UPDATE: Police officer arrested

Police Chief Cyril Carette has confirmed an earlier report published by Dominica News Online (DNO) that a police officer has been arrested.

Speaking to DNO on the matter on Sunday, Police Chief Cyril Carette confirmed the arrest of the constable who was stationed at the Pointe Michel police station. However, he declined to give details.

“I can confirm his arrest but I am not saying anything on the matter right now. At the appropriate time I will speak on it,” Carette said.

According to information reaching DNO, police constable Ohssel Tyson, was arrested by members of the Criminal Investigations Department (CID) and taken into police custody on April 7, 2012.

Reports indicate that the officer was under police watch for a while for alleged illegal activities and that the arrest came as no surprise.

It is alleged that the officer has been involved in selling an unlicensed firearm to a civilian and also is being probed for other alleged offences.

    So heartbreaking to hear bout the arreset of a fellow pc,feeling for your family bro but you were supposed to uphold the law not break it and now IF it is proven and you are guilty then you must pay the price. Was it worth it? Why do so many of the young policemen want to live above their means and hang their hats where their hands cannot reach? There are more policemen from the same village (political appointees and auntys in high places)who are there living like they are above the law and harrassing the young people in the village brandishing guns while watching family smoke weed.Tell carette to investigate now.

    this s rather sad to hear, everyone makes mistakes, however, when you are recruted in the police force you are expected by law to act a certain way, you are there for law and order, thus breaking the same law that you are paid to uphold is not good. see so many gun-related crimes going on in dominica now, we cannot tolerate those kinds of behaviors from people who should know better. i am sorry that you make that choice , howevre God forgives.

    hmmmmm thats small fish in the large ocean.so much corruption in that police force.so many police officers involved in the drug trade,so many officers involved in bigger crimes,so many officers in high position in the police force serving themselves to what they confiscate from criminals.corruption corruption corruption. when they catch drugmen with large sums of money they take their cut and report lesser ammounts.we know that. ohssel u r a small fish in the ocean of a corrupted police force.But my boy you were wrong.we can only hope that others will follow.

      develop an ethical culture and others will follow(be warned)….but if management is unethical there is a higher chance that employees will be unethical too…it’s common sense

    learned that the number cause of unethical behavior at the workplace is other employees/coworkers actions……..when coworkers, especially management are seen or known for being unethical, other employees follow their lead…they can get away with it so why can’t i….there is a term used to describe this behavior….i can’t remember it

    He/she leaves work early….So why can’t I?………….. He/she takes a 2 hour lunch break so why can’t I? he/she takes a few products from the company to sell …why can’t I ……hey It’s not like I’m hurting anyone here…I’m just making a few extra bucks like everyone else…

    Carette should be more transparent and display more openness in his comments when responding to questions from the media.
    If the Officer was arrested, this means the investigation is complete and there is no expectation of privacy for the Officer because he is a public servant.

    I will treat this as a case of “innocent until proven guilty”. However, if found guilty I want the book thrown at the said officer with all its fury. Police officers are the guardians of public safety and as such an offense like selling an unlicensed firearm to someone is unforgivable. In an era where we are screaming on the issue of crime in Dca, such behavior is intolerable and cannot be accepted. The Commissioner should perform a full internal investigation to determine root cause and flush out ALL those who knew about this and said nothing.

    In this regard, I hope the investigating officer file the following charges;
    1. Illegal Importation of a firearm into Dca if it was not brought in through proper channels- Whomever imported the gun
    2. Unlawful posession of an unlicensed firearm (Against all those who handled it)
    3. Selling a firearm without being the holder of a license to do the same
    4. Smuggling of a firearm into Dominica (if it pertains)
    5. Failure to pay customs duty on an imported item (if it was smuggled)
    6. Illegal posession of ammunition if there were bullets with the gun
    7. Illegal importation of Ammunition into Dca
    8. Illegal sale of ammunition without the proper license to do so
    9. Failure to pay custom duties on ammunition imported into the country

    Several people may be charged including those who may have aided and abetted in the commission of this offense. Only a full, detailed and complete investigation will uncover the whole truth.

    Hi, We should be encouraged that an alleged currupt Officer is removed from the force but I have a number of concerns about this arrest. First, I do not no if the Criminal Investigation Department is a unit within the Police Department that investigate curruption but what I have read is that they respond to Homicides, Shootings and other crimes. . If it is then it is not their responsibility to conduct a long term investigation against an active Office rather this should be conducted by the Internal Affairs Bureau of the Department. Second, The Police Commissioner should only confirm that an Officer was arrested and charged with centain crime therefore he cannot go into details about the incident. So I support the Police Commissioners basic statement about this incident. Third, Any internal investigation of curruption within the Police Department should be investigated by Internal Affairs in that way you will removed any suspicion of favoritism towards the alleged perpetrator or it should be investigated by Government Inspector General Office. Otherwise a good lawyer will take this case apart. The head of Internal Affairs should hold the Rank of Deputy Commissioner and be given Subpeona Power in that way he/she will be able to conduct serious investigations within the Police Department.

    This Tyson Officer has been living together with/has a relationship with a female Cpl who i understands works at the Police Administration. Could she have known about this firearm and its sale? Perhaps. I hope, if the CID Officers haven’t, that this Cpl would be arrested on suspicion or detained for an interrogation. Also i believe that She should have no communication with Tyson unless there is a need or request by the invetigator(s) until the investiagtion is closed. No bail should be given to Tyson and the Cpl should not be allowed to exit the country. However, there may be a lesson to learn from this incident after the investigator or the Cheif of Police would have found out from Tyson, ‘what propmpted him to commit or aid such an act.

    Unbelievable! I think the chief of police is being very bias for withholding the details of this corrupted officer from the public. The citizens of Dominica have a right to know.       Hi, The Police Commissioner cannot go into details of the arrest. If he does then he will be tainting the Jury whenever this case comes to trial so his limited statement is appropriate. If you were the alleged perpetrator would you like the commissioner to give specific detail about the charges and investigation. I think not. Let us wait and see the outcome in court.

    While I agree with the police for arresting the officer for selling illegal firearm to a civilian, I also believe that commissioner Carrete should tell the nation what he knows about the Bubbles unlicensed gun, which was at Portsmouth Police Station, and some how found itself in the hand of Bubbles again. What part did he and/ or the officer play in ensuring that Bubbles got back his firearm? Was cash involved? Or was in because of politics and eyes had it?

    once you have corruption in are police force, Crimes and Drugs will definitely increase in your country.
