UPDATE: Police officer granted bail

Police officer, Alphius Auguiste of Capuchin, has been granted bail in the sum of $2,500 after he was charged with theft.

Auguiste, 24, along with girlfriend Christine Bernette of Stockfarm, appeared before a Roseau magistrate on Monday.

She too was granted bail in the sum of $2,500.

The two were arrested on Thursday, March 13 and charged with theft when a bus fan was found in their posession.

It is reported that the fan was stolen from a  bus which was parked on the Rockaway Beach in Canefield.

Auguiste and his girlfriend both pleaded not guilty to the charge.

They are represented by attorney, Gina Dyer-Monroe.

It is also reported that they stole a clutch pad.

Auguiste has been an officer for about three years and reports indicate that he was placed under surveillance by the police and was caught “red handed.”

    Good Police officers are Pro active not Reactive , meaning that police officers should put themselves in a position to prevent a crime from being committed rather than allowing it to be committed to impose punishment on human beings . The job is the other way around to prevent crimes from happening to promote a civil society. I said this to say that when you all said that the young officer was under surveillance by members of a police force that he is a part of , that tells me that the Dominica Police force is very divided and animosity exist among them. As for his supervisor , I would say to you , you need to pull your socks up or it need to be stripped off . You have knowledge that your subordinate is delinquent in his behavior , what did you do ? allow him to plunge deeper.Shame on you . The shame is not for him only but the whole police force . How dare you as a leader allow a police force that you are part of be brought to so much shame, Shame , shame shame on all of u. Being a police officer is a profession like any other that needs to be built and developed and you all need to know that this is part of your job function. This is part of nation building , developing your people is the most important aspect of nation building , you hypocrites , say you are in authority , coporals , sergeants and so on . I feel shame for you all. I do not believe in destroying people’s image , that is not the job. Have you ever thought of that , when you destroy this young officer that you have destroyed yourself , why ? because you are a member of the police force . You could have avoided that shame on police officers here and every where.

    I do not entertain stories , hearsay nor gossip .I entertain proving THE CRIME BEYOND REASONABLE DOUBT , facts as it relates to the elements of the crime to be established and in addition case laws that have set precedence.

    Instead of ctitiseing this young man let us pray for him, not because he is a police man that does not mean he cannot make mistakes, I am not saying he is right what he has done, but it could be your son, my son your brother, it is really pain full for the family. (Zechariah 1 said turn to me and I will turn to you, god wants us to turn to him so he Will instruct us in the way we should go.     A man is innocent until proven guilty . He who asserts must prove beyond reasonable doubt . What is reasonable doubt ? Is this vehicle an abandon vehicle ; and if so for how long? Can you prove that this vehicle has a rightful owner or you are substituting one ? Did the owner made a report to you to carry out enquiry or you set it up to destroy the youth man ? What is the value of the good stolen ? Did the officer deprive the owner thereof in any way , how if the said vehicle was abandoned ? I am in no way condoning the youth man to his alleged crime but these are the points to prove the alleged offence . Please do not set up the Youth man .We have enough abused youths in the place , stop it .

      Your questions are irrelevant.. It doesn’t matter if the vehicle was abandon or not… Here is the definition of stealing: take without permission or legal right and without intending to return it.. Plus the youth man you are defending was under surveillance, so what does that tell you? To reach to that point, it means that there has been a trend from this youth.

Do you understand what this means? What if , the prosecution do not prove the crime ? what happens to the youth man reputation ? I hope that this case is proven , if not, redress will be sought. I would advise that every citizen get hold of a copy of the constitution , the laws , learn them so that you would be in a good position to identify enfringements of your rights as an individual and a human being , you will be able to defend yourself in a court of law rather than depending on gossip and hear say .It is important.

