere which in turn made me proud.

So my advise.dont be a victim,do yourselves a favour and leave. They will soon realised what those worthless bums have caused.

    yo sey bowoe!

sigh….smh! criminals can and might as well get away with everything since what we call “investigating” down here is asking “witnesses” or the members of the community if they know anything. this prehistoric methodology of “investigation” is ineffective in world of over awareness. we need real forensics to find out who did what and assure that they get caught. other wise we all will become criminals defending ourselves for other criminals. the stupor that encompasses our systems of law and order, the depth of it, is frightening!!

I bet if the tourist and ross students that were raped were the young daughter of a Dominican, they would all have been arrested already…common’ people, speak up, somebody knows s’um. or will we be silent unless there is a money reward for turning in these criminals. Do the right thin. my german friend says their government is about to issue a travel warning for dominica due to targeted crime against tourists…that hurts all of us. criminals know they will not be prosecuted unless the tourists come back for the trial…and why would someone who was robbed and raped ever want to come back here. i’m feeling hopeless as the future life of crimilas is getting brighter every day since most don’t get caught…crime pays around here

  12. Possie and Picard
    February 27, 2012

Possie don’t care about picard, the only time DPF comes to town is twice a year to set up a sting operation to ticket cars with expired registration, they bring 10 police officers and show force. But besides that not a single DPF polices the area. Considering that Ross makes up from 25 to 35 % of GDP, the government should protect that investment…they don’t pave roads, they don’t put public lighting. Ross have bought another medical school building in st marten, don’t think they won’t leave if students keep getting raped and robbed and assaulted. Somebody better do something real, don’t leave it up to Ross or they will leave. If government wont act the people must.

It has been a while since I commented on this site. I too have to agree that enough is enough. It is time to step up DPF. These incidents need outside help. Dont be too proud. request the help you need. I pray that Ross hold their ground and fight back. Beef up security with cameras and security patrols. The students need to feel safe. and to the students and prospective students, dont let this deter you from studying at Ross.

people should be alowed to have pepper spray. pepper spray their skin.At least it is a form of defense better than nothing.

  22. Word2thewise
    February 26, 2012

I have read all of the comments above and it is a sad situation but not a new one. At the beginning of each semester new students are forewarned about the possible dangers and I feel the security and campus do their best to provide nighttime transport and assistance. However, medical school is a demanding curriculum and sometimes students have to stay and study very late and places like Lizard and Moo Cow are not well lighted hence the problem. Also, you have a community of students that are seen as privileged or as “those who have” by “those who have not;” wherever you have economic disparity you will have crime.
Now when reports like this become public, future students are discouraged from coming (rightfully so)this means less attendance which will lead to the institution looking for a geographical location that is more amicable, because at the end of the day they don’t want to loose money and if Ross leaves oh well… the Possie community will suffer and Dominica as a whole will feel it. Many locals have jobs with the institution and even those not directly employed make money from apartments, grocery stores and laundry services etc. catered to students.
So Dominicans I emplore you to make it your priority to protect Ross students for by doing so you are protecting your livelihood and economy in these dire financial times.

FYI: stolen iphones and computers are all equipped with GPS signaling and most students are advised to set up their electronics in such a way that they are either traceable or can be deactivated/inoperable upon being stolen.

The criminal elements and activities which are occurring in DA immensely bother me. As the words of the religious song: “If I can help somebody, then my living shall not be in vain”, whether near or far.
This is where additional security and security patrol are required. Students should be advised not to walk alone and in secluded areas especially at nights.
There are all sorts of information, no exception over the Internet on how to secure businesses, residences and campuses.
In bygone years the buildings were not constructed to ward off and deter criminals. Today, it is absolutely necessary to construct buildings, the doors and windows accordingly.
When a building is constructed there should not be flimsy doors that criminals can break and enter easily. The locks should be double-bolted ones that they cannot be broken into. Windows should be securely locked.
Criminals today have learnt their wicked ways from especially TV movies and programs and also on the Internet. Those who make and direct those movies and programs do not realize what harm they have done to the world to encourage criminals. This is another reason why I do not view such movies and programs be they on TV. They do not interest me.
It is of vital importance to also have an alarm system also camera system that when criminals of all try to break and enter the alarm goes off and when they approach a home, even on the sidewalk, if the house is close to it, the light goes on.
Recently, a newer system has been devised. Whenever anyone approaches the home, a voice comes on and asks “Who is it or what do you want?” This will deter criminals. I saw the commercial which made me laugh. When a man approached the premises, at the sound of the voice, the person said “Sorry, wrong house and ran away.”
If it is not yet in Dominica, business owners should do a research on it, purchase it and market it to DA nationals.
Children, men and women the time has come to protect yourself. You, too, could carry a small portable alarm system and keep it in your hand especially when you are walking alone and at nights. If a criminal approaches you, just activiate it. It will spound-off like a siren.
I also endorse a pepper spray but be careful, point it towards the criminals and right in their eyes. This will blind them for a while and until you able to telephone the Police. Hopefully the Police line is free and will respond immediately.
The DA Law must be more stringent with criminals and murderers. They should not be granted bail if they murder and also commit serious crimes. In many cases, those who are granted bail (or who are probably not caught) are the ones who commit crimes. They must be incarcerated so as to protect the public.
They murder, they harm others and steal from them. They are a menace to society and have forfeited their rights. They must pay the price of their evil actions.

