Dominica signs MOU for multi-million high-end luxury hotel

The Government of Dominica and Range Developments Limited have signed a Memorandum of Understanding (MOU), for the construction of a 75 to 125 room, high-end luxury brand hotel in the north of the island.

The signing took place today, Tuesday, February 18, 2014, at the Cabinet Secretariat with Rosemond Edwards, Financial Secretary signing on behalf of government and Mohammed Asaria, signing on behalf of Range Developments.

Prime minister, Roosevelt Skerrit, said the MOU was the first to be signed under the investment arm of the Economic Citizenship Programme.

“This is the first MOU that the Government is signing under the Citizen by Investment Programme; the investment arm of our Economic Citizenship Programme which we believe is the way to go towards addressing economic development issues, employment and greater investment in our tourism industry. So we are very keen on engaging them and moving this process forward,” the Prime Minister stated.

Mohammed Asaria, Vice Chairman of Range Developments said his company was very pleased to partner with the government to bring a new hotel to Dominica.

“We look forward to bringing an ultra-luxury branded five star hotel to the Commonwealth of Dominica and realizing the Commonwealth of Dominica’s ambition to become a luxury destination for tourism in the coming years,” he said. “I think under the foresight of the Prime Minister and his Government and the recent enactment of the new Citizenship by Investment Bill and the introduction of the Real Estate Arm Dominica will benefit from increased foreign direct investment over the coming years which will be beneficial for the country and the good people of the Commonwealth of Dominica.”

International luxury hotel brand Kempinski has partnered with Range Developments in the venture.

Kempinski was founded in Germany in 1897 and currently operates over 70 high-end luxury hotels in 30 countries across the globe.

Ulrich Eckhardt, President Middle East, Africa and India for Kempinski, is delighted that his company can be part of this project.

“We are at the high-end luxury market doing business from our European hubs and also cover the American market to the east coast and, therefore, believe that we can add value to this venture,” he said.

    Dear Prime Minister
    I thank you for continuing to strive for the development of our beautiful island. May God continue to bless and guide you.

    However, I would like to beg you to consider the construction of an international airport, as not only are Dominicans frustrated by the current two stage mode of travel but potential visitors are also discouraged by the current set up.

    I am aware of many English colleagues who are desperate to visit Paradise (that is how I have named Dominica on my office map. Yes, I keep a map of Dominica in my London office!) but they are deterred by the undesirable flight.

    Please, please do consider moving the construction of an internal airport at the top of your priority list.

    Please yes, can we have a priority list to improve the country’s economy. #1 An international Airport!!! I love my country. I want to visit a lot more often and I have friends,Americans & non Americans who would like to visit as well but from here in the U.S., it is quite a hassle and I have no choice but to fly on Liat with it’s outrageous air fares at times, and lack of customer service and promptness. I am for development but first things first please!!!!!!!

      Get this bro;

      Melleville Hall airport is capable of accommodating larger planes that what LIAT uses and those include long haul planes flying in directly from the US mainland.

      Example,FIFA’S Boeing 767 landed and took off from Melville Hall. Remember?

      The issue is not the airport bro but the number of passengers or the lack of to make those flights profitable for the airlines. Nobody goes to a country just because that country has an international airport.

      On average only about 200 people fly in to Dominica a day. Not enough to full even one single large plane!

      In view of that what difference would an international airport make?

      We need to attract more people to the country first and luxury hotels certainly help!

    But this appears merely as another scheme to sell some more Economic Citizenship to some people with some serious malicious Intent!!!

    Has anyone heard of a Dominican or Any West-Indian or African being offered an opportunity to gain Economic Citizenship in any other Country especially Europeans’ Countries???

    First of all we have many hotels in Dominica and I have only seen promotions for Jungle Bay and the Calibishie Hotel. The hotel industry is not organized for promotions. Like any business you have to work hard to succeed and you have to market and promote it regardless of which party is in power.
    Second we have an INTERNATIONAL airport. We need a bigger airport of international standing ,that can accumulate bigger jets. I am in agreement to that. AGREED! What we need immediately is more direct flights from places like Atlanta , Maiami and Peurto Rico . We can work on European connections through Air France. The people in the hotel business can charter, purchase, or become agents. In Jamaica the hotel industry and the airline industry work hand in hand regardless of which party is in power, the Bahamas too. Jamaica has two International airports and several private airports and airstrips. I know for a fact that the LeBlance administration purchase land at Londondary to build such a modern airport, and Patrick John was negotiating with the Venezuelan government to build it. Studies was also done at Pond Case by the Canadian government.
    What would be great is for the people who have interest in the hotel and travel industry to unite and organize a group or company to purchase at least two passanger planes or invite some airlines to do business and become their agents. agents

