Justice Minister dissatisfied with police department; not ruling out foreign police chief

The government of Dominica is not ruling out bringing in a foreign national to head the Dominica Police Force as it is not satisfied with operations in that department.

Minister of Justice and National Security, Rayburn Blackmoore gave that hint while speaking as a guest on the State-owned Radio, DBS ‘Talking Point’ Programme on Monday.

According to Blackmoore, although there has been some improvement in the police force over the years, “it is not good enough.”

He said further improvement is needed.

“We have to ensure that we have 24 hours coverage; we have to go back to the days when we saw police officers on the beat around the city of Roseau, be it 2 o clock in the morning, be it 6 o clock in the morning, be it 2 o clock in the afternoon,” he said.

Blackmoore continued, “There are sometimes, and I do it myself, I drive around the city and it’s like a ghost town, not one police officer.  This is not good enough.”

According to him, ultimately the Commissioner of Police and the Deputy Commissioner of Police has to take responsibility for the police force.

“We are not ruling out making some changes from the top, which may include bringing in somebody from overseas,” he revealed. “The people of Dominica have to get their monies worth.”

He added, “Because at the end of the day I cannot run the police force, neither the Prime Minister nor the permanent secretary, it’s the people who have the mandate and the police department cannot be an entity in and of itself.”

Blackmoore stated further that the police department in any country, especially in a civilized society and a democratic society belongs to the people.

“It’s the people who vote for a government and when the people vote and put their trust in a government, they are saying to you, ‘we are asking of you to put in place certain functions to provide some basic services and policing is one of that basic service’,” he noted. “And we cannot continue getting excuses for not having uniformed police presence in a sustained manner, especially around the City of Roseau.

“We have to correct that and we do not have time,” Blackmoore emphasized.

    Thats what happens when people are placed in offices based upon their political affiliation and not their qualifications.. I don’t believe that carbon was ever deserving of the office of commissioner.. He lacks the qualification and the skills required to interact to people.

    First call a meeting and talk to them. Then issue some stringent directives pertaining to policing. If you did not previously speak to them, then this is the first step to take.
    I am not certain that a new P.C. is the answer at this time. Some years ago Antigua tried it. The people did not like his strict rules. He eventually left.
    Some D/cans like the easy way out. They do not like to be disciplined. Yet, they will criticize the inefficiency of the Police Force, what they presume it to be. Can’t please everyone. Darned if I do and darned if I don’t.
    My further view is, some employees tend to get lax when performing their duties. A serious discussion and appropriate directives may turn matters around. Try it to see if it will work. If in the end all else fails, then by all means get a new foreign P.C. Dominica will then be in need of good policing. Hope they will think of their dissatisfaction and will not object.

      We really have to be careful about our comments and weigh out the situation and the position of the one in charge.
      No matter what, the Justice Minister is in charge. He has a job to do. His words are also based on some Dominicans dissatisfaction and their comments. Surely you have heard of and read their comments. So none of you should call him names.
      Bosses issue directives and employees are to adhere to them. However some still get lazy about it. Therefore, it may not be fully the fault of the Chief of Police.
      Do not forget the boss is watching and taking note. Reports are prepared on their performance. This is why some will get promotions and others not. Then those who claim to have seniority or believe that they performed satisfactorily will be disappointed that they are bypassed for promotion and/or salary increase.

    Carbon is one of the most honest police commissioner Dominica will ever see. I went to school with Carbon and he is a no nonsense guy. That guy will arrest his mother if she breaks the law but I know his hands are tied. I know if you fire Carbon you will be doing him a favor. I would love for you to bring in a foreigner so he or she could teach you guys what the word law enforcement means. You have to let the guy do his work as long as he follows the country constitution.

      Tell me how a culprit beat my niece Vava to death, he left the country and went to St. Lucia to hide. Everybody in Dominica knows that; however, your no nonsense Carbon has not have him arrested in St. Lucia, and have him extradited to Dominica to stand trial for my dead niece!

      I do not like the way Blackmoore came out with his nonsense, since Blackmoore is not even qualified to be in government never mind to be called minister of justice, according to someone who said they all seems to have gone to “school in the summer” and that includes Carbon also!

