Teen shot by police granted bail

Affordable-Bail-BondsA 17-year-old from New Town, who was shot by the police and charged with robbery, has been granted bail.

He, along with two alleged accomplices, appeared before a Roseau magistrate on March 6 where the charge was read to him.

They are all expected to appear in court at a later date.

Police PRO, Inspector John Carbon, said the teenager was shot at Newtown on March 1 after it was alleged that he had committed a robbery.

He was transported to the Princess Margaret Hospital where he was treated and discharged the next day.

The shooting is under investigation, according to Carbon.

    I guess he was not a teenager when he committed the crime. Why did he run? He robs and run. He runs from the police……he should have put all this running into athletics instead.

    I read all the comments, and did not see anybody write why did this teenager commit robbery. What klnd of robbery did he commit? Was it food, money or jewelry? Well we need to ask why. Is he at school, living on his own? I did not see anyone write Lord if it were my son how would I feel? We all have children, we do not send our children to commit crimes, somtimes as a chock to us to k ow what children can do. We have to pray for our children and other peoples children. Stealing is wrong we connot acept it, however we need tothe cause why chidren steal. Some people say, if they can steal they are adaults, I disagree.

    @Trevor Fabien. I concur with your with your comment because I am a Soldier who have served in Iraq and Afghanistan, and although these are hostile territories, the RULES OF ENGAGEMENT was strictly adhered to and we could not just shoot unless our lives were in imminent danger. I think they need training on the “Use Of Force”

      Thank you brother but unfortunately quite a few people think it is fine for the Police to shoot a fleeing criminal. This is very disturbing. the police officers need training and they need that training to become send nature.

    He and the others were granted bail. What are the conditions? They should be under house arrest.
    He was treated at the hospital and discharged the next day. It appears his injury was not so bad.

    Could be my brother or father, you can’t go about terrorizing people or taking what does not belong to you without consequences. Teen or adult, the police is given a mandate to protect and serve, when they form the fool we cry them down, when they do their jobs, we cry them down. These are the same teens who possibly grow up in 5 yrs and become rapists and murderers and cause more destruction in our society, simply because the root of the issue was never addressed or a few solid examples were never established. Of-course, i’m not saying use of excessive force is the way but i’m saying, “spare the rod’ rule has certainly proven to be a meanece to our society over the years and with no serious actions, we will see an increase in crimes in areas of what society has deemed petty and major, (Stealing and Killing) sadly, one leads to the other in the long run.

    Well questions must be answered here. If he was involved in a robbery then that is one thing. However, were there any shots fired at police, from anywhere? If so, did they think that he was the person who had done so and so fired in self defence? Where did the bullet enter his body? Does it support the notion that he was shot while running away? Does this mean that the shot entered his body from behind while he sought to evade capture? Hmmmm………well, let’s see who will ask the questions! Let’s see if they will be answered! Let us see whether or not justice will be served on this occasion!! Then let us ask ourselves the question WHERE ARE WE GOING TO BE IN THE FUTURE IF THE POLICE ARM PROTECTING CRIMINAL ELEMENTS WITHIN THEIR RANKS IN SUCH SMALL SCALE CASES!! Where are we heading?     sometimes i just don’t understand people in society, majority of you all are only focused on the kid getting shot, why isn’t anyone thinking that the kid committed robbery(allegedly committed), I don’t believe that so many people seem to be condoning such a crime and condemning the police officer. Fine will admit that there was excessive but if you all want to give wrong do for both not just one party, am sure that many of you here would use some sort of violence maybe even worst if you were the one being robbed.

    Where do these trigger happy policemen get their training from? It must be in Kabul or Iraq. I am not sure which police academy they graduate from or the quality and qualifications of the instructors.

    This is bad-Mr.Carbon when will the investigation be completed and will you make it available to the public? Who in their right mind would join that force unless they are desperate for a job, a job, a job?

    A young man was shot by police for an alleged robbery. This is what the Police officer is saying. Lord have mercy.

    I have been a Police Officer in Anguilla and been a member of the British Army and there rules of engagement and I wonder if these police officer abide by any rule at all

    I have walked the streets of Anguilla, Northern Ireland, Bosnia and Kosovo, armed to the teeth in very volatile and hostile environments and believe me when I say I have been in some rather sticky situations. I could not just shoot someone because I perceived them as a threat or even if I saw them committing a crime. Shooting someone is always the very last resort and it normally comes down to when there is an immediate danger to life.

