Policeman arrested for alleged abuse

arrestedA policeman has been arrested for the alleged sexual abuse of a minor, Dominica News Online was reliably informed.

Sources told DNO the officer was arrested at the Melville Hall Airport on Tuesday  evening by the Police Task Force.

According to the reports, he was probably in the process of fleeing the island.

Due to the nature of the alleged crime, DNO cannot publish the name of the policeman, even after he is formally charged in court.

DNO is following this story and will publish more information as it becomes available.

This is the second police officer to be arrested in Dominica in a week.

Last Thursday, Alphius Auguiste of Capuchin, was arrested for the alleged theft of bus parts.

He was charged and granted bail on Monday.

    Disagree with a lot of comments at the top. Surely it better to believe the victims of abuse then the accused. Such a small percentage of sexual abuse claims are false.

    In the above article, DNO publish the bus drivers name, so why not this police officers name? Is it because he is related to the Prime Minister?

    ADMIN: For the last time we are going try to explain this. According to the laws of Dominica the name of a person accused of a sex crime cannot be published until AFTER CONVICTION. The bus driver was CONVICTED in court, hence we can publish his name. The policeman was only CHARGED and has not been CONVICTED. Can’t you understand the difference between CONVICTION and CHARGED? Check your dictionary.

    I can promise the people of the Commonwealth of Dominica that they will be seeing alot more arrest of Police Officers in the months to come.

    There is a particular officer who uses all the teenage girls in his village, he actually got one pregnant and cannot even register the child on his name.

    There is another one who has illegal firearms holding at his home.

    The commission must use all the tools and all the information he as to clean u[p on these rogue cops.

    We also recently pulled some information on the Botanical Gardens shooting, i am asking the commissioner to reopen the investigations and take in the police officer name that being mentioned. he was positively identified. The commissioner should also get his lime and digi phone print out because his phone records saying a different thing that what he is saying.

    It is time we crack down on these people that destroying other people life instead or protecting and serving.

    i think the important issue here is the safety of the child and that is paramount. we should be looking at ways to support her ie counselling working with her to ensure that she is strong enough to face societ.Never mind the officer and releasing names what good is that to anyone or should we say that people like pointing fingers it is not about that it is about a crime being commited and that the person is brought to justice and that the child receives protection and professional support.

    A few thoughts:

    1)To the true protectors of Dominica (the cops that actually do the job they’re paid to do without indulging in baby sex), thank you for having the courage to make a stand against criminals with power. I don’t imagine your job is easy. Thank you.

    2)Whoever wrote the law that doesn’t allow child rapist’s names to be published was probably a child rapist himself. What other excuse could be made?

    3)DOMINICAN CITIZENS: Don’t wait for the law to be changed! The internet is a powerful tool that allows for anonymous information to be shared throughout the island.

    It’s only a matter of hours before neighbors/relatives/etc of the criminal become aware of his deeds and the news spreads like a wildfire. Put this info on a message board with anonymous profiles. Copy his picture off of his facebook account (I’m sure he won’t mind, it’s not like he’s using it anymore) and post it with his info.

    4)To anyone who reads this that questions the child’s actions in this manner: Congratulations, you are officially a clown and a manchild.

    This is another disappointment for Dominicans, in one week, two police officers arrested for crimes. It is an embarrassment to the Police Force. Pertaining to this one involved with a minor, surely he should have known better. I would think in this era that Laws are stricter than in previous years that this policeman would do something like that and not expect that he would be reported.
    Attempting to flee the country? If he has a few years service, how far did he expect to go and for how long?
    I feel sorry for them that they found themselves in this situation. It entails loss of job, years of service and salary in addition to being embarrassed for these crimes. I would not want to be in their position. I hope this will be a lesson for all policemen, present and future. .

To all those who are in his defense please do not let your own child loose in his presence. Deep down inside you all know he did it. Why was he running away in the spur of the moment?

    Remember kids don’t just lie about being touched inappropriately, they would have to experience this to be vocal about it.

    I was molested by an adult male during my school days, bad experience and it was my word against his. I say loose the key on him. He did something wrong, plus he is a public figure who is there to ensure all uphold the law.

    It is really hard to please Dominicans. You all are ready to condemn the police officer but when it was the priest you wanted to crucify the alleged victim. You said why is the priest name exposed and not the victim. What do we really want in this messed up society.     Admin: Your allegations are unfounded. The law does not allow the media to release the name of the accused in a sexual offense. The name can only be released once he is convicted. For this to change the law itself would need to be changed.