      Chief of Police? His responsibility is not an easy one.
      The police must perform their duty. If they do not, it reflects poorly on him, making him appear to be incompetent. This is the problem. He cannot simply fire anyone of them.
      The PM is his boss. Who pays him? He has to take directives, whatever the boss says. Bosses reserve that right. He is not directing him to do something wrong. Why are you regarding him as a puppet? If you have a boss would you say that you are a puppet to him/her? Would you like anyone to make such a statement about you? You are judging him. It is not fair to him. Therefore it is foolhardy to make such a statement about him.

        Tell the facts there is no law that says that the chief must do what the pm says. His job is to protect the populace and nothing else. I remember mr O N phillip telling Miss charles to run her cabinet and he will run his police force. The police dont need permission from anyone to investigate any criime they suspect to have been committed in or out of govt.

    I really don’t get it, only now that ex-cardboard police seeing that, after you all mannepulated him. The next in command is highly qualified and you all bypassed him, what the hell you expect him to do , he has to lay low ,the man have a degree in criminal justice , Carbon has a constable qualifying certificate . You all are a bunch of jokers. I totally agree with the person who said Mr . Hobbs should be the commissioner and my respected gentleman Weeks the deputy.
    Then I would suggest an adviser ,,,, ex police Mr. Bernard Robinsons ( Rob ) who is presently working at the UN , this man is highly qualify , Masters degree in law enforcement man worked in SB , when special branch was special ,with Mr .Blanchard , Mr,Valerie , Pomez , Richards , Antoine , Bertrand, Pascal , etc that was a special branch not the toys that are there right now ,,, that would be the ideal solution , or there is Mr Clement Joseph who also was an ex cop and worked in the DPP Office ,& a law degree…

      Concur 1000% But if i know my course mate and top three Recurit, in our course. Robo in my opinion would be no Question the perfect fit. Except, he would not want to be a Rubber Stamp to any body, cause we were trained to be police officers, and not politicians, ask the Ex minister in the Valley. No name no warrant. First, to feel the Raff of a Police Recruit two Days from training, no none scence approach. in todays atmosphere, he would either be transferred to Capuchien or be made to suffer for doing his Job untill he resigns. Smh, Love and passion for Country, not Bad mouthing Country, as some would like us to believe. Not me. I`m Dominican? Are you? Be careful what we ask for, cause we are destined to get it!!!!

    “There’s now concerted effort to ensure the police force throughout the region becomes a professional body and standardized throughout various member states,” he said, at a press conference, on Friday.

    Blackmoore noted, however, that in order for the measure to be effective, each police force must meet a certain standard.

    “I believe we have to get to a point where senior police officers have to be able to serve in other countries. That is important,” he articulated. “But, in order to do so, every police force has to be up to a particular standard.”

      You are not the only D/can who resides abroad. All of us have our experience, one way or the other. It is not always good and perfect.
      If you have a boss you have to answer to him/her, be obedient and submissive. In some enterprises, there are many bosses. It is no different in other countries; even worst. If you are your own boss, this may be a different matter.

    Mr Blackmore should not have the say who heads the Force
    I believe the President should or a committee founded by the appointees of the President, the Ruling Government and the Police Welfare Association.

    Another example of inept Ministers, blaming the lower ranks when things go wrong. It’s hardly justifiable to threaten to bring in a foreign commissioner of police just because there is no Police presence in Roseau in the night tho.
    It’s a good point to have police on the streets but allow the Commissioner to do his job and manage the police force. The man always waiting for instructions from the most high. That is the problem. You’all crushed the Man’s initiative, leaving him wanting and unable to think..
    While you at it Mr. Blackmore, please return the Police outpost at Pond Casse..the whole central region dead at nights..any crime and loss of life can go unnoticed there. The People of Dominica need some police security between Canefield and Marigot, especially at nights.
    There is the big Waitikubuli Central there..Just set up a Police outpost there. This could serve commuters along the way as well as the communities of Belles, Dleau Gommier, Pond Casse, Sultan, Corona,…

  18. The reason the services of the police force are substandard; is all due to the incompetence of those who are politically appointed; compounded by corrupt politicians political interference.

