Turn in your illegal guns – minister’s message to Grand Bay residents

Minister Charles. * File photo

Grand Bay residents who are in the possession of illegal firearms are being urged to turn them in to the authorities.

That’s the word coming from Parliamentary Representative Justina Charles who said she is saddened by the recent incident which took the lives of two young brothers from her community.

Charles said if persons are afraid of surrendering the illegal weapons, they could “give it to someone to do for them”.

“When we formed the peace committee, we had the support of most of the members of the community. It is however unfortunate that over the holidays we had the murder of two young brothers and that was as a result of the use of guns. It doesn’t augur well for us in the community,” she said.

Charles has also issued a call to parents who she said has harbored these illegal guns.

“We need to speak to some of the parents of the persons who we know are involved in some of those activities. We need to maintain that contact with the family members and encourage them to speak to their children. There are parents who know that these guns are available in their homes but they need to speak to their children and encourage them to hand them over,” he said.

Charles is also suggesting anger management control for some persons in her community.

illegal guns have always been there.. since the law protect those criminals, lawyers main M-O is to find loop holes in the law and criminals get three years for murder as opposed to the then death penalty, then… why use a cutlass when you can kill from far(gun)..
now i dont listen to the ministers and their hypocritical plea because they condoned it for years and never addressed it, because they are at the helm in public office, it becomes an issue….

she know’s the gun slingers in grandbay, she should give their names to the RAPID RESPONSE UNIT

Unemployment is the biggest problem, so,,,I suspect the gov’t wants to continue not to do anything for Grandbay, that’s why they put Justina there as a do-nothing pacifier. Fight for Grandbay Justina, Fight.

Where did she make these statements and where? I am from Grand Bay and I am only reading this here on DNO. Did she post fliers or something saying that a public discussion is going to be held with regards to the fire arm, drugs and violence problem? Was it announced on the radio. Did she try to meet with the block fellas one on one? Did she try to get the village councils involved?
Is there going to be another discussions for the out districts? What time is she going to meet with them? Is she truly concerned? Some of us in Grand Bay are not feeling the love that your husband had towards the community from you. We need you to campaign on our behalf. I am not trying to sound ungrateful but one speech over the airways does not say that you care enough. Until we see that effort is being made to rehabilitate the community then it seems that the trend may continue.
Your husband once gave me the biggest piece of advice ever, ” A journey, no matter how long starts with one step followed by another”, he also told me, ” If one does the same thing the same way time after time, he should expect the same results”. We have been going about this drug, guns and violence problem the same way time after time. Change the approach!

8-O ..But what you’re saying makes more sense than I’ve heard all day. One thing some ministers
need to add to their portfolios is to try to relate to all the different kinds of citizens, even those who slowly destroy our home. There is something hidden behind each person. If you have an important position where one is capable of communicating with numerous personalities, one should use it constructively, especially in difficult situations like these ones, Dominica is now facing. :?:

Grandbarians I don’t think that you all know or understand the amount of trouble that this village is in. you all are cursing Grandbay and Dominica by extension by the amout of blood shed that is taking place there. Your soil is crying and you will not understand. You all need to turn to God who alone can save and intervene in the affairs of your community. He said in his word that if my people who are called by my name will humble themselves and pray and turn from from their wicked ways, then He will heal the land. This land need to experience the healing hands of God. So you as a people need to humble yourselves and pray. Blaming each other will not bring any change niether government, the only one who can bring change is the lord almighty and I urge you all to begin to trust and believe that God can do it for Grandbay and he will. Christians in Grand Bay Wake Up and Prayyyyyyyyy.

y do u want to compare and justify evil with evil? This is something i notice which is common with alot of people in G/Bay,instead of condemning wrong doing.U seem to be arrogant like alot of u in that village.A great man from G/Bay told me this village is like Nineveh, the place that JAH sent Jonah to preach and he did not want to go,myself went to G/Bay to do some work and on my arrival the first thing i saw is that this village needs a spiritual cleansing.

    Change the way it’s done.

Trade in your guns and ammunition for gift certificates from different business places (Astaphans, Courts, Whitchurch, Muslim store, Depex etc).

    For example:

hand gun = $200 gift certificate
rifle (assault rifle) = $500 gift certificate
round of ammunition = $5.00 gift certificate

Anybody with a brain would want something in return for their tool. I’m sure their gun isn’t troubling them where it is.

