A woman from a cruise ship, which is presently docked on the Dame Eugenia Boulevard, was robbed in Roseau on Friday morning.

An eyewitness told Dominica News Online that the victim and another lady was about to enter a wine store on Long Lane when she was pounced upon by a young man.

“The guy ran up, grabbed the lady’s chain from her neck and threw her down in the drain,” the eyewitness said.

He said the victim was totally shocked from the experience.

“She was shaking like a leaf,” the eyewitness stated.

She was eventually taken to a building where she was given water and attempts were made to calm her down.

The eyewitness, who said he couldn’t believe such incident could happen in broad daylight, said the perpetrator made good his escape in the direction of the Old Market. He said no attempts were made by anyone to stop him.

“There are all the bus drivers and vendors and nobody stopped the guy,” he said.

The police were quick on the scene and the victim was eventually taken to the Police Headquarters to file a report.

    From what i heard everyone just watched. Noone tried to stop the man. Bus drivers, vendors in the area, all those people in that busy tourist area, and everyone just watched. We are responsible for ourselves, our image and how our guests are treated. Poor lady, i apologize on behalf of my country for your unfortunate incident. Also i believe in times like these the POLICE should be patrolling and questioning suspected ill-doers. Those young paro-thugs (the ones that more vorleh and paro than thug) hanging around, ask them to keep it moving. Loitering is an offense that doesnt get enforced here.

    It is grievous to read of this incident taking place.

    Undoubtedly this is a very busy time for the police. But one cannot help wonder if there should be a greater police presence in Roseau at such a time.

    It is especially appalling that people saw this take place but nobody went after the man. I hope the police will get a description of him and reel him in. Anybody who has a clue who he is should share that information immediately with the police. They will do their best.

    I thought of something else, loiterers. Some people are prone to loitering. For some, it is a usual pastime. Police, store owners and the public should be on the lookout for loiterers. Most of us are busy going about our business that, if we observe someone standing around we think noting of it. Granted, they may be waiting for someone or merely loitering. This could be easy to detect. Some may also simply be spending idle time while others may be there for other reasons. Those who appear suspicious are cause for concern.
    Considering criminals have pulled chains from necks, grabbed bags/purses and other possessions, D/cans should be on the alert. Criminals may be hanging around waiting for an opportune moment to act. The best time is when they think people are distracted. D/cans/visitors must keep their eyes opened for loiterers. If they are suspicious of the person, an alternative, they should telephone the police and hope there will be a quick response.

    These police officers are a WASTE OF TIME. Friday ? was it? yea I’m sure it was Friday. There was like a gang of probably 10-20 police on their bike riding around parking around by Burtons sizing up people. What’s the point of 15 officers pull up one spot together throwing their muscle around like they are gang. When 2-3 officers can be walking around patrolling the town. But no…let’s ride around town on our Chinese bike like a gang and look big.

    The Police authorities must issue directives to all Dominicans, no exception jewellery store owners, that whoever approaches them to purchase jewellery they must inquire if it belongs to them and where they purchased it. They should also be required to provide a bill of purchase.
    Under no condition should they purchase it if sellers have no proof of purchase and that it belongs to them.
    Some D/cans will recall approximately two years ago what occurred to Marvlyn Robinson. Someone whom she was kind to stole her jewellery. He brought it to a jeweler and said it belonged to his grandmother. I expect the police investigated this and know all about it.
    Prior to the case being called he wanted her to call it off. She refused. A friend and himself broke into her house and bludgeoned her. This occurred in November of that year.
    I knew Marvlyn and her family. It hurt at what occurred to her. This young man was arrested. I have not heard anything about this case.

    As I recall, approximately one year ago a lady from a cruise ship was accosted by a thief who snatched her chain from her neck. I believe she was with her husband. It occurred in a similar vicinity near the Old Market. Would this be the same man/thief?
    Police authorities especially when there is a cruise ship in the harbor, you must assign your officers or even one in that vicinity where these thefts occur. Surely, you should give this your immediate attention. It is an urgent one. Hopefully, this is the last time a passenger is accosted and her chain stolen.
    You must try not to allow this to occur. Do not let your guards down. Thieves are getting more desperate. I am wondering if these are not among those the PM gives money to and yet they go about stealing.
    You do know this is a bad reflection on Dominica and will affect it in a worst way. All Dominicans are concerned and provide their comments and suggestions..

    The D/can authorities should be concerned about this latest theft on a cruise ship passenger. This criminal is one bold-faced man.
    From what I have been reading, those criminals are fortunate I am not the PM, the DPP, Dominican judge, magistrate and Chief of Police.
    These criminals/murderers, when caught should be put away for many years, if not for life. I have stated this before. They should not be walking the D/can streets.
    If this trend continues, Dominica will be destroyed. You cannot allow these crimes to continue. Some sort of education for these people should be conducted.
    Such a tendency could commence from youth. Teach the children from school age to love and respect people and their possession. Teach them to be diligent in their studies and graduate that one day they will obtain a good paying job. If they do not complete school, they may never be employed. This could lead to criminal activities.
    Also reach out to parents for relevant discussions.