      @ domincantothebone
I agree with you to a certain point, do not blame it all on the deportees, what about all the none Dominicans/Foreigners on the island, they need to be investigated and finger print as well, crime is all over the place in the USA, Americans do not blame it all on Americans, because when they are caught, they realized that many of them are none Americans crossing the boarders committing their crimes and fleeing back to their countries
What we need to understand Dominicans are not the only deportees on the island, blaming it all on Dominicans deportees, I do not believe that

  28. Trouble Intended
    February 26, 2012

Some of the comments here are very troubling. For years and years, crimes against women and children in Dominica have been going on. So many underage kids getting raped, nothing happens.

The country has been ignoring crime for years. Did you think that the criminals would continue to hit the locals and leave the tourist, students and visitors alone? Did you think that criminals are smart enough to realize that their acts will have a negative impact on the economy? Were you hoping that the criminals and their crimes would just go away? It won’t. It will get worse and it will hit where it really hurts.

Until the populace, lead by government, begin to take crime seriously, criminals will continue to have their way. Until the police stay out of politics and start protecting DOMINICA, criminals will continue to put us all to shame.

Having lived in the “States” all my life I can tell you that more police and/or fancy equipment will not end crime. The common citizen can do more to end crime than the police ever will. Citizens and neighbors see and hear things that could go a long way towards ending this horrific problem. Another problem with creating a state of no crime is that you must be willing to give up your money, freedom and rights in order to have a zero crime environment. Just look at the totalitarian states that exist today. They all have a very low crime rate. Still I can’t wait to move to Dominica, it is still far better than where I currently reside.

  30. Observer
    February 26, 2012

I know the people who perform these criminal acts are in a minority. It really baffles me that majority of these crimes are not solved in such a small population. Dominican public and the law enforcement, make it a top priority to root out those criminal elements from society, and please please magistrates enforce the law to the maximum extent possible. If the law is not stiff enough, law makers please review! All convicted violent offenders should be photographed and put on a website that the public can access (it will be the wall of shame), and the crimes which they committed summarized under their names. I believe this will deter repeat offenders and make the public more alert when they are around. And private and public sector, please invest in camera security system. If this rate of crime continues Dominica will be missing out big-time. One term in economics is called ‘opportunity cost’- for example a tourist cancelling their Dominica trip after hearing of certain crimes -that’s loss revenue.

Good Lord! These criminals are going to drive people away from our country. What is the government doing about this? What are the police doing about this? This level and type of crimes are usually a result of any one or a combination of the following; (1) idle youth (2) lack of opportunities for the unemployed (3) inadequately trained forensics investigators (4) addiction to narcotics (5) sub-standard police work…I think I may have missed a couple, but the point is this. With a few exceptions most likely, young people commit these crimes. In instances where the criminal may be much older, chances are that these are career criminals, and they should be easily identifiable because of their record. With the younger criminals, Dominica too small for experienced or well-trained criminal investigators not to be able to identify with a reasonable degree of accuracy who the perpetrators could be. It’s called profiling. It’s not too difficult to identify who’s on Idlehall estate either – drive thru the village during normal working hours and you will see who not doing anything is just one way of identification.
…I could go thru a long list of ways but I am sure others can figure some out. Better yet, experienced police investigators can do so as well. They need to aggressively pursue these criminals. This government must spend some of that extra money they getting from China and send a few police to get thoroughly trained in forensics work and criminal profiling. Our population is too small for them NOT to be able to weed out these people who will eventually turn our beautiful country into another Jamaica if we don’t put a stop to it NOW.

