Dominican-born US university lecturer calls for change of government in Dominica

Dr. Anthony Frampton

University lecturer in the US, Dominican Dr. Bernard Anthony Frampton, believes that there is a need for a change of government in Dominica and the best hope of achieving that is to vote for the United Workers Party whenever elections are called.

Dr. Frampton, who is also a journalist and author, expressed that opinion during a town hall meeting in the Bronx, New York on Saturday.
He said while he is not partisan, he is concerned about what he termed as “an unhealthy tolerance of public corruption that is taking over our country”.
“It has become a plague in our country” he told those gathered at the meeting organized by the Opposition UWP.

Frampton said any action or engagement by public officers that abuse public office for personal or partisan gain is corruption.

For instance, he explained, “political interference in the payment of contracts cost us millions of dollars in lost value and lost opportunities to develop local business and local capacity.”

He contended that if politicians in public office direct public resources to their constituency, cronies, or supporters instead of giving them to the village, community, or people most in need, they are corrupt. If every deserving Dominican does not have a fair chance of receiving public assistance, despite their political persuasion, then the government is corrupt.

“If politicians are acquiring unexplained personal wealth while in public office without the proper reporting or the intervention of the government’s accountability systems, they are corrupt and the system is corrupt,” Dr Frampton added.

He said in fact,  perhaps the most disturbing reflection of Dominica’s current political climate is the apathy to public corruption, both among politicians on the government side and among a large swath of the electorate.

“There seems to no longer be shame in misappropriating the government’s money. I have heard otherwise lucid Dominicans say so what if they take money, everybody does it. And what makes the struggle against this national cancer so complicated is that a significant section of the electorate has been conditioned, through deliberate propaganda, to remember and even relive anxieties over milder acts that tainted the UWP’s short time in office,” he said.

He added, “And if you are patriotic enough, brave enough, or ethically grounded enough to call them out, they will tell you: cool out.  Dominica seems to be raining cool out. But it makes sense, you know. After getting people drunk on too much cold red Kool-Aid in a heated environment, you ought to expect them to want to cool out” he said.

Meantime Frampton also advocated for what he said is a more progressive and independent role for the courts in the system of government.

He argued that the system of appointing judges and the traditional role of our judicial system as the enforcers and elaborators of laws and the protectors of specific rights are too limiting for our realities as a small island nation.

“It may be useful to review the role of the judiciary as elaborators and enforcers of rules and the laws to envisage them as independent arbitrators that permit their timely input in critical matters of governance”, he said.

While Dr. Frampton agrees that we must retain certain aspects of the decentered role of the justice system, he said we must make our courts more efficient and competent in facilitating public engagement and influencing public accountability and transparency in ways that are not just litigious.

“We ought to see them as critical actors in ensuring that government works as much during the fact as after the fact,” he added.

Dr. Frampton how the heck you not partisan and you are on a UWP platform. Man stop lying… You should come back home and contribute to Dominica instead of living the life in the U.S and trying to be the mouth piece for a few…

“You should come back home and contribute to Dominica instead of living the life in the US…..”
The man has a long future before him. If he come home, how is he going to survive economically when the economy is practically lifeless. Many Dominicans in the Diaspora want to return to shore up their land of birth. How can they do this with this barren economy, vicious victimization against you if you dare not to tow the government’s propaganda line? What the country needs most is a visionary government that will work for everybody regardless of political colors. A government that operates from the bottom up and not the top down. A government that is people oriented and not all about self-interest. This present authoritarian regime has no vision for a united, exemplary and moneyed Dominica. Where there is no vision the people perish.

Once you all get a doctorate you all think that you can talk down to the rest of the population. Tell your fan leader to go get himself educated. It seems that you all want the rest of the Caribbean and the world to laugh at this nation. This is not 1920 it is 2019. We will not vote for any high school drop out.