    Damm if you do damm if you don’t I believe that Dominica is moving forward and that is a big problem for you guys because you are used to living the backward way, old people have said in proverbs that it is difficult to teach an old dog new tricks. Wake up and move with the times look at your neighbours in other parts of the world,they are leaving us behind. they are in tow with their leadres whetehr they have faith or not.What is wrong with a 5 star hotel, you need accommodation first before tourist can come, where would you put them if they just decended on us.
    As for the person who said Roseau is stinking ,dirty, and generally unkempt you self stop throwing your rubbish as you go along charity begins at home.
    I see a future for Dominica we have had many leaders and the country according to the lot of you is still the same to date so why is Skerrit allyou want to move mountains and remove shakkles as well as holding him responsible for your past problems.

      Anthony, why are you concerned with the details? this is merely an MOU. Before any proposal of such magnitude is actually drawn up, a feasibility study must be done, environmental assessment and environmental impact studies concluded before plans and architectural drawings commissioned. Only then can application be made to the NDC or planning division for the requisite license to construct and operate. At this stage the financial capability of the company will determine whether the project will proceed.

      All this venting is merely gaseous fuming over a business suggestion. Hundreds of similar proposals were entertained during the UWP administration without a whimper of protestation. But since the PM is involved, the resident ignorami want to saddle the mule.

      What in the world does Dr Fountaine’s credentials have to do with the PM signing an MOU to build a hotel. So he has all this expertise and has helped so many countries to develop, why has he not done anything for Dominica. And what about his village? NOT even an idea he has passed on to them. Now he is waving his achievements like a flag for political support. As far as I know he WAS all that ,if at all . Was WAS .

      You do understand the IMF polices and practices are directed against the sovereignty of countries by forcing their economic policies onto those countries they lend money to, usually at the expense of local businesses, education and development. Their agenda is strictly financial and they force their lendees to import subsidized goods from developed nations to sell locally at a price local business people and farmers can’t compete with.       The DLP and the PM does have concern because when Dr.Fontaine gets into the office of the minister of finance he will be shocked at what he discover and that’s when we D’icans are going to hang our heads down in shame and that is why they are targeting Dr.Fontaine at all cost it was the same thing that they did with the son of Rosie Douglas(PM) they had to get him out from the magistrate
      office as quickly as possible for what he might he discover but with Dr. Fontaine he is there to stay and we dont care whoever consultant or consultants orwant to dig up dirt on Dr.Fontaine or on other in the UWP party instead of using the funds to create jobs jobs jobs and more jobs they are just deceptive.

Where is the new hospital that should have been built many years ago. This is just to fool us. We will have better management in team Dominica to manage our country.       Well Mr Who I use to have the same questions.In private enterprise or the private or business beyond sector you should have people who are ready to go beyond retailing. If an activity is not happening or not happening fast enough the government must step in. This is what happened in the case of the Fort Young Hotel and the National Bank. As I see it we need a partnership between the private (business) sector and the public (government) sector. There should be mutual support regardless of individual political conviction. The needs of the many should outweigh the needs of the one. Because of the risk factor in undevelop countries Government must lead as in the first steps taken by the government of Dominica in radio, tv, telephone, computer and construction. People will see the fesibility and take it to a higher level. Who would take the risk of geothermal. Who would import the technology .Look at education in the U S A . when the government would not build black schools the people did and even build universities.

      Call me when the first brick is laid. Dominicans are very interested in economic development for the country. However, we have been fooled so many times that we are skeptical whenever new ventures are announced because, many of these proposed ventures do not pan out.

      My dear Jeep be thankful for the criticizing , what does not kill you make you stronger. If it was not for them many people would not know what is going on. They are letting us know that the Labour Party government is working and managing the limited resourses quite well. There are many Dominicans who visit and are quite impressed with the progress we are making. They recognize the potential and are more ready to help.

    There was MOU for Hampstead and Woodford Hill Estate. It is more than five years since and nothing has happened on the lands. Since when Civil Servants are signing MOUs when Cabinet ministers are present. This is just anther elections ploy. The potential developers realise that positive change is coming to DA so they want to secure a piece of prime land to be at an advantageous position when the UWP comes in. By the way is this not land zoned national park at the Cabrits?