If justina was the one who did that i think that, this is true representation of the victims of police abuse and the plan that they had to continue the abuse. How many Gun did the Police that were transfer got and how many drug bust did they do,were they not that same police officer that were assaulting GranyBarians? .Justina has no jurisdiction or power to transfer police and why would justina want police that doing their job transferred?I know dat is not uno (Joan) or Around u must be one of the new crack smokers.Justina has and is working her butt off for the grandbay people. We must remember she is not a miracle worker and she has a boss (skerrit)I’m old school and justina would be rated second best only to her husband in pal reps for grandbay and people in grandbay still had things to say about pierre.Blame police chief and commish for the transfer. Is chief of police dat doh want grandbay people to have good law enforcement who are with the people and work with the community.I have always been saddened by Cuffy’s departure if u’re refering to him.But he was offered a higher post and took it as far as i heard from credible sources. We must start playing our part by talking to our kids cousins friends boyfriends to stop the violence drop the guns as the midnight groovers say in song.Go back to dominating sports and culture like we used to.Grandbay have four or five basketball courts and no serious basketball team.Best playing in dominica behind the stadium not cricket or soccer team.Grandbay has produced maybe the most musicians and bands and beats which up to this day no one have been able to play right. We are a special people full of talent overflowing with rich culture .These are the things we need to work on tha will steer the youths on the right track.Even isola was a good ball player like his mum but i guess st thomas and the greed for things he couldn’t afford turned him CHIEF OF POLICE LET US HAVE CUFFY WILLIAMS BACK>GRANDBAY MOTHERS AND THE VILLAGE MENTORS LET’S STEP IT UP WE CAN DO THIS LIKE WE HAVE DONE BEFORE SHOW THE REST OF DOMINICA AND THE WORLD HOW QUICK WE CAN BOUNCE BACK AND BE HEADLINES IN ALL POSITIVE WAYS.

It’s all well and good to call for turning in the arms. This appeal has been done before without success. But the Pal Rep and her comrads need to look at the bigger picture in Grand Bay.They need to stop taking Grand Bay for granted and deliver REAL Development to the community.Grand Bay has a very high rate of unemployment especially among the youth. Madam pal rep where are the 300 telemarketing jobs promised to the people of Grand Bay?
The BIG BLUE and WHITE building you all built in Geneva before election..What’s up with that? An election gimmick or what? Put this White and Blue Elephant into some productive use.
And where is the Medical School promised to Grand Bay? I guess all you gave it to Crazy T
at the old Roseau clinic. The poor farmers of Macaton and Morpo have been abandoned by your
government. The feeder roads are bad and the farmers get little or no assistance to make these
farming areas productive. There is no attempt to develop the tourism potential of Grand Bay with its tremendous cultural and scenic attributes. Take a look at The Grand Bay Tourism and Environment

Its easy to say oh the problem is Grand Bay but only two of the murders this year have happened in Grand Bay and calling for people to turn guns in Grand Bay does nothing address the real problem. But Mrs Charles, if you can say parents know that their kids are involved in these activities and they know their kids have illegal guns,,,,then i am sure you know these parents, that’s why you could make such a statement…..so my lady,,,if you know and you know…give the police a list…let them do something for a change.
But,,,everybody want to hide another…so….nothing will happen except more shooting and more killing…just a sad state the country is in right now…….i wonder what brought that on…..i not too sure, but.. time will tell.

We have been very unsuccessful with that approach in the past. I think the authorities: Police, Lawmakers, village councils and even the Church should come together to strategise and branstorm to put an effective plan in place to get persons who posess illegal firearms to surrender them.

Question…Is the message only on DNO? Justina need to rally the law abiding citizens of GrandBay and organize themselves to have a series of block meetings at strategic areas in Grand Bay and to denounce the possession of guns, the trading, usage and trafficking of drugs, since the two,(drugs and guns) are intricately related. She also needs to give the people her stance on the murders and her recipie to stemming it…WE ARE TOO HYPOCRITICAL IN THIS COUNTRY..Grand Bay has lots and lots of good men and women…WHAT GRANDBAY NEEDS PRESENTLY IS LEADERSHIP..MANY OF THOSE WHO ARE SEEMINGLY DOING VERY WELL IN GRANDBAY ARE BAD ROLE MODELS…Say this Justina for the sake of the small ones,at kindergarten, primary and secondary school….IF YOU ARE TO RELY ON JUST DNO to proliferate this message to the wider community, IT IS ALREADY A FAILURE..YOU MUST NOT JUST ASK BUT DEMAND THAT SKERRIT PAY MORE ATTENTION TO GRANDBAY..For too long he has been taking them for a ride.. I FEAR NO ONE WHEN IT COMES TO THE TRUTH !!!!! HAVE A HAPPY NEW YEAR,AND ALWAYS REMEMBER THAT LOVE IS THE KEY.

