$3.9-million CBI funds approved for constituency projects

Charles said all constituencies will benefit

Minister of Youth, Sports, Culture and Constituency Empowerment Justina Charles has revealed that government has approved $3.9-million which will be used for constituency projects across the island.

Speaking on Kairi’s Heng Program, Charles said the funds will be coming from the island’s Citizenship by Investment Program.

She every constituency will receive assistance, including those held by opposition United Workers Party (UWP).

“The Minister of Finance just approved $3.9-million for us,” Charles stated. “The $3.9-million, we are now going across the island in assisting with constituency projects, no constituency is left out including the six of the opposition party. All of them will be benefiting this time with $300,000 to assist with projects within their constituency.”

She said when this is done, the government will be empowering the constituencies, persons living in these constituencies as well as village councils.

“When you tell me we have for example, over $700,000 going in washrooms from that money, government is trying to eradicate pit toilet which is a very good move,” Charles stated. “For us to do that – we work through the Ministry of Housing , we work through the Ministry of Finance – some of the Parliamentary representatives may decide, I think I want to expedite the process and some of my funds that is given I will put into washrooms, I will put into roads and other constituency projects.”

Additionally she stated that housing over $1-million will go towards housing.

“Some of them are new houses for individual and families, some of them are housing renovation,” Charles noted.

She mentioned also that monies will go towards road development.

“We know it is critical and we need to see improvement in our road network, and while government is doing the main road and still financing some of the secondary roads, but as Parl Reps sometimes you may understand, I need to give priority this one, it is critical and the whole road is deteriorating and I want to make life easier for the drivers, for the people commuting and the people using the roads,” she stated.“So roads we have $1.6 million being spent on secondary roads in constituencies across the island.”

    This is U.S.$.68,700 per constituency on average. Not all constituencies will benefit equally, so there will be some that will receive more and other less, or nothing at all. That is the reality of it. It would be more useful if Mrs. Charles could spell out specifically what projects exactly this money is to be spend on.

    In an effort to confirm the so called treachery of Mr. Linton because of his interview with CBS, money from the CBI fund is falling like rain on Dominica. Their has been no organized disbursement of the funds , which is what Mr. Linton has been saying, no transparency, no accountability. During the last budget, approximately $2 million were budgeted for constituency development, with no approval from parliament, we are hearing $3.9 million will be taken from the CBI fund for constituency development. The minister of finance does not tell us, whether all those millions that are being withdrawn, are from the sales of passport during 2015 or 2016. The minister of finance does not tell us whether the budgeted $2million will be added to the $3.9 million or whether the budgeted $2 million have been used up. I believe the $3.9 million that are being withdrawn from the CBI fund should be labeled, operation make Lennox Linton look bad.

    Hello and good afternoon my people. Well we are seeing many projects finance by the CBI funds but that’s still not telling us much. We need a financial audit of the program to determine how many passports were issued and the amount paid for each passports which will tell us exactly how much funds were raised. Our Government must represent all of our citizens regardless of their political Affliation therefore Ms Charles shouldn’t have to say that all areas will received help from the program including the opposition held areas. Ms Charles calculation is not correct based on the number of constituencies we have so please check your numbers.

    What about taxes collected from the Highway Maintenance Levy??? So you mean without the CBI program our highways/roads would not be maintained? We need CBI funds to patch holes in the roads and sidewalks??? Please tell us what the Highway Maintenance Levy being used for!!!!!!

      Highway robbery more like it! I heard someone refer to it as the pot-hole tax. And that separate slip you have to stick to your windscreen is a waste because obviously they will not give you thast unless you pay the normal road tax too. So drop the pretence, admit that the government has increased road tax and at least safe money in administration costs. You know that road tax today costs more than my insurance? That is ridiculous. If anyone has found a way of removing the old tax stickers from the windscreen I would love to hear it because that is a damned nuisance.

    I am a tad intrigued by the timing of this CBI distribution.