    Section 38 of the Sexual Offences Act # 1 of 1998 makes provision for the anonymity of the complainant and the accused person. The Section of the Act is so crafted to prevent the identity of the complainant from being known by the public. The identity of the accused can only be published after he has been convicted. Do not forget the principle in law that an accused person is presumed innocent until proven guilty by a competent court. If the name of the accused is published before he is convicted, he can use that to have his case dismissed.

    Sad sad sad…but it is encouraging to know and see that the CDPF has finally grown the balls needed to bring its own to account. It is absolutely no secret that the CDPF is pregnant with issues and in particular a number of corrupt criminals hiding behind the badge. There are a number of issues plaguing the CDPF and the current chief seems intent on bringing those found wanting to account. However, this is just a patch on the BIGGER BOEBOE!

    Sad as it may sound, one cannot deny that a number of officers recruited over the past 10 years did NOT meet the requirements but were still recruited because of political affiliations….YES I SAID IT. Just recently we had crazy people and convicted drug dealers on training only to release them after they took the sacred oath of office. Politicians need to STOP calling the Chief and directing him on whom should be taken within the ranks. The police force is / used to be a disciplined organization but now it has been reduced to a gang-like organization similar to that of a political militia.

    The clean-up task that lay ahead for the police force is daunting but not impossible to achieve. However, it must be pursued relentlessly for our very future and safety depends in part on those in uniform. As one in the know (or so I think), below are some critical steps that should be taken ASAP to clean the force and bring it back to its glory days where respect was earned and given simply because one wore the badge;

    1. Move the police force from under the oversight of the PM to the office of the president (Charlo will soon go and it will work)
    2. Re-do the command structure of the force to include a command council with all some past commissioners and deputies serving as advisors to the chief (Like a board of directors or statutory board)
    3. Review and rework our selection process for recruits.
    4. Make it illegal for ministers and parl. reps to get “involved” in the recruiting process
    5. Terminate all those who cannot pass a lie detector test after the second try (too many of them still working after failing their polygraph)
    6. Restructure the Administrative Section (upstairs).
    7. Make it illegal for senior officers (Insp. and above- Gabadine Gang) to be messing around with junior women officers
    8. Have a commission of inquiry and implement ALL other recommendations made. This commission should include both foreign and local senior (old school) officers and not just some political appointees
    9. Fire ALL the current members of the Police Service Commission and start fresh. Too much nepotism, political biasness and appointments ruining the current force.
    10. Investigate the so called “major” drug dealers within the ranks and fire them if the evidence points to wrong doing. We all know who they are and so I believe the chief know exactly who we talking about.
    11. Promote those who deserve it not those who pay for it (in one way or another). Too many officers have gotten higher education on their own and are still stuck as constable or corporals because others are intimidated by their education.

    While I am no expert, I believe some of the thoughts expressed here will help in the long term. But be reminded that Change Must Come and I wait anxiously for such change.

      Part One: Hi Shameless, I’ve read your commentary on the issue and the CDPF and you have alluded to being someone who knows (i.e.: an insider I assumed). I would like to respond to your commentary if I may, but I must do so in two parts (1&2) because I would not like to give DNO any reason to not publish/post my submissions. May I remind you that the issue in the CDPF is nothing new as those were issues when the Force was RDFP and prior? Police officers (both seniors and juniors) have been screwing around with female officers in the force from time immoral and some of those officers even fathered children together. That is nothing new and it still continues where you have now non-commission officers (women) fooling around with the young recruits in the force (some are now ex-officers) and some will soon. What a shame I must add! Therefore, your claims of pregnancy within the CDPF are indeed true and are a fact. One of the things that is lacking not only in the CDFP, but the entire civil and public sector in Dominica is the lack of proper or updated employment laws. We need a “sexual harassment” element added to the employment laws in Dominica that will forbid or provide redress for inappropriate behavior in the workplace. The law should apply across the board to both (men and women) and supervisors as well as subordinates (any kind) of inappropriate behaviors in the workplace should be against the law. In my opinion, it is about time for Dominica to step up to the game and catch up with the changing of times. You have implied that the current Commissioner appears to be cleaning up the Force but I would argue, is arresting and charging policemen for thief of bus or vehicle parts and abuse all? There are a lot more serious infractions within the CDPF to include the high ranking officers as well and that must be given top priority if we are serious about cleaning up the Force.