    Change the way it’s done.

Trade in your guns and ammunition for gift certificates from different business places (Astaphans, Courts, Whitchurch, Muslim store, Depex etc).

    For example:

hand gun = $200 gift certificate
rifle (assault rifle) = $500 gift certificate
round of ammunition = $5.00 gift certificate

Anybody with a brain would want something in return for their tool. I’m sure their gun isn’t troubling them where it is.

    December 30, 2010

Mrs. Charles, I can understand your concern but please remember
    1. Hours after your beloved husband and our beloved PM died, Senior counsel was on DBS telling us the grieveinces Perro had to deal with as a result of the St. Joseph meeting and it was quite clear who Tony was blaming. Instead you jumped on Skerrit Boat and became part of his currupt carbinet.
2.After the 2009 elections Skerrit said that he was pushing to have any one who possessed an illegal gun sent streight to stockfarm. What happened to Bubble’s and his gun, was it legal?
3.Peirro fought for democracy all of his life and would never give in to curruption. Yet you jumped for that
    4. Leaders that fail to abide by the rule of law will breed in a people that will likewise disreguard law. Yet, that’s what you are a part of.
    5. One’s sin will always find them out. So far out of the 15 Murders we have had, 14 of them took place in constituencies your party won.
    6. Fianally, getting back “Bird Island” from Venezuella was one of the visions that Peire Charles along with Rossie Douglas campaigned for. You were part of this cry along with me and many other real DLM supporters. Yet in 2007 Rosevelt Skerrit, went to Venezuella and publicly declared that Bird Island is now the rightful property of Venezuella. We do not know what the Pm got for that but instead of calling fowl you jumped in with Skerrit. So now you can understand why things are happening left right and center before your very eyes. Your leader has a very bad track record and our young people are now paying fot that. Too late to cry now!!

  50. condemn all kinds of criminal acts
    December 30, 2010

Justina Charles must first condemn all the corrupt acts that colleagues in high places of authority commit. Those illegal acts have been done with nobody in Public Office being brought to justice. Dr. Severin was vilified right in Parliament by a Minister in the DLP Govt. for expressing concerns about the rise in crimes and violence in Dominica. Justina Charles and her other colleagues in Parliament, heard the attack on Dr. Severin, said nothing and accepted the verbal abuse of the innocent citizen by that Minister.

Another Minister in the DLP Govt., just recently at the last sitting of Parliament, in his usual irresponsible, aggressive outburst exclaimed, ‘WE COMING FOR THEM.’ It was with regards to citizens again speaking of the ills and corrupt practices taking place in Dominica. Anybody who are brave enough, who dare express their genuine concerns about BAD GOVERNANCE or WRONGDOINGS, especially by those in Public Office, are BASHED, DEMONIZED, left, right and centre on a continuous basis.

Dominicans have the RIGHT to FREE SPEECH, to give their opinions on National matters, to criticize, to advice, to disseminate information about National issues, to condemn corruption, once that speech is not libelous. Numerous evidence and irrefutable FACTS have been brought to the public concerning illegal acts in our country. Charles, not once, has denounced those illegal acts. Therefore the community will certainly not trust her or take her words seriously.

It is not the first time that the DLP Govt. and Ministers have been calling for those with illegal guns to be brought to the police. The problem is some are witnessing corruption in high places by ‘BIG MEN and WOMEN’ that are never investigated or brought to the courts. Even when cases of serious crimes and killings reach the courts, the perpetrators walk free. The excuse, NOT ENOUGH EVIDENCE. In many instances people give all kinds of excuses for wrongdoing. Many in our SOCIETY directly and/or indirectly support those EVIL DEEDS. The Gunmen and other guys with criminal intentions must be telling themselves that they too could get involved in criminal acts and escape just like the ‘BIG BOYS’

As concerned Dominicans, we must continually CONDEMN all kinds of wrongs and CORRUPT activities. The shootings and killings by gunmen are CRIMINAL and UNLAWFUL just like other CRIMINAL acts not involving the use of guns. Defrauding the State’s Treasury of thousands of dollars, engaging in secret controversial deals, few enriching themselves quickly while in Public Office through devious means, etc. etc. etc. etc. etc are criminal acts as well. The country SUFFERS irrespective of the kind of CRIMINAL act COMMITTED.

