Geoffrey Carlisle of Canefield has been jailed for five years after failing to pay $24,000 that he admittedly stole from Lucina Thole of that same community.
Carlisle was sent to prison over the holidays after he failed to come up with the said money by November 1, 2009 along with a fine of $5,000 by December 31, 2009, as ordered by Justice Brian Cottle during the September Criminal Assizes last year.
Carlisle had pleaded guilty to stealing the said sum from the Thole between April 3, 2004 and January 1, 2006. Thole, a teacher, had given him the cash to order a car from an overseas seller.
According to the facts presented at his hearing, Carlisle was a family friend who was supposed to order the car from Japan.
According to Thole, Carlisle said that the money he received from her would be wired from the National Bank of Dominica.
According to her, she paid Carlisle a first installment of US $800 and an additional $7,500 along with a few more sometime in April 2004. In June that same year, Carlisle came back and asked for more cash to pay for the freight and insurance associated with the purchase of the vehicle. She paid him $1,200.
Thole said that according to Carlisle, the vehicle was expected to be in Dominica by July that year. The vehicle never came.
Towards the end of that year, Thole went with Carlisle to the port to identify the vehicle. After a search for about a half an hour, no vehicle was found. When asked about it, Carlisle assured her that he had the documents and was not certain as to why the vehicle was not there.
Earlier that year, in September, the defendant had told the complainant that the vehicle had left Japan, but was sent to Jamaica.
In February 2005, Carlisle got Thole to agree to renegotiate and purchase beige Toyota Carina instead. She paid him an additional $1,500 for shipping and other expenses; but, the vehicle never materialized.
Between September and December of 2005, the convicted man told Thole that he would be able to get her a Rav 4, but she would have to pay the difference of approximately $8,000. She paid that sum, but never saw the car.
In January 2006, Carlisle requested and got an additional $3,000 from the complainant for handling fees; and even then there was no sign of a vehicle.
Thole then made her own investigations and went to a Whitchurch shipping agent where she was told that there was no record of Carlisle’s name or her and her husband’s for ordering any vehicle.

As a law student I strongly believe that the sentence for this first degree crime is absurd. I strongly believe that his right hand should be cut off from the wrist, compensation of full amount to the teacher and fines for wasting the courts time. Additionally, he should be given the 5 years imprisonment. This is what I would apply if I had the authority, to get criminals off the streets, to effectively curb crime. Everytime he sees his piece of hand he will think twice before repeating this filthy offense. Mercy must not be given to first degree criminals, mercy should be granted to victims. Dominica has become a pathetic country in it’s legal practices. Soon if Dominica does not improve it’s justice system, people will take the law into their own hands. That’s why these hypocritical magistrates do not like Tiyani, these magistrates leave off the moral decadence of the society.

This is not a personal issue but justice is justice, if the man is guilty of such a crime and it is proven without a shadow of a doubt, why these pathetic sentences? How many persons have grieved their loss as a result of this man’s crimes?

These people are too bold, he’s not the first person doing that. There was one in portsmouth a few years ago, when he realize people hot on his tail he pass backdoor and escape the country on a fishing boat! These people need to realize that what they doing is criminal behaviour. I’m very sorry to hear what happen to this lady,but again she should have use commonsense.I have always know that education has never make you smart,only educated,money don’t make you important,only rich, talent don’t make you special,only talented.this lady is a teacher she should have see what this bum was all about.
When you give anyone money to buy you something,don’t give that person any more cash,unless he or she show something for that money.There should have a law to make sure that bum pay that lady back her money ,when he comes out of prison.(but he is going to pay it in jail as somebody’s wife.)
She should try to find out if he has any property, then sue him to try to recover her twenty-four thousand dollars.it’s bums like him that give Dominica and decent black people a bad name,they steal,………….

To our surprise, when we gave his name to the officer, he laughed and asked isn’t he a fat guy? we said yes, he then told us that, they had just brought him in about an hour before for a similar offense.
