Emmanuel disappointed at ‘extremely’ slow pace of fire investigation

The former magistrate whose residence was subjected to a suspected arson attack on December 25 in 2010, says he is very disappointed with the “extremely” slow pace of police investigations into the fire.

Glen Emmanuel says his wife and himself had to evacuate the building the night of the fire to save their lives in what he considers a premeditated attack.

He reports having found a suspicious can that had apparently held petrol that may have been used to start the fire.

Emmanuel says he suffered a severe blow, even though he hasn’t been able to put a financial cost on the damage done by the fire – the house was not insured.

The former magistrate told Dominica News Online on Friday that the police investigation appears to be at a standstill.

“Nothing has been done … because from the top, nobody wants to proceed,” he alleged.

Emmanuel says there is an individual of interest who is currently in jail who is alleged to have confessed to the crime, and another currently in the United States also said to have been involved.

He told DNO that instead of actively pursuing those leads, the police have been investigating him – the victim of the crime.

“They have been trying to find anything that they can find out against me,” he said, adding that the investigation at one stage zeroed in on him, the suggestion being that he tried to kill his wife in a bid to get a $10 million dollar insurance payday.

“They have got nothing on this one, on this insurance business, they came out blank,” Glen Emmanuel said.

He has accused Police Commissioner Cyril Carrette of not being able to effectively pursue the matter because he has “compromised” himself politically, and does not seem able to get his force to effectively probe the matter.

“He is being pressured by his conscience and by other senior people, but he just cannot get out of the mold that he has made for himself”.

According to the former magistrate, Commissioner Carrette’s position is “completely compromised”.

Emmanuel says the police should charge the self-confessed individual currently behind bars “with attempted murder and arson”.

He says another individual who was interviewed on radio by Senior Counsel Anthony Astaphan, an individual alleged to have been involved, should also be brought back to Dominica from the United States “to face the investigation”.

Asked whether he was optimistic that the matter would be dealt with appropriately, Emmanuel told DNO “It should have been solved long, because all their nonsense trying to get more information it is sitting right there in the prison” he said in reference to the individual said to have confessed to having set the fire.

Director of Public Prosecutions (DPP) Gene Pestaina, told DNO his office would be willing to help if the police need technical assistance.

“Where I stand right now, there is not a file to prosecute.  There is an investigation being carried out, so what do I do, but wait,” he explained.

The DPP said in response to concerns that the  investigation was proceeding at a snail’s pace, that the alleged offence was an indictable one.

“There is no statutory limitation on an indictable offence.  If this matter is to be resolved, it may take 20 to 30 years.   I am not in charge of the investigations,” he said, declining to comment on suggestions that the probe was being hampered by political influences, criticism that has been leveled on radio talks shows and elsewhere.

    Mr Emmanuel think, we are part of the carricum. If you cant help in yr country you can always put in a request from the other countries for help. Can you remember there was an independent prob into alegation of drug runnings in the department. So if they are not listening to you get outside pressure. Then the chief will be placed in the hot sit and he will then implicate the rest simple. And it can work, because I locked up a guy who stole from some tourist in st,lucia and when the boat arrived in Dominica he was prosecuted. You can file a complaint under the umbrella of carricum.

    The family of the confessor should be very concerned for the life and safety of this young man while in prison. These desperate people controlling the system will do anything to protect the very damaging information that is all tied in this fire bombing episode.

    Mr Emmanuel, what you need to do is, pay your passage go to the USA, get a good psychic, when you get your answers and who tried to murder you and your wife, give them what they deserve, the pay back

    Right now in the USA and Canada, the FBI, RCMP and other law enforces are using the help of psychic to solve many unsolved crimes dated as fat as in the 60s

    To many times one see persons who held high offices walking on the streets all messed up and people do feel sorry for them, but is what they do they get in their behinds

    Only in DA with a confession and nothing is being done, this is fishy as we say here in the UK

        Our problem is we have too many bush Lawyers in Dominica therefore it poses a big problem for all of us. As a cop I was trained to understand that self incrimination is not by it self means the person is guilty and in the case of that individual in prison how do we know that he is not trying to save his skin for whatever crime he is in jail for? Thank God every body was not born to be a policeman or woman. I sympathy with MR Emanuel and all victims of crimes but it seems mr Emanuel is bent on talking to the media when he should be talking to the police involved in the investigations things are not always the way they seems to appear to the untrained so do not blame the police sir, the police is there to serve and protect the citizens of Dominica. I know cause I served. Hope there`s not too many other persons out there thinking like you SIR” WE love our Police”.