    I am not interested in running for any political party, never mind for UWP. The only interest I have is the interest of the development of Dominica and I don’t see much if that happening around.

    This is the problem with some of us, we are so contented with the sub standard that has blighted our very own development. Does it mean because we have been behind other countries economically that we have to accept such fate? Perhaps someone can guide me to this stone that reads, Dominica must always follow economically, politically, and educationally. Such beliefs might be the what some of us hold dear hence the reason why Dominica is one of the least visited countries in the world never mind the western world, in a part of the world which is one of the most popular tourist destinations.

    So do you Mr/Miss Anonymous think this is just a coincidence that we lag behind when everyone else in the Eastern Caribbean seems to be putting some distance between us and them in the economic race?

    Sometimes we have to really take a hard look at ourselves and stop sugar coating things. Maybe you are one of those fortunate enough to be financially independent and is able to travel around the Caribbean. I am also guessing that you are not one of those who will be getting grant from the government to improve your bathroom and toilet facilities.

      Be positive. Tourists have been coming to D/ca for years without an international airport. They know about this when they contact their travel agent. Probably revenue from this new hotel will eventually assist towards building an international airport. You know this will be expensive.

    I am confused as some of the comments don’t seem to coincide with whats being said in the article. Is the government paying these people as a contractor to build the Hotel? Or are these private companies who are going to own and operate the hotel?

    If this is a private company coming to build a hotel and skerrit simply giving them permission to do so via the MOU I dont see what the big deal is and where international airport coming in. These people must have done their market research to determine if they will be able full those 100 rooms given the constraints that lack of air access poses in Dominica. So it would be their problem not ours.

    Whenever one wants to get a good view of a fantastic site he or she gets to a vantage point, a high point and takes a good look.
    I have lived out of Dominica for since 1995 and have lived in 3 other countries. I now live in the UK so it would be very unfair to come Dominica and the Uk,no comparison in terms of development.

    However when I go to St Lucia and Anguilla to visit friends, I wonder if Dominica has been frozen in time. Back to my opening statement, I have had a good vantage point to look at things and to compare the view based on the rest of the Caribbean islands. My view has been looking from outside the box and what I see is not development as the government states. What I see is a country and a people left to their own accord, what I see is the head of state being always AWOL(Absent Without Leave)

    It is not ironic that the UWP used the slogan, Change Is A Must. It is the only way we as Dominicans home will have something to live for and for those visiting have something to come home to.
    Remember people, I am talking as someone whose Dad represented this DLP for Grand Bay.

    We as a people just cannot allow ourselves to keep regressing into the abyss of economic failure and poverty. We need to start getting to vantage points and having a good look at what is really happening to our country.

      Think in depth prior to criticizing the situation in D/ca. Dominica is Dominica and it is our country of birth. The slogan, Change is a must will not change matters in D/ca for they are not miracle workers.
      St. Lucia is at an advantage. It has an international airport. It is not as mountainous as Dominica. This has been a setback for D/ca. With the tourist dollars flowing into St. Lucia as B/dos, is it any wonder their countries are built up?
      There is hardly a proper place in D/ca to build an international airport due to the mountains, unless the government will have to expropriate some of the nationals’ property. Know that there will be negative issues and opposition about that.

    I have been to Dominica. I want to go back. I loved the island and the few people I met. On my computer monitor I have an icon for Dominica’s weather. I am learning Creole cooking. It makes me feel bad having to endure rainy 40 degree weather.

    I think a luxury hotel would take away some of Dominica’s charm. That monstrocity on Nassau would be ridiculous on Dominica. That type of hotel may ruin Dominica’s “mom and pop” type of accomodations.

    Getting to Dominica from Oregon is a problem. I am thinking of flying to one of the nearby islands and using a ferry to get to Dominica.

    Dominica doesn’t need an international airport.

      Cecil, if you are one of the same, the so called used to be mayor of Roseau you should know that while we concentrate on the building of Hotels in the country, we must also concentrate on the means and ways of getting visitors into, and out of the country so as to keep the hotels occupied.

      The time you took fighting Peter Karam, obstructing passage into and out of his business place, you should be in constant dialogue with the Prime Minister influencing him to do the right thing, and build an International Airport, so that when projects such as is talked about now comes along, the investor will not hesitate, since he sees an infrastructure that will help his business to be successful.

      Right now you have less than a thousand so called hotel rooms on the island, of which they are never filled, even during our festive seasons, they are empty!