    This is nothing to commend the police force , its not deserving when there are so many unlawful activities that are exhibited among them , like child molestation . women abuse , they beat their wives and women , financial abuse , they provide insufficient funds to their house hold , wife is stress cannot take care of house bills ,child abuse , they sleep with under age children ,child neglect , they do not feed their kids . Aren’t these more serious crimes . There is need for internal Enquiries. What about the police who died at Castle Bruce station . Did you conduct a coroner’s inquest . how did he die , did you find out the cause of his death . Why didn’t the two officers be reprimanded since they were at the station during his death . Why they never try resuscitation and called the ambulance or even try to get him to the doctor . Were they at the station at all when this happened or they neglected their duty / post.. Don’t you believe that his family need closure to his death ? Too much unfair treatment . Which is greater an alleged stealing of a fan or the death of a police officer in the so call presence of a coporal and so call friend constable?

    After all is stated, as a policeman, why did he have to steal the bus fan and the other item? What caused him to do that?
    Now he has jeopardized his job. The fact he stole those items and was caught red-handed, he must have been fired and lost his income.
    There is no doubt that D/cans want to know what other infractions he committed why he was placed under surveillance. I expect when the case is called it will be revealed.

    This Young Policeman needs some Counseling. I hope he learns from that and is forgiven and granted to still serve the people. Stealing is wrong any one who does it but The DPF need to go looking for others doing worst things. Maybe this police officer should be sent to talk to school to talk to young people about his embarassment and help discourage young people from going down that road because his job is to up hold the law; this should be his ticket back to serve on the Dominica Police Force ….. :(

Why was the gentleman picture posted when another person was accused ? What was the approximate time of the incident? Why the other accused name omitted? Was it his first crime?     Don’t be too harsh on the entire police force. Its members are a microcosm of society and as a result there are good, bad and ugly cops just like the rest of society. Although the force is politically compromised with weak leadership, there are a few decent cops in there. But this guy, who does not look too bright in the picture, dragged a person’s daughter in with him. He should be made an example to his colleagues who think they are above the law. He needs to spend some time in the big house in Stock farm.

    While I could never condone this kind of behavior by any officer of the law, I must confess though, that I am fascinated by the speed with which the police is able to operate when it comes to apprehending and prosecuting the little Frays, and the titiwi, while they become impotent in dealing with the bigger fishes in the ocean of crime in the police department.
    It appears to me that a certain amount of bias is used in resolving the problem of rouge police officers. From past experience, it seems that if you are a frequent caller to radio stations supporting the government’s position, and defending corruption, you can steal monies under your control, and get promoted.
    Maybe the error that this constable made was not identifying with the PARTY and/or its sympathisers before embarking on the alleged theft. But again, once in a while some titiwwi is made an example of to give the public the impression that at least some attempt is been made to root out corruption in a dis-organized, and demoralized police force.
    Given the current situation in the police force, I will continue my call for an independent civilian review board, to investigate, police misconduct of all forms. That is if we can find persons with that level of independence willing to undertake the responsibility.

        Nothing is wrong with the 4 percent loans. To me it’s the best thing that happen for public servants. At least some got (or will get) a chance of building a home.     This is appalling and reflect very bad on the CDPF, but with that said, let’s not be too quick to throw stones because if we resides in glass houses we should not throw stones. As bad as this may be, the reality is, it is not usual for law enforcement because it happens all the time all over the world and certainly, within the CDPF before and it will continue as long as we have human-beings (we have good and bad, evil and godliness).

    As a former law enforcement officer myself, I must first commend the CDPF for their quick actions in not only apprehending, but charging a fellow colleague with thief. That is courageous and will restore some credibility to the CDPF. This police officer whom I will soon referred to as ex-police officer and I hope it’s within hours of his bail that he will be dismissed and or relieved from his official duties as a police officer with the CDPF.

    According to the news article, which in and of itself is very vague from an informational standpoint, this police officer has only been with the CDPF for about three years so that shows that he was a real rookie and may have been involved in other severe criminal activities as well. I feel somewhat sorry for the girlfriend but she is an adult (I assumed), and should have known better. You are stealing parts for a bus thing must be really bad with both of you all. The report indicated that the police officer was bailed what happen to the girlfriend was she not bailed as well? We need to bail her too or swap places with the officer and let her out on bail instead.

    I feel bad for the good and honest policemen who believe in law & order, and are trying their best to execute their duties without malice, while these bad cops hand-picked by their corrupt parliamentary representatives tarnish the good names of those who serve honorably.
