Four appear in court for firearm possession; includes possession of the deadly AK-47

An AK 47

Four persons, including one woman, will appear at the Roseau Magistrate’s Court on the November 21 to face 13 charges brought against them collectively.

The charges include possession of illegal firearms including an AK-47 and possession of various types of ammunition. They appeared in court today and were granted bail.

Levi Gregoire, Aaron Gregoire and Louis Gregoire of Grand Bay and Suzelle Gama of Guadeloupe pleaded not guilty to all the charges put forth by the Police Prosecution, which included possession of the AK-47, a silver pistol slide, two pistol magazines and nine rounds of 30-30 ammunition, among others.

The weapons were discovered when police raided a house in Grand Bay on the morning of August 12.

Magistrate Evalina Baptiste granted bail in the amount of $32,000 for Levi Gregoire and two sureties, Mandy St .Luce and Cleville Gregoire, pledged the amount. He is required to report to the Grand Bay Police station every Wednesday between 7 am and 7 pm and to relinquish all travel documents to the court.

The three defendants were released on bail amounts that had been accepted previously. All three must surrender all travel documents to the court. Defense attorney Wayne Norde requested that the bail conditions for Louis Gregoire, who is considerably older that the other defendants, be set in consideration of his age and a current medical condition.

Aaron Gregoire and Suzelle Gama are to report to the Grand Bay Police station every Monday, while Louis Gregoire will report every other Monday, between 7 am and 7 pm.

Magistrate Baptiste reminded the accused of the consequences of their bail stating, “If you breach the conditions of your bail, that is, if you do not show up at court [on the day appointed], bail will be withdrawn.  Bail may also be withdrawn if you fail to report on the days that you are expected to do so.”

The AK-47 (Avtomat Kalashnikova-47) is a selective-fire, gas-operated  assault rifle, first developed in the Soviet Union. It is capable of firing over 600 rounds per minute.

AK-47 gun in Dominica? I reside in Canada. I have heard of AK-47 but I did not even know what AK-47 stands for. I guess that guns do not interest me and so I did not pay attention to the meaning. I do know that they are dangerous guns. This type of gun appears to be one which is used in the Army.
In Dominica you say? How did those guns get into Dominica? This is a serious matter. It is obvious what they would eventually do with them.
Once again Dominica Immigration for air, land and sea must ensure that those guns are not imported to Dominica – meaning transported.
Lord, help Dominica and the Immigration officers, those who are responsible to perform their jobs efficiently and honestly at the Airport and on the Jetty, in Customs for the safety of Dominica, its nationals, visitors and those who make Dominica their home.

how those the laws of dominica find someone guilty of a crime? The last time i check someone is innocent until proven guilty. The law officers has to go through all proof possible to ensure that one of those guys found in the house or houses belongs to them. You need to check the serial number of the gun where it was purchased when and if possible a purchase receipt showing one of the guys mentioned name. By the way the lawyer behind the case is a former PDD of dominica and he knows exactly how to embarrass the goverment present PDD. FEAR NOTHING MY PEOPLE OF GBAY AND FRIENDS AND FAMILY OF THESE GUYS. I agree, how on earth did they get a AK47. How did it get on the island. Were they preparing for war?

2 (two) rounds from a deadly weapon like that would wipe out every one in a village.

    • Yonga
      August 18, 2011

A bit of clarification here. The AK47, created by Mikhail Kalashnikov from Russia, is not anymore dangerous than any other rifle of the same caliber. The calibre, rate of fire, velocity and range is on par with other weapons in its class.
      http://en.wikipedia.org/wiki/AK-47

The one thing that a kalash, as they call it in Russia, has over similar weapons is its reliability of its design. I have used many versions of Kalashnikovs during my time in the military in Africa and anyone who lives in a place with bad weather or conditions and happen to want a rifle should aspire to have an AK47 for the sake of its reliability in extreme, harsh environments.

All of this said, the gun is the most ‘popular’ (not dangerous) gun in the world because of its reputation of reliability not due to its dangerousness. As far as danger goes that comes down to the person holding the gun. It would be interesting to know if it was a fully-automatic version or a semi-automatic. Both are made and both are fairly common in different parts of the world.

