UPDATE: Police investigate killing of teenager in Silver Lake; one in custody

The police are investigating the death of a 17-year-old who was killed in the community of Silver Lake on Wednesday at around 8:00 pm.

One man is in custody in relation to the matter.

The dead teen has been identified as Freddy Claude Vandal, who was born in Guadeloupe but is Dominican by descent.

Police PRO, Acting Inspector Pellam Jno Baptiste said the police responded to reports of gunshots being fired in the community and upon arrival the lifeless body of Vandal was found near the river in the area.

He said there were several marks of violence on his body including a suspected gunshot wound.

Vandal was officially pronounced dead at the Princess Margaret Hospital.

Photos circulating on social media show what appear to be several severe chop wounds to the side of Vandal’s head.

Earlier unconfirmed reports said the victim had stolen a bike and was returning it when he was attacked.

A coroner’s inquest will be convened in the matter.

    Its just my take on things, but has anyone else noticed that when these things happen, that there is very little effort by the police to solve these crimes? Reason because its crimes among ghetto people, and there is no benefit to them. If they had heard about herb or money, they would be busy turning Silver Lake and Morne Prosper upside down n picking up much more than one suspect. Many have been murdered, kidnapped without a trace, seriously injured but all we seeing in the media is police burning ganga fields etc and no mention of moneys found. I really wonder why a natural herb is more illegal than murder or molesting young children?

The police want to be listening to all phone conversations and tracking all text messages to see where, how and when people moving a lil herb and does come down with vanloads to burn people farms, but a serious crime like this happens and they talking bout one person in custody and matter being investigated? Oh please, how hard is it to trace back the video to the original phone cus we know that person was on scene to make video.     Its funny how certain Dominicans would accept anybody with open arms , Freddy was well known for his criminal acts and yet still you all would defend him “allu didnt know the man, he was a nice boy” “allu have proof he kill ppl?” . He left me mourning back in 2012 when he shot and killed my friend in Guadeloupe and I’m not the only one. Majority of crimes he did, Dominica would be his hideout which was known by the French,.     The whole situation is sad and i see no point in anyone rejoicing or pointing fingers. I have read a lot of comments on here and most of them are crying down Silver lake, the man was murdered in the area but that does not mean is people from the area that killed him.     Nothing has been mentioned about parents that put children into this world when they are not capable or willing to assume the responsibility of bringing them up properly. Are we surprised then when such children, growing up without guidance, proper love and care turn into feral human beings? I think we should start right there and not consider it a right to produce offspring but a duty to look after them. Nobody asks to be born but everyone has a father and a mother but do not make babies if you can not accept the responsibility of acknowledging their existence and care for them and expect society to accept the burden instead. That is not fair to the children.

      The situation with some of them, they may not have set out to have a baby but it so happened, if you know what I mean. Some will say it was a mistake. Some men
      will state the child is not theirs. You know the continuing story about that.
      These parents, especially those who are single should receive some advice and guidance from the Social Service Department. They are left on their own to bring forth a child and nurture him/her, some as single parents. This is also the cause of poverty and some blame the government for poverty and lack of jobs.
      Unemployed people who are also poor could be a hardship, a burden on the economy. The critics do not realize that.
      Some of the men cannot afford to support a child much more for children. Some have more than one child and with different children. Some women also have children with different men.

        How often some mothers take the fathers to Court for child support.
        Children need both mother and father. Some fathers are not available to nurture their child/children. The women must do so alone. This could account for the reason why some children become lawless and get into trouble.
        Some years ago Canada established an online registry of dead-beat dads. I do not know if it is still in existence. I never accessed it.
        If the men are employed a certain portion of their income could be garnished fr child support. Some of them must pay child-support through the Court System.
        Again, these children should have a mother and father in the home to also nurture them.
        There are children who are hurting because of not having a father who loves them, one in the home; likewise a mother.