    When politicians dictates to the chief of police how to conduct the business of the police force, and unqualified people are allowed to fill positions simply because they dress in the color red, honor, and worship Skerrit, and become yes men, nothing better than what exists can be anticipated!

    If the replacement of Carbon is a foreign West Indian, the status quo will remain: Nevertheless, I don’t see any reputable person from North America, or Europe accepting, a contract with a Dominica government, subjecting themselves to become a puppet to anybody less educated than they are! In Dominica we have people who was accept into the police force who have difficulties reading going through the ranks and become prosecutors, with no legal background; there lies the inefficiency!

    The truth is ,the Police is at full strength, and there is no need to bring in wing Wang Wong or Mr. Chan. All you need is, for the police to wear their uniform proudly when on duty. A workable Roster,Early.Middle and Late shift. Use the daily occurrence LOG Book effectively. Mr. Blackmore has been very unfair when it comes to job promotion and wages increase and now, it beginning to tell on him. Don’t wait for next election ,you may leave now. The same method should be practice in Health Centre.

      My final take on this topic is to support someone stated position in an earlier post. Please, please , please bring Bernard “Robo” Robinson or Clement Joseph as Senior advisor to Hobbs and make him Commissioner. Go to parliament and enact laws creating a position of ” Consulting Police Commissioner” and let’s roll. Bernard can be on assignment from the UN to Dominica and we may get him for free from the UN. Policing is a local thing ( to quote former Deputy Alfred) so a consultant with local knowledge will be an asset. 8)

    Hello and good afternoon my people. Well based on what Mr Blackmoore said it seems like there are very troubling aspects of how Police service are being delivered to our citizens. I have four family members that are on the force and its my understanding that there are approximately four hundred Officer on the force. Based on our population we should have a minimum of Seventeen hundred Officers and about three hundred civilians in that way Officer would not be doing clerical duties therefore giving us more Officer to deploy. We don’t need a Police Commissioner from a foreign country rather we should look to someone born in Dominica but has a law Enforcement background in another country like America,Canada or England . Most of all we must demand that the Police Commissioner must be independent of all political influence or that post should be like a Sheriff who has to run for office.

    Thats how weak our public officers are in Dominica. No where else in the Caribbean a Minister could come out in public to humiliate the chief of police and his force without the police welfAre association or union standing in defensive of their men rather than staying .A politician tried that in St.Lucia and the police chief simply answered by saying I do not work for politicians and I am not answerable to any individual politician. Remember when Dame Eugenia Charles tried to interfere in the police affairs Commissioner O N Philip police chief then, simply told Dame Eugenia to pay attention to, and manage her Cabinet while I manage the police force. But Carbon and others are Blackmore pets so he can humiliate them how he wants and they not man enough to asnwer. Just now is kick they have to kick them public officers

    • You need to get some commonsense; Blackmoore is a nobody, what he has done is an insult to Carbon, by simply telling the nation that Carbon is incompetent, and even if all of us Dominicans know that he is problematic, if there is a need to get rid of him, there are many different routs they could have taken.

      Fact is the police do not work for Skerrit, nor Blackmoore! Now if we had a police Chief in Dominica doing his work; performing his duties as the law dictates, he would be effective enough to investigate both Skerrit, and Blackmoore, exposing their gain by corrupted means, confiscating their wealth, and ensure the go to jail for a long time!

      Nevertheless, when people allow themselves to be used by politicians, such are the consequences they suffer!

      I agree too, what he says is true but the question remains why. They took the most unqualified officer bypassed those who were senior to him and made him commissioner. He receives directions from them and their acolytes like tony and dutifully obey. The lesson for public officers is that they are paid to serve the public and not politicians because at the end of the day they will have no respect for you.

    Good call Blackmoore but at the same time the government needs to stop interfering in Police business. In a well functioning Democracy the government is the legislative, the courts are the judicative and the police is the executive and each of them needs to operate independently without interference and within the existing frame of laws.