    Mr Lennox exposes the debacle which is the CBI and hey presto there is money on the table (albeit a tiny fraction of the huge sums already received) .

    My question is; was Mr Linton right in exposing the alleged problems with the CBI?

    My next question is; so why is Mr Linton being vilified?

    Do not shoot me, I am just a concerned citizen who is interested in this ever so clandestine CBI.

    The Supreme Leader, newly crowned the “Millionaire Maker” of Dominica is at it again…dropping a few crumbs from his enormous table loaded with “passport cash” down to the poor Dominicans who are either too blinded by greed or too dependent to see what’s really happening. As the United States Government is beginning to take a very serious look at the diplomatic appointments of the Prime Minister he is now driven by fear to start spending the money. However, what he does choose to “share” with ALL the Citizens of his Country is pocket change in comparison to the millions being raked in by hundreds of agents and close affiliates. By informing us through Mrs. Justina Charles that we will be sharing a mere 3.9 Million Dollars between all 21 constituencies the Supreme Leader expects us to respond with excitement and gratitude. For what? A few crumbs off the CBI table? Do we look like mice to you, Sir?

    So Dominica had to be exposed to the world for the distribution of CBI money? I guess the present administration is scared of what will happen next? We have to thank Mr. Linton for this exposure. And tell me, Justina, whether constituencies held by UWP are not a part of Dominica. Politics has divided our island so much that it is not even funny. That remark should never have come out of your mouth because Dominica first and then constituents second.
    I’ve been saying that politics and religion are two institutions that separate and divide a people. Dominica is just too small for all this mess. Members of this present administration should be ashamed of themselves.

    Way !! pressure to account for passport money mounting. All of a sudden money is available for multiple projects including the opposition constituency . Thank you for helping ALL of Dominica. That is the way it should be done. Dominica money is for all of us. We still need transparency and accountability for every passport sold. Smart move Skeritt but we will not stop until that is done.     Well all these monies now coming in from sale of passport s along with former and current passport agents now becoming the investors, I now join other concerned Dominicans and call upon Skerrit to conduct an independent and public inquiry into the sale of our passports, so we could know the following: 1. How many of our passports were sold from 2004 to 2014, when all projects were finance by petro caribe , and how every cent was used 2. How many passports have been sold from 2014 to date, and, how were monies spent3. It’s our damn business to know Mr. Skerrit!

    Why does special reference have to be made to” all constituencies” benefiting from this program? Isn’t it automatic that the government is for all constituencies despite political preference? Just goes to show how deeply seeded the division caused by politics is in this country.

      I agree with you, why did she single out these constituencies? I am under the impression that nothing was being done to these villages before but we will wait and see how the funds will be distributed.

    Before the Panama paper leak nothing was being done and the few projects we got were all petro caribe. Now constituencies, village councils friend’s of Skerrit have projects all over, and this time around all projects and salaries are from the sale of passport? What a change of fortune!

    giving opposition constituencies is not a favour if you think so it is a moral obligation. now compare $18,000 000. dollars for a bridge and a wall to $3,000 000. dallars to be spread across 21 constituencies . it looks like another favour.

      The agents that came out in defence of the CBI program and also the PM administration wasn’t getting the kind of support that they had hoped for, people are checking for themselves because they know better ,questions have been put to the administration for years and the PM refused to answer plus when we called for a debate between the PM and the Opposition leader he also refused. PM have the attitude like Trump but in the USA the people take actions in Dominica the people just sit back with their mouth shot but the tide is turning now.

    Wow. Suddenly funds from the CBI are being made available for all sorts of things. What about the feeder roads for the Salisbury, Marigot and Wesley areas. These are productive agriculture areas, farmers need these roads to get to their farms.
    Oops I forgot, they did not vote DLP so they do not matter, wicked Govt. and DLP supporters. Don’t you all realize that the whole country is being punished because we are being deprived of potential export earnings from these agricultural produce.
    When are you DUM I NI CANS gonna wake up!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

    Ps until questions were being raised about the CBI money we were not hearing any thing about that windfall