      A recent case in Toronto, a mother who is a drug addict, gave her young daughter to a couple, friends, to take care of her. They ill-treated the child to the point, she died.
      The case was before the Court. The couple was sent to prison. I think for 25 years.
      This story is a sad one. From what I heard through the Media, the child did not want to live with the couple. I suppose she was accustomed to her mother. Now the mother is blaming the Children’s Aid – Child Welfare, somewhat blaming them, saying they could have done something for her child.
      So, there are many stories and some sad ones why some children become street kids and commit crimes. If they live to adulthood they continue committing crimes. It makes one wonder, who really cares especially about these children, some who are fatherless and with irresponsible mothers?

    Someone sent me the actual crime scene poto, this young man was hacked mercilessly. There were several deep lacerations to the face and skull of the deceased, an ear was completely severed. Additional deep lacerations to what appeared to be the right elbow shows the exposed meat and bones of the deceased. The very suspicious thing about the crime scene photo however is the lack of blood on or around the deceased. This, of course, presents a need for further investigation into the death of this young man as it appears that he may either have been dead long enough BEFORE he was chopped up to facilitate the lack of blood. In the alternative, the possibility arises that the deceased could have been thrown IN the river at some point and bled out there. It is even possible that the deceased crawled out of the river with his last grasps of life and finally succumbed to his injuries on shore. In any event, I am not being paid to speculate so we will await the investigation results.

      From what I’ve seen so far, this is not the actual crime scene. This young man was first shot long before he was chopped. The offenders kept the body untill they thought it was safe to move the body. After finding their dumping spot, they then proceeded by causing severely bodily harm to the head , neck, n arm of thedeceased victim. Such strategy was used in order to confuse the investigators as to what really happened. Two different weapons were used and it’s obvious that, that’s a job of more than one person.
      No blood around the victim or his wounds? That scene has was well disguised. Witnesses need to come forward n the apprehended suspect needs to be cracked.

      I agree. He was such a young man; only 17 years.
      If he stole a bike, this was no reason for the man to do this to him. Furthermore, he brought it back. He may have wanted to turn his life around and did not get the opportunity to do so.
      God knows all about his life from the moment he was born until he died. We hope that God forgave him for whatever he did in the past. If you are a Catholic, pray for the repose of his soul. I will make note of his name and do likewise. God is merciful!
      We Catholics believe that God created Purgatory where souls whom God forgave will make atonement and then enter Heaven. No one really dies perfectly so as to enter Heaven immediately when they die, no matter how much they know the Holy Bible and quote from it. I also have some writing on Purgatory.

    Whilst back in Dominica our church keep numerous open air meetings in these three spots. Silver Lake,
    Tarish Pit and Gutter Village,and I know of many other assemblies that held crusades or open air meetings in these communities as well..
    We use to visit these three locations so often that I can recall telling some of the members, what’s wrong with the people up at St. Aroma, Up there in Goodwill, yes many are rich folks but ain’t they in need of the SAVIOUR too..We are too take the gospel everywhere….
    I do not know if it’s still happening today…but I doubt these areas are in a lack of the gospel…
    Let’s not forget the days are getting darker and darker…And I know nothing about the young man ,certainly can’t comment about him personally but if it’s true,and I say ( IF ), what some of the people are saying about him when he resided in guadeloupe then the old folks would say..As he live so he died….

    DNO is my only window on Silver Lake but what I see is a very troubled locality.

    My heart goes out to these people. They are getting in the news for all the wrong reasons. We are hearing of drug bust after drug bust, illegal guns, and crimes ranging from theft to murder.

    A spirit of sheer hate and the need for revenge seems to rule the day. A man steels a bike. While he is trying to return it somebody shoots at him. Since when does theft bring the death penalty? The bullet misses! Then somebody jumps him with a cutlass and hacks him to death!

    Not a good place to live and raise a family.

    For some reason people with bad connections seem attracted to Silver Lake. It is probably because the place is far enough removed from the larger centers to give privacy, and a place to hide where their operations can be kept out of sight.

