Father and son charged in $1.2-m drug bust

courtA father and son, who were arrested last week by the police in connection with a $1.2-million drug bust in Portsmouth, have made a formal court appearance.

Conrad Paul and his son, Kenroy Paul, are now facing drugs and gun related charges in relation to the matter.

It will be tried before a judge and jury at the high court.

The illegal drug was seized during a police operation on November 14. The bust was conducted by the Drug Squad, Task Force and Customs K9 Unit.

The police  say the illegal substance weighed 47 kilograms.

Police prosecutor, Acting Inspector, Valda Powell, objected to bail for Kenroy telling the court that he has a 2008 matter pending of a “similar nature” and has now committed an offense while on bail.

She also told the court that he had a number of customs related matters pending for illegal entry into Dominica.

However Paul’s attorney, Wayne Norde told the court that the 2008 matter against his client is yet to start and in fact, his bail conditions have been “varied”.

He asked the court to “reject’ the arguments of the prosecution and grant his client bail.

Magistrate Ossie Lewis said since Kenroy had a matter, which was set for Portsmouth in January 2014, he will not grant bail until he hears about that case.

However, he granted bail in the sum of EC$300,000 with one surety to the elder Paul.

As condition of bail, he is to surrender his passport and report twice weekly to the Portsmouth police station.

    for heaven sake this guys father n son are always offenders but for some reason their cases keep hanging around for yrs.gov’t needs to put a bail act in place.why is it taking so long.stop playing politics,killing our youths and we need to protect them.so what we need to do to put a bail act in place mr Pm? lord have mercy and protect this country.same story everyday n nothing is being done about the criminals.

    Dominica Judicial System is backwards I say! Police officers would pass on a block or see a man smoking a spliff and lock him up…go to the court no bail…jail time for 6 months or more. However in cases such as drug and gun related charges…drug bust of 1.2 million dollars the man gets a slap on the wrist and out he goes! Even rapist and murderers go free! Burn a two years or less and that’s it. There have only been few instances the system has been strict and harsh. When it is drug and gun related incidents when the case calls evidence is always missing…who is taking the evidence and letting those baboons walk free? And really people they are baboons is too see those guys faces! Looking like all their life they had to fight!

    This is a disgrace!!!! This is the sort of person whom should be made an example of. Father and Son???? what sort of example is he? This man is alleged to have committed similar crimes before!!! He should be in jail!!!! He’s a persistent and unashamed offender – jail him until his case is heard. By giving him liberty by bailing him, he has the opportunity to corrupt others and continue to commit crime. Shame on him!!! Imagine, he trained his own son to commit this crime!!! Shame!!!

      lets say you went to guadeloupe,legally by plane or boat,and you return by not reporting,both to the french or dominican customs,you are breakiing the law,you are subject to prosecution,it does not matter even if you are dominican or not,he has an address here,the court knows,he has somewhere staying.

    wow what kind of bail condition is that ? $1.2 million dollars worth of drugs and bail at $300,000.00 . I thought the bail suppose to reflect the severity of the crime in this case the value of the drugs. That’s no deterrent since the benefits to the drug men out weigh the consequences. Its like playing loto if u get the drugs through u get a million dollars, if u get caught u only pay one third . Logically its worth taking the risk since you cant be charged more than your bail value. no wonder the drug industry is flourishing in Dominica. I would just pay the bail and escape for some time .

    Same crap, he got caught, out on bail, do the same crap just look by next week he out on bail again. Those cases never get to trial, look at the last cocaine bust with the Petit Savanne boy, Garneth, Clinton, Orlando Moise, these boys still out there and no trial as yet. Dominica is just a joke, these people can just keep on doing their drug dealing cause nothing in that system to deter them.

      Well, you see that is Dominica, I complain everyday, about the backwardness of our people, police, and the whole judicial system.

      People who should be in jail matters are allowed to become dormant, thus they are left to commit the same crime over, and over. Sale from a over a million dollar drugs can pay off plenty of officials so that they can remain quiet!

      and that’s the sort of power the criminals in our country have over the police and the judicial operatives!

      It is not only we but also the outside world, which takes note of this delinquency to deal with legal matters in our country.
      Who benefits from this de-facto obstruction of justice? The lawyers, the judiciary, law enforcers, people in high places? It begs the question.
      I would go as far as to suggest that the reputation of our legal profession right now is not that far removed from that of used-car salesmen.

    The individual’s right to liberty and freedom has taken precedence over the national good. The security of the staet and its future. Someone who has failed to observe his/her bail conditions and find himself/herself committing similar or more heinous crimes ought not to be granted bail – period. That is why Mr. Attorney General, Hon. Minister of Legal Affairs, Hon PM, we need a Bail Act. Our system must respond to new developments in the criminal world with drastic measures. A person should be denied of their right to freely roam Dominica once they are charged with a crime that is tantamount to be against the state. No one person should have such rights that the business of running the state and maintaining law and order takes second place.This is what seems to be happening in Dominica. The rights of the alleged offender has taken precedence over every person in society. Is that correct for a disciplined society? The rest of the citizenry, who has been aggrieved by his/her actions and in many respects, repeated actions, also has rights to live in a law observing society. Bring the bail act on.