I for one, am more concerned about the gentleman I saw at Mero beach wearing civilian clothes and a camouflage jacket sitting at the bar drinking cas rum holding what appeared to be an M4. Granted the M4 can only fire a three round burst in the full-auto position but you can send those bursts of fire as quickly as you can move your finger. A 30 round magazine can be emptied in less than 10 seconds and nobody should ever want to be inside a bar when 5.56x45mm rounds start flying around at over 800 meters per second. I asked him if his safety was on and then promptly left.

As heated as I have seen some debates get at local bars I am far more concerned with this guy than someone in Grand Bay hiding out with an AK47. Who most likely closes their eyes when they fire the weapon; making them highly in-accurate. You may not believe me that this happens but I have seen trained soldiers do this in battle many times. All their shots go high.

I did a Google search for ‘worlds most dangerous weapon’ and it confirmed my theory. Out of 6+ pages of search results I only came across 2 AK47. What I did notice was lots of white PEOPLE, brown PEOPLE, black PEOPLE even a PERSON that looked a bit green and a blue frog. I think it is confirmed that the most dangerous weapon is PEOPLE.

      Look for yourself.

      @ Taking action

Prior to making such comments, first find out the truth of what occurred. Did the boy try to prevent the Police from searching the house? If he did this is obstruction which is a crime.
When the Police stop anyone and also when the Police is conducting a search, they must never be obstructed.
The person that is being searched or interrogated be it at their home, must remain calm, respond respectfully and allow the Police to conduct their duty.
If per chance they were roughed up and for no reason, then they can lodge a complaint against the Police. People must never take the Law into their hands.

1: how many people believe that the police are the only people who should possess firearms????? (apart from those who hold licenses and have firearms for hunting purposes)

2: If we are and unarmed civilian population, do you think it would be right for the police and military to draw guns and point at people every time they conduct a search. i have had a police point his M16 at me and all i was doing was driving on government road???

3: what would happen to us if we really did have a demonstration and the police were sent out to kill a few of us and make examples of a few protesters crackdown style????

i’m just curious, from watching syria and all the other news around the world……..I wonder what it would be like….. knowing the nation that we are, always ready to surrender

The real reason these guys were arrested is because some refuse to talk and the others knew nothing of the weapons in the house.By the way three houses were search before the weapong was discovered.I and most grandbayrians know the weapon doesn’t belong to none of these people arrested. These folks are good people in the village never even hurt a fly in their lifetime. The only thing some of the people arrested are guilty of is allowing some criminal to store said weapon at his home for a fee.The others were just in one of the three dwellings searched.SSU know very well the weapons don’t belong to them they just being punished for not saying who it belongs to.THE TRUTH WILL COME OUT DOH WORRY.

I argee with you neg lalay…I truely believe the guns belongs to someone else. Most likely the person asked them to keep it at their home because the are quiet people and never have any problem with the law…. It was not a good idea for them to do so, they MAYBE were protecting a friend or so called friend. Hopefully the person who owned the guns will pay the fines….. I still can’t believe that this happened to these guys.

That is the million dollar question! What they did was wrong. That is the reason why we are becoming such a lawless society – We want to condone certain actions and expect crime to miraculously vanish b/c we play “heal our nation” on DBS after every tragedy! we all have a part to play in haulting criminal activity – a crucial part of which is NOT to cover up wrong doing regardless of who does it!!

    • IwasborninDominica
      August 16, 2011

Ok …so by your logic, because the weapons do not belong to them they are innocent!!!!!!!!!!

That’s what i cannot tolerate – HYPOCRISY! THE WEAPONS ILLEGAL – STORING THEM IS ILLEGAL – SO THEY ARE COMMITTING A CRIME.

It does matter how “nice” they were…they had guns in their possessions. If its not theirs – then they should say who it belongs to. If they want to take blame for a charge that’s not due to them – so be it…at the end of the day – the weapon was found in their homes. It’s up to them to prove the owner of the weapons – not for the police to do. The police arrested them because they had possession of it.

Sometimes all you too wicked…if they so innocent – why are they storing the weapons? If that weapon were used to kill someone and all you found out that these people were storing it, it would be a different story.

it’s illegal to store illegal weapons – PERIOD!!!!!!!!!!!!!!!!!!!!!!!!