    It is a place I would like to go and conduct an evangelistic crusade :!:

    It is of no surprise that this happened… it did not have to be him but could’ve been any other young man that wasting their life doing absolutely nothing but getting into trouble here and in Guadeloupe…. all these boys are concerned with is Big Chain, T Maxx and Lacoste… Whats even more sickening is the fact that in some cases their parents are even condoning their behavior because the parents themselves have no proper upbringing… so for those boys is smoke weed from 10, stealing people things from 12 and is so it goes… Even our young women are to blame for the rise in boys who sit whole day doing nothing but terrorizing people life, selling drugs, having sex with anything that walks… Our young women are supporting these men, fighting with people for these men when their parents working hard to send them to school… They’re passing on scooters all time in the night feeling proud while their parents are embarrassed… Honestly people we can do better than that

    I don’t know what it is about this place but that Silver Lake area seems to be the central district of all what is not good in Dominica, the root of all evil. They need prayers, some sort of divine intervention. They’re too quick to pull that trigger, too quick to stab that knife, too quick to slash that cutlass. Maybe just maybe more police patrols in the area would help, maybe the presence of police officers would deter them from doing these heartless acts. But then again I doubt that our underfinanced, broke, lack of resources corrupt police force have the skill, knowledge, and money to make a real impact on the criminal jobless society that their boss Skeritt has created. All they’re good at and quick to respond to is drugs. I’m expecting to get bashed for being political. Go right ahead. You all don’t realize that to fix a problem you have to address the root of it. If people had jobs to keep them occupied there would be less of these things happening. Face the Facts

        You do realize that the crime rate per capita in Dominica is at-least 5 times higher than “America.” This includes crime ridden cities such as Detroit and Chicago which could be 1000s of miles away from where you live.

        For a country that relies on tourism it is not good for Dominica be on a “countries to avoid” list due to crime.

        Also Barbados and Anguilla are “smaller countries,” with a much lower crime rate but I suppose we can keep pretending that nothing is wrong in DA?

    Why do people let anger take so much control? It is alleged that he stole the bike and was returning it… maybe the owner wanted to teach him a lesson… but my God, 1 wasn’t enough?

    You had to chop him till he died? What have you gained? Your bike is no longer yours! You will get a couple years in prison (and I say this lightly, cause our justice system is lenient). What about your future? You have taken the life of someone else, his blood is forever on your hands!

        I feel the same… every time I come home is the same… people I never expected… people who seem to have their lives together… they are like ducks on a lake… above water they moving along gracefully but below water their feet are nervously trying to keep them afloat. Truth is things are really bad in Dominica financially right now and while civilized people are depending on the system to survive (loans, fast cash, pay day advances) those with no access to these avenues of finance seek another way… the only other way they know… (rob and steal or sell drugs) It’s truly sad to see lives being taken like this. My condolences to the family and friends of all those involved. 1 man dead 1 man going to prison.

    Dominican government should table crime in setting up a special force call the ICI police National team and get more technologies in helping in they investigation. I things in this horrible for this man that get chop as he has recognise his wrong doing by willingly returning the bike, such crime is not acceptable and it doesn’t sat with the common law of the country cause the individual in question is not above the law and does say the right to act in such ruffl way only if the life of the perpetuor was in full risk and the incident was taking place inside of his property as we call it self defence. And it will be good the government open an office of surveillance in those remote and rual place that are really affected by crime it is innaceptable for the course of tourism and for the well being of the country. Violence should not be the act to solve minor problem. And in Educating people by having chat show about the violence in they community and also educated the new commer…

    The authorities need to urgently go into that community to give guidance and counseling to residents of that small community. Too many crime and violence in that small place which is more populated with children. The sad thing is all those crimes take place right before the children’s eyes. Just imagine the effects of witnessing those crimes and violence could have. I have to exercise caution when driving in that area or else…..

MATT in the morning has a long taylalay, about police harassing silver lake innocent children. They made a big show.