      And the reason for that is, enough people tourist does not travel to Dominica even at Carnival time. There is nothing wrong to encourage people to invest into hotels, however priority must be given to the building of an International Airport.

      Without it, Dominica is not going to move one single inch!

      You all let Gonzales make a fool out of you; in the interim you will see the change in St. Vincent economy, which will due to the International Airport he built on his island.

      Dominicans are not hard to satisfy at all, the reason Dominica politicians take so much advantage of our people is because they are too content with the hogwash you people give to them, but you see time is changing, and has changed, people are more educated now, the old diehard’s in their seventy’s and almost hundred are almost gone, the youth of the country will no longer put up with the mess in the country.

    They say I like to critique, and never have anything good to say; however it is in times like this I become more weary of the stupidity of our people; I can’t see the excitement over the simply use of the word:

    “Memorandum!”

    What is a memorandum; and what does it entail? A memorandum is nothing more than an informal record; no more than a written reminder, or an informal written note of a transaction, or proposed instrument. A proposal, or something proposed, it is an act of putting forward, or stating something for consideration.

    It boils down to simply a suggestion, nothing more!

    Suggesting does not granite whatever is proposed is going to materialize, people change their mind every second of the day, so my contention here is if someone is simply talking to someone, even the government about investing in the country, at this moment it should remain a discussion in private, there should be no need for the media as of yet, because not every proposal materializes.

    However, since Dominica is a place where politics takes precedence over everything, this public fanfare may be deliberately organized to excite, and aroused diehard political supporters.

    I am neither for nor against any political party, I am a lone operator, I speak the truth if what I say favors one side over the other, I could care less; since political affiliation, and partisan politics has no part with me.

    I noticed they said the hotel will be built in the North of the island, however, failed to identify where on the North it will be built. I am very suspicious, I have my suspicions, but only time will tell.

    Will kid Douglas, strangle Gloria Dods Shillingford again, and take it to Douglas country, or will Gloria strangle kid Douglas, and ensure that it is constructed in the area of Wesley where the UWP long ago designated for the building of more than one hotel. Another thing that concerns me, and is actually laughable, is where I read someone said they are going to build a Five Star Hotel, that is a joke, because hotels are rated according to their services, and the amenities contained within.

    You can build an thousand room hotel, a hundred stories tall, and still according to standards it may never be rates a one star, never mind a Five Stare Hotel.

      Francisco, you are entitled and have a right to your opinion that each one of us here should respect. However, you know and I know that your statement claiming that you are neither for nor against a political party is surely not true. You know whom you are supporting. For example, you consistently right against what the government do or say. I mean, look at this story reference the memorandum of understanding. This is surely a positive for the country for if it comes through; there will be jobs for us Dominicans and a boost in our economy and our lives. Yet you only reference negativity. Surely, just as the government do make mistake so to is the opposition. One thing that I have seen and learnt is that all these politicians are the same. No wonder why we have some of our people running from party to party hoping that they will be favored and have the advantage over other. I criticize the Govt. when they do bad and I do the same for the opposition, but this is a case where we all should hope that it becomes a reality.

My only concern is Dominica, the place of my birth; as such I do not play party politics, I avoid partisan politics. Nevertheless, if the labor party does something that is good, and is in the interest of the people and country, by all means I will support the efforts no matter, which party is in power!

        I do not believe in party colors, red blue, nor green; neither do I believe in party slogans, I believe in action. I want to see progress, and development, my pleasure is to see all of us Dominicans prosper, rather than listening to sweet sounding political rhetoric which in all cases are divisive, and counter productive.

        I do not allow myself to be mesmerized by simple words: they say a picture is worth more than a thousand words, that is absolutely correct in countless ways. Talk is cheap, but if you show people a photograph of something, stating here it is at a certain stage of development, or is completed; celebration would be more justified.

        There is nothing to celebrate, or appreciate about a memo, I write memos’ everyday to my tenants who are in violation of their lease, and rental agreement; sometimes by the time I deliver them to the tenants, I look around and they are in the trash bin, the garbage disposal.

        Let me say here and now, nothing that any elected government official accomplishes while in office in my book does not warrant any special thanks nor praise, because they were elected to do no less than what they have accomplished; they are paid for their services.

        They are not owed any loyalty by anyone.

        Once a person makes the decision to be pro one party, or the other it is like becoming a duty bound slave, that is why people should only elect politicians based on the program they present to the people at election time, and not because you like a certain politician, or the name of a political party, and most definitely people should never vote a party into power simply because they can benefit directly from an individual politician, or the party in general.