I wonder if Dr. Anthony Frampton would express uninformed opinions ignoring facts in a lecture to his students in a classroom, of course not, but he can go on a political platform and do such thing and think it’s ok. When Dr. Frampton says he is not partisan, I laughed. Dr. Frampton is entitled to his opinion, facts are facts, and they will not disappear on account of his likes.

Dominicans are blind and cant see beyond Skerritt. Worst of all his wife Melissa is running for Roseau. Who is Melissa to run for Roseau and what credentials does she possess? Dominica is doomed. A pretty face can’t repair the damage done by Skerritt corrupt government. These people would do anything for votes. It is shameful. Melissa takes the cake and seems to be very power hungry. She is all over looking for votes. After election she will be strutting her Gucci stuff while the rest of you don’t know where your next meal is coming from. Wake up Dominicans. Stop being stupid.

It would be wiser if you asked questions about our passport money than to ask about money Linton collected..Your fool .. Linton has no account to give to you. Did you contribute?? He should tell you go to hell, go to hell, go to hell, it’s none of your dam business.

Two Key points of Dr. Frampton that we must consider fully to save our Dominica, its reputation and its good governance:
    1. “It may be useful to review the role of the judiciary as elaborators and enforcers of rules and the laws to envisage them as independent arbitrators that permit their timely input in critical matters of governance”, he said.
    2. He added, “And if you are patriotic enough, brave enough, or ethically grounded enough to call them out, they will tell you: cool out.
    3. University lecturer in the US, Dominican Dr. Bernard Anthony Frampton, believes that there is a need for a change of government in Dominica and the best hope of achieving that is to vote for the United Workers Party.
As I have also said and noted, we await the change of Out Skerrit corrupt Labour Governemnt and; in coming Hon Lennox Linton and his highly, professional United Worker Party. UWP. Great Team, lead by Hon Linton and his executive and supporters.
Thank you very much Son of the Soil.

  8. July 11, 2019

“It’s nothing strange it’s time for change” isn’t this the same DLP (Deception Lies and Propaganda) who in 2000 successfully campaigned for the removal of the UWP, accusing them of being CORUPT over the issuance of LPO’S; “oh what a tangled web we weave when we practice to deceive”; what is more sinister if the foul cry by their “mouton batallie” supporters especially those in the diaspora who seem to think it’s OK for their government ministers to “take something”; hello if it was corruption then it must be corruption now; my granny used to say “mem lian la que bat cheval noir la k bat cheval blanc la”; fly your kite still Dr,Dr the end is much closer than you think.

Sir, just because you have a name and title that does not make you relevant, otherwise everyone else would be so; because we all have names and titles

So who do you think you are, specifying to Dominicans, whom they should vote for? All you did was put yourself lower in the “class of irrelevant” by suggesting that Dominicans just vote UWP–say what!

Didn’t Lennox tell you that if you have lived away from Dominica for more than 5 years, then you are no longer Dominican?

Now he is saying to you, that you should pay your airfare to go home to vote, as he claims that the DLP’s condition is bribery. But who will spend $1500.00 and up to go to Dominica to vote and the party which they vote for loses the election?

So then it sounds like it is either “bribery” or “gamble”. Vote for UWP, you say! Where men and politics are concerned it is a mad, mad, mad, World other there, you see!

Elizabeth,…..Maybe those people who advocate him for PM are paid to do so. Educated people cannot tell me in this day and age, in this post modern era you want to be represented by a 5th grader. This self style fake investigative reporter has a tract record of nothing done, no experience to boast about but nonsensical bombastic verbosity. All he know is press conference, demonstration, and more talk. He operates at the level of Blessings on Q95.