What is the root of the problem ma’am? When are you going to address the subject on what your late husband envisioned for our negleted village. Take inventory on the progress that’s taking place in the Northwest of the island. Are you really satisfied with the crumbs that they give you? We’ve been lied to, they double-crossed your late husband, helped speed-up his demise and now you are a symbol of betrayal to his legacy as the most Honest Honorable PM the country had ever experienced.
Look lady, get the wool off your eyes and tell those who continue to lie to our villagers that we are ready to take no more. They are the very people you were angry at when your hubby died. Ask Tony and Krazy T. I bet they can help incase you’re suffering from amnesia. Stand-up for what is just and right, and do not be a puppet of the status quo.
Remember they once told us that we’d be getting a Med School etc, etc. The big white Elephant stands still at Geneva; the price for our vote. Get real. The gunslingers are not going to give up their arms unless there is a positive movement to bring employment and turn them away from drug
dealing. We do not need to be UWP, freedom or the corrupt DLP. We are an independent minded community who would like real progress to improve the lives of the youth and turn them away from crime.

well mrs Charles the problem is not only guns, should they turn in the cutlasses and knives also. the problem is not the araratus used it is the fraustration that these people are facing being unemployes and having their role models being these drug dealers, pay attention to that aspect of it and then we will can talk about turning in guns, and if we know the parents who are harboring the children with guns, does the police need their coorporation to go in there and take them, if there were a couple ounces of weed in those houses, would we seek the coorporation of the parents, or the police would knock the doors down and get it, the problem is corruption and fear, corruption that you are all somehow involved in that nonsense, and fear that you all might be told on….if you dont clean up that place for your children and the children of the poor mothers who are trying their best…. please dont anticipate our tears when it comes your turn to cry.

It is one thing to say turn in your illegal guns but it will not be done. The drug trade is too visible in Dominica and especially in Grand Bay. Right now, it is used for power and control and they will not turn them in; Waht we need is more jobs for the young men and women who leave school so they will have an option as well as good after school programs. We have to hit the problem at the head not the gun but the person behind the gun

  55. Give Peace a Chance
    December 30, 2010

I made a correction. Use this post instead.

Nothing beats a trial than a failure. What is happening in Grand Bay is no different from what is happening in other communities in Dominica. Gun violence is everywhere and these days whenver tempers flare the young people resort to guns.

Gun amnesty is not new to the country. The government has offered that before and it was not successful. I wish that the Grand Bay gunslingers heed the the call of their parliamentary representative and turned in their weapons. All Grand Bay people are brothers and sisters, uncles and cousins, aunts and neices. There is no need to turn the gun on each other.

The cure to this problem is that everyone in the village must make it their responsibilty to play a part in healing the community. The fact that everyone craves to be rich is not to be ignored. This is why there is so much envy, greed, jealousy and selfishness in the community. This has bred a dog eat dog culture whereby one trample each other to hang their hats where their hands can not reach. They pay no attention to the fact that they are killing each to get to nowhere.

Grand Bay is very rich with talent and culture and all that is needed is a good economic plan to develop an industry to create employment. Outside of that there are still many things the people can undertake to help themselves economically. Look how the Haitians are planting the land growing food to sell to make a living. Who said the Grand Bay people can’t do the same?.

Many people who are naturally rich believe they are poor and are dying to get rich materially. In essence what they consider to be riches is pure material things that they don’t really need to survive. They let the television screen corrupt them. Just see what’s being advertised on TV everyday -things that are foreign to Dominica.Things that we don’t really need to live our lives normally.

Everyone is after a 50″ flat screen TV, two and three blackberry phones, a side by side refrigerator etc. It drives them crazy when they see the neighbor has it and they don’t. Many times these things are ill-gotten gains either through drug or blood money that no one should envy.

Most of them who own the guns have no use for it but they want it anyway Everyday we see them turning the gun on their brother for petty reasons. The community at large are cozing up too much to the outlaws and hooligans. They must be made to feel isolated not adored. Haitians don’t shoot Haitians, Chinese don’t shoot Chinese but the dominican shoot and stab each other everyday. Shame on you my brother to allow strangers to eat the fat of the land while you are killing each other. Turn in your gun today and make Grand Bay safer tomorrow.