      Sorry, but police departments in the US do NOT use psychics. Most departments try their best to avoid so-called psychics whenever possible as they only confuse things and have no real “gift” at all. They are charlatans, fakers and con men, lain and simple. I don’t know about Dominica, by the Virgin Islands doesn’t use these phonies, either. Criminal cases are solved by and prosecuted with, factual evidence and sworn testimony, not with mumbo-jumbo from psychics, tea leaf gazers or Tarot readers. This is, after all, the 21st century, not the 2nd.

    There have been some high level unsolved arson cases in Dominica spanning a few decades. In 1974 a J. E. Nassief store near the old Roseau Market was completely destroyed by fire. A couple buildings were also destroyed by fire on the Geneva Estate, owned by Mr Nassief. Many Grand Bay youths were arrested, tortured and jailed on flimsy, hearsay evidence. The arson charges remained unsolved.

    In 1979 the High court / Registry building was destroyed by fire. To this date, no one has been charged in that case. The Bourgeoise wanted to cover up all the false certificate of titles, or lack thereof, for all the malaway properties they had stolen during the colonial days.

    So unsolved arson is nothing new. But never before has there been a self-incriminating confession and apparently nothing is done about it. It stinks of complicity and I fear for the safety of the alleged criminal ‘protagonist’, accuser, accomplice. It would be political suicide for the political directorate to associate with such heinous crime. For the sake of peace, justice and tranquility in our Nature Isle, let the chips fall where they may. Unrest and turmoil will be too high a price to pay. Never under-estimate the will of the people for justice,

    Mano and his wife as well as the policeman, who is investigating money-laundering, were almost brutally killed. One would think that, at least, the Top Cop would expedite investigations to try to solve that heinous act committed against one of his own in the police Force. But Alas !!.Dominicans know that the investigations have been stalled. We know why. Protection. Cover Up. Imagine Govt. Ministers on a radio programme with SC in defence of…….

    Never in the history of Dominica such horrible criminal acts are being condoned by…… we know who. We all know why somebody wanted them killed. Your guess is as good as mine. Those criminal acts will never reach the courts. The criminals will never be brought before the courts. We know who are preventing those heinous acts from reaching the courts. We also know why?

    Who in Power really care about curbing crime when those horrible acts go unsolved? We know the few patriots who advocate almost daily for those criminal acts to be investigated quickly and professionally. The struggle for Justice in Dominica continues. Truth must prevail.

    Yeah this is very suspicious wee man. I mean they have a man who confessed and another person of interest on the run and the investigation seems to be stalled.

    You have a senior counsel, without any vested interest in this business partner versus business partner case, thrusting himself into the middle of the investigation even interviewing persons of interest on the air, and people expect that contaminated investigation to go where?

    By the amount of wrangling I see going on this case and investigation here, I think some very important people have stuff that needs hiding…

    Emmanuel was an officer of the court. He is a war veteran. Mr.Emanuel at this stage of the proceedings should write to her majesty Queen Elizabeth for assistance. He is not being heard in his own country. something, anything needs to be done. Writing and waiting for this govt to do anything is a waste of time. Oecs, Caricom, human rights, Queen Elizabeth should be written to at the injustice that this man is facing.

      That is why it is called an investigations people, every thing have to be looked at to the point it leads to the facts cause any body can indite a ham sandwich. Basic investigation as taught but difficult to understand. The person making the report sometimes is considered the first suspect thats just the nature of investigations. Our Lawyers are doing Dominica a disservice not to have a forum in order to Educate us on the procedure of LAW as it relates to the right and wrong of persons when confronted by the police ect, my friends all you will still make money. Give a little back to the country and assist in Educating our people for where there no vision the people perish.

    it’s really sad and disheartening… this is what we have come to… those who swore to serve and protect us are blinded by political colours… they have no dignity and are not worthy to touch the uniform they wear… all holes have to be investigated so i don’t have a problem if they look into insurance benefits… what is appalling is that there’s a man sitting in the prison who allegedly disclosed critical information on this situation yet nothing is being done about it… what about the police officer’s home that was attacked???

    we haven’t heard anything on that one also
