A Memorandum of Understanding between the Ministry of Agriculture of the Republic of Cuba and the Ministry of Blue and Green Economy, Agriculture and National Food Security of the Commonwealth of Dominica was signed this morning, August 5 2022, by the Ambassador of the Republic of Cuba, Ulises I. Arranz Fernández and the Minister of Blue and Green Economy, Agriculture and National Food Security of the Commonwealth of Dominica, Honourable Fidel Grant. The document was signed at the headquarters of the Ministry of Foreign Affairs, International Business and Diaspora Relations of the Commonwealth of Dominica. During the signing ceremony of the Memorandum of Understanding, Ricky Brumant, Director of Agriculture of Dominica, the Ambassador of Cuba and the Minister of Blue and Green Economy, Agriculture and National Food Security spoke.
The Director of Agriculture, referring to Cuba, said that, like an older brother, Cuba has supported Dominica in all spheres of life, particularly in health, education and agriculture. He said that agricultural activity is currently crucial and that it is expected that by 2030, it will increase its contribution to the Gross Domestic Product to 700 million dollars; and the collaboration of Cuba would contribute to that purpose.

Dominica has always had the potential of being the food basket of the Caribbean. The arable soil, abundance of water, all year round sunshine, and a relatively young, healthy population make Dominica an ideal place for agriculture and agro-processing.
Unfortunately, the country has the right nature resources but, at present, the most dysfunctional, unproductive, underperforming government in its history.
This MOU with Cuba is just a headline grabbing exercise for local and regional media attention.

Under whose portfolio does the Red/Scarlet Economy in Dominica fall? Given that resilience is the order of the day, one is inclined to suggest for further consideration, the signing of a MOU for the Red/Scarlet economy that could act as a trigger for our Green and Blue economy. The Red/Scarlet MOU would identify, analyze and capitalize on the political and economic structures that allow and control the senoritas from the neighboring Spanish speaking country. It is acceptable that the oldest profession in the world is said to be a benchmark of the Red/Scarlet economy. That profession occupies a nuanced place in the feminist framework and that of labour in general.