      I do not blame them. I am informing you, as much as I hate to say this, it is good for Dominica. Too often those criminals are caught and bailed, even given lesser sentence.
      This makes me angry that this man is so desperate and non-caring that he would do something like that. It is too bad no one tried to stop him. They should have thrown something at his leg to prevent him from running.
      The travel agency will hear of it. The victim will inform everyone possible .As bad news of all spread, how many tourists and other visitors will Dominica get in the future?
      From now on I will not worry about it. Note that the teenager who murdered the lady was previously involved in crimes, stealing from the visitors and vandalized homes. He was out. Now he killed a woman. If the Law is not changed, the worst is yet to happen.
      Dominicans will have to organize a protest/rally, a peaceful one for they are affected by these crimes.

    the sad thing is that this just boils down to the real problem. It is our attitude! When we are not part of it it is easy to run our mouths and say what should be done and who should do it and who should lock up who or beat up who but the bus drivers whose own livelihood depend on the industry were willing to turn a blind eye to the crime. So to me, bigger than the thief and the robbery is the attitudes of our people to allow these things to happen.
    Let us start doing things that are right all the time and not getting all worked up only when we are directly affected. I still agree though with installation of cctv systems in the town since so many of these assults occur right in the center.

      The bus drivers should be reprimanded. They should be reminded that their livelihood is affected because of these criminals.
      I believe they were shocked and that they do not carry a weapon. All the same, they should be informed to be on the alert in cases as that and help to prevent these crimes or catch the criminals. It is for their own good.

Two ships in port and five police officers in one area standing up by save a lot looking to give you ticket when you park on the keep clear signs and harassing bus drivers. Spread all you selves out walk in pairs, Roseau don’t have so many streets for that put two officers on each street and have them patrol that street everyday.

    Uniform dress police need to be in full force in all areas of town. Are there any patrol program set on ship days or any other day….I’m about to visit for carnival and it seems I need to be worried about these weekly incidents. Get a handle on this madness.

    In this particular case I have nothing critical to say about the police; I am happy the culprit is apprehended my only hope is that some dumb magistrate does not give the thief a slap on his fingers. I would anticipate a minimum seven (7) years sentence hard labor!

    Teach the criminals who are contemplating the same acts when they are caught they will suffer an even harsher fate. I know there are sentencing guidelines, nevertheless when I was a kid I experience a thief from Wesley sentence to seven years in jail.

    He stayed there so long that when he was released he came out a motor mechanic, he learnt the trade working on some old trucks and vans they had at the prison! I doh calling him name eh; but unless he is dead, he might be an old man in his nineties. I know him name but I doh talking oui!

    After that spell in Jail I only know of one crime he committed thieving somebody truck, and using it to go to thief an engine block from the former British Public Works Department! I…

      What I read on DNO the victim was taken to the police station to file a report. It does not seem the criminal was caught; at least not yet, if ever.
      When some of those criminals/murderers are handed down their sentence their lawyers apply to a higher court, saying the sentence was too harsh. They want to be wrong and strong on it.
      Resident Dominicans themselves will have to do something for their own life, safety and health. Their possessions as well.

    This is sad for DA and it makes me very angry. This attitude that this is just a petty crime is the sad part. Petty crimes turn into violent crimes if not stopped. Dominicans need to be educated on this by the leaders of the country. There should be a NO TOLERANCE punishment for these type of crimes on visitors or foreign investors in the country. I am a Dominican native who lives abroad. These crimes including murders taking place on this beautiful island saddens me because the island will suffer from a lack of visitors including myself because of this. Economic development will eventually come to a halt… SAD!!!

      This time, I feel if the government and police authorities do not do something, the tourist industry will suffer. They keep saying it will not happen but they have some little people running wild in Dominica. Some refuse to work and instead create criminal havoc in Dominica. These are not the losers. The law-abiding Dominicans and businesses will be the losers.
      It is not encouraging to visit Dominica. Imagine walking the streets of Roseau and you are mugged and your possession stolen. He pulled the woman’s chain. This must have injured her neck. This isn’t the first time a tourist chain was pulled and stolen. A year or so ago, tt occurred near the old market. Times have really changed in Dominica. It is scary.     Less then 24 hours after a Dominican returns a bag undisturbed to its rightful owner, another one robs a tourist of a necklace. The bad deed will overshadow the good that we do.

    We need not share responsibility for the bad things that our people do. Most people are good, but there are always going to be people who will do their best to destroy the good that others try to do. Heck some people go out of their way to self-destruct.

    So out of these comments I noticed one guy said stop publicizing petty incidents (like a local robbing a tourist) because crimes happen everyday all over. Now I agree crime happens every day all over, however this is no petty matter. When I was a child my country proudly boasted as one of the leading exporters of banana. Those wonderful years are gone and all we have truly is our tourists industry based of a reputation as being a beautiful country with beautiful people. A humble and safe place for all to come and enjoy. If incidents like the robbery of a tourist are treated as PETTY, can you imagine how much damage this can di to our one sure source of income (if it is a sure source)? I find this Londoner person and their words to be IGNORANT OUT OF PLACE. (I just wish someone had the courage to stop him, the thief, but these times a brutal.

    I would be surprised if anything other than a report comes of this. For every crime that is reported, there are probably 10 that go unreported or covered by media. Too many people just don’t want to get involved in stopping crime and the police never seem to be in the right place at the right time. This type of incident will definitely affect the name of the island. Cruise passengers are warned not to take any valuables off the ship and to be careful.

      I would suggest a joint action between police, Roseau town council and shopkeepers to install cctv. and put up signs to warn would-be robbers and assailants that they are being recorded 24/7. That would also make a lot of us feel safer going out in town during the hours of darkness.

      On behalf of the People of Dominica, we are deeply sorry for the experience your mommie has faced, this is not at all the reflection of the entire country, just as in other countries there are a few bad eggs who are out to just upset the peace and calm. The police department will certainly do all within its power to bring that person to justice.

      We appreciate very much the visit and hope that this will not forever taint your impression of the Nature Isle where the people are free, happy and strive to ensure everyone who enters our shores are happy and comfortable.
