Parliamentary Representative of the St Joseph constituency, Kelver Darroux has announced that $2-million has been approved for the construction of a boulevard in St Joseph.

Darroux made that announcement while addressing Dominica Labour Party (DLP) supporters at a public meeting held in St Joseph on Tuesday evening.

According to him, the project was a promised made during the 2014 election campaign.

“You will recall in 2014 on the political platform I told you that I will deliver the St Joseph Boulevard to you, and this was not a promise in the sky my dear friends,” he said. “Because I can tell you tonight that $2 million has been approved to begin work on the St Joseph Boulevard and I have the drawings right here with me for this massive project.”

Darroux revealed that before the next election is called in 2020, he will ensure that this project is completed.

“When this one is completed it will be the best boulevard in Dominica,” he stated.

Meantime he indicated that Cabinet has also approved $6.3-million for the refurbishment of the Mero to Carholm feeder road.

He said contractors will be contacted soon to commence work on the project.

“And to you the farmers in the Mero-Carholm area, I have visited you on your farms, I have listened to you, I know the condition of your road and this evening, I want to report to you that the cabinet of Dominica has approved $6.3 million under the BAM (Banana Accompanying Measures) to address 14.2 Kilometres of road at the Mero-Carholm,” Darroux stated. “We will rehabilitate this entire road and ensure that the farmers of Mero, the farmers of Salisbury, the farmers of St Joseph, the farmers of Macoucherie can have proper roads to get back to their farms.”

He went on to say that $100,000 has also been approved for the construction of a bridge in St Joseph and the government is expected to receive $200,000 to take care of 25 washroom facilities in the St Joseph constituency to get rid of pit latrines.

Some of you are negative and never encouraging. You are not positive people. You also lack confidence. Could you not be pleased about this new project which will enhance St. Joseph? What do you know anyway?
There is space for a boulevard. A suitable area will be chosen, if not yet chosen. When this is done and the boulevard is constructed, you will be surprised to see the enhancement of St. Joseph.

Does St. Jo have sewer by the way, or are you going to put one, to flow out into the sea by the boulevard for people to catch titiwi to make akras?

sometimes I am left to wonder who the hell is making all these koonoomoonoo decisions with tax payers money.

Don’t get me wrong, I honestly believe that there are things in St. Joseph that needs urgent government attention but how the hell a boulevard there takes precedence over feeder roads in Salisbury that remains one of our bread baskets? How does that take precedence over the new bridges this country needs post Eroka? How does that take precedence over improving our smelling capital (Roseau) that visitors to our shoes see? How does that take precedence over medical supplies at our hospitals? How does that take precedence over relocating the good folks of Pte. Savanne or even securing certain parts of that community so they can return to their essential oils business?

Somebody please tell me it was just all hot air from Kevlar in his measly attempt to pacify and very pissed-off St.Jo populace.

I think it’s difficult for some of these guys to just say hey, i’m tired..I’ve seen enough deceit and told enough lies and made too many false promises..because from reading comments on DNO it seems as if the only ones that still convinced this country moving forward are die hard supporters (incapable of thinking) and members of the DLP..for the sake of the farmers and their families sometimes we still want to hold on and hope but time will tell.
Hey, See the Uncanny resemblance of Kelver and that paro in Roseau..The one that appeared on several facebook videos singing etc..his real name is Cresswell..just an observation from the pic..

Promises AFTER election to reassure supporters that promises made BEFORE election will be fulfilled prior to the NEXT election! The comedy of local politics would be quite entertaining if it did not involve the lives and well-being of REAL people with real needs, concerns, and interests. The day and age of teasing the public with juicy promises is supposed to be outdated. However, nowadays when politicians worldwide are being held accountable for their performance in office, tangible results, policies and positions on issues of national interest, we in Dominica continue to be led by the dangling of the proverbial carrot on a stick! Hospitals, hotels, roads, houses, BOULEVARDS, an upgraded Roseau and Portsmouth and yes, yes the ERADICATION OF PIT LATRINES have all been promised to us. I guess the reported 124 million dollars made from the sale of our passports will finally make these promises materialize in the very near future. YEAH RIGHT!!!

Another phantom project that will never come to pass. This is just an aimless attempt to cheer up the aching hearts in St. Joseph that have suffering under the financial crisis for the longest while. As dumb as it may sound, it would make more sense to take those millions and invest it in your popular red clinic because at least some people would be able to eat a free bread. Tell me how that boulevard going to feed people and ease their pain and put some $$$ in their pockets? Kelver needs to leave politics alone and go back to being a Seventh Day Adventists. At the end of the road Labor will only lead him to hell. Can’t believe he traded his soul for this. It’s not worth it. Give up. Skeritt cannot save you

I meant to ask if the reason for a boulevard in St. Joseph is in memory of the late prime minister, since that’s where a chair was allegedly thrown at a sitting Prime Minister, by a member / members of his own cabinet, and is currently leaders of the party? How shameful!

Stupes!!! Does Darroux even know what a boulevard is? Here is how oxford defines a “Boulevard”

A wide street in a town or city, typically one lined with trees.

    Here is Webster’s:
A wide and usually important street that often has trees, grass, or flowers planted down its center or along its sides—usage, synonyms, more.

What makes St. Joseph such an important street to be named a boulevard? Is it in memory of the late PMS, since that’s where a chair was allegedly thrown at a sitting prime Minister?

I don’t see anywhere in ST. Joseph that fits that criteria. Are they going to push the sea some 20 ft back, so the road could be wide according to both oxford and Webster?

Passing cloud you have to understand tha what passes for a boulevard in St. Joseph is measured by the same parameters Roosevelt Skerrit calls himself a world leader.

      February 4, 2016

fool you are laying out a stateside boulevard by length and width,is eugenias boulevard lined with trees, this is only beautification by extention,a boulevard really is landmark built in the sense of an island thus creating a sort road separation for tourist attraction, right there on the road that connects st josephs interior to the highway can take a boulevard, and not the high fashion ones you drive by stateside, some of you people who live stateside think you all know it all,and believe dominica should be like in the states, crap heads, dominica is a negro country, and like every other negro country in the world has to fight because of who you on the world stage to gain any form of development help, why you all think that everyone else beside skerrit have turned to the Chinese for help, you all think that skerrit has a choice,no,he has to accept some things so Dominicans can live, you all don’t even know the real enemy,

You mean to say the government has taken care of all the core issues facing the village and the rest of the villages in Dominica and now they have a spare $1 million that they can allocate to a boulevard in St. Joseph.

I have to assume the pharmacy at the hospital is fully stocked, they have all the supplies they need to take care of patients and all the basics are in place.

This reminds me of a person who spends all kinds of money to make their car look nice, yet they don’t have a home to call their own.

  33. dissident
    February 4, 2016

I don’t really have much faith in you and that statement.
BAM feeder road tenders/estimates should be in by may as reported.
personally i think that the environmental disaster in layou park needs to be addressed.
de road from de layou bridge past gardahkan and de ghost like layou river hotel into layou park is a disaster. gardahkan tricks destroyed de road carrying materials for their road projects in belles road areas.
when i look at the attitude and response of my government to that area then i get an idea of it’s attitude towards the property at the old layou river hotel. De money collected for that project is in some peoples pockets and we have a disaster to clean up with de money that was stolen!!!
some communities around Dominica will never improve UNTIL the wrongs have been corrected.
That is not a UWP legacy. you guys been there since 2000………remember that……consider the failures and how far we are behind.
