“Paupers’ allowance” stolen in Soufriere

stolenThe police have been called in as investigations intensify into the disappearance of over EC$22,000 at the Soufriere Village Council.

Police PRO, Inspector John Carbon, said the incident occurred between November 29 and December 2.

He said the council’s office was broken into and the money stolen.

Reports reaching DNO indicate that the money was allocated for ‘paupers’ allowance’ (Government Public Assistance Programme) and was to be distributed to recipients on November 30.

“All I can say to you is that the police from the criminal investigations department were called in after a report was made by the council of the missing money,” a source said.

Efforts to reach clerk of the council, Maria Nicholas, and chairman, Oscar Etienne, on Monday were unsuccessful.

Calls to the village council’s office also went unanswered.

Inspector Carbon said investigations are ongoing.

    hhhmmmmm soufriere ppl know who already… all u have to do, is come soufriere this weekend, buy a drink or two, hang around and talk as if u been coming around since back in the days… start a convo and voila… they won’t hesitate to tell u the voleh name… hahaha… soufriere pah febe nah… i hope is not campaign money dey voleh to push the red agenda…

    This is wonderfully great news! In such hard economic times Dominica even has a ‘pauper’s allowance’, in other words, ‘money to give away’, sitting ‘at a village council office’ for someone to even steal? Why not implement a community project where people can get some form of income as little as it may be, or for the least, issue bank cheques to the ‘paupers’?

    IF its someone from Soufriere, then it should not take long for the police to catch them. Your business is not your own in Soufriere. Just hang around the ‘Lazy bench’ you will get all the gossip, and what they don’t know they will make up.

    Considering where the office is located, someone must have heard something. When caught, please do not make any deals, prosecute no matter who the thief is, or what surname they have.

    I know Auditors in particular have been asking Councils not to keep cash in Council Offices not even $100 over night. I believe that was a set up and person(s) at the council should have to account for that money. They tired warn them.

      Lets do some simple maths, on the assumption that $200.00 per months is paid to paupers, then the $22,000.00 would have to be distributed to 1,100 paupers. The question to be asked, are there 1,100 paupers in the area under the control of the Village Council. Is so these there are many, many paupers in that area. I therefore must conclude that the money was placed there under some scheme to be stolen. Tax payer money.

    I have nothing on file about this, but I can assure it is not unusual. In any other country heads would roll but not here.Clearly someone was tired of climbing the steps to the PM’s office and found an easier method to enjoy the season.

    Being a Clerk you are not allowed to have so much cash overnight in a council’s office. Once the money is withdrawn from the bank it has to be distributed immediately. only petty cash should remain in the councils office…

    There is no reason why that kiind of money should be kept at a village council office anyway. If there was an over-board manner in dealing with this issue then there would be no way that would happen. It’s just like the cash that is kept in the PM office for the red clinic. Politicians and village council should not be directly giving out cash.

    i am not in support of stilling but it hurts me to see how hard i am working to make ends meet and some strong men and women i know who is able and have the ability to work gets or tax money for doing nothing..i know a few of them in my community that getting that paupers allowance just because they RED..that money should be for disable people and elderly thats in need….

    Sounds kinda fishy that the calls to the chairperson and the village council clerk were unanswered, as she was clearly at work all day. Secondly, who leaves 22,000 at an office, isnt that what credit union are for?

    No money was stolen at the council office. Money is never accustomed to stay in the council office so the PRO must get his facts straight. Money sent to council if is not distributed must be at the police station in Soufriere.

    For the life of me, I just can’t understand the rationale behind the Ministry of Community Development allowing that large sum of money to be placed at the office from the Friday, knowing full well it was to be distributed come Monday morning. If it was absolutely necessary for the funds to be in the village for early distribution on Monday December 2nd, it should have been place at the Soufriere Police Station, over the weekend, and signed for (both in and out). This by no means limits Soufriere. This speaks to all villages where this assistance is required/ necessary .

      This things doesnt need to be an inside job. Every body know that at monthend the council clerks go to town to receive money for paupers and for councillors……and even for workers if they had a project going on. The Local Government need to see fit a better security system for these ppl and offices. Village council clerks take ten years at bank tellers….i have always thought to myself that they should do there business in private at the bank, maybe that could be one set to better security. (at the bank tellers i cannot say they would give them all that money one time)

    Someone was aware that this exorbitant sum of money was in the office. The money should have been secured in such a manner that no unauthorized person should be able to get to it.
    In future, do not leave such an amount of money in the office. It should be kept in the bank or in the credit union until you plan to distribute it to the poor.
    Considering a thief or thieves could be lurking and observing your activity, it should be kept confidential until such time you distribute it to the poor. I hope it was not an internal theft.
    Never, ever make the mistake of stealing from the poor and whatever is meant for the poor. The eyes of Our Lord Jesus Christ is upon you and as long as you live to eternity. Cursed be you who have placed this curse upon yourself.
    Shame on the person or people who stole the money meant for the poor. You must be possessed by the devil to do something like that.
    Those who steal from the poor will be severely punished by God himself. If you are able to evade the earthly law, know that God knows who you are and He will mete out his just recompense to you, even while you are alive and later in eternity.
    Thou shalt not steal. The Lord is extremely compassionate toward the poor. We are to help the poor, not steal from them.
    Return the money. Only then God will forgive you. Do not ask his forgiveness until you do for his forgiveness will not be granted. If you do not, woe to you thief!

    I would like to know how the perpetrators got to know that the cash was in the office, now if the person who received the cash knew that on the 30th. was a week end, why the monies were not distributed to the paupers? I think that sounds fishy,

      Because if the clerk takes it home and it goes missing at her home she is responsible for paying back no questions asked. Every month end the clerk withdraws the paupers and councillors monies, she pays what she can on the day and the rest is left there to pay out on the next working day.

    Why would the authorities permit the people to have so much cash in those village council offices that are not prpoerlysecured? Why not place the money at the bank and withdraw everytime something is needed.Those who are responsible fotr the village council should be held accountable.

      We have come too far in this world of technology to be still handling such large sums of money. Each pauper should have a credit union acct to which their monies should go to and from which they withdraw as needed. Come on Village Councils.. We are becoming a paperless society.. Get on board. RCCU / NBD and other banks should collaboratively expand to have an ATM in each major village… Their should be no need for even contractors to handle large sums of money to pay worker. It could all be done via the credit unions or banks!!!!

      this is monthly allowance from Government, it is sent once a month to the village council and then distributed amongst those in need.

      its called stupidity. We too stupid to know how to do anything right. Yes, its a government allowance sent once a month, but they should have common sense to have it come in on the morning of the distribution. In fact, it would make more sense to distribute cheques. Poor Dominica. We just doh have the common sense to run the country in basic basic areas. Ask the Chinese how to handle money.
