Three men in police custody in connection with death of Portsmouth woman and assault on Ross student

Police PRO, Inspector John Carbon, has confirmed to Dominica News Online that two men have been detained by police and are assisting in their investigations into the death of a Portsmouth woman.

34-year-old Gloria Celestine of Lagoon, Portsmouth, who was reported missing on Nov 6, was found dead close to a house on the beach in Lagoon, Portsmouth at about 8:30 on Saturday morning.

The partly decomposed body was discovered by a member of a group of Portsmouth residents who had been searching for the missing woman.

Police issued a call on Friday seeking the public’s assistance in locating the missing woman and Inspector John Carbon, in a release, stated then, that the woman was last seen about 2:40 am on November 6 at Memory Lane Disco in Portsmouth.

Meanwhile, another man has been taken into police custody and according to Inspector Carbon, is assisting them with their investigations into an incident in which a Ross University student was found partially nude, with wounds to her body, in the Cabrits area on Saturday, Nov 9, 2013.

Carbon said the 26 year-old female student was treated at the Reginald Armour Medical Center and then transported to the Ross Medical School Clinic for further treatment.

      And im wondering .. if they keep arresting ppl, why do they still have the boyfriend in custody! I am following this case cause its close at heart.. with all the new evidence that they have found why isn’t there an update.
      its crazy that an innocent man has to be kept away from his children in a time like this only because the authorities cant put the pieces together.. you’d think they don’t know who did it..

    Investment in more lights/lighted areas in places commonly frequented by students and residents along with a large amount of cameras on streets and buildings, wireless and otherwise and enforced with a zero tolerance policy with not only jail time but hard labor should deter the assailants. Training for women in self defense as well as providing tasers and pepper spray to residents should all help to address these issues. finding and arrest a karwat or rapist after the fact is just to late crime prevention is much more effective and cost less physically, emotionally and for the sake of life than prosecution. Some of these people think jail is a vacation.

    Greetings, my fellow peeps:
    I would first like to extend deepest condolences to the family and friends of Miss Celestine and pray that God will comfort their hearts.

    Unquestionably, none can take the place of a good mother but I pray that God, who can do anything, will appoint wonderful parents over these children who will help guide them into a fruitful life. I pray His protection will continually be upon them.

    Secondly, my fellow Dominicans, most of us share the pain and anger generated from the level of crime that is gradually littering the land and marring her character; so, every time something happens, out of mere emotions everyone blames someone. Some blame the government who fail to implement tougher laws, some blame the police who laze around and turn a blind eye, some blame the residents who fail to cooperate; yet, some blame the church leaders who fail to voice their concerns.

    From a natural standpoint, everyone is correct to a certain extent. Every group mentioned has a level of responsibility for the welfare of the country but the key to success lies in love and unity. What happened to the close-knit communities when everyone looked out for each other? When a village helped raised a child? At one point collectivism characterized the people of Dominica, but progressively individualism is increasing; thus, the country is getting more and more divided. The people’s love is growing cold and togetherness slowly dissipates into the air.

    Everyone is self-focused from the head to the tail. This, my people, is the root problem and is a spiritual one which gives essence to prophesy that in the last days love will grow cold as iniquity abounds. The heart of men has grown so cold that killing someone is not a big deal, to them.

    Jesus Christ is the answer people- turn back to the God you once served and the heart problem will be solved. Then everything else will fall in line.

    Seems to me that Dominicans prefer to live in a sense of denial and continue to pretend that everything is just fine, here in Dominica. The police failing to react to crimes doesn’t help because criminals know they can get away with it. By the time we wake up to reality it will be too late for us to tackle the problems. We are always so slow off the mark.

Williams with masked men tying up the security guard over the festivities, and possibly two other business places And the police saying things were relatively quiet over the festivities? Were they instructed from high up not to report this? What is going on? Sweep everything under the carpet?Close your eyes, plug your ears and hold your nose and pretend everything is great.

    officers there some key point in that investigation .1.she had a change of cloths,,who do u think have access to her clothing? 2.a report was made less than 12 hours after she left the club,, isn’t that funny? 3. she was placed at the back of a house ,, it have to be a person who resides at lagoon who knows the neighbourhood very well to put her there if it was a outsider the body would not be there. did the police question her kids about violence in the relationship also if she came home that morning because the cloths they found her wearing is not what she had on her the morning at the club so its obvious.that piece of evidence is enough to convict the criminal

    Dear Commissioner Carbon,

    It has been said over and over again that our leaders have no vision hence the people continue to perish. I am pleading with you to establish a Task Force for the Northern Division (similar to the one we have already), equip them with vehicles, manpower and fire power and then let them loose in the North. Law and order must be mentioned at all cost.

    Portsmouth and environs have been left unguarded for too long leaving crab catchers and dead body handlers to become rich overnight. It has become the training center to those who want to become rich at the expense of others by any means necessary. EVERYONE know who the culprits are so get moving and save our delicate tourism industry before Ross and others start pulling out.

    Possie needs some serious cleaning up now rather than later. But change must come and that ail be soon.

      maybe you should be asking commissioner Carbon and his bosses the PS and Minister of National Security why are we continuing to dedicate the lions share of our police and judicial budget running behind weed man. Thus perpetuating a failed policy while other crimes are not being tackled. If training was offered to police to equip them to fight white colour crime, better crime scene management, better investigative analysis then maybe we will be better at preventing and solving these types of crimes. However as it stands it seems much easier for the police to run in the bush and eradicate or tackle those who are historically known to sell weed than to deal with real crime. And that in itself is a crime against us the people.

    If the student is American i suggest the commisioner request the help of the FBI to help. I also suggest they get there ASAP. also hope that the student was thoroughly processed for evidence and a rape kit generated prior to treatment. Life time in prison is a drop of water in the Atlantic ocean for the life of those who were killed by those evil bastards God said we must take no ransom for the life of a murderer, the new testament said the Murder shall not be unpunished, Jesus told Peter put back your sward back in its place for he that live by the sword MUST PERISH BY THE SWORD.so who or which man on earth that can challenge God. BRING BACK THE HANG MAN or introduce the Electric chair, or gas chamber and nothing will be wrong with that. EVERY THING IS WRONG WITH NOT taking the life of those criminals they are the ones coming back to kill again clean the country HANG THEM.     from day one,when i saw that missing news,i had a feeling she was dead,and is foul play,portsmouth is a drug haven,i know been there done that,drug runnings does breed killings,it might not have anything to do with drugs,mark my words,but drug runnings has put portsmouth in this type of setting,and that has been for years,is dump truck load of canabis police bust in portsmouth already,portsmouth people living in that second town type of isolation,they need jobs and more police presents,law enforcement need to close that gwada border,the government and ian need to step up,stop studying the election thing,and start to take action,is true mammo was brutal,and the police had to much liberty to shoot on sight,but it seem dominicans need that to control them again,the way them behaving,the government go have to fight fire with fire,and then everybody go start boll again,portsmouth people to laid back in drug runnings.

        You need to study the constitution, if you are unable to read and understand what the constitution dictates, pay someone to read it, and explain the contents to you.

        In brief ; Dominica is an Independent Republic, the same as Guyana, thus Dominica is the third Republic in the Caribbean, behind “the Dominican Republic” and Guyana in South America.

        See if they will accept you in the community college, and take a class in “Dominica history.” If that is not in their curriculum, suggest that be incorporated into it.