      Secondly, I share your sentiments that quite a number of citizens have been denied and some have been recruited into the CDPF who were not qualified or have met the minimal requirements and that politics played apart. However, this is not new as it has been happening for decades and will continue. Truth is, that have happened under all political parties in the country to include: DFP, UWP and DLP, so I will not agree with you in the shifting of all the blame on the DLP by limiting your accusations to just the past 10-years because that is just not accurate at all. Let’s be fair when we are making our commentary regardless to political persuasions the facts are the facts so we must report them as such. From a professional standpoint, I’ve seen a lot of injustices done in the CID of the CDPF particularly when they are making recommendations for people to be appointed into the civil service. One particular senior officer comes to mind and he will live with his actions on his conscience and answer to God for his wrong deeds.

      I have read all the commentaries of others and I do not share the view that the recruitment process though, with its flaws is solely to be blamed for officer’s actions. In all organization (military, semi-military) which the CDPF is, you will find discipline issues from time to time because you are dealing with human-beings. I don’t think the CDPF should be a political militia but the reality is it may very well be because we do not have a standalone military to protect our borders so the CDPF has taken on those roles as well so anything is possible – it is what it is. Should Dominica consider having a military is something for Parliament and the people of the Commonwealth to reexamine? Is it necessary for Dominica I have my professional views on that but that is for another day when the issue/debate arises. We may want to have a discussion on that very issue soon.

      I do not know the circumstances surrounding this case but in many cases the parents (or the mother) know what is going on. It’s a sad day when a mother or parent believes that prostituting or allowing a child to be abused is the only way to put food on the table.
      In a lot of these cases there are several other children at home to feed. This is one of the cycles of life. It is always the families or women who cannot afford to take care of multiple kids who keep bearing babies.

    Please quote the section of the Law that says the officer’s name cannot be published. It is not in the best interest of the child to with hold his name…really? I mean how does pointing out the low down, depraved so and so automatically sheds light on the child? He has been arrested and taken before the courts that means there’s sufficient proof that he has committed the act. Shame him that way any other means of escape he tries to use his face will be familiar to the public. For once let them go into hiding when they commit these heinous acts. I recalled a officer was messing with a fifteen years girl when people questioned him he said little axe cut big wood. I wish chld molestation was active in those days alot of the older police officers would take years behind bars.       ok the(actor) the abuser in this case has rights, he is not innocent until proven guilty, also the alleged victim has a right to privacy until the case is heard and then as a result when the actor is prosecuted and the verdict guilty or not is publish then all will know. However in Dominica our community is very small and the alleged actor based on the story is known by all, Publishing his name right now can undermine the case and favoring the defendant therefore, until all the investigating is done and the case is solid where we can get a guilty verdict let’s let the law person do their job.       This is not true. Times have changed and so is this Law involving minors. Surely you should know if a minor is involved as in this case, the name of the minor and the name of the adult who is accused will not be publicized. It is for the protection of the minor and her family.
      What is more, consider this, although it is not mainly for his protection, someone or some people may attack the accused.

    Quite a few of these young men and women that are recruited right from leaving high school are hardly mature enough to hold the positions that they are given far less to be role models so therefore they act like any child would act in a place of power and do what they want until corrected.       There is no need to discriminate against all of them because of the action of one. Every country in the world recruits young men/women for police work. If they are recruited at an older age, even in their 30’s, they may not qualify or may not be able to undergo the rigid police training or may not be able to pass it.
      The best time to commence this career as any other career is when young after completing high school or college. If not in Dominica, many have done that and succeeded and some are now retired. Some people have three generations of police in their family.

      They are human. What makes you think after being accepted, they do not commit crimes? Well, the country I reside in, some do and in a big way.
      When suspected, they are sent on leave with or without pay. Based on the infraction, they may be given only a desk job until the case is called.
      When caught arrested, charged, if guilty and sentenced, some are imprisoned. They are stripped of their police status. It is goodbye to the police force.
      If not guilty, they are reinstated and reimbursed salary if their leave was without pay.

Just recently two police sergeants,one male & one female along with the female’s daughter were arrested on St. Croix and all three names along with their photos were on the St Croix. Yesterday five prison guards were arrested in the Atlanta area and all five along with their names and photos were published.     We are all humans and will err, but my God, some of us who hold certain offices should think before act. When we have the police committing all these crimes, it begs the question, “Who can we trust”?

    This news article does not say what type of abuse, but abuse whether physical, sexual or otherwise and in particular on a minor leaves much to be desired and could leave long-term devastating effects on this child.
