Men crowd Dominica’s prison

256 inmates are currently behind bars in Dominica, chief prison officer Raphael Catin has disclosed.

The number of males continues to outweigh the number of females with 251 and 5 inmates respectively.

Catin gave the update at the close of the January 2011 criminal assizes at the High Court Monday morning.

There are 57 males and 3 females on remand, he revealed. Catin also declared that 6 juveniles, all of whom are male, are in custody; 3 of them are on remand.

A total of four prisoners are at large after they escaped from the Stockfarm prison.

Meantime Judge Birnie Stephenson Brookes used the close of the assizes to reiterate a call for more lawyers to volunteer in assisting with criminal matters. Brookes has expressed concern about the situation as some individuals who come before the court for trial cannot afford a lawyer. She said very few lawyers have been offering their assistance.

“If most of the bar commit themselves to take on at least one pro bono per year the burden would not be on these three gentlemen,” she said, referring to the lawyers who have been helping out.

“When a person appears before the court unrepresented it puts the judge in a position where the judge has to sit as judge and at the same time be an advocate for the defendant, it puts the judge to wear two hats,” she said.

    It would be interesting to know the impact that illegals drugs is having on the prison population. Does any one have any statistics on the number of inmates that are in prison for drug related crimes?

    I feel you miss Brooks. These lawyers will not volunteer to help because they are all about their money and not interested in helping for free. Magistrate Tiyani would have definitely help for free because he is about people first, but unfortunately, he was not lucky enough to make it to the bar.