They are not innocent of having the weapons found in their homes

It’s time that persons who feel the need to have or use these kinds of weapons be made examples of. What need can these people have for an AK- 47? We have no Action Jactions, no Rambos, NO Treminators on the island soo we need to deal with them accordingly. “The charges include possession of illegal firearms including an AK-47 and possession of various types of ammunition. They appeared in court today and were granted bail.”
Is it me or this just doesn’t make any sense. Illegal firearms, 9 rounds of 30-30, among aothers, AK-47…Okay citizen of another country (flight risk)- Now traveling to Guadeloupe (and I can safely assume) that those weapons were not manufactured in Dominica and they sure as hell did not travel on Liat to get them here-
    Surrendering travel documents??? Really Judge…???!!!

No offence but these aks seem to be all over the Caribbean now. Wth! I know most come from Haiti, Columbia or Venezuela. I guess drug runners upgrading. Time to get serious and crack down on these chumps

  27. ...
    August 16, 2011

These people should have been remanded in custody. No doubt about it….
If we want to get serious about crime, that is not the right message to send,
An AK-47 is an assault riffle, that can cause a lot of havoc….It has been banned in the States…Only military personnel are allowed to carry this type of weapon…That’s a very, very dangerous and deadly weapon….

There should be no bail until a complete and thorough investigation to ascertain how this particular weapon got on the Island, and come to be in the possession of these people.

Other regional and International Law enforcement should be contacted and notified. The serial number of that weapon be entered into an International data base to ascertain it’s origin, how and when it disappeared, and how, when, and why it ended up with these people.

This is very serious business, and should be treated as such..An AK-47,is a military assault riffle,It is not a joke.It is reason for concern..
Is there an International gun-runner in Dominica,or the Region?……..That is why these suspects should have remained in custody, under some heavy questioning by the C.I.D…..

Granting bail to these people did nothing but compromise and jeopardize the investigation and the whole case…You are selling yourselves short guys.Do your job,and do it thoroughly.
    I am shocked…what a joke,you guys cannot be serious….Quite frankly,I am appalled.
Mr.Police prosecutor, and Magistrate, you guys are sending the wrong message.

        August 16, 2011

Hench my point about the Police conducting a complete and thorough investigation.
Investigations should have been on going. Seemingly, because a whole lot more people need to be arrested and incarcerated for this…including you,…because you seems to know a lot about it.
The sad fact of the matter is,you people think that this is a joke,it is not.

One should not stigmatize, when it comes to breaking the Law..We have this notion and the perception that criminals are suppose to look and act a certain way, far from it…Anyone is quite capable of breaking the Law( or committing a crime),given the right circumstance or circumstances….There are no nice “faces,or ugly,or bad faces, young or old”…Everyone is a suspect until proven otherwise…hence a “thorough investigation”…..
“The heart of man is deceptively(and sometimes desperately) wicked, who can know it.”
So stop being naive and in some cases ignorant of the facts.
The prevention of crime, criminal behavior and criminality should be taken more seriously. And therefore should be treated and fought with much urgency.

        All the best…..

Be afraid Dominicans, be very afraid because I am certain there is more than this One AK-47 in our country. It is time for the police to rethink their crime fighting strategy including arming ALL officers 24/7 so they can confront these rouges and vagabonds that are hell bent on destroying our country.

To the government, Carette, Hobbs and the Police Service Commission I say the days of policemen walking around with ONLY a baton are long gone. Give the cops the resources (Walkie talkies, 9mm’s, hand-cuffs, proper shoes and modern combat style police uniforms) to enable the to operate more effectively. We need to pu politics aside and stop pussy-footing when it comes to crime. Believe me, the officers know exactly who are the gun and drug runners but cannot act because they know they are out gunned. A dead cop cannot help fight crime tomorrow.

Carette, Hobbs, Weekes, Carbon, David, Duke you guys know the streets so let us move forward and take back the streets. STOP playing politics with Dominican and visitors lives. Arm every officer today. If needs be draft a new fire arms engagement policy for the force, retrain the officers to that policy to minimize recklessnesses and let the boys loose.

    • Babalu

ok me and you can agree on this one….i dont think that all police officers are properly trained to wear sidearms…..this is life and death you talking about equipping these officers with, be careful what we wish for..is not like we have armed robbery going on in roseau every 2 hours. i saw a recruit with side arm in roseau the other day and he looks like he is afraid of his own shadow…and bullets dont have eyes so mind me and my loved ones please.