I am a laborite but @ kid on the block really needs to growup. That kid needs to understand that our national anthem calls on the sons and daughters to come forward no matter where we are. Secondly that kid needs to understand that www connects us to the world and as such, one does not have to be residing in Dominica to know whats taking place there. Infact we can stay in Africa and see live whats happening in Da through whatsapp. Thirdly I know that kid does not reside in DA because aftef Maria when we had no power, internet or phone service he was on DNO talking his crap when DNO was opperating from their US feed. Lastly, kid is making the PM look very bad because while he is implying that Mr. Frampton should not talk because he resides in the US, PM is telling Dominicans residing abroad that he needs them to come down to vote for him even if they have no interest in Dominica. Kid grow up boy and stop talking crap.

I still Red but I firmly believe that in order for Dominica to take one step forward, we must change the DlP administration that I have been voting for since 1980. Skerrit had 25 years to lay at least the groundwork for the Dominica we all would love to see and instead he made it worse. We were going in the wrong direction before Erika and Maria and Erika and Maria though they devastated DA it is fair to say that they brought in a lot of resources that if it had been properly managed we would have hope for better days. But PM mismanaged the resources and instead laying the foundation for a climate resilient Da he chose to use the resources to play politics and turned his office at the financial center into a bank that gives instant monies to people that have no plans to invest in anything that would benefit them or the country tomorrow. People have become very lazy knowing PM will give them free money especially if they have something red on. I still Red but I see trouble ahead

Fact remains that those currently in office are living lavish hollywood lifestyles while the country as a whole sinks. “Whats good for the goose is good for the gander rite?” So then why is the goose living like a movie star while others struggle. The goverment can only be blamed particularly since the people as a whole make up the goverments strength. Unity is needed which is very clear and evident over the years. As each year passes no real progress is seen other than around election time . People open your eyes and see the goverment plays us all for a fool. Jobs, health care, and growth as a county should only 1 to 2 years nothing more so if many years have passed and no change has been made dont expect it to happen now its that simple.

Try listen careful to Skerrit, only beff and dirty laughter, indicates a limitation in dialogue and words. For instance, he explained, “political interference in the payment of contracts cost us millions of dollars in lost value and lost opportunities to develop local business and local capacity.”In further elaborating on this, how many contracts have the state offered that have been advertised requesting expressions of interest and bids? Has Montreal Management have to go through a bidding process for the hotels and houses that are being constructed? All those contracts smells corruption. The people of Dominica overwhelmingly voted for the government they want and have. Mother nature dealt us a bad hand, so deal with it. We cannot change the topography of the island nor its location in heart of the hurricane belt.

With a population of just 62,000 souls that economy of scale is not optimal for sustainable commercial development. Dominicans have everything they need to live a good life. Why would some want to spoil that with fly-by-night establishments like “international airport” (don’t get started on that one) sandy beach hotels, fancy stores selling bling and reckless night life that promote illicit drug use, homosexuality and prostitution.

Always very difficult to read bad news about Dominica. The only thing that I can say, from experience, if you ran a European country the way Dominica is run, there would be serious problems. None of the current parties demonstrates the 21st-century sophistication required to truly develop a thriving community. I have looked at all the parties websites, read the news, see what folks say on social media, speak with my family and of course, the experience I have when I am actually there. It is a real shame because many, many people would love to return to Dominica with skills and money to contribute. Major change is required.

I am sure if he came to Dominica the peas would boil his eyes because he would not be able to put his disappointment to words. Your comment lends itself to make others think that we are doing well here. the country is in crisis. Economically and socially. Public sector cannot support the economy. the Private sector is failing. Unemployment figures are not real as NEP figures should not be taken as real employment. Not if you cannot get a loan or social security benefits with that employment. Agriculture is at a low, tourism is dwindling and a misunderstood product, exports are at an all time low. I mean. where are were excelling? tell me i would like to know. in free housing for laborites? while i struggle to buy land?