    So when I hear police saying to the public that a young man was shot because he was robbing, that is very bad debriefing because you Mr PRO didn’t even say whether or not the accused was carrying an offensive weapon and anyone’s life was in danger.

    The alleged accused could have been innocent for all we know. What I am saying is this, police should not be so trigger happy and let their training, experience(if they have any) and knowledge allow them to make proper decisions, especially one which can have fatal consequences.

    From a community relations point of view the relationship between the community and the police can easily disintegrate to an all time low and there can be deep mistrust towards the police.
    This distrust can be detrimental to the who community because people wont be forthcoming witnesses and what we might have is an increase in unsolved crime because the relationship between the police and the people no longer exist.

    I have had 8 years of police and military training and I just do not get it when I hear stuff like this. If people were made to answer and were held accountable for their actions then I am sure that they would think twice before shooting someone.

    There should be an IPCC(Independent Police Complaints Commission) set up and the pubic should be able to take their case against any member of the police who works outside the constraints of the law.

    So please officers, think before you shoot. Take a moment and think is it a matter of saving someone’s life through your action.

    I speak because I have been through what you guys go through and worse so I know what I a talking about. Do call upon your training and don’t just disregard it because it normally ends badly when training is disregarded. Thank you

    I was not there and don’t know what happened, but these young children now a days don’t want to work and have criminal minds. We need to stop saying they are children. Most of the crimes being done in Dominica, and in schools in the USA are by the youths. Every one was born in SIN, and everyone has the potential to do wrong. But is the fear and grace of God that most of us restrain ourselves.

    These youth are too idle and the devil finds work for idle hands. Most of these kids have guns and knives, so the police should take no chance, because if you give them a chance, they would shoot the police with no questions asked. We need to arm these officers and not only special branch and a few more. All police should be armed, it could be a rookie or a old police.

    as a parent and a wife its a sad situation.i am a mother of one son and the wife of a young police officer.i do not think the child was right to do wat he did he is plain out wrong however the police should use his head and wat he learn as we all can see he was running away u cannt shoot from the back he was unarmed he is somebody child think befor u act.put yourself in the parent place.i bet u have people u love u maybe a father a son ,a cousin, a friend,a husband or boyfriend how would u feel if u was in the parents place. do to others like u would like them to do to u and the peole u love.

      Yes! The police has a right to shoot when criminals are running away, teenager or not. I hope he was shot in the leg. In so doing, the shot could miss and hit where it was not intended.
      So what if you are a mother of a son and a wife of a young police officer? The police has a duty to perform and to all D/cans. It appears you are on the side of the teenage criminal. Is it any wonder crimes have escalated in D/ca and some of you blame the gov’t. and the police for it and not the criminals?
      Wait until such crimes hit home, at your house and to your family. This may very well happen in the future. You will remember your words to your regret and bite your tongue. Watch out people as you may pay dearly for this.

    That’s wickedness police shot a 17 year old. He had no right to commit a crime but after all u guys taking to much advantage, The bullet cannot be remove in D.A. The patients under expense to send him aboard to remove it. I hope u all get the justice u deserve.

      You have empathy for him, a criminal? What type of national are you? He is 17 years, a teenager and should still have been in school. Instead the best career he decided to choose is stealing and whatever worst to come if he does not change.
      Do you know the circumstances of this shooting? There must be a reason why the police shot him. May he not lie about it including his attorney who is paid by tax payers.
      Those teenage criminals should be rehabilitated. Otherwise we know they will go from bad to worse which is not good for Dominica and its residents.

      Where was he shot? At the time, was he running away, trying to escape arrest or resisting arrest? When this occurs, the police could shoot at the leg or arm. However, they could miss especially if the criminal is moving.
      Some of you give DNO readers/users the wrong impression. Tell us what was he doing at the time he was shot and what part of his body was shot.

        I view my type of parents and other members of my family including friends. I feel if it were me they would also disown me and say you looked for it.
        D/ca is in dire need of more parents and other nationals who are fair. We never take the side of criminals. The next person they could steal from, injure and also kill could be one of them or family members.
        I could understand if the police hit him with a few shots which could have killed him or immediately killed him. From what I now understand, he was running away. He is younger than the police and could run faster. It was appropriate that the police shoot him to prevent him from running away. It makes good sense. The police was within his right to do so. This is for the protection of nationals that he does not go elsewhere and soon after this crime to steal for others.

      true the police took it too far by shooting the individual but you say you are his family couldn’t you have done anything to prevent him from stealing? you should have advised him better or better still look after him so he wouldn’t have to steal, that way the police would have no grounds to shoot him what so ever.
