Murder accused gets bail

Murder accused Silas Bruno has been granted bail in the sum of $270,000.

Bruno appeared before High Court Judge Justice Brian Cottle on Wednesday morning and was granted bail with two sureties.

As condition of bail he is to report three times a week to the Portsmouth police station.

Bruno was arrested along with Eustace Benjamin and Don Prosper for the July 2011 murder of Joe Costello at the Pagua Bay Guest House in Marigot.

The incident also involved an attack on Americans Rick and Alicia Davison, owners of the establishment.

Costello, 43, managed Silks Hotel in Hatton Garden.

The trial is set to begin in April 2013.

Bruno is being represented by attorney at law Wayne Norde and Bernadette Lambert.

If a person is already on bail for anthey should not be granted bail on a second murder. If the evidence shows that her is the culprit then there should be a motions hearing and the prosecutor shoudl argue for no bond. If the reason for release is the overcrowding then there should a hearing on those incarcerated and to see if the sentencing can bereduced and only if the offense warrants early release. The jail itself should be rebuilt to accomodate the many prisoners. There should also be seperations of certain prisoners. The monies should be going to the criminal jusitce system and the training of the correctional officers and the law enforcement personnel.
There is more I could say but it might be falling ob deaf ears. I am a dominica by descent and a former federal agent

“Police spokesperson Claude Weekes has said that the charges against the three men “would assist in allaying the fears of the general public including visitors”.”
“the Prime Minister vowed those responsible will be punished and the incident was a rare one and should not create an impression that Dominica is a dangerous place.
These are two seperate quotes from the government of Dominica asuring us that we will be safe. NOW the man who they beieve killed Joe and brutally attacked Rick and Alisha is OUT of jail?!?!? Why does he get the right to be free? What about the innocent people and their right to be safe? Skerritt maybe you should let him live in your house?? Weekes why don’t you let him drive your wife and kids to the store?? This is not right.

Assurances are not enough. They do not change a thing and by no means permanently. What are they relaying to DA nationals who reside in Dominica, those who reside abroad and tourists? They are seeking visitors and others as tourists? News travel. By now some agencies are fully aware of crimes/murders in Dominica. No exception in other West Indian islands.
Crimes/murders did not end after the murder of Joe Costello and injuries to Rick and Alisha. Tourists were attacked and robbed; one teenager was raped and there were murders.
For God’s sake and the sake of DA nationals, why were they ever released? They should have been kept in jail. They murdered Joe Costello in cold blood – snuffed out his life and for what reason. He did not stand a chance with them. Then they injured and almost murdered Rick and Alisha.
They should never have been granted bail. It is like a slap in the face and a kick in the behind to the family of Joe, and to Rick and Alisha and any other victims who were harmed and suffered in anyway by those evil men. They were not even given a curfew. They are free to roam Dominica at anytime, day or night. Who knows what they will do? They are not rehabilitated and probably beyond rehabilitation. Some Dominica Court system which appears to be a joke. It is a disgrace!
The day may come when every Dominican will arm themselves and give criminals, an eye for an eye and a tooth for a tooth to protect themselves, their family and their property. I would not blame them one bit.

Dominica should be always known for peace, tranquility, safety, nature loving and god-fearing Nature Isle. Not for crime, murder and a weak justice system. Let’s keep Dominica strong and welcoming to all. Be tough on crime. And promote goodness and justice. Do the right we must!

“It is something we regret totally and it is a matter which the police is giving serious attention and those who are responsible and those who are responsible for this crime, the full force of the law will be administered on to them,” Skerrit said.

Wow another example of a failed and failing justice system. What is really happening in this small nation? Have we become so lawless that the judicial system cant deal with the crime rate? It is plain ridiculous to have someone who committed such a heinous crime to roam the streets and interacting with other citizens…..Dominica needs a wake up call….The judicial system needs a shake up..

What is wrong with Dominica’s Court system? Are you insane? Defense lawyers, one day you will answer to God for this.
Only in Dominica you say? He should remain in prison until the case is called. Why was he bailed? Dominicans deserve an answer.
Criminals/murderers are bailed soon after the first hearing. They are not bailed months after and a few months away from the court case. This appears to be the norm in Dominica. Shame!
This situation should be taken to the Caribbean Court and whatever other higher Court. He should never have been released.
Out in time to celebrate Dominica’s Independence and other celebrations as Christmas and New Year? No curfew? After what this criminal did he does not deserve to be allowed in main stream Dominica. Your Court System is broken. It needs to be immediately revamped.

Probably from stolen money and from the proceeds of illegal drugs.
This week I overhead on a Canadian/US program that all the sureties need to give is a certain percentage as five or ten percent of the amount. I do not know if the same applies in Dominica. You may wish to investigate this further.
If they skip bail the sureties will lose the full amount and in assets.