@ kid on the block I reside in Dominica and I fully concur and strongly support everything Mr. Frampton says. It’s time that we put our partisan politics aside and put DA first! After 20 years of the DLP and Skerrit Maria should not be a reason for us to be where we are. After all man after 20 yrs we lost Ross University and at least 2000 jobs both directly and indirectly. We lost our banana and another 3000 jobs, we lost kubuli and 100 jobs, Belfast, Breezes Mart, and just about everything. Our country is decided, our town / village councils have been replaced by labor offices. Man I am still red and probably will die red but I can’t see myself voting for Skerrit and the DLp. They know they have failed us and that’s why Blackmore is asking us to vote them as a gift. I don’t vote for gift but for progress and these guys know they don’t deserve another term. The gift they deserve to build a five story building in Stockfarm and put Skerrit, Blackmore, Reggie and Savarin there for…

This man, Dr. Frampton, speaks truth to power. Too many influential Dominicans at home and abroad, have taken the ostrich position, while their country is disintegrating at the hands of a most corrupt and blundering misleader and his zombie underlings. They have pillaged the country for themselves, close relatives and friends, while the masses live in abject poverty. They have used some of the country’s scarce financial resources, namely, the Red Clinic and NEP to bribe a significant section of the electorate, the poorest among us, to vote them back in power. If this untenable situation is allowed to continue, Dominica will eventually implode. VOTE THEM OUT!

Frampton has been living in the USA for far too long.Tell that to the poor people in Dominica, and you will get your BUTT kicked.Frampton why do you think the Labour Party is always WINNING?Because the UWP was involved MASSIVE CORRUPTION.Labour Party supporters and a large number of people who, once supported the UWP,know better. So stop you BS.

The whole world is now a global village because of technological advancement. Dr. Frampton is spot on, incontrovertibly correct. If all political parties were to compete on a level playing field, there is no possibility that the blood stained color party would be in power today. Look around at the neighboring countries, compare their advancement with that of Dominica, you have to bow your head in shame. What transformational developments have taken place in Dominica under Skerrit’s stewardship that Dominicans can boast about? Is it the Red Clinic, NEP, the new international airport, geothermal energy, the new network of roads and bridges, what is it? Can public servants live comfortably on their current anorexic wages and salaries? Are the young people satisfied with the sporting, entertainment and recreational facilities? Dominica is the only OECS country, excluding the very tiny ones, without an international airport and a international athletic stadium. Shame! Shame! Shame!

@Lin,…. let them continue hiding with their eyes closed and belching all kinds of blue bubbles. ( remember their MIA re Maria) And talk , talk and talk, making empty promises and fake accusations. They think making fake statements and quid pro quo promises to wanabe candidates will win electoral support. They have convinced themselves that Dominicans are stupid like a staggering drunk man is convinced that he is sober. And trying to convince others that they are the ones that are drunk not him. But what do you expect from fifth graders. In their power hungry stupor these 5th graders can convince the good doctor, and other educated folks, that they are smarter than them.

Very well said indeed. You must also note that our institutions are destroyed, agriculture is destroyed, tourism cannot make headway, no manufacturing, etc, etc, etc,…It’s just selling of passports which makes a few filthy rich and make the majority Red Clinic beggars …

% % %, sound statement that can’t honestly be refuted. Only two things that are keeping Dominica’s head just barely above the surface of the water, the sale of passports and mendicancy (foreign donations and assistance from donor countries and organizations). The economy is naught, nada, zero.

Yes, but not with % and views expressed. We all know your family background is UWP, so just go away, not mad but sad. We a going to the polls soon, in the mean time worry about the Trumpian. You live in America RIGHT, then focus on what’s in your yard.

:?: love u more; here it is with your disrespect asking someone to worry about their backyard in America, but you fail to condemn your one-man rogue regime prime mistake for recruiting those who live in America with paid airline tickets and bribe pocket money to keep him in power! :?: I’d rather live under a Trump regime, than that one-man rogue regime prime mistake you have on your slave plantation island! In America, the President can’t do as he wants, there’s checks and balances and different branches of governance like the Senate. It’s sad that people like you are who make up the majority of ignorance on this slave plantation island! :?:
