Ian Douglas condemns Portsmouth crime spate

Member of parliament for Portsmouth, Ian Douglas, has strongly condemned a recent crime spate in the area which left two women dead and a Ross University student injured.

The heinous crimes have thrown the second town into the national spotlight and Douglas described them as ‘shocking.’

“The entire town is enraged,” he said. “I am really condemning those acts …it is not what we are known for and we condemn it in the strongest possible terms.”

On October 31, the body of 69-year-old, Daisy Christmas, was found completely naked lying motionless on the floor of her house in Glanvillia. Investigations into this matter are still continuing.

On Saturday, November 9, the partly decomposed body of Gloria Celestine was found near a beach in Lagoon. She was reported missing on November 6.

On November 9, a Ross University student was found partially nude in the Cabrits area, with wounds to her body.

The police say two men are in custody and are assisting in the investigations into the death of Celestine while one man is assisting the police with the Ross University student matter.

According to Douglas, over the coming weeks “we will be doing a lot of things so as to demonstrate our condemnation of those acts.”

He is suggesting that neighbourhood watch programs be ‘beefed up’ and is urging residents to work closely with the police.

“The police are doing all that they can do in the circumstances and we have to step up as a town to ensure that we ourselves are safe and secure…” Douglas stated.

He stated that students from Ross University have been enjoying Portsmouth for the past 35 years without incident. “We have to join forces and join hands and do what we can to ensure that we continue to protect that investment,” he said.

He also said that Portsmouth residents are not perpetrators of the crimes.

Meanwhile, in light of the recent crimes, the Portsmouth Catholic Young Adults will host its first ever Solidarity Prayer & Candle Light Event under the theme “Our Lives, Our Women/Girls, Our Town – We Must Protect” on Friday, November 15 2013, from 6:30 pm.

This ecumenical event will commence with a candle light prayer procession from Lagoon Portsmouth (Purple Turtle area), moving south towards  Square where the event will culminate with solidarity messages, prayers and performances to raise the awareness as relates to the most recent social ills and acts of violence affecting the community of Portsmouth and environs, the group said.

The event is expected to assist residents as they “seek a medium for self-expression to raise awareness of the impact of the most recent crimes and violence plaguing our community and the larger society by extension.”

    all other country has at least a lil bit of forensic not even fingerprints police hear taking they have to send overseas to take sample test to prove certain crimes how the hell we moving forward when crime has a major hold on the development in this country so tell mr Skerrit for me to make those advisers them advise him to upgrade our police force is not just hiring police in the force is educating them to fight crime and solve crime.

    so sad to hear all this, having met and known Gloria its heart wrenching to hear of this tragedy. when one dies in such a manner it should put aside all differences and bring unity to find justice for it could happen to anyone of us. Dominica is a beautiful place and will remain so for me. I just wish, hope and pray that whomever did this will be caught!!!!!!!!!!! You didnt give her life so you to damn indiscreet to take it! Rip Gloria you were a great mom and enjoyed life, I am happy you did however short it was… May your kids remember you always and get peace in all this! Dominica unite and find her justice! Make it a better place for everyone…..

We call the police and they say they are still investigating and there is no update as yet. We cannot force the police to give us a decision they haven’t made. READ before commenting.

    The article states that Ross students have enjoyed living here without incident, but that is incorrect. Two semesters ago a student was attacked just beyond the Annex. Last semester a woman was walking Moo Cow Trail in broad daylight (noon) and was attacked. Two students were assaulted by a driver on the way to the airport. These are only the “big” stories – many other thefts and altercations have occurred involving students. Please don’t minimize the crimes committed against students.

    This news story is lacking some extremely pertinent information. There’s no mention about what actually happened to the women. On another note, the government need to let perpetrators of crimes be more responsible for their actions. Reestablish the death penalty, give stiffer sentences, pry the information from suspects by any means necessary, and issue no plea deal, etc. In most cases after such heinous crimes are committed, all the criminal get is a slap on the wrist.

    According to my instinct, all I can say is, these women did not deserve to die. They should never have died! Their blood is crying to Heaven for vengeance. Dominicans are their voices wherever they may reside.
    Dominica’s reputation is failing because of criminals/murderers. The Ross University student did not deserve to be battered to almost the point of death.
    If those criminals are not from Portsmouth, they should also not be granted bail.
    If per chance they are allowed in the Dominican society, they should be banned from Portsmouth.
    If they are not legal Dominican residents, they should be deported.
    Listen up Ian Douglas and all government officials, the police department and DPP. You are also responsible for what is occurring in Dominica for too long. Less words and more action. Immediately take necessary steps.

    I’ve been reading these blogs for a while and I feel compelled to answer. I am a Ross student…I’ve live in various parts of the world and I have never felt such contention against tourists and locals anywhere else. It is sad that such of small island has a poor sense of community. We need to watch for each other, not try and take advantage of one another.
    The issue I see is more than a problem with the government but it has to do with how you treat each other. As a visitor, who is of color, I have never been so mistreated and disrespected until I open my mouth and become a meal ticket or money bank.
    People need to start love each other regardless of race, sex, nationality or social status.
    It is sad that two ladies had to lose their lives within such a small town and no one came to their defense. I doubt that no one knows who did what and when.
    As for the Ross student, I feel sad that this happened. We as students are told not to venture out by ourselves for this very reason. Maybe this will be a wake up call for others.
    I’ve lived in St Lucia, and I have never had any issues. I’ve lived in Barbados and was treated with respect. But here, in my first month, I cannot count how many incidents I had that made me understand that this was a hostile environment.

    Hello and good evening my people. First I want to offer my condolence to the two victim families for their lost. I also want to offer a quick get well to the victim from Ross University. We must hold those criminal accountable for this crime and make sure our criminal justice system deliver true justice by sentencing them to very long prison terms if they are convicted. Now I remember when two young men were killed in Portsmouth and I called for the demotion of the highest ranking officer in Portsmouth because he/she failed our citizens but nothing changed therefore I am renewing my call for that officer to be demoted and transfer. I am not blaming the police for those crime but they are responsible for the climate in which criminals think they can commit those crime with impunity . We need to know what plans the police have to combat such incidents and what is the manpower of the force in Portsmouth and how are the officers deployed. We need to bring another ranking officer who would try some different method to curtail the crime in Portsmouth. This isn’t good for our country and our tourism industry.

      They need to be given a course in “respect for women” and also for themselves. If possible and it is not too expensive, the government/police should send out flyers to that effect, “respect people – respect women.” Action is needed.
      Give them Jesus too. It appears that they are in dire need of God’s blessing and graces.
      The devil has taken over their hearts, minds and souls. They are under his evil yoke. Only those possessed and controlled by the devil could do something as that, in cold blood, murder their fellow people.

      :lol: In reality, today, nowhere is safe. As I go about my business in Toronto, I pray to God to protect me and keep me from harm. Knowing the godly spiritual value of them since childhood, I carry certain blest religious articles/ Sacramentals.
      However, for a small country as Dominica, a town as Portsmouth, where practically everyone knows each other by name and even where they reside, they should all love one another and never harm others. No exception elsewhere in Dominica.
      This is how I knew it when I resided in Dominica. Why not today? What has gone wrong in Dominica in this era? What cause some people to be so heartless and murderous towards their fellow people? One of it, the primary cause I will answer, is godlessness.

    Crime in possie has always been a problem. We seem to have short term memory. Drug smuggling, human trafficing (Hatian and spanish), prostitution. portsmouth has been the first place to have the Hatian and spanish influx. Some of these individuals were renting houses from people in high office to the point where they were told not to be touched because of the revenue they brought.

    Young men have disappared, others have killed only to be murdered later in revenge. What has the parl rep and residents done? Absolutetly nothing. I remember a magistrate from possi taking herself off a case of a young man because she was a friend ti members of the familly. Today he is lying in eternal rest. What help did she do. He would have been better off serving time in prison and possibly rehab.
    I will say again Portsmouth has soooo much potential for developing dominica but it leadership has been terrible and is part of the problem. We are to blinded by unscrupulous loyality to certain people who are more concerned about self fullfilling legacy than the welfare of the people they serve.
    Ian is a waste of time. This trend has been going on tooo long. Time for goood citizens to take back our communities

      How many years ago this commenced? I am not disputing it. When I resided in Dominica, there were not so many crimes. There were no Haitians and Spanish people. We had petty crimes and hardly ever a murder, probably, approximately every ten years as I recall which obviously shocked us.
      Whenever I read of what has been occurring in Dominica, I recall my youth and early adulthood years. We had nothing to fear. We could walk the streets even at nights, be it early evening when it was dark with no fear whatsoever. Our doors and windows would be opened and even uhlocked in the evenings.
      Something went radically wrong in Dominica. Have people ceased worshipping God and some as they should? Have they ceased praying? If they do, what type of heart they have and pray with.
      Religious people are also to be blamed. How many pray for Dominica and other nationals? Some only pray for themselves, their needs and wants. In the end, what do they expect? The situation in the country will obviously go from bad to worst.
      I recall when the majority of people were Catholics. There was not that infiltration of non-Catholic religions in the land. With so many of them who left their countries and went to Dominica of all, saying they are going to save people and to preach Jesus Christ when He was already proclaimed in Dominica, one would think that Dominica and those who they enticed to renounce their Catholicism would be such a holy and pious country. No! Instead, some have become haters of the Catholic Church as they have projected on this Website.
      As I write this, it is difficult for me to comprehend but one thing I know, God is not pleased.
      As much as everything looks wonderful with sunny skies and much entertainment and enjoyment in the land, many have erred. Sinfulness of every nature has also increased.
      Therefore, my fellow Dominicans, look to yourself and consider that you, too, are to be blamed for the rash of crimes and murders in the land, the likes of which many of us who reside abroad and some who still reside in Dominica did not experience in those days.
      God is speaking to you through others! Take heed of this enlightenment! Fervently pray to God for forgiveness of your frailties and return to your Catholic Faith and worship as you previously did. Only then will God really bless the land and crimes and murder eradicated. Please keep this in mind and act.