What is going on here?? This most gruesome crime which seriously affects the name of Dominica in the tourism industry and you let the accused out?

The other victims of the attack are here trying to build back their business and you letting the accused out!Where do these lawyers and judges live! Dont they see what is happening around them????

    • October 24, 2012

Torti, to say the least. Murderers should at no time granted bail. The lawyers are getting paid. Do they even care that the hotel owners who were also attacked are still there living in fear, now more than ever. Drug dealers get life in prison, murderers walk free. They claim insanity, they claim the drugs made them do it. Those lawyers are just as bad. What’s the defense for murder? Wish I knew. Crime will always exist because the criminals get bail to continue their crime. What happens when they go to court? They get a suspended sentence, probation, and/or a six months prison sentence. Sorry souls.

work out your own salvation with fear and trembling, you may be surprised to know the true record of many of our so called victims……

      wat goes around comes around

      • Justice and Truth
        October 27, 2012

They are not so-called victims. They are victims in the true sense of the word. Are you perfect? Those who are not law-abiding as those criminals who were released on bail, should be kept in prison. Make no excuses for them and have no remorse for them. They are downright wicked men with hard, cold hearts. Those who could do such a thing it is exactly that type of person they are. They have no right to harm anyone. They should pay the full price of punishment for their evil actions. They are the ones who are putting Dominica and its nationals to shame and placing fear in them. Therefore, they are not to be exonerated.
Everyone including yourself must work out your salvation in fear and trembling. I am informing you further, those who stand up for criminals/ murderers and who make excuses for them, those who as their lawyers who plead for them to be released on bail, as they are highly paid and overly paid at that, putting the safety of nationals in jeopardy, God will hold them accountable.
Our God is a God of love and peace. He wants peace for the world that every mortal will leave in dignity, peace and harmony with one another and enjoy the land which He created for them. He did not create us to live in fear and bondage to criminals/murderers and be under their evil yoke. Those who deprive us of our God-given right, respect and dignity and harm us in any way, will pay a dear price for all eternity. They will not escape the fair judgment and recompense of God. This is the way the ball rolls. What goes around comes around two-fold.
It is our duty to inform them that they will pay for their evil actions. Prison is only temporary but there is a permanent, eternal prison where they will never get out where there will be wailing and gnashing of teeth with Satan. Crimes/murders do not pay whatsoever; not in this world and not in the netherworld. Mark my words until the day you die.

        October 27, 2012

Due to criminal activities in Dominica, nationals are not able to leave their doors and windows open, not even during the day. This is very sad for an island that is supposed to be peace-loving where nearly everyone knows each other. The population today is a mere 70,000. Do you think the nature of crimes and murders committed in Dominica should ever take place? This should never be!
Those criminals/murderers have become godless. I wonder if they are ever respectful to their parents or anyone for that matter. Take a good look at their faces and see how wicked they are which is what is imbedded in their heart.
They do not go to church; they do not pray to God; they do not read/study Holy Scripture. They are incapable of performing good deeds.
They do not fear God. They do not fear that they could die suddenly; could get involved in an accident; could be injured; maimed or die of a sudden ailment. They think they own Dominica and they are lord of all they survey; that they will live to be a ripe old age and healthily. As wicked as they are, possessing evil hearts, they are dumb, dumb, dumb men who lack common sense. The devil has their souls for they allowed him to enter and lodge himself in them as depicted in their atrocities.
I recall those days when our windows would be open until we went to bed and it was way past 6:00 pm. Our bedroom windows would be open, i.e. the louvres as well. We did not lock our kitchen door during the day unless no one was home.
If we were elsewhere in our home, the living room windows were opened. Not so today and sadly so.
My feeling at this moment is that they deserve a good beating – beat the hell out of them. This is what I would do to them as they deserve.
The democratic world is too lenient with criminals which is why they re-offend and crimes are escalating. Do not expect law-abiding people especially victims of crimes to be understanding toward such people who have depicted that they have no love in their heart and towards their very own nationalities. May our patient God rebuke them and punish them severely.

Murder accused Silas Bruno has been granted bail in the sum of $270,000.So this is how the politics is in Dominica…this policeman defended a minor/child and he is on trial and a darn criminal like bruno is on bail free……thanks to Dominica’s justice system

    • October 24, 2012

Justina, wonder who was the surety for this amount of money. The judges and lawyers get paid. It’s all about making money, there is no regard for the deceased, gone unexpectedly, their families, and the victims that are now in fear for their lives because they are witnesses. OMG! There is justice for murderers, none for victims of any nature.