My 2 cents! I don’t expect anything better in this country like is happening now. Thief, rape, drugs ect….my reason for this comment is because of the present state of our economy. Am not a supporter of these criminal activities but we as a people have to find the reason why these things are happening in our country.

The other day there was 2 murders in Portsmouth and the Tourism Minister said this was expected because of development in the area. Since he was so futuristic about crimes as a rsult of development he should have done the same about the measures in place to help curb these problems.

Development to a country I hope should be accepted by all Dominicans but when it comes at the expense of the people and country it can be very devastating in the long run. Some of the major capital projects happening in the country are as a result of Grants and Loans and are controlled by Chinese. These people don’t pay taxes, social security, transportation, housing , food or any other item from the local economy. As a result how would any body expect the mutiplier effect to function positively to the country.

Still you hear the Government will go into austerity. As cost of living increase and there is little or no employment for the locals what option does anybody have for them? In my view, which is already happening are the criminal activities mentioned earlier. Young men will turn to thief, drugs and violence. Young ladies will turn to prostitution and even hard drugs. I walk around the communities and am very much concern. I see young men and women on cocaine and weed. People are so divided and have no love like we use to have in the past. People don’t care no more. I wonder where are we heading. It sadden me to see my people and my country future going down the drain and instead the people elected by people do something to help they are there playing politics. Am not hearing or seeing them in the poor communities right now but come see them closer to elections.

I will continue to pray for this country and its people with hope and faith that it will come to pass that we put our differences aside and do things for this country and not party.

So it goes, First decision that agriculture was not the main industry in Dominica. It is The tourist industry that will take us to the next level. Now you see all this violence will take you to another next level, not only poverty but starvation. No one wants to plant food to eat, they want to steal money to buy it. When the people with money stop coming then, you will see a level of Dominica. When that happens, all these big houses you see going up (magically, in 17 constituencies)better have really good security and a few cid working for them, because they will be the only targets left. SMH Dominica used to be such and amazing place.

The PM in 2009 told us in our faces before the last elections in 2009 that “no law not even the constitution can stop me” and up to date he has not taken it back. The people made a serious error when instead of teaching the PM a lesson they gave him more power in the last elections. In so doing the people stood on the side of lawlessness and still do making excuse after excuse or just blocking their ears. The Bible is very clear, when you sow in the wind you reap the whirlwind.

It’s up to us all … what do we want? Ugliness or light? It is easy. We have the police …. many of them and we have the good people and then …. we have such a small number of bad people that we could clear the mess up in one day.

We just need to decide. Ugliness or light?

Dominica needs its own Special Forces to go after and eliminate these “terrorist” who are rogues to this society, find them, hunt them down and eliminate them for good. I don’t believe in sending them to jail, hunt and take them out using any means necessary to achieve safety and security. its a national security issue. We don’t have to go far to Iraq or Afghanistan to find terrorist! We have rapist, arms & drug dealers, robbers hunt and kill them all when they are sleeping or whereever they maybe. We need to start using lethal means especially for victims of sexual assult.

ross offers night transportation for the students up to 3.00am in the morning and they can even have a security escort if they want to walk. I really dont understand why they still walk alone esp lizard trail which is known to be a danger zone by all. locals dont walk alone at nights in these areas why are the students so careless? they are warned over and over how much more can the school do? It is time students take responsiblity even if the govt, police, school n4eed to protect them but you cannot help people who are not helping. prevention of crime is much safer than apprehending criminals. AS part of the landlord association when it was active, we carried out a test in picard and 80% of students did not lock their deadlock, they only locked the easy to pick lock. Some left front doors wide open while in the bathroom now not even locals do that.

There is a local man sexually assaulting students on a regular basis, there is also reports to the police of a man scene in the area by the beach nakid, nothing has been done!