    Portsmouth has to much labour rites
    So all of them head in one bucket. They wicked to themselves and there children. The town do not have a mayor or parlrep by standards so it is just sailing like a lost ship. Ian Douglas don’t even care about himself far less for the people. He only good at singing the labour song. The development he speaking about is the new Spanish bars that are opening ever so often while the local ones are closing cause if you want to meet him and the minister for cottage just go in any one of them there you will find them.

    There’s a spiritual battle going on for the souls of our young people in Dominica. The devil comes to steal, kill and destroy and he is using our fellowmen to complete his mission. Dominica as a nation has to seek God and show reverence as we once did. Respect for one another will follow once God is placed first. My heart bleeds for what happened to Gloria. Just saw her this past summer and she gave me the biggest greeting. May her soul rest in peace. I pray for her small children that God also watch over them as only He can.

    All the judging of who smell or what we did not smell does not touch the conflicts, the shame, the problem this nation will face if crime continues, and is out of control. Who did these acts and why should be the basic arguments, line of investigations by the police. Sadly, the more we sit back, writing about nothing we are going to see more crime at every stage of our development. Because, it is so obvious that it is what or where we are doing. After examining the news of these deaths can we say that this country is a crime free state? You and l know that crime is not a game or joke. It is a serious problem that must be fought with every possible way without losing our quality of life. Which means, public involvement, foreign help, and constitutional (freedoms) protections as soon as possible. Today, crime is wrecking all phases of Caribbean life, and if we let it get out of hand it will destroy the basic freedoms both economically and psychologically of not only Dominican life. Sadly, these deaths will be soon forgotten, new deaths will occur, and the talks will rise again. But let us not forget citizens dreams and aspirations. That nation building that includes creation of jobs, and the strengthening of the economy must not be ignored. Nationhood is the price of weighing, of understanding who citizens are. Fighting crime begins with it, and ends with it. Crime affects everyone therefore, everyone should include watching, participation, and especially, working with Law Enforcement. Remember, D/ca belongs to every citizen, and not criminals.

      Much harm has already been done. Too much! Consider the numerous murders in Dominica, the loss of lives. It is so sad; so pathetic for a small country where everyone should love one another.
      Right on this Website, many Dominicans have emphatically spoken out against it, also the bail system and the sentences handed down which they are dissatisfied with and which frustrates and disappoints them.
      Are the politicians/government and the police listening? What has been done so far to curtail those murders that nationals might live in peace, safety and harmony?

    I have said it again and again. We have to be our brothers keeper. Sometimes I feel that we condone these crimes till it hits home. We as a society have grown up anti-law enforcement. It is nothing new, I remember when a few of my pardners joined the force, some of their own friends were angry and consider them traitors. This mentally has continued. We know who some of these perpetrators are; the ones with guns, the drug dealers; the thieves who break into people homes and steel their jewelry, but we will not call crime stoppers hot line to leave a tip. We have to stop the hypocrisy and stop playing politics with the mere way of life and survival of Possie. It takes a village, and that village no longer exist because people are blinded by colours and their own selfish wantonness and greed. Yes, we need better policing, yes we need more jobs, etc, but we as a community need to speak up and call out the drug dealers, gun slingers, and perpetrators of these senseless crimes instead of always trying to play politics and feeling out our own political dreams.

    Step up Possie; cudos to the group organizing the march/walk. Let’s be our brothers, sisters, mothers, fathers, and children, keepers.

    The last time Ian was asked about crime he said that the increase in crime was due to rapid development in Porstmouth. Now the crime is committed by non Porssie native. As a minister of governmeny nothing suggesting an increase in law enforcement efforts, nothing about jobs and unemployment, nothing about sports and recreation.

        You are so right. Regardless to where the criminal resides, a crime was committed. Regardless to what Village the criminal came from, a crime was committed. The criminal could be from another Island, a crime was committed. We cannot screen our citizens, but we can screen people coming from OTHER COUNTRIES because SOME of them are CRIMINALS from their respective COUNTRIES seeking a HIDING PLACE and Dominica has made it CONVENIENT by SELLING THEM PASSPORTS and WELCOME ENTRIES. CRIMINALS ARE EVERYWHERE. For anyone to say the criminal was/is not from Portsmouth they are BLINDED by stupidity.

