Dominica joins International Civil Aviation Organization

Dominica has now become the 193rd member state of the International Civil Aviation Organization (ICAO) following its official adherence to the Convention on International Civil Aviation (the Chicago Convention).
Dominica deposited its notification of adherence to the convention on March 14, 2019, and its ICAO member state status became effective 30 days after April 13, 2019. ICAO was advised of the development by the government of the United States of America, which serves as the depositary of the Chicago Convention. The ICAO member states were advised separately of the development via a state letter.
“The safe, secure, and sustainable development of air connectivity is underpinned by compliance with ICAO standards and recommended practices (SARPs) and the implementation of our global plans and other guidance materials. Joining ICAO is the first step toward compliance,” noted the president of the ICAO council, Dr Olumuyiwa Benard Aliu. “As aviation is pivotal to the realisation of the Sustainable Development Goals (SDGs) adopted under the UN’s Agenda 2030 and is particularly crucial to the sustainable economic prosperity and resilience of small island developing states (SIDS), Dominica’s ratification of the Chicago convention will represent a significant moment in history.”
ICAO membership will be particularly important for the development of Dominica’s tourism sector, as air transport and tourism are major and highly synergistic economic sectors. This is illustrated by the fact that, at the global level, 57 percent of international tourists travel to and from their destinations by air. The combined contribution to the world GDP of these two sectors is, in fact, close to 14 percent. Significant growth in air services and tourism is forecast, which represents a particularly important opportunity for island states like Dominica.
“Dominica will now be able to access the global guidance, and support ICAO delivers through our no country left behind initiative. It enables our member states to develop aviation policies, strategies, and capacity that are optimised in terms of unlocking the sustainable development benefits of international air connectivity,” said ICAO secretary-general Dr Fang Liu. “We look forward to welcoming Dominica to events such as the upcoming ICAO World Aviation Forum, which provides states with unique opportunities to connect with the world’s key aviation and finance stakeholders and expand their aviation sector through strategic partnerships. A strong foundation for these partnerships will be provided by the ICAO strategic guidance, linked to our safety and security auditing that Dominica will now be receiving.”
Like the other states in the Caribbean, Dominica will receive crucial support from ICAO’s North American, Central American and Caribbean (NACC) regional office, enabling it to thoroughly identify and benefit from the opportunities presented by its ICAO membership, and participate fully in regional and global aviation planning going forward.

    All of you bits of scum of the earth like  something called Anon, by the time you see the result of next election, some of you will feel like hanging yourselves, because Roosevelt will be no more.

    This morning someone sent me a video of a woman in New York who used to camping all over the place dressed up in red, recruiting people, paying their passage to go to Dominica and vote!

    She has come to realize that there must be a change in Dominica, hence she no longer dress in her red sweat suit ranting and raving for Roosevelt; now she is in the camp of the UWP campaigning for the UWP. 

    Lies and bribes are no longer working; they went on a bit of land I have in Wesley, and put an 8 X 8 or X 12 on it for my nephew, with no indoor plumbing; but if they hope that is the bribe for his vote it will not work.

    Why does this regime have to be last in regionally and internationally in everything that is beneficial to the state? It is said by most of the DLP sycophantic supporters that too many Dominicans are too critical of the current government. Reason for this is, Skerrit creates a target rich environment for attacks. Imagine, Dominica is the last government on earth to join this important organization (ICAO). Dominica is just a depressing country to live in. The economy, agriculture and infrastructure are collapsing, too many people have been financially castrated, all the noble revered institutions are politically corrupt, and the leader is married to power, lies, dishonesty and small-mindedness. While his personal assets are mushrooming, the country’s indebtedness is ballooning. He and his amateurish devotees have to GO this time.

    The airport runway should be extended out into the Atlantic by 1000 feet using pilings and rock. A tunnel can be constructed under the runway for vehicles. A high sea wall can also be constructed.

    The International  Civil Aviation organization is  an agency who’s mandate is to ensure the safe, and orderly evaluation of international and civil aviation; within the international realm of the organization.
    It provides general rules, and mediate international concerns regarding aviation law! So, where does it say an organization based in the United States duties are to help develop tourism in any country, and especially Dominica?

    We heard Roosevelt proclaimed he was going to clear land perhaps on his balled head, as an international runway, weld three cargo containers together for a terminal building, and commercial aircraft with international passengers would land on his dirt runway.

    It’s the International Aviation Organization who would have to approve that; which would…

        You know when I was just a little boy about six (6) years old; I had my first encounter with a local village philosopher when I heard him told a debating opponent:” Children and fools should not play with edged tools.”
        I was puzzled, at the remarks I heard; so I went home and ask my grandmother what the man might  meant.

        She told me he was using a metaphor to inform his debating opponent that he should not meddle, or get into a debate unless he knew what he was talking about.

        He impressed on his opponent his argument was like that of a child, and indeed made him out as a fool.

        Your spelling has improved, I don’t know how you manage to improve so rapidly; nevertheless, you still show that you lack some scholastic: Rather than indulging in things you do not understand, or know about!

    For them to go and start breaking ground to stat build those people hospital for them they want to go and join international aviation organization? What in Dominica is of an international standard besides our pristine unspoiled rain forests? NOTHING! everything else has a band aid holding it together or in dire need of a proper paint job. Anyway, bravo! on your accomplishment. I hope when you join, they will force you to adopt certain measures to truly operate on an international level.

    Bravo, the first shall be the last. There are only 193 countries in the whole world, if you don’t count the Vatican or Palestine. Maybe we will see a plane on the Dominica register soon, a Learjet to make the owner less easy to trace.

        % stop being a political mule. Under UWP Dominica was also not signed to ICAO. So for Dominica to now be a member that’s a big move by the DLP, and that’s why they need 5 more years.