    1. The garbadine has no respect for women officers and see them as “something to have”

    3. The Chief and his deputy are pulling in opposite directions
    4. Officers are constantly being thrown under the bus when they perform their duties without fear, favor, malice or ill will
    5. Some officers spend their time on radio publicly bashing people and support their party
    6. Transfers are dictated by all dog and cat with connection to the ruling party
    7. The politicians see a total civilian staff in the administrative section with little regard for breach of national security

    I understand you want to make changes to your police force but I disagree with your approach on the situation. You should never have your police commissioner as a lame duck this position is too sensitive. You cannot go out in public and announce you not against bringing a foreigner as a police commissioner. It is wrong and very bad management on your part as his boss. I am for promoting within the police department instead of bringing in an outsider. I can understanding bringing a consultant to help your department but a Dominican should be at the helm of your department.

    We have well qualified police officers in the CDPF, who could do a better job than Carbon. However, these qualified men and women are held back by you guessed, political reasons. Are we going to bring down an “expert” and pay them four, five times what the commissioner makes, for him (her) to turn around after four years and leave?       We must know who is in charge of the Police Force and how it functions, from the top to the ground level. All who are employed to perform public duties really work for the people.
      The Head is the government who is the primary authority over them. In other words, the boss. He, in turn appoints one of his officials to oversee the duties of the Commissioner of Police and the Deputy Commissioner of Police, who in turn are in charge of the police officers.
      This official, as Mr. Blackmoore has the right to make recommendations on how efficiently the Police Force should be operated and to make changes if need be. This is the best I could describe this all. :)
      Obviously, the PM has a say in all public appointees. You should not be surprised and be critical of his position in this respect. It has always been that way in Dominica.

Because of politics police officers that doing there jobs diligently with all there heart and soul will not the position the deserve. But on the other hand police officers that will make a point of duty to carry tails, Gossips and lies to the politician and the heads of department will get position, even through they cannot do the work that they are appointed to do.     I interpret Blackmoore’s public statement re top ranking officials of the Police department to mean that he (blackmoore), is under tremendous pressure from the dictator and therefore he wants the public to know he has done all he could to please his master (the dictator), but the dictator is still not happy.     Tough words from an ex-cop! But what do we make of all this talk? I am sure the Chief and Deputy have sensible explanations to offer in their defence. For example, the CDPF has been politicised by the current Administration. Even the Chief is said to take orders from the Minister of Justice and other Ministers, on matters which the law leaves to him and him only. Do we believe that it was the Chief who unilaterally decided to revoke the firearm licence of a former Corporal of Police, and that his reason implicates the ex-Corporal only, and not other licenced firearm users? Do we believe that the Deputy does not have what it takes to occupy the Office of Chief, and that there is no political interference in this matter?
    I understand Rayburn’s concerns but I believe he should allow the Police to function without this micro political interference, and if they continue to fail, then the public will surely support his desire for radical change.

The police force is too politicized. plus you are choosing the wrong set since many are unable to write a proper sentence much less for a report. Once they voting red, they are onboard. Sir, what do you expect. Bring back the police force please….

      Tell him Nevo. So many past officers have spoken to this guy on his micro management and political style in commanding the force. Now he has been thrown under the bus very publicly across the web/ media (trindad express) it is shameful. If I was in his place I would retire forthwith. The man has not taken vacation in 10 years plus for fear a promotion would pas while on leave and now as commissioner he afraid to go because he knows his deputy will outshine him. The veil that men do live with them….

    Do what you want re Carbon and the police force…DLP politicians have caused many police officers to compromise their values and integrity,on the alter of political expediency…The same has occurred in other institutions…So after using him,and chewing him up,dispose of him…I remember the GON Emmanuel attempted murder,the search at honourable Lintons home,the list of names given to the FIU, with instructions from the CHIEF,Skerrit calling upon his goons to go harrass UWPites…Professionals dont mix their profession with politics…HE MUST TAKE WHAT HE GET….I WELCOME IT!

    Sir but you are the Minister of Justice and National Security and your department need to provide the necessary resources so that the Commissioner can effectively run the force. Although I agree on more accountability across the board in every department of Govt from Housing, Education, Youth, and Sports, just to name a few, I do not like your approach of basically threatening to fire someone from their position on National Radio. In my opinion you have just lowered the morale of the entire police force by publicly showing a ‘vote of no confidence’ in the leader. A private meeting expressing your concern and consequences if things do not change is more professional and warranted; not just running your mouth on “Talking Point”.
