Dominica on track to full renewable energy by 2030 says DOMLEC Chief Operations Officer

Chief Operations Officer of Dominica Electricity Services Limited (DOMLEC), Ian Ramrattan says he believes that Dominica is on track to solely depend on renewable energy by 2030.

Ramrattan was addressing members of the media during a tour of the PADU Power Station at Trafalgar last week.

“ We believe that at least for geothermal, it’s quite realistic. The other opportunities of solar PV, the Independent Regulatory Commission (IRC) recently wrote DOMLEC indicating that DOMLEC has been awarded 4.5 megawatts of PV solar plant, so we are looking at an internal level right now,” he said. “ We are trying to get that going, but there are a couple [of] things we have to analyze before we confirm that it’s a project we will engage in 100%.”

Ramrattan explained that the system load is about 16 megawatt.

“If you talk about 10 megawatts in about 2 years’ time, possibly 4.5 megawatts solar, we have close to 5 -6 megawatts of hydro…but for the most part, I think we are quite on track to establish clean energy by 2030,” he explained.

Meanwhile, Generation Manager of DOMLEC, Dave Stamp said the government’s plans to bring in 10 megawatts of geothermal energy could greatly assist the process.

“ Our peak before Maria was about 18, if we bring in 10 megawatts that will bring us closer to the full renewable energy generation,” he stated. “So I think it is very doable, but it will take a lot of work planning, working together, DOMLEC , Government and other stakeholders, regulators and other agencies to have that done.”

So when allyou do all this renewable this and renewable dat and allyou doh have a sustainable and reliable electric grid, den what!!!

Garçan what allyou must be working on is to design a sustainable and functional interconnected network of a reliable electric distribution system with strategically located proper Power generating Plants, with adequate wattage, for production of surplus power, secured transmission lines, safe and adequate substations and distribution stations, to facilitate a dependable, system providing a reliable infrastructure,,,

Is like allyou want to put the horse in front of the buggy,,,

Allyou must be planning to sell all that energy to them people in Martinique or something because allyou there forming de @SS,,,

It’s been about 20 years now that the cabal has been telling us they are going to build an international airport in Dominca and yet we wait. On the heels of that we have been promised geothermal energy and making Dominca the world’s first climate resilient country. 2030 is only 8 years from now. This lame news is just some spin to try and negate the bad news that the US government is clamping down on Dominca for money laundering. The financial crimes enforcement network (FinCEN) is giving enhanced scrutiny to all financial transactions originating in or routed to or through the Commonwealth of Dominca. You now understand why the double doctorate dude had to come up with something to boggle the mind and feverish excitement of the “red” jingo crowd.I’m not taking that hollow spin to the bank. Fool me once shame on you. Fool me twice? ain’t going to happen.

Anything can be news. However, not everything is newsworthy.

Reading this particular article, all you got was monotonous, unverifiable comments from people with an agenda to make a corrupt administration look good.

Good journalism demands that the information given to the public is both verifiable and accurate.

DNO, even if these adherents of Roosevelt give their rosy predictions and speculations of events, why don’t you give a critical analysis of their accounts. You do your readers a monumental disservice by just publishing these people’s comments verbatim. Shame on you for contributing to the dumbing down of journalism in Dominica.

What we are getting from DNO is cheap news. Fake news is cheap. Genuine journalism is expensive.

Very well spoken, Ibo. The amount of cheap propaganda we are being subjected to here in DA is staggering. In the total absence of anything positive to report, Skerrit and his little mouthpieces bombard us the the same nonsense day in day out. Geothermal coming soon, construction of new airport to commence shortly, on track with renewable energy, on track with climate resilience… Why don’t all you put some meat on the bone? Explain and quantify the terms ‘soon’, ‘shortly’, ‘on track’ etc. How long is a piece of string??? Empty words from a totally inept government.

Whereas Photovoltaics is the conversion of light into electricity using semiconducting materials that exhibit the photovoltaic effect, a phenomenon studied in physics, photochemistry, and electrochemistry.

The photovoltaic effect is commercially utilized for electricity generation though it is a cheap way to produce , I think hydroelectric power generation might be cheaper to produce in Dominica.
Hydroelectric power is the cheapest source of renewable energy, at an average of US$0.05 per kilowatt hour (kWh), but the average cost of developing new power plants based on onshore wind, solar photovoltaic (PV), biomass or geothermal energy is now usually below US$0.10/kWh. Not far behind that is offshore wind, which costs close to US$0.13/kWh.
We have as many rivers in Dominica that can be utilized to develop hydroelectric power; in the 1950’s that was our first source of generating electric power on the island, if the system is built properly it will last forever!

We sit here and complain. And complain. what a bunch of wimps! What happened to the opposition party? Shouldn’t they demand to have a copy of the geothermal study? And Dominicans are so gullible they keep buying the cow pies from the government in power.

How pitiful, God have mercy on the 65,000 souls existing in squalor on the island. Everything in Dominica is third rate and sub-standard. And the citizenry is too busy talking politics rather than offer alternative/s for an economically vibrant D/ca. No amount of braying will change things until someone has the guts to challenge the status quo.

