Police officer charged under Sexual Offences Act

A police officer, with over 20 years experience in the Commonwealth of Dominica Police Force (CDPF), has been charged under the Sexual Offences Act of Dominica for having intercourse with a minor.

This ends speculations after news surfaced that the police officer was last week arrested from his out district police station where he was working.

He was first granted bail by a magistrate at the Roseau Police Station of EC$35,000.00.

He appeared in court on December 29, 2016 where the charge was formally read to him and released.

The matter has been adjourned to a date in 2017.

Because of the nature of the allegations, the law prohibits the publication of the anyone’s name who is charged with a sexual crime unless that person is convicted in a court of law.

    The Police Officer is not guilty. That’s for sure. No policeman in Dominica would harm a kid. None.

    If found guilty,the sentence should be his age+the 20 years as a police+the girl’s age. Any monetary savings he has saved should be paid to the girl.

      The guilty party should receive an appropriate sentence.

      Nevertheless what you have suggested is not how the sentence is decided in Dominica or anyplace else. It is not how the justice system works. Most places there is still a bit of intelligence left in the court and a little common sense remaining in the system.

      However I can understand your frustration.

    The level of ignorance…those comments on withholding the name of the accused is appalling and quite tiresome to the eyes and brain. The law prohibits the publication of names prior to conviction to protect the VICTIM FIRST. Doesn’t matter who or what that individual is in society. There have been many of those cases where same rule of law is applied. But alas, in the minds of the uninformed and emotionally immature, it’s because of DNO and in this case because it’s an officer of the law. Sad society that we live in.

    Well, men, young and older, this is a lesson for you. Stay away from minors. Dominica is a small place. Most people know you. If you are in a position of stature, are arrested and convicted, your name is tarnished. You will lose your job and who knows what else which may tarnish your future. Learn from this.

    Anyone who is charged with any kind of sexual act regardless if it’s a minor or adult should be punished. When a police officer does something like that especially being on the force all these years should be stripped of his duties. One, you are there to protect not to abuse, two, if you are a father what were you thinking of and would you want another man to do that to your daughter?, where is your sense of morality you didn’t respect your career or the people you are serving, serving is not to take advantage of the people you should protect. It is very shameful for such things to go on, and parents you should not let these criminals go unpunished if you do you are letting your children down and it will never stop and no amount of money to shutup will not do anyone any good. Children comes first.

    Omg. People educate yourselves. It doesn’t matter who. Police or not . The name of the child nor the name of the accused can’t be mentioned unless the accused is convicted. Its clear under the sexual offenses act. Is that so hard to understand? The law is not protecting the accused. (The police) it’s protecting the victim (the child).

        How is the police being protected ? who arrested the police was it not another police officer who did? was he not charged and taken before the Court? Don’t we see police officers doing time in jail for crimes and pothers on remanded for alleged crimes, who arrested and charged them was it not another police officer??? Even when the police do their job against their own members however hard it is we still criticize them instead of saying well done get rid of the rotten eggs.

    Nothing will happen in the long term. You see, now we have government minister, parliamentary representative, police officer, a senior businessman and couple relatives on bail or awaiting judicial review on \”accusations\” ……………. Yet still, we are playing games with the sexual offense act. Why can\’t we castrate (remove nuts ;-) ) if found guilty?

    These grown men of high society keep preying on our children and it seems that there is no end in sight. I am convinced that cutting off or disabling their manhood and publishing such act will HELP in scaring others off. In the mean time, jail them for life. Enough is enough.

    Let me see no other person name published for a sexual offence before convicted and see if i would not personally advice them to sue.

    On the other hand, after a police officer spends over 20 years in the force, you just throwing everything away for a child. What happen to adults.

    ADMIN: We can bet a million dollars that you won’t see the name of anyone charged with a sex crime published on DNO unless that person is convicted.

WDF? we setting the bar too low for police that survive merely because of the taxpayers. I’m pretty sure the family of the minor, who pay this officers salary would want the public to know whats going on.

      Unless a man (woman) is convicted by a court of law he (she) must be considered innocent.

      The law protects all of us equally otherwise none of us would be safe.

      Once convicted publish the name, picture, DOB, crime, and sentence on a national sexual offenses registry.

      There should be a sentence that will send a message to the nation that sexual abuse especially of children will not be tolerated. Some penalties that are not on the books should be considered or reconsidered when it comes to rape especially of children such as whipping, castration, and capital punishment.

      Sexual abuse is a cruel offence but when it is committed by a person in trust such as a police officer, a religious worker, health care professional, or somebody in government, or the educational system etc. it is even worse and this especially if the victim is a child.

      Professional counselling should be provided for the victim.

      I have not personally read the law in Dominica regarding the publishing of the names of the accused but whatever the law says is what they must abide by.

    Hope he will be found guilty ,charged,name him and punish him more severely than other normal citizens because his job is to protect people not to destroy them…
    The police for needs cleaning up seriously to the highest level.I heard a police officer in uniform telling a woman on the public road ,”shut up or I will slap you” who does he think he is?This is bullying and menacing someone who is weaker because he thinks that being a police gives him the right to talk to others as he wishes.This has to stop;as long as the police cannot respect himself in the first place,respect others ;the place will be in mess because both police and civilians have rights.

        In the past in other parts of the world different circumstances existed in society but this does not justify forced marriages now because some things have changed and there are better ways of dealing with the problem.

        We need a renewed respect for women and the teaching of the Biblical moral code in our homes, churches, and schools. Children by their teen years should know that sex belongs in marriage and has no place outside of marriage.

        I would encourage pastors and school teachers (yes! School teachers) to find the place and time to analyse and teach passages of scripture such as Matthew 19:4-6, Romans 1:26,27, 1 Corinthians 6:9,10, and 18. People who live by this – the Biblical moral code – have happy homes, strong families, and an all around a good life.

      Although I agree with much of what you just said, I still don’t understand why you said “hope he will be found guilty”. That is not something that normal people wish for someone else.
