Wiltshire denies involvement in passport scam, but admits unknowingly dealing with scammer

Former Attorney General Bernard Wiltshire has denied any involvement in the passport scam though admitting he had innocently dealt with several persons allegedly involved in the crime.

Wiltshire made the disclosure in an audio statement released on the weekend.  He was responding to reports in the electronic and broadcast media last week that he was held for questioning by police in a matter involving fraudulent documents and passports in which two civil servants have so far been charged.

“I had absolutely nothing to do with any passport scam whatsoever, absolutely nothing. I knew nothing about it. I dealt with the people involved. I know one of the people involved who work at the Registry…but this was purely to do with business,” said Wiltshire, who was the United Workers Party candidate in the 2009 general elections for Castle Bruce.

Wiltshire did not say whether he was brought in for questioning by the police but stated that the “police are not accusing me of that. It is never done”.

The attorney however explained that in 2006 he dealt with a man who has committed three scams. He said the man came asked him (Wiltshire) to do a statutory declaration because he lost his passport.

“… He filled out passport form… asked me to sign passport form on his behalf,” Wiltshire said in the statement.  “(He) asked me to sign that passport form that is all I did. i didn’t know the person really except I think I have been introduced to him sometime before.”

Wiltshire blasted the media.

“The impression given on some of the news stations that I in fact have something to do with this scam is absolutely nonsense. The people of Dominica know that since 2000 I have been outspoken in my attacks upon the selling of passports to people we don’t know. That is a very dangerous thing and it has brought us to this present problem that we have.  It has now corrupted some of our key institutions like the Registry. It has corrupted the Passport Office as well. And it is in fact put people like myself in danger from scammers who come and give us wrong stories,” he said.

The attorney said this situation has put Dominica in all “kinds of difficulties,  harbours criminals… and people are forging these passports all over the world”.

He added: “So we have lost control really over the distribution of our passports in the world. This is a very great danger and that must stop now. It must stop otherwise we will put ourselves in greater danger. When you’re in a hole stop digging.”

Wiltshire reiterated that he has nothing to do with the scam. “So I just want the public to know that I could disprove anybody who wants to use this last example of what actually happened there as some kind of way of abusing me even further than they have abused me over the many years. I had nothing to do with this scam. I know nothing about it. I am not interested in it. I would never get involved in something like that which in fact puts our country in jeopardy or in danger,” he further explained.

Public servants Nash Mitchell and Lyndon Marie appeared in court last week Monday on forgery charges in relation to the passport scam. They are facing charges of 14 counts of forgery, including the possession and uttering of forged Commonwealth of Dominica passports and birth certificates.

The crimes allegedly took place between November 11, 2005 and March 31, 2011 and already 40 forged passports have been reportedly identified by police.

The men were denied bail.

Police believe there are more and that the alleged passport scam has placed Dominica’s sovereignty into the focus of the international community with consequences for legitimate passport holders.

Several other persons are being investigated for the crime. If found guilty perpetrators could serve a maximum of 25 years imprisonment.

      are you for real. if a dominicaan come to you with an old passport, and you know he is a dominican, then you will ask him for more information?..be real this is not politics. since he has an old passport then you can go with it… it is clear that this individual is either a drug dealer with frequent travels back door or a smuggler….. so he needs more than one passport.

    I think Mr.Wiltshire lied when he said he meet the person a few years earlier but he was not treated right. The other lawyer who signed the 40 plus pass ports should be named and locked up as well. I am not sure where we’re heading in Dominica but it’s a sad day when you cannot rely on your police force and your courts. We are now the laughing stock of the Caribbean. People should hear how officials from other countries speak about Dominica. We blame eveything on politician but is the people who put them there and is the people who will have to turn things around, people should foget about party red, bule, green or yellow, forget all that we are Dominicans first. Is not beacuse you support a party you have to agree with everything they do. No ploitical party will never do all what the people want them to do, none will, so let us just forget about playing politics and put Dominica first.

    Our people seem to like dependency. They rather have someone who they can go to every day and ask for a dollar than have someone who can help them become independent and work to make their own dollar. we need a new type of education i Dominica.

    it is heart breaking to see and hear what is happening to this country.Some are free to do as they please and others are being abused.There is too much corruption in such a small country.

    I wanted a Dcan passport. I was born there and so both my parents. i got all sorts of ‘run-arround’, i even changed my mind as a result. it is said to learn that the Abduls and Mohammids etc all can get a passport.

    While the police is creating the impression that they are working toward cleaning up this passport mess I get the feeling that the police is trying to blanket the real issue. A born and bred Dominican scheming to get multiple passports for whatever reason is illegal and worthy of prosecution. The granting of our passports to criminals posing as businessmen and people with ties to terrorist movements is in my opinion worthy of more serious prosecution.
    However I am not surprised that the lawyers who are really responsible for the reckless selling off our passports are not questioned by the police. I am not so naïve to believe that these lawyer did not, according to Earl Williams “cover their tracks”so much so that they would be immune to any investigation. Based on the economic citizenship program the quiet lawyer for example gets a percentage of the passports transaction notwithstanding the fact that the amount declared to the treasury is just a fraction of what the clients actually paid for the transaction. Off course there are times when passport deals are exclusive of the treasury and the money is distributed among the people involved- that could be politicians and the police officials. The more the merrier – 40 passports is just the sprinkles on the ice cream.
    The Wilshire’s investigation is diversionary tactics. The two civil servants up in stock farm will be punished attempting to play a few rounds of golf on a golf course that was meant for the political mafia and their dirty lawyers. But then again how long will it take before the two civil servants get a fair trial if the case against Skerrit and St jean is still lingering in the courts for two years. I always thought that government officials get priority but alas Tony can bend and direct court traffic as he please.