Those theft, burglary, crimes happened since decades in Dominica as well as anywhere in the world. Against local no more no less than foreigners. My self was burglarised 6 times in the same year before the owner of my apartment agree to fix burglar-bars on each window and door. Never any investigation was successful even if a lot of people in the neighbouring know and told me who ware the thefts (but without consistent evidence). I finally stop to call police because it did cost money to get record, that insurance could give me back….And I know, from lips to hears that I am not alone…Every body know situations or crimes, very few of them have Court issue. I was aggressed for robbery last night after Creole in the Park and wounded, driven in ambulance called by police to PMH where I had to stay 4 nights …Police did not investigate because nothing was wrote in the register at Police Station ….The criminals yet run in peace .Certainly I meet them everyday and they are waiting for a next circumstance to make it again. Nothing about that in Press, no more about a 12 years old French tourist raped in a robbery two weeks ago , no more than crimes against others French people last year in Escalier Tete chien, and yet nothing in news papers about 22 acts of burglary committed against French Bakery close to Alliance Française. In fact, no more than 10% of crimes and outrageous actions are reported in the media ; Press sometimes talk about that onely when it happened that case comes in Court.
Here is the reason why Dominican People sleeps on his both hears dreaming of a nice paradise like country where no trouble happened!
Wake up everybody, all together joint strengths against crime and give the hand to police forces to help them in their job .

I remember in some article on DNO regarding the attack of german couple and then french family, some student of Ross university wrote that he had planned to bring his family to Dominica just to show the beauty of the island and then he changes his mind because it became too dangerous. Some other student followed the path and changed the plan also.
Well right now attacks on the student..now I have one very good suggestion to all Ross University..can you guys write to your governments and ask them to send 2 platoons of marines, 2 blackhawks…i believe that would help to resolve the crime quicker than non-existent, not equipped, without databases, without communication and badly organized dominican police.

An important facility like Ross University should receive additonal security. We know its importance to the economy of Portsmouth and Dominica on a whole.
The police officers at the Portsmouth Police Station are more interested in playing dominoes versus doing their jobs.
However, I do not blame them. I blame a passive and inept system that was designed for a Dominican populace in the stone age.

It happens so often in the US I don’t see anyone calling the arm forces to invade New York or Miami. It is sickening me to too the crime in my country growing, however spreading ignorance as sarcasm targeted towards the government you did not chose is tasteless. Why don’t you suggest something like the communities around the island form neighborhood watch and SNITCH on all Jack Horses that try a ting if dey bad. WAW!!!! you think the blackhawks and two platoons will find the rapist and robber? You think that’s enough? You sure you don’t want them to jut move the war from Afghanistan to Dominica? Just move all 100,000 or so troops and everything else to DA? LOL.

The Americans will find a much easier solution than to involve the military; an easy one like asking Ross to close down their operation in DA and move it elsewhere. Like just moving it to another island where the police will be less concerned with politics and more concerned with protecting people and solving crime…

for the cruise ships, it is a whole lot easier…just don’t stop in DA…many of them are already doing that.
We need to stop looking for someone else to solve our problems and start taking care of them ourselves…for example, they gave us Ross University…it is our job to keep the crime rate down in order to keep it…

I think you are mistaken, the alert was also sent out to all landlords and we all know there are landlord not only from portsmouth but all over dominica so the news would most definitely spread all over. What I think is wrong, is that this news item should never have been circulated because based on the talk that is going around, the woman may not even have been raped. Seems like she was under the influence of alcohol and it is being said that even before the alledge rape took place, she mistakenly knock at a wrong man’s door looking for another she was supose to have spent the night with. I am a landlord and when I heard of the incident through an email that was sent out by Ross personel, I was very much concerned and therefore ask around seeking more information and From what I heard the woman showed no signs of a person that was raped when she spoke to other students just after the alledged incident took place. I belived a thorogh and indept investigation should have been carried out before that report was published even to the ross communinty much more for the rest of the island. Reports and incident like this not only shed a bad light on the country but on Ross university itself because the world is whatching and listening. I think the person who sent out the initial warning made a grave mistake in doing so. I hope they will come back through the dominican media and publicly appologize if it is found out that the woman was never raped.

So thats whats up now huh? Dominica is finally making a tiny step towards a bright future and these hoodlums decide to tarnish Dominica’s reputation, hence making our progress even slower than it already is.

I’ve been saying this over and over, its time they start HANGING again in Dominica!!!!! Death Sentence, and yes for crimes such as these as well, because these hoodlums have no respect for the country’s already struggling development, they have no respect for the thousands of people who depend on money gained from our tourism industry, they have no respect for the nation’s reputation and further more they have no respect for the innocent victims who chose to visit/live in Dominica out of ALL the places to go in this world.