    How can a country develop in such a vi-ki-vi way. Where is the site of this project? Is it the Cabrits Swamps. Have any environmental studies been done to determine if such a hotel can be built in that location? Have market research been done. We recently heard of a hotel at the Public Works site. How are these guests going to travel to Dominica? Via LIAT? The next project I guess will be an international airport…CRAZY!!!

      Coming from Europe- I always fly to Guadeloupe, stay there for at least 1 night and then take the ferry to Dominica. The only stress I have with that is that it`s still not possible to make a reservation or buy the ferry ticket in advance. In times of internet- poor service. Apart from that- I love to travel the last part of the journey over water to finally arrive at the Natur Island!

    I remain curious as to the details of this new Citizenship By Investment program (real estate aspect) as I continue to be very concerned about the potential for even more corruption from this gov’t. I think the citizens need more details. I said it before and I will say it again, this new aspect to the program required further ventilation before it was rushed to Parliament. As some may be aware, Range Developments is also involved in luxury hotel projects in St Kitts & Nevis. Visit http://www.rangedevelopments.com for further details. It would be interesting to find out the terms of this MOU – is the gov’t a partner in this initiative, is this new hotel being built on crown land, If yes, how much was paid for it, how much will Range Developments actually be investing (if any funds), will the hotel only be built based on the actual funds received from the individuals interested in acquiring our passport, have local investors been given the opportunity to participate and also reap the benefits of this new aspect of the citizenship program, will the sale of those passports be going directly to the treasury? etc. Until the taxpayers of Dominica are provided with the relevant details of this new Citizenship by Investment initiative, I don’t think it is appropriate for gov’t to rush to sign MOUs on our behalf. I remain a very concerned citizen.

I am not political and will not be involved in politics! However, why oh why don’t we back organic vegetable farming. Apprenticeship for the young people into farming. Help the farmers grow in our beautiful soil. Dominica is about growing things!

How many hotels are at close to full capacity year round? none… how is this hotel intended to be filled without improved air access? now the prices per room for this hotel is going to be very expensive when compared to the others, how often will guest be there and which kind of guest will be attracted to this hotel? this to me is not a priority and its just another smokescreen for foolish Dominicans to say there is progress.It’s time for Dominicans to get smarter ..wake up and realize what is happening. And can you imagine executives and their entourage coming to Dominica and having to go through the hustle of PR and Antigua immigration? I travel back home on a yearly basis and I have first hand experience of the bias towards passengers going to Dominica.

    DOMINICANS need to OPEN their eyes and realize that Skerrit is leading the country into a DICTATORSHIP!!!

    There are soooooooooo many Media Houses in Dominica, yet still the trend I have noticed recently is that the Media Houses and reporters are not invited to many functions and deal signings, but the audio and video are sent to the SAME Media Houses for them to use in the news.

    In fact much of what is sent is even edited, especially the video footage on certain issues they respond to.

    They do not invite the Media because they afraid that the hard working reporters of Dominica will ask tough questions that put them on the spot and embarrass them, so if they cut that part out the problem is solved.

    Just watch, a lot more audio and video will be sent to the Media Houses to use in their news, while they are not invited to certain events and functions, so they will not get the chance to interview the Prime Minister and his Ministers while they dodge the Media.

    It’s very sad this is what Dominica has come to………… as sixth time and soon to be seven time Calypsonian Dennison ‘Dice’ Joseph says, “It’s nothing strange it’s time for CHANGE.”

    This announcement is totally and entirely premature. As a supporter of the government, I must say the project is desirable, but in the absence of any specific details on construction dates, costs etc etc leaves the project perhaps as far fetched as the Woodfordhill Hotel project.

    Now you are talking Mr Skerrit if this is to come to fruition it means at least 5 years of work for our construction workers plumbers and electricians. It means that our local suppliers of material can see light in the tunnel and our tourism sector a positive boost, plus fringe industry that will spring up because of the construction and subsequent hotel. Imagine if u had consider this for all our construction projects being done by local how much better our economy would be. It is good on paper at least make Dominica see the benefits.

        I am sure there are questions to be asked of this this project and I am sure the press would ask some.

        We have a hotel technically languishing in Portsmouth, yet to be opened.

        Now another is being announced.

        So where in the north? Any studies (environmental and the like) has been done? What about our problem of airlift?

        These are legitimate questions to be asked.

        I am not against progress but as a citizen I want it to be clear and above board.

      That has been the trend recently….Media not invited…..so no questions can be asked…..