    I do not know the whole story, just bits and pieces that I read here and what I heard on the DBS Creole show earlier today (6/06/11). I do not intend to take sides either. However I think that if I have to look at this objectively which is the only way I can, I do not understand why Mr. Willshire would sign the form based on what he said. According to him, the man said he is from “Soufrierre”, but he looked like an Arab or Lebanese. What about his accent? Also, if you do not know him very well, but had been introduced to him briefly in the past, and he was in your office for only about 10 mins, why sign a legal document on his behalf? I wonder if he would do that for me, a true Dominican. Just wondering!

    Dominicans passports, before they are given on approval of an application, must be in the SAFE KEEPING of the Immigration Dept. Any senior or junior civil servant involved in any PASSPORT SCAM must have obtained and/or received passports from where Dominican Passports reside, and that is from the Immigration Dept. Any Dominican passport obtained legally or illegally by any Dominican citizen or foreigner must come from the Immigration Dept. The Police Dept. has, as mandated by Law, to protect and keep safe our Dominican Passports at all times.

    However, Passports are selling like Peas. It is not now that is going on. No transparency. No accountability. Economic Citizenship PROGRAM MY FOOT Some are making $$$$$$$$$$$$$$$$ on the backs of our people and getting involved in all kinds of SCAMS. That is not the first time. The LAYOU RIVER SCANDAL involved also selling of passports. Money, money, money was made by a FEW. Up to today, NO HOTEL. But NOTHING has happened. No arrest. No Court. NO case. NO charge. NO Fine. No Jail. Absolutely Nothing. They the ‘High Repute’ people are well protected. They know how to protect themselves from the Law. Those on the lowest rung of the ladder will be dragged before the courts and fined and/or jailed.

    Mr. Willshire being a strong proponent against sale of passports makes him an easy target to downplay his legitamcy on the topic and to deflect attention from where it is due. I say this because as a country we countinue to be individuals despite having the same cause to fight for. Can anyone explain to me why a group of lawyers cannot provide pro-bono legal service to fight some of the legal challenges most of which are from government, and due to the high cost of legal service legitimate cases against the government are either being stalled/not taken up. Our country has a lot of people who speak a lot, but when it comes to making a commitment to provide human service it becomes an entirely different thing that is seen through the lens of WII-FM (What’s in it for me). I am not a lawyer but, the advantage of Pro-bono legal service can also deter the government sides from filing frivalous cases because the case can be made further as to what is the purpose of the Attorney General’s office. I hope that Pro-bono legal service will be realized sooner than later.

    According to Mr Wilshire he was questioned for 10 minutes and held for 10 hours. It seems to me that the action of the police was deliberated and meant to cause embarrassment to Mr Wilshire. We all know the identities of the main stake holders in the sale of our passports yet these people are yet to be interrogated or put through the scrutiny. The forging of birth certificates and fraudulent processing of forms is deserving of penalty under the law. Like the drug trade the $5 retail crack dealer gets the attention of the police whereas the big timers with “ escobarian status” are held in high esteem. Often protected by the police themselves and the crooked politicians in government.

    It is time for us Dominicans to take our country back from the bondage of the gold digging brigade of deceitful politicians, their friends and crooked lawyers. We all know who they are no need to mention names.

    hahaha is that,,, i not signing passport application for nobody,,,,, and i’d like to know how come the dominican consular office in new york closes so early,,,, monday wed n fri,, from 9 – 1 and tue and thur from 9-12 yes iyah,,,, that is good life wiii,,,, i pass there about 2 pm and it was closed,,, all other offices open,,, grenada,, st vincent etc but ours close,,,,, we can do better than that,,, not ruffling any feathers but whoever is responsible can do better

    the police needs to get up and do the work of the country in a non bias way and stop playing petty politics in ensuring, they carry out their duties efficiently. They need to start investigating their counter parts right in the immigration office thats where it all began. stop holding persons in question because they are affiliated with a certain political party.     Since Bernard Wiltshire has returned to Dominica, he has been the victim of abuse. I find this very sad where many of our people claim to be “christians.”

    People must respect Mr. Wiltshire, this is a man of high academic repute and he has lived in England for many years. It is so sad that we fail to give people their bouquets when they are alive.

    Mr. Wiltshire cares about the Dominican people more than they care about their own damn selves. This man has worked tirelessly to ensure the safety of our environment. He has worked so hard to put Dominica on the map of the world as the “nature Isle of the World.” It is so sad that our current administration cannot visualize where he is coming from.

    Many people vilify Mr. Wiltshire so much, my question to them is, have they ever taken the time to listen to him, talk to him for 2 minutes?

    It is pathetic and sad, everyone of us has faults however, our society has treated Mr. Wiltshire with disrespect and that is so wrong. People must learn to be just even if they dislike a trait of someone.

      So what? don’t you have a responsibility to do your own due diligence before repeating what others say? It is clear that you have no intention of correcting your error because you continue to mislead in your current piece. You insist in linking Mr. Wiltshire to the two persons involved in the scam, even after the gentleman has stated that the police has not linked him to or questioned him about the said scam.

      If you do a search for that story on the site that broke the news, you will realise that the story has vanished into thin air. The search will reveal every other story on Bernard Wiltshire including another one of that same day, but NOT this one. Take this as your cue.
