There is no increase in crime – Carrette

There has not been an increase in crime in Dominica.

This is according to acting Police Commissioner Cyril Carrette, who suggests the situation somehow seems amplified due to increased media coverage on crime. He noted that there is an increase in violent crimes but not an increase in crime overall.

“It has leveled out. You may find an increase in one year and a decrease in another year and certain persons tend to suggest that figures sometimes are cooked,” Carrette said at a briefing with the media on the current crime situation on the island on Monday.

The figures in reference are the crime statistics submitted annually by the police to the public.

“The figures are taken from the various stations on the reports that are made. They are taken on a weekly basis and those are publicized in what we call an incident report,” he said.

The figures from this report is then extracted and made public.

    The acting police commissioner ( Carrette) is an embarrassment, irresponsible and disappointing to say the least his remarks are so unfounded and with not fact to support it all I can say God help us , that’s why the GOVT didnt want the Opposition party to be involved in the selection of a Police Commissioner because they had the perfect puppet all they have to do is pull his strings.
    We need men who will stand up for the Law and who will deo their job to SEVER AND PROTECT.

    Carrette’s perspective (just an example):

    2007 = 95 traffic offenses + 5 thefts = 100 ‘crimes’
    2008 = 50 traffic offenses + 50 noise pollution = 100 ‘crimes’
    2009 = 50 traffic offenses + 25 noise pollution + 25 thefts = 100 ‘crimes’
    2010 = 1 traffic offense + 1 theft + 88 attempted murders + 10 murders = 100 ‘crimes’

    According to Carrette’s logic there’s no need to overly concern ourselves because crime has pretty much remained ‘level’ ??!!!!

    Mr Carrette have to make sure he think’s before he tal’ks because, all ears are listening to him especailly the families of the victims, you do not go about saying such things, you should take measures and hard ones towards crime in Dominica i want to come back home but if this is happening every weekend we have so many people dying i wont come back, i remenber when i was growing up and it would take the whole village to raise a child i guss that is no more, once you are in a country where people lost respect for one another that will happen where drugs has become God.And all that is on the young people’s mind is money that must happen there is no two ways about it, it is sad to say but my lovely Dominica is going to the dogs we become just like Antigua, ect.

    I don’t think that some of us are being fair to the Media.The job of the Media is to report News,and to report it fairly and accurately.That is their obligation. To inform the Public. And i think they are doing a very good job of it. Some of us are unfairly blaming the Media. We need the Media.

    Well,though i see where the Commissioner is coming from, What he should have said,is even though there is a rise in violent crime the last couple of weeks,overall,crime is down, or has not went up according to our statistics.And we are doing our best to address to rise in violent crimes.

    Mr carrette, i thought as a professional you would have brought with u statisical figures supporting your claim. In todays world of technology we dont accept speculations regarding such a serious matter.The action that will be undertaken to rectify this problems depends on factual research findings.well sir if your findings are based mainly on the reported incidents, then making such a statement is misleading. many crimes are commited in communities and not reported,what percentage of the statistic represent murder.theft.ect and how much represent unreported incidents. ? what period does the figure represent,?what activites were undertaken to reduce these

    Well This is in indication that Dominica is not going anywhere anytime soon. The head of police, states, after 6 murders in 2 weeks, among other shootings and stabbings that crime is not on the increase. HE then say the news is what makes it look that way.

    I shame, much ashamed and embarrassed to say that these men are in charge of law and order in Dominica. This is a national embarrassment.

    Hello Mr Commisioner! What did you say again? Crime is not on the increase? Did i hear you correctly? Oh Please Sir , whenever you are making public pronouncements make sure you have your facts ready and be ready to back your facts up with evidences and statistics. As the commisioner – acting one might add- you got the becareful with every word in sure a sensitive time in Dominica. Maybe its time to remove the wording “acting- before commisioner so the real commisioner will give the real stories.
    One can recall one minister making a bold face statement that crime was on the decrease and you full well know the minister got some real pressure from Dominican. Its the better thing to speak the truth and tell it as it is. One would have liked to hear Acting Com: Make a no nonsense statement on crime. Mr Acting Commissioner please get the people on ya side always because to be honest fighting crime is not easi – especially given the resources you guys have available.