    People let us not be hypocrites. Crime has been happening in Possie for a long time and we have just continued to ignore the issue….. How many young men in particular have lost their lives? Plenty…. we are yet to tackle the problem headon. Drugs Drugs Drugs… we know… Young people are just wandering.. the amount of Paro in town we just dont seem to care.. that is Portsmouth problem.
    Ian talking now is a joke. While Ian is saying persons are coming from outside to commit crime in Portsmouth, only last week another Portsmouth youth was caught voleuring in Roseau. Direction for young people is seriously lacking..Portsmouth youths dont understand the value of hard work. Who do we blame Skerrit? Where are the parents? Parents are now afraid of their children. Alcholism is on the rise..Nobody cares.. Leaders are lacking… own up.

      I agree. Ian wants to shift responsibility. Portsmouth has ALWAYS have crime. Ian had been sleeping until he realized his dream was not a dream anymore, IT IS REALITY.

      I think everyone should STOP BLAMING everyone else and START taking RESPONSIBILITY.

      I blame this on the ‘bling era”. Let us face it….over the past 14 years, youths have seen more millionaires grow in Dominica the ever before…politicians …drugmen ect….They also know how these people got rich …it was not through hard work…..Don”t blame the youth…blame the society that tolerated and accommodated these people!!!!!!!!!!!

    Police should or must patrol on foot not on vehicles, Dominica is not a continent , it is an island. This community policing is not the best. Why? people know people, and a friend will not give up a friend for committing any crime. Community policing has made our policemen lazy. Right now citizens are not protected . Persons take the law into their hands. Capital punishment (Hanging) should or must be resumed.

      Police should or must patrol on foot and also in vehicles. Dominica is an island, but the vehicles are more effective. I agree that this community policing is not working. Yup, people know people, and friends will not give up friends for committing any crime. Hopefully, the next crime will not be the RELATIVE of the FRIENDS. Also agree, “Community policing has made our policemen lazy.” Citizens have never been protected. People did take the law into their own hands because the POLICE is MORE SCARED of the CRIMINALS than anything else. “Capital punishment” should really be brought back, although capital punishment will not stop the crime.

    What is really happening to this once peacefull loving island
    These type of crimes are dangerous to any community when u have three women rape,stad and murder within a week law enforcement needs to send a strong message to
    Those responsible for these crimes.Its a big problem on the northern side of the island with all the women in Dominica why should men be committing these heinous crimes.

      The police sit behind their desks talking and laughing until they get a phone call, and even then they still take their time to move. I have watched them in action. THE POLICE DO NOT CARE. They like every other person complaining about JOBS, just have the JOB to get a PAYCHECK.

    Lets be honest here: the Dominican Police Force is completely inadequate and out of its depth when it comes to keep the local and foreign population safe. Dominica has too rely more on the good nature and sense of civic and human duties of its citizens to make sure that these horrible and heinous crimes are brought to justice. Food for thought…

    The last thing Dominica needs is stories like this being broadcasted all over the world and hamper the already fragile tourism industry on the island. DO something about it, man and stop TALKING.

    Possie has wayyy too many unsolved crimes, from Hubert (Proff) to Boyee, to Armstrong, to Costo, Ma Daisy, Now Fafana. I know there are persons who saw what happened in these various crimes but refuse to talk cuz to them “it’s not my business”. this mentality has to stop! I have walked on the streets by myself late at night for years with no fear, but these recent crimes has caused me to do this no more. I love my town and always will but we need to take steps to clamp down on these crimes, the criminals would think twice if we took a holistic approach as a community. love my POSSIE

That is a sign of an uncaring society….Exactly what led Jamaica to sink into that level of crime….Wake up my brothers in Possie and return to basics…care for each other…looks out for each others…inspite of how poor they may be.

      Firstly, you can’t go about judging those people cause you “THINK” they heard, see or smell something and “ASSUME” they didn’t say anything. If the body was there all the time, they would have smelt the decaying flesh and rapid decay would be eminent with the hot sun we were having from the last time she was seen to the time she was found… I, personally live by the bay and people come in my yard and i don’t even know. Secondly Portsmouth people do care for each other cause once things like these happen we are quick to try and work together to return Possie to the quiet place we know and love it for.

    portsmouth residents are not perpetrators of the crime………roseau is just 4 minutes away from portsmouth…what’s the difference?????? A DOMINICAN COMMITTED THE CRIME……. you dont have to spend 5 hours to travel from marigot to possie….

    THIS COUNTRY IS TOO SMALL FOR SUCH HIGH RATE OF CRIMES….

    i will say again and again dominica is too small for all theese heinous crimes…….some will come on here and say there is crime every where..

    but in bigger Countries there are the dangerous areas and the safer areas….but in a small place like dominica …with all these crimes…eEVERY WHERE IS UNSAFE