ITS TIME SHOW THOSE WHO CHOOSE THIS PATH OF DESTRUCTION THAT THIS IS NOT ACCEPTED IN DOMINICA, THEY PRISON IS NOT WORKING, THEY CHOOSE TO ACT LIKE ANIMALS SO WE SHALL TREAT THEM LIKE ANIMALS.
RID THE EARTH OF THEIR EXISTENCE, RID DOMINICA OF THE SHAME.

I WOULD BE GLAD IF THEY GET CAUGHT, BUT WOULD BE EVEN HAPPIER IF I SEE THEY’RE EXECUTED IN PUBLIC TO TEACH OTHERS A LESSON!!!!

  87. February 25, 2012

This is where we r going to see how serious the New DLP gov’t is about crime on the island.
Give the Police the right equipment to fight crime and don’t play politics when these guys are arrested, whether they are Labor , Freedomm or UWP, or have a Pal Rep friend.

This is getting ridiculous man..I’m pissed. Wasn’t it recently a 12yr old tourist raped in a robbery, This is sickenin, yet still no break through in recent upsurge of crime, time we all put our heads together and fight this criminals, the bigger heads in society need to acknowlege there is a problem and create a plan to assault the criminals, time we hit back those criminals mnnn

  90. how about now?
    February 25, 2012

Is it still not time that we as a nation come together and hold a march against violence or do we think that the authorities have it under control? Let us organize a march, come out by the numbers and show the criminals out there that we are not going to sit silent while they drag our beloved country in the mud. Let us speak out when someone commits a crime.

    • bone
      February 25, 2012

So you really think some march is the best resolution for this problem now?? SMH!!!

What a disgrace. I am so ashamed to hear the type of crimes that are occurring in Dominica. These thugs will tarnish Dominica’s reputation and impede the flow of tourism and development in the country. This is a sad situation and I am very sorry for what the victims encountered. I hope that justice will prevail for these victims when the perpetrators are caught.

  93. February 25, 2012

    February 25, 2012

Nothing is unusual about these types of crimes of opportunity. However, the Police, Law enforcement and Security officers need to be stern with the culprits/criminals. What I mean to say: shoot to kill when necessary, and that will send a message to those who are involved, impose the max when found guilty so that they’ll know their conduct will be not be tolerated in the society. Enough is enough with these criminals, we just cannot afford to allow them to destroy the lifeline of the economy.

    February 25, 2012

like I’ve said before there will always be crimes….but one way of decreasing this thing is performing RANDOM patrols in the area….this is Dominica we are talking about….the police have absolutely nothing else to do………

8-O Wow Ross will have to pull out of Dominica, if dem fellas don’t get serious on crime, Tiyani warned dem fellas, but because he is an independent man and don’t need anything from the red clinic they Hate him!

  100. wow
    February 25, 2012

They NEED to add more street lights on the island! Plus, MAKE the police to random patrols all over the area (not just Portsmouth), and especially beef it up at night when most of these crimes happen (obviously).

Also, Ross needs to enforce a STRICT policy of NOT allowing students (especially females) to travel back to their apartments at night alone and with no flashlights or some other type of protection, such as pepper spray.

Hell if there were more street lights on the island to brightly illuminate dark places, I honestly think that we might actually see a decrease in crime some, even if it’s only a slight drop.

But one thing is for sure, crime on this island is becoming OUT OF CONTROL!!!

    • Student
      February 25, 2012

Sadly pepper spray is illegal in Dominica without a permit. We as students have been asking what is and isn’t allowed to be carried for self defence.

      WOW,
i need to thank u for your words but i must inform you that all students n faculty is aware of these safety tips as a matter of fact ross provides shuttles for all student at night starting from 7pm to 5am everyday of the year.the security department at ross is working tirelessly to the safety & security of its faculty, students & staff and constantly warning these folks to take the shuttle home at all times, lock their homes, and keep their valuables away from people’s sight at all times…….

Although I understand and even share in your frustration, Dominica still remains one of the Caribbean islands with the lowest crime rate. This is a fact! I live on Anguilla where we have one of the highest rates of gun related crimes with a population of only roughly 12,000. Just Saturday night another young man was shot here. We still have plenty to give thanks for in Dominica, although I do agree that our crime rate in Dominica has significantly increased in recent times.

sigh with these criminals, what has gotten into dominicans smfh
