Intruders break into Customs Department, steal cocaine

police do not crossThe police are carrying out investigations into an alleged burglary at the Customs and Excise Department at Woodbridge Bay.

One hundred grams of cocaine were stolen, Sergeant Pelham Jno Bapiste, of the Police Public Relations Committee said.

He said the incident occurred between 4:00 pm on Friday, October 9 and 8:15 am on Monday, October 12.

“The intruders gained access into the building and ransacked three offices, all in close proximity of the strongroom where firearms and ammunition and other exhibits are secured,” he said.

The cocaine was stolen during the incident, Jno Baptiste stated.

Investigations are ongoing.

      To: My Head On.

Hello and good morning my people. Well it’s ok for you to laugh at what’s going on in sweet Dominica and you can also cry but it’s not a joke. Many of us who are educated and can understand what’s going on in Dominica also want to cry but it would be beneficial to our Country if we could used our education to help our people and country.

Hello and good afternoon my people. Well it’s terrible that someone would burglarized a Government office but it’s even worst because they stole cocaine which might be evidence in a criminal case. Don’t the Government have a building to hold evidence which is protected by twenty four hours armed Police or security guards. Now if this cocaine is evidence how can they prove their case when they no longer have the evidence. That simply means we are going to have more known criminals our our streets poisoning our citizens. This requires a through investigation by the Inspector General Office and not only to try and find out who stole the drugs but to come up with procedures to safe guard evidence in law enforcement custody . Otherwise our Officers will be wasting their time recovering and securing the evidence only to have someone burglarized their office and remove the evidence.

      November 8, 2015

Tony, such evidence are held at police headquarters, there should be a room designated specifically for such evidence, at least that’s the way it was in the colonial days, and I am 100% sure that’s the way it in on the island of Antigua.

Let me give you an idea as to how that works, when contraband such as drugs are found in the custom, normally custom official notify the police and when the owners attempted to clear it from the custom , they are arrested, and the drug, or other contraband are confiscated and tat marked, and placed in the evidence storage room, until it is time to be president in court on the day of trial.

It is my experience drugs sometimes disappear from the evidence room: I had a personal experience; I reported it to the to the right sours the man involve from St. Vincent, a crooked cop, had more then ten million in a bank in Antigua, he tried to harm me, however, the day he was to be arrested, he had a massive heart attack. and died. His name was…

the officers who is in-charge of the cocaine should answer why it was not in a secured place, because all institutions like that should have a vault. It seem that if that was the more valuable item they took then we can say that it was not a successful heist…

“He said the incident occurred between 4:00 pm on Friday, October 9 and 8:15 am on Monday, October 12.”

Here is another displaying his ridiculous mentality talking nonsense about an intruder? Commonsense dictates, that if cocaine was stolen between 8: 15 A. M., and 4:00 P.M., the thief could not have been an intruder, since the crime was committed in broad daylight, during working hours!

That crime was committed by some employee of the custom. It has to be a custom office or a police office who has free access to the building wth the authority to walk in and out without suspicions. By the time the culprit is found if the police is truly investigating, it will turn out to be a custom officer or a police officer.

    • Righteous
      November 6, 2015

@Francisco Telemaque all the man is saying is that the disappearance occurred between Friday 4:00 pm and Monday 8:15 am. Friday at 4:00 pm was the last time that the said cocaine was seen and Monday at 8:15 am it was discovered to be missing. Makes perfect sense.

In any case would it have made a difference if he had said perpetrator/perpetrators. If it is custom officer or a police officer, then they should dance to the music once discovered. My concern is that there needs to be a better safe-guarding of evidence for criminal cases. There needs to be secured building with a multi-level of security/procedures to get to the evidence vault. One where “intruders” can’t just intrude and ransack.

      OLD!!!!

      • Francisco Telemaque
        November 6, 2015

Okay; you are correct the dates makes the difference, there had to be night in between!

I still say however that it is an inside crime committed by an employee, watchman now called security officer, or a police officer. If it is an intruder, the intruder was told where to find the drug. The ransacking of the offices was staged to make it appear as if the culprit is an intruder!

dodds does the police have access to customs offices? you just dont get it do you, you dont know everything and you should stop speaking as if you do. see how you dissing the new PRO for no reason yet you will not apologize for your insult. An intruder can be an employee Telemaque who could enter the building after working hours ok. So they closed Friday at 4 pm and returned Monday at 8 15 am, so thats the period in which the incident happened cause it would seem the office was intact when they left on Friday. You need to go easy in your comments Telemaque. Pellam is starting this new position and cannot overnight become great at it. But of course he has to learn fast so far he is doing an ok job as it is not easy to follow after Claude Weekes.

        November 10, 2015

Facts, the thief was committed by someone who knew where the drug was stored!

Considering that I was a tariff clerk when I worked for O. D. Brisbane on the Island of Antigua, I am familiar how shipments of products arriving on an island, are stored. I can safely say if cocaine was imported, and discovered, waiting for the owner to clear it from custom, that drugs was not just sitting around in any place.

In the first place it could not be imported marked “cocaine;” It had to be disguised as some other merchandise. Once discovered, it must be treated as contraband, therefore the police had to be informed, that drugs was secured, and not in any office space; whoever it was privy to where it was stored. And I suggest it is not in the hands of any cleaner!