And this reminds of the story of an abused wife. When asked why she stays in the abusive relationship, her response is always the same: “because I love him.” And that is the best metaphor for Dominicans, who are bused on a daily basis, but take no action(s) to get rid of their abuser, because they love him, dimples and all.

It’s disingenuous to remark that no one tries to enlighten Dominicans and try to effect changes.

The problem to change the behaviour and mindset of the populace is a Herculean task. The gluttonous, selfish, dishonest TYRANT keeps the people desperately poor and dependent on him. These people feel eternally indebted to him for their daily bread.

They think not to support him, and having the handouts denied, will be a death sentence.

Changing the minds of those who choose this apex VILLAIN (Roosevelt) and his pageant disciples to represent them is critical.

You are correct. The onus is on the people to use their feet, hands, voices and brains to effect changes to our debilitating style of governance.

But, we should never fail to roundly castigate and condemn the collusion of many media entities in oppressing and suppressing the people, especially the ones who dare to speak truth to power.

One thing I have learnt in life. Never allow anyone to become comfortable in disrespecting and depriving you.of what is rightfully yours. The oppressor becomes more emboldened if you don’t lrotest.

And by the way, Roosevelt Skerrit has nothing more to prove to you or Lennox. He has reached the apex of his career. The Leader of the Caribbean island of Dominica. Skerrit would be wasting his time taking on Lennox in any debate. After all, he is the Supreme Leader.of this country. Full renewable energy supply by 2030. We are in 2022. Be more realistic.
How much energy we using now. How much is
    1. Gas/ Diesel (fossil fuels)?
    2. Hydroelectric (water)?
    3. Solar (wind)?
    4. Wind?
    5. Waves (from the Atlantic ocean)?
    6.Bio fuels?
    7. Other sources?
What will be the situation between 2022 and 2030?
Will we a gradual decline in non renewable energy while we experience an increase in renewable energy thus increasing the quantity and quality, while lowering the cost of our electricity for Dominicans?

Melville Hall (DOM) is an international airport. Dominica has no internal flights. Flights landing at- and departing from that airfield are destined for- originate from foreign countries. The proposed new airport will function the same way.

        • Francisco Etienne-Dods Telemaque
          September 1, 2022

You are a very ignorant person; where it pertains to Airports: Melville Airport is not an International Airport, it is still an municipal airport, no matter how many times American Eagle (not American Airline) land there with sixty or there about people.

For your information in 1959, Cargo Aircraft’s from Mimi were landing at Melville, buying Agricultural produce from a man from Wesley the late Denis Prevost.
What constitutes an International Airport is its length and width; Melville Hall Airport cannot accommodate any passenger aircraft such as an Airbus A380 or A340 never mind Airbus 350
          It cannot accommodate Boing 777, nor a 747-400, neither a 747-8
All of the above accommodate more than two hundred people on any one flight you see.

None of the aircraft’s I mentioned can’t land nor takeoff at Melville Airport, the runway is too short, and narrow!
Educate yourself on a subject before talking; thus you will not embarrass yourself.

Renewable energy is one of the sustainable development goals of the United Nations General Assembly with a target date of 2030.

Mr. Ramrattan and Mr. Stamp, its’s good to see that the both of you have received and digested the first Climate Resilient Nation 2030 memo from the Honourable Minister for Sustainable Development and Renewable Energy. It’s also good to hear that the two of you are talking the talk of the Minister and Commander in Chief almost word for word. We expect walking the walk to include energy efficiency and a significant reduction in those high energy bills. Given that the target date is 2030, one supposes that He will still be in office, God willing. He said before to the effect that He had a mind to remain in office until his son grows up and starts having children of his own. All things considered (including electoral reform, and the airport saga: sad commentaries for another time and place), one is simply not optimistic about this renewable energy…

I hope the prediction of full renewable energy by 2030 comes true. However, in my 50 years of living and working in the Caribbean, I have learnt that timescales have to be taken with a pinch of salt.

Even on a daily basis, if a person arrives at my premises at the appointed time I am taken aback. Seldom is there an apology from those arriving late or failing to show up at all.

One senior civil servant has called me, “the most arrogant Englishman he has ever met”. Why? Because he twice failed to show up for an arranged meeting. On the third attempt, after waiting 20 minutes beyond the appointed time, I came home. Hence, his irate phone call to tell me that in Dominica you patiently wait: he was on his way but had stopped to talk to some friends.

On the other hand, if I agree to meet someone at an appointed time, I tell them that unless I have called beforehand to apologize for being unavoidably delayed, please check the hospital or funeral home; I’ll be in one of the two.

In our warming world, this approach is imperative and achieving this goal will set an great example to our regional neighbours. That DOMLEC is now back in the domain of our government was a necessary step in regaining control of Dominica’s energy policy. That the hydro station will soon be productive again is welcome news. We have heard much about geothermal, much money spent over a long time period but little yet to show for it. Tried and tested renewable energy generation, such as wind and solar, are now commonplace throughout the globe and have become cheap and easy to install. I believe the mountain pass above Penville on the road to Portsmouth would be an ideal place to site several wind turbines and the dish of Morne Rachette in the rain shadow area of the mid west coast, which is neither developed or farmed, would provide a suitable site for a solar energy station. Making Dominica energy independent using such ideas should be achievable and aimed for well in advance of 2030.
