A 36-year-old man from the North has received an eight-year jail sentence after he pleaded guilty to having sex with three minors, ages six, seven, and eight years old.
The court was told that Clife Elijah Charles had sexual relations with two of the minors in one day.
In sentencing, Judge Errol Thomas, expressed outrage and dismay at the behavior of the man and described child abuse as “a growing epidemic in Dominica.”
Charles, the court was told, was a close friend of the minors’ family and after having intercourse with one of the children gave her one dollar to buy “corn curls”
Judge Thomas said the man’s actions were “perplexing” and said he has abused the process.
“Sexual abuse can have a long lasting effect on kids…what saved you is your guilty plea and being a first time offender,” a very annoyed Thomas told the man.
He also pointed out that the main, in one day, had sex with two different children and after satisfying himself gave one child “a dollar.”
A report from the social welfare stated that all the victims were affected and said the court “should lose his keys.”
In mitigating, the man’s lawyer, Dawn Yearwood Stewart, said Charles believes “a spirit caused that and he was embarrassed.”
She pleaded with the court “not to lose his keys as requested by the victims.”
“Please temper justice with mercy,” she told the court. “He has assisted and prevented the kids going through the embarrassment of a trial.”
The maximum sentence for such offenses against minors is 25 years.
The man will serve two four year jail sentences to run one after the other and must be evaluated during his entire time in the slammer.
This leaves some of us again spinning in total disbelief

Besides the likely physical hurt this assault would do psychological and social damage some of which will last a lifetime. This is equal to the taking of a life. Here in Canada many victims become alcoholics, and drug users. Some have committed suicide.

Is there any precedence when making legal judgements in Dominica courts, because this seems more of a “pat on the back” than a slap on the wrist. This man rapes not one but three minors and he gets 8 years in jail , in my opinion he should get more than 25!!!!!!!!!. To add insult to injury the judge claims that he is “outraged” by the actions yet that is not reflected in his sentencing, instead he chooses to describe the psychological impact on the sexual victims. Rape and the sexual abuse of a child is something that happens unannounced. Nobody knows who is about to do this, when, or where. It is not always something that can be prevented. The Alkaline concert is altogether different. It is announced months in advance. The performers are known. The time and place are advertised. Your government could stop it from happening.

Not all sexual offenders can be rehabilitated. Statistics show that the recidivism rate for sexual offenses is quite high, not forgetting chances of acceleration in crime. If he has to re-offend, chances are he will leave not witnesses behind, and potential victims could be killed. These individuals need to receive harsher sentences, and yes treatment program although not all will work. It is sad but true.
My heart goes out not only to the victims but their families as well, because as a parent of a child who has been abused it may be rough. I have not experienced it and do not wish to, so I do pray for all victims and their families and that they are able to cope. I also do believe that not only these children but their families need help with counseling as well. Both group and individual sessions.
I do hope they have rape crisis and victims services in the area and also, please people respect the privacy of the victims and their families.

We need a sex offender registry in DA. Once convicted, he/she automatically obtains an ID on the register – public register. It does not have to be publicized in the media, but the register must definitely be made available to the public, with name, picture, and brief high-level summary of the crime that does not include the victim’s name or other information.
These kinds of sentencing will force people to start taking the law into their own hands.

Why should they? So many of these hypocrites have been involved in incest or sexual act with minors, or know of some incidents within their own circles and do nothing about it. They need to refocus their attention on the real issues affecting the youth.
Negative influences can only corrupt the mind of broken youth. When children have been abused and nothing is being done about it then they loose all faith in the justice system and can easily be influence negatively.

The system does not understand what being molested does to a girl. I am a grown woman, and I am still trying to work through what I had to endure as a child. This man had sexual intercouse with 2 babies in one day and the justice system feels it is fair that he only serves 8 years for the lifetime of suffering that these babies have to go through. Isn’t always convenient when we do something wrong to blame it on the “devil”. I pray that these girls grow up with some semblance of normalcy…..some of us hide our pain so well, and others when we turn out as we do society forgets what happened to us and they label us with the S word….these girls need support….and the pedophiles need harsher sentences. This is absolutely ridiculous.

This makes me so sick, the Magistrate, Lawyers, Judges, police all of them should be jailed because when I child at such a tender age has her innocence taken away from her, and the perpetrator gets eight years. The girls will still be under sixteen by the time he gets out of prison. What sort of sick dogs live in our society. The penalty for sexual abuse of minors need to be harsher. This spoil my whole day.
The attorney seriously tells the court that the man believes an evil spirit caused him to do that? So she felt the court would have been lenient having taken this into consideration? What a foolish thing. Furthermore, why aren’t names of these people being revealed? The man is a serial molester so shouldn’t we know who he is? Isn’t there a way of reporting on these cases that would prevent the identity of the child being revealed while revealing the name of the perpetrator?

Well, it appears that the Judge was constrained in imposing a stiffer penalty because the law requires that leniency be shown to perpetrators who plead guilty and who are first time offenders. In particularly heinous cases such as the rape of minors, the law is an ass and ought to be amended to allow for tougher sentences, including castration. We cannot be soft on criminals; they are not soft on us. This case is not about theft of goods.

Once again the court system has failed us. The maximum sentence is 25 years. Therefore his sentence should be 25 years for each child; plus the age limit given by the bible to live – 70 for each child plus himself. That lives us with 355 years.
Citizens have you ever thought of this. That same man will in prison eating meals provided by we the citizens of this country from our tax monies.

What you are saying is the man should get a life sentence. Some feel he should get the death penalty but of course this is not available in your country or mine.

8 years?? That’s not enough, he should have gotten the maximum 25 years for each child and been castrated. This could have a life time effect on these children if they are not mentally strong; I pray that they get through this safe and secure, children are not suppose to suffer like this. If the maximum is 25 years and you cannot give the maximum because of his guilty pea he should have received 24 years. I cannot understand what would make a grown man sleep with a child. I think the system should allow him to receive a life sentence.

I am outraged! These children are scarred for life, yet, the judge is lenient on this pervert because he is a first time offender. This is a man who has violated two children in one day, Heaven knows how many that went unreported. The Judicial system is a failure. The maximum sentence for one offence is 25 years. So if my maths is right, having pleaded guilty his total jail sentence should be 75 years. The judge sentenced him to two four year jail sentences. That is 8 years take away 75 is 67 years. Judge, why didn’t you sentence him for 20 years?
One-third of the sentence is reduced for good behaviour. In five to six years he is out and one of the children will not even be a teenager yet