    Its also a good and noble thing to retract statments and stand like a man and take the pressure – after all you are the acting commisioner and you have to take the fire night and day – dats the nature of the beast.

    there is no increase in crimein DA. said it before and will say it agian. the weapons used to commit crimes is theonly thing that has changed.e cutlass and axe are not needed anymore due to availability of guns.. i will say it agiain crime is inevitabl but….. the ones commiting the biggest crimes are those in authority. without help from government officials,police officers and bank ceo’s, large scale drug trade would be almost impossible.

    those in authority create an environment of crime. stiffer punishment is part of thier plan to fool the little people into believing that they care. lets have stiffer penalties and in 5 years lets see if this will cause a decrease in the crime rate. i thnk not.

    not all crimes are violent crimes

    Therefore it stands to reason that crimes in other categories MAY have decreased, hence the overall criminal climate remains relatively constant.

    I don’t have the statistics so I can not verify whether that’s true or false.

    But there’s nothing wrong in his reasoning per se.

    I am surprised that so many people are jumping down the man’s shirt. I recently asked that very same question – is there a rise in crime, or are we just more aware of the crimes because of media like DNO making it more worldwide?

    At the time – i felt that these things were always going on, but because they weren’t readily /easily accessible, people were not made aware of it.

    I am not saying that this is true – i just asked this question recently, because i’ve always heard of double murders, stabbings – all these things in Dominica, but i’ve never had the chance to get up to the minute, easily accessible information.

    If we compare the crime rate, i’m sure there wont be a surge in crime – perhaps it could be that during carnival, independence etc – there may be more incidents, but overall, i don’t think that it’s drastic.

    Well Mr. Carrette you have said what you neesded to say now here’s my two cents about it. The police in Dominica lack the resources and knowhow of investigating criminal activities. There have numerous cases of crimes that police base strictly on “hear say” and not actual evidence. When these matters appear in court, the prossecution has very little to go on. On the other hand, there are several cases, where there is sufficient evidence, but based on who the person is and who there are related to, their cases file dissappears, or the reports are inconssitent or not related to the charge at all.

    I for one rely on my instincts, my own investigations and know how to handle any offense against me and my family. We will deal with it in our own way cause the laws fails us. We doh have big name, we doh have money so the law not for us at all!

    While we are discussing crime statistics, let me ask the Police Commissioner about this one alleged crime. A young lady was allegedly assaulted by a police officer in Grandbay. The police promised a thorough investigation and that the results of the investigation will be released to the public. That was about 3 -4 months ago. Mr. Police Commissioner, I have never seen a simple investigation take so long. What is the situation with this matter? Is the investigation ongoing or is it finished. When is the public going to be informed of the results of this toooo looong investigation?

    Mr. Carrette, I have just lost every last shred of respect for you, after hearing your take on the return of evidence in a criminal case. This is not the issue here today. The issue is whether or not there is an increase in the crime rate in Dominica. It is interesting though that the first thing you said is people think the figures are cooked. Why would you go there Mr. Carrette? We never thought that before you hinted it! That is interesting.

    My point is though, even if your ‘figures’ may not suggest an increase in crime, we are absolutely baffled at the frequency of the violent crimes. Talking about it in the media does not change the figures. You are hinting that before when we were moomoo, less things were happening? Are you attacking freedom of the press?     It is good that DNO is able to have this world wide, technology love it love it love it, in that way we can teach these people in high office how to talk when to put what and that together am very sure they are reading it, as the saying say ANY MAN CAN HAVE MONEY BUT IT TAKES A WISE MAN TO SPEND IT. I shall rephrase that THEY PUT ANY MAN IN OFFICE BUT IT TAKES A MAN WHO IS STREET SMART AND BRAIN DETECTIVE TO GET A GOOD JOB DONE. This is from a 10000% Dominican living in the USA love my country and want what best for it.     The sensationalist headline is going to open up Mr. Carrette to unfair criticism….Should have said, “No increase in overall crime – Carrette”

    What the man is saying is that the overall crime figures are about the same, despite the fact that we are currently going through a very violent stretch over the last couple of weeks…The headline gives the impression that Mr. Carrette has his head in the sand…

    God only knows what came over my fellow Dominicans over the past month or so but really prior to that we had about 3 murders for the 1st half of the year, which was really in keeping with the norm for d/a…

    He admitted an increase in violent crime and a balanced article would have included his comments on how the force planned to deal with this recent uptick…

    Mr. Carret doesn’t violent crimes come under the broad heading of crimes and since you claim that violent crimes have increased. The obvious is that CRIMES have indeed increased in Dominica. No wonder the judges are always throwing out cases. It is this madness in the way cases are presented by some law enforcers

    The Commissioner is selective in the crime committed on the island. White collar crime by the Political leaders is not considered crime to him. .. has demonstrated that he is part of the decay of the fabric of democracy. He has to support the corrupt and those who appointed him to the position. There is no light at the tunnel as long as the top law-men in the country lack objectivity. We the people demand accountability from these top leaders.
