Police Service Commission suspends two officers

A senior police officer and a police constable have been suspended from active duty from the Commonwealth of Dominica Police Force (CDPF) by the Police Service Commission (PSC).

The suspensions were made known in a letter dated October 23, 2012 signed by E. Ferrol secretary of the PSC and addressed to Constable Gerard Durand and Sergeant Philbert Bertrand.

The letter states:

“Dear Sir,

I have been inform that the Commission has suspended you from the performance of your duties in accordance with Section 79 (1) and (2) of the Police Service Commission Regulations with immediate effect.”

The letter is copied to the Chief of Police and the Chief Personnel Officer.

According to section 79 (1) “When the Commission becomes aware of any offence and the Commission is of the opinion that the public interest or the repute of the Service requires it, the Commission may direct the police officer in writing to cease to report for duty until further notice from the Commission, and a police officer so directed shall cease to perform the functions of his office forthwith.”

79 (2) “A police officer directed to cease to perform the duties of his office in accordance with sub regulation (1) shall continue to draw full pay until such date as shall be specified in an order made by the Commission under regulation 80.”

No reasons have been given for the suspension. However, Dominica News Online is aware that both men are being investigated by the force for alleged breaches.

    No reasons have been given for the suspension. However, Dominica News Online is aware that both men are being investigated by the force for alleged breaches.

    That is just a white wash ,these guys did not do anything wrong ,this action is just a smoke screen to disguise the public ,police investigating police, come on people ,they have been let off on countless occasion ,you know that ,they know the law ,not cautioning ,a suspect can have the case thrown out ,but all these is a waste of time…..

    way papa they had suspend/ fire bertrand b4 without pay and when they reinstate they had to pay him all they money they owe him. this time around they not taking chance so they paying him full salary… man better man but the red woman he have by ndc is a heffa, she only using him, way papa well look roro in roseau :lol: :lol: :lol:

    full pay eh? the officers must be real happy with not reporting to work and getting a full salary.A dream come true!!!!

      Suspended with pay makes sense until they are proven guilty. If guilty, they will be formally dismissed. This is the way it should be. Depending on the nature of the alleged accusation, they could also be given a desk position which also means for that period with pay they will not be serving the public.

    The Secretary’s letter says:”I HAVE BEEN INFORMED that the Commission has suspended you……”
    The officers should simply reply.”Good for you…”and continue to report to work and perform their duties.The Secretary’s letter has not complied with the provisions of Regulation 79(1) of the Police Service Commission Regulations.
    For how long has this person been performing the duties of Secretary of the Commission?
    Who supervises his/her work?For how long has this level of “competence” been going on?Should disciplinary proceedings not be considered for the manner in which he/she has performed that duty?

      Whoever read the letter to DNO read it wrongly. The letter states I have to inform you that the Commission etc.

      I thought that the letter was not properly worded. Where does the secretary fit in, in this? Why did the Commissioner not formally write them? Why should it be the Secretary who exonerates his/herself from this saying, “I have been informed?” This does not make sense and is inappropriate under the circumstances. It is rather unprofessional. Only in Dominica you say! :lol:

      I wish them well. There are times it may be insubordination which caused their suspension. I hope so. If so, it may not be enough to suspend them even with pay. May God assist them. Tell them to pray for fairness and justice.

    when police officers are being treated in such manner does the commissioner and others involved expect police officers to be respected by the public? a criminal who is on bail for attempted murder and is now being caught with the same weapon he allegedly used in the attempted murder turns around and accuse a police offficer of selling him the weapon four years ago is no evidence to suspend a police offficer. Now the criminal is enjoying freedom as was promised whilst the officer is facing hardship as a result of lies. i guess its a standard that the force is now setting that once criminals are arrested to avoid being remanded and prosecuted just offer some lies about a police officer whom they know the system dont like. the end result of all this is what i am waiting to hear. The police officers that should be investigated are not being looked at at all but on the innocent and hard working ones they have strength.

      SO true! And then other persons who DO NOT KNOW will comment and say a set of crap that DNO willingfully posts! Offenders (REAL ONES) roam freely where as the persons who serve the public rightfully based on the nonsense and negativity of these offenders are held accountable under lies. What a shame it is on our system! The public interest is what the suspension is based on?! Hmmmm then the public don’t like them – why? Because they are harsh and look for JUSTICE! The same way they wanted to get rid of Behanzin!

    Serious stuff…We need upright lawmen in our land. All alleged “breaches” or illegal activity by officers should be thoroughly investigated. And if the officers are found guilty no favoritism should be shown. The consequences should be just and fair.
    We love our law enforcement, we support them but we want them to honorable men deserving our respect and trust.

      from the way it sounds now it appears that the police is infact cleaning up there own i am just a bit disturbed that it’s only two(2) law men my honest opinion on this is clean them or we will.if the law can’t protect us we have no choice but to!