    • Francisco Etienne-Dods Telemaque

” Haitians don’t shoot Haitians, Chinese don’t shoot Chinese but the dominican shoot and stab each other everyday. Shame on you my brother to allow strangers to eat the fat of the land while you are killing each other. Turn in your gun today and make Grand Bay safer tomorrow.”

I am not about to condone any form of violence, under any circumstances’; we should never condone any form of criminal activity in the country, nonetheless, we must be careful not to make closed statements giving the impression that the foreigners, or shall I say those who have adapted Dominica as their home are not capable of committing the same crimes as a native born Dominican born.

First of all, Haiti, and the Dominican Republic is located North West of Dominica, as in the Commonwealth Of Dominica. By now most of us are very much aware, of all the violence which has taken place in Haiti over the years, even in the days of Toussiant, and in this modern day, and whiles the country is still in chaos dealing with the aftermath of earthquake which devastated their country less than two years ago.

Suffering all this hardship, Haitians are yet killing each other in Haiti everyday, there are countless, women been raped everyday in Haiti.

Haitians, may not shoot and kill Haitians in Dominica, since some may have come to Dominica simply to escape political prosecution, and the poverty existing in their place of birth, but because they are not committing crimes such as shooting, does not make them invincible, and not capable of shooting each other.

The Chines are masters of criminal activities, they may not be involved in any sort of devious activities on the island as of yet, but that does not mean that they are not capable of shooting each other, for all you do not know is that a Chines is capable of cutting your head off and eating you raw!

There has been an occurrence as in Canada, also less than a year and a half ago. Riding on a Buss, filled with passengers, a Chines pulled out his knife, killed the passenger sitting next to him, and laterally ate parts of the man’s body.

Chines gunned down people here in Los Angeles, even their very own family.

If we believe the Chines are not capable of violence all we have to do is reflect on Chen-amen Square, in China, and remember the violence and brutality the Chines government perpetrated against it own citizens a little over twenty years ago.

Hundreds of people were murdered that day, they were ran over like animals in the street, by the military, using Military Tanks, and other war machines!

The face of a criminal bares no mark.

So, we should not create the impression that because our adapted residence, and citizens who may have chosen to remain low profile, should be used as an example when it pertains to crime in our country.

Why not think of something better to say? The discussion is not about foreigners ability to commit crimes in Dominica but about Dominicans stop perpertuating crimes against each other.

    • Hey just giving my two cents
      December 31, 2010

Very well said “Give peace a chance” and “Francisco Etienne-Dods Telemaque” I do still agree with his comment made after you made yours.

I seem to understand why you feel that way having your bro a victim of violence but you need to let go of that load that you are carrying so long or else it will make you a monster. Our loving and forgiving Father has given us the recipe for forgiving one another. If we do not forgive others how can he forgive us ( non of us are perfect). Yes it can be hard when we are agrieved in the way you were but if you do develop a relationship with him and recognise his love for us when he gave his son to die for our sins (you and I and all mankind) then he will help change to be christ like and to be able to forgive even those who hurt you. Vengeance is mind saith the Lord. He doesnot want any to perish (not even the trangressors) and he does not want us to help him. He is more than able to take care of our worldy cares. We just need to trust in him and to walk in obedience to his commandment. Quit looking at the other person next to you. If you do you will never move forward (so many wrong things are happenning around us and worldwide). You have to keep your eyes on him and try your best to emulate him. Only then you will understand what is happenning around you and you will your rightful role as one of his disciple.

I wish for you in 2011 – a renewed relationship with the Father so he can heal you of your hurt.

“Give peace a chance” whilst having supported the minister call for persons bringing in their guns and asking parents to get involved in dealing with the problems amongst other things, “Give peace a chance ” has highlighted some of the things which creates that kind of problem and he has asked everyone to take up responsibilty. I think that all he saying is we need to make an effort and nothing beats a trial. Some of us kill anything before it is started with our negative thoughts and action and mouth. Instead of trying and asking the only one who can and will deliver us to come incontrol of our lives gives us wisdom in our decision, we kill all even before it is born.

True the Haitians are not killing oneanother in our country but they are helping one another – If one has a house , he will bring in about 10 others – togethernes even if it means it is in the time of crisis and runinng away from their country. We are indeed in a time of crisis and we need to come together to combat this problem.