      • Uncle Dildo
        August 17, 2011

We need to stop living in the middle ages. All over world (most countries) officers carry side arms so what is wrong with that in Dominica? We are so bent on “portraying” a safe image that we still believe officers walking around with no arms is a sign that all is well and crime is under control. If in this day and age we cannot train our officers in the proper use of weapons and when using it is justified then something is terribly wrong with our training program.

Mistakes are going to be made like everything else but it is time we move out of the old system. While we remain stagnant crime and criminals are moving full speed ahead. I repeat my call to retrain and arm the officers 24/7.

    just 32000 bail hummm!
something wrong somewhere and when they hold the fella with money they bail him almost 50 000. wow this one is a shocker. so it seems like the money is more problen=m than the ammunition. is the money the shooting bullets.

i thought Skirrit said that the law was gonna ,be harder if caught with ammunition!!! whatever happened to that harsh penalty :-? :?:

    • creative
      August 16, 2011

What happen to the harsh penalty? Well you should realize is only TALK,TALK, TALK. I heard the PM talk about harsh penalty too. But was any of the bail guidelines, or the laws in the justice systems revised? NO!!! So the magistrate still can only operate within the guidelines that are on the books. When the PM sees it fit to deal with this increasing crime problem, then he and his cabinet and his AG will revise the laws and put some new guidelines in place. Until then
what we have is what we have to work with. DON’T BLAME THE MAGISTRATE OR THE JUDGE, IS THE LAWS AND THE GUIDELINES THAT HAVE TO BE CHANGED,AND THEY IN THE COURT CANNOT CHANGE IT. That is exactly what happen to Tyhani, he saw the need for harsher penalties, and he imposed them, but it was outside of the guidelines that he could operate . Please try to understand this process, so that when those government officals TALK, TALK< TALK and don't follow up with the necessary action, you will know the reason why things happen as they do.

There are known drug dealers and murderers walking the streets daily and it is ok……..no one is bothering them.>.>.>.>. some kind of law/system we have…. The Police had a reason to do so. They probably were tipped-off.
Never put your hand in fire for anyone. Who knows what lurks in the heart of man/woman and what they are doing when they are not in your presence?
If I had a relative or friend who had a gun and the Police searched them I would not stand up and defend them. People get just what they deserved.
Be fair and just. Bad company corrupts. Be careful of the company you keep. Do not encourage others in their crimes/sins and do not defend them unless you can prove otherwise. You too will bear the consequences and even worst than they, who are hiding behind your back. You will be implicated while they get off scot-free because the gun is not at their home but in their possession. Do you see the point? If you have common sense you should comprehend this.
I learned this from my parents since childhood.

Why does the new fire arms act permit bail to persons charged with possession of illegal weapons and ammunitions? The laws are to damned backward in this my homeland. It’s a serious criminal offence. How many more have to be killed by people like them before we put down our feet and say enough is enough?

AS I WAS SAYING: I know Dominica is sliding down a slippery slope, but i earnestly hope that all of them get the maximum punishment…Unless a lesson is taught to these blood hungry gun bearers, these illegal firearms will find their way into the homes of law abiding citizens,in our schools, in our banks,in our grocery shops, credit unions, churches, and all other commercial entities. I see ransoms being demanded, kidnappings, or the worse case scenario,in an attemp to get money innocent citizens will be executed…BUT AGAIN DRUGS AND GUNS ARE LIKE BREAD AND BUTTER, SHOES AND SOCKS,TEACUPS AND SAUCERS,,,ie they complement each other…WOW !!! THOUGHT ONLY THE POLICE HAD AK-47 assault rifles…All and sundry including the RELIGIOUS LEADERS MUST VOICE THEIR CONCERN !!!IS THIS THE TYPE OF COUNTRY WE ARE ATTEMPTING TO BUILD..Ithink we have to forget politics for a few days and seriously address the crime issue that is plaguing Waitikubuli.

        @ Jalay

You comment without thinking. They had a gun which could kill someone and a few people. What do young people have guns for, to play with them as toys? How did this gun enter Dominica and for what purpose? What was the reason for bringing it into Dominica?
