Chief Executive Officer of Dominica Air and Sea Port Authority, Benoit Bardouille says Dominica’s status as a member of the International Civil Aviation Organization (ICAO) is a significant day in the country’s history and there are tremendous benefits for the country in joining the organization.
Dominica became the 193rd member state of the international civil Aviation Organisation on April 13, 2019.
“We stand to benefit quite a bit as a member of the ICAO. We have become a signatory to the Chicago Convention which governs the future development of everything [that has] to do with International Civil Aviation,” Bardouille said. “We are now part of the decision making in terms of everything that has to deal with the issues on civil Aviation.”
The DASPA CEO said that Dominica is a position to help strengthen international aviation policies, being part of a wider consensus on aviation issues and to help in support of collective strategies and programs of the ICAO.
He pointed out that in terms of support, Dominica can expect to receive technical support in traffic services, planning and development and general international civil aviation matters.
The ICAO, according to Bardouille, is also expected to have oversight audits done in Dominica and will also provide technical advice and support, research and information documentation and training. He said Dominica will also benefit from ICAO expertise in the investigation of aviation accidents and incidents. Assistance will also be available in air navigation to include facilitation and formality and related regulation, aviation training with security, aviation training with safety quality assurance and other related fields.
The implications for Dominica as a signatory to ICAO means that Dominica Civil Aviation has now to comply to World International standards. As a member Dominica has now to agree to, sign and ratify all conventions, articles and policies of this August body. Dominica airports and operations will now be subjected to international inspections and standards. Mo longer will Dominica be able to hide under the shirt of the Eastern Caribbean Civil Aviation Authority for which it is a member. In terms of oversight certain structures will become mandatory. No longer will DASPA be allowed to do oversight of its own operations. oversight will have to be done independent of DASPA. I was always weary of the CEO /Airport Managers having a seat as Directors on the board of directors of ECCA. As it stands DASPA is the operator and also the one doing oversight/ the regulator; this not best practice in good governance. oversight and regulatory function must be apart and separate
This guy has been ineffective for years. The port is a complete shambles and the airport is held together with tape. It doesn’t even have a functioning departures and arrivals board. The guy must have some dirt on someone because with this level of incompetence he should have been given the boot years ago.

Benoit, when people believe they are privy to more information about an organization older than they are, and they decide to spew garbage about benefits; perhaps they should elaborate; tell us what is Dominica about to benefit from the ICAO than we already know!
Guy, you can compound your lies, and that of others; we know better, we know it is all about safety; in fact Dominica was never on the ICAO agenda.
Trinidad Bertrand was the last to oversee Dominica Swamp.
And even now since we do not have an International Airport, this safety agenda may not even apply to us. You all in Dominica piping this lie about it is going to help promote tourism, which is a damn lie!

The state of the Deep Water Harbor is horrendous. I alwasy ask myself what do the tourists think when walking through that scrap yard, when arriving at the “Nature Isle”. From the main highway you can see inside there is a complete dump. And you CANNOT blame it on Maria, because Maria actually helped get rid of some of the debris that was stored there for how many years. You talk about international standards, but Melvillehall needs to operate properly, and Fond Cole needs to be demolished and rebuilt. Canefield airport needs a severe upgrade. Standards. Lets resemble what we call ourselves at least. Beising in nature should mean having your place looking like a dump. At least not at our ports of entry.
With all due respect the sea port has nothing to do with ICAO so please understand what you are reading.It is better to stay quiet than to make a fool of yourself.
The ICAO refers airports padner. i know that. However, Mr. Bardouille is in charge of ALL ports of entry, both air and sea. My previous point refers to the management style of this gentleman who has poorly managed both, with a lack of standards, which is what the ICAO ensures. I didnt think i would have had to read between the lines for you Dr. Or maybe you just only read the first line referring to Fond Cole and you could help but call someone else a fool. I suggest you take your own advice Doc, as not many of us are really as bright as we think.
Badwill needs to address the Human Trafficking of Haitians that are legally arriving in Dominica but either dying at sea or running to Guadeloupe or Martinique. We will not get distracted by this tactic of Benoit Bardouille.