Ah think your friend Skerrit has it oui!

        Hahahahahahahahahahahahahahahahahahahahahahhaha!

You ever hear “Crapo smoke you pipe?” Well your friend that lover boy Skerrit smoke it eh!

      To Mr Telemaque.

Hello and good afternoon my people. Well Mr Telemaque you are alleging that our Officers stole the drugs but a close examination of the time frame you gave is misleading . They said the Burglary occurred between 4pm on Friday and 08:15 am on Monday. That means they left work on Friday at 4pm and when the returned on Monday at 8:15 am they discovered that someone broke into the office and took the cocaine. The time frame isn’t 8:15 am to 4pm while they were at work as you documented in your post. Now base on my twenty four years of law enforcement experience in NYC most commercial burglaries are committed over the weekend so stop accusing our Officers of committing this crime. Also you are a super of a building in California which had a number of burglaries so why don’t you solve them since you work there. Go find the Laptop,Flat Screen TV’s they stole.

Tony do not put anything pass the police in Dominica, or any other place on earth, as far as the civil servants in Dominica, they are the most crooked in the world: well the Africans take that crown!

Nevertheless, that thing in Dominica, if they ever conclude how the drugs left the custom, a custom officer, a police officer will be involved. If the captured is ordinary drug dealer, or pusher, you will find the person, or persons are connected to someone working in the custom, or the police.

If not; I going to blame it on a certain man (I know him name but I doh calling it eh) but I know is a certain prime minister oui!

        Hahahahahahahahahahahahahahahahahhahahahahahah!

I hear de man dress up in a big black oversize cloak like Jack the Ripper with a black hood covering him head, wid wan red tie round him neck flying out of de custom wid de cocaine ander him cloak, going to sell him ting! Oh, that prime minister!

    November 5, 2015

The so-called intruders knew there was cocaine at the Customs. They also knew where it was kept and what to do to steal it. Employees who were aware about it should be investigated and interrogated. They should be constantly kept under surveillance. This should include the Customs phone and their resident telephone for conversations.
If the police conduct a thorough investigation, the perpetrators could be caught.
What about the jewelry which was stolen at the Customs? What happened to the investigation? Was anyone held responsible for it?
The government should ensure that such theft never recurs. They should not have occurred in the first place. These areas must be protected from thieves.

Since October 9th to 12th and the Media especially were not aware of it? I can only conclude that the police department was conducting an investigation and kept a low profile about it.
Are there security cameras on the premises leading up to the areas which were ransacked and the cocaine stolen?
Those areas should be secured with a combination lock and timer that only authorized personnel know the combination and can enter. I hope the culprit is caught.
Culprit(s), ‘Thou Shalt Not Steal.” A price is to be paid for theft. You committed more than one crime, premeditated theft, break and enter and steal which are sins.. You cannot hide from him. You did not escape from his eyes. He knows who you are and one day you will receive His just recompense, as you deserve, His justice. If you are caught, your punishment will still be much worst than the earthly Law.
You better turn yourself in, return the stolen item, make genuine penance and sacrifice to appease God.

    November 5, 2015

This article or report of Pelham lacks credibility and cohesiveness. First of all I have a problem with the word “Intruder:” because to me the story sounds like that of an invited guess, and not the job of an intruder.

We talking about burglary. How did the so called intruders know they had 100 grams of cocaine at the customs department unless they had inside information? Furthermore, what was it doing at the customs? He said the incident occurred between 4:00 pm on Friday, October 9 and 8:15 am on Monday, October 12. So in essence, Pelham is giving a three day window as if to suggest they have no idea as to when it happened? Yet he saying, “The intruders gained access into the building and ransacked three offices, all in close proximity of the strongroom where firearms and ammunition and other exhibits are secured,” he said, How could the government have a place where firearms and ammunitions and other exhibits secured and no one guarding that place? Stupes. A Lie that!

    • INTRUDER
      November 6, 2015

And you attack Pellam on what basis? He shared information that he has with the public as PolIce PRO. So Customs dont have Guns to do their work. So they cant have Cocaine in their possession to do their work, so because it was told to the puboic when he was directed to do so its a lie, so when custom close at 4 on a Friday and reopen at 8 on the Monday, Pellam would know exactly what time between that period they entered the building. You people take pride in typing and sending nonsense on DNO right? The man gives the information that he has and cannot say what he does not have or cannot prove. When and if they find the thief then we will hear a new story saying everything. give the guy a break let him do his job. You already calling him a liar. STUPES.

    • Ask NG if that's true
      November 6, 2015

@ Intruder, here did I attack? All the accusations came from you and I guess you may have your reasons for accusing him. Furthermore, I did not say Pelham lied or is a liar. I said I did not believe the story. You want to believe it is left to you.
Do I have to believe them police that are very partisan? I am happy I did not believe the story of some $40k that was swept by mistake by a partisan office and was later rewarded with a promotion.

The only logical question to ask: Why was the 100 g of cocaine not secured in the strongroom seeing that it was the start of a week-end. Negligence or set up or was is not part of exhibits which needed securing? How did intruders gain assess and is there video footage as part of security surveillance?
