Dominica signs US$65-million loan agreement with World Bank for climate resilience

PM Skerrit shakes hands with Tahseen Sayed Khan, World Bank Caribbean Country Director

Dominica on Thursday morning signed a US$65-million loan agreement with the World Bank for projects to help build a climate resilient island in the wake of Hurricane Maria.

The projects will include Emergency Agricultural Livelihood and Housing Recovery.

Of that sum, US$25-million will go towards agriculture and US$40-million towards housing.

Under the housing program, up to 1,700 families will receive subsidies for rebuilding houses. An estimated 4,900 farmers and fishers will receive support under the agriculture program to help restore livelihood and to introduce and adopt climate resilient practices

Minister in the Ministry of Housing, Johnson Drigo said, the signing ceremony was a “tangible demonstration” of rebuilding Dominica after the passage of the monster hurricane last September.

“It is a solid indication that we are well on our way of recovering and rebuilding our beloved country,” he said.

He stated that the government has made the bold decision of building Dominica back better and stronger after the storm.

“We shall embrace the opportunity and gigantic challenge changing this adversity brought onto this land and make Dominica the number one climate resilient country of the world,” he stated.

Deputy Prime Minister and Minister for Agriculture, Reginald Austrie, told the ceremony that housing and agriculture are two sectors the government wants to pay close attention to after Hurricane Maria.

“And I really like to thank the Prime Minister and the Ministry of Finance for their vision in coming forward with those two projects but more so to thank the World Bank for buying into the idea, for buying into the vision and put their resources, both human and financial resources at the disposal of the government that we can be here today signing this two very, very important agreement,” he stated.

Meanwhile, Prime Minister Roosevelt Skerrit, told World Bank officials at the ceremony that the government will spend the funds wisely and properly in accordance with the rules of the bank.

“We give you that assurance,” he stated. “And as your rule requires, you will come to Dominica from time to time to have an audit done independent of ourselves and every single page of every single book shall be opened to you for scrutiny and we give you that public commitment.”

      Hurricane rip up Dominica once in a while, in America you have more everyday disasters as we suffer, a tornado is the same as a hurricane sometimes stronger, it does more damage than we get in Dominica, yet we do not hear anybody talking this nonsense about building resilience America.

    To all concerned I know very well that it was debt forgiveness Venezuela gave to Dominica. But if I gave you us $100 million dollars worth of goods to sell whether it’s oil or water with an agreement to pay back, then years later I tell you I forgive or cancel the debt, is it not the same as giving you $100 million dollars?

      People like you are sitting back waiting on free food, money and everything; and that is the reason there is no progress in Dominica. People like you believe because a hurricane damaged your house you are entitled to everything free to conduct repairs.

      Where is your savings such as money in a bank? If you do not have a bank account with a savings, ask yourself why! Perhaps the answer will be there are no employment opportunities in the country; no industries, while the dependency is on Roosevelt for handouts.

      Perhaps you will find out that whereas Dominica’s economy is based on the sale of diplomatic, and ordinary travel passports, unless you are a passport sales person your prospect of surviving without a handout from Roosevelt shall remain gloomy! 

      When you keep people in  power simply to get free salt-fish, flour, and rice every five years to vote for them, when there is an emergency, the very poor like you suffers!

These monies given by the World Bank are accessible to any country that has undergone a crises,its just a way of getting back the economy back to some semblance of normalcy. In the end its a loan that we all have to shoulder. We get what we deserve, we like sewo, we like freeness will like “maypwui”. Those in power know how we think so they playing with us.     First, let me start by thanking the World Bank for coming out strong on our behalf at such a difficult time. Having said that I also wish to express my disappointment because with what we went through I expected a grant and not a loan. But then again I guess with their knowledge of our corrupt government they could not trust us with a grant at this time but a little bird I have told me that after the elections Dominicans will have voted a government the people of Dominica and the world can trust and then, the loan will be cancelled. I also want to thank the world bank for their wisdom and transparency because there was no reason for them to come to Dominica to sign a loan with our government, in broad day light and I bet they wanted it to be on national radio, so all Dominicans could know is not money given to Skerrit but rather loaned to Dominica. Though this US$65-million is $35 million less than what Venezuela forgave us for I am concerned because if we can’t see how US$100 million

      My concern is, if Venezuela gave Dominica US$100-million dollars after Erika, US$35-million more than what the world bank loaned us, and there is nothing to show how it was spent, I am worried that they don allow the better part of this amount to go in smoke. In fact had it not been for Maria we would not even have known how much Venezuela had loaned to Dominica. Is Maria that caused Venezuela to go to the UN to announce that they forgive us for the US$100-million dollars. It was done in secret and prior to that Skerrit had never told us anything about that and since that revelation Skerrit is yet to say a thing to us. That’s why I believe the world bank chose to come to Dominica to make that announcement in broad day light on national radio so all could hear

        Expat you made it difficult by playing smart because if you owed me money and then I decided to forgive that debt, in essence I gave you that amount of money. If I owed my bank $500.00 dollars and then they told me to forget about it because it’s cancelled or forgiven, essentially they gave me $500 dollars I can use for something else. You guys just like to twist the truth. The bad thing is that deal was done in secret and we don’t know much about it. But the fact that Venezuela went to the UN to embarrass Skerrit about that $1000 million dollar debt forgiveness and Skerrit said nothing is proof that Skerrit’ agreed Dominica owed Venezuela. What for? I don’t know. It could be for Petro caribe, for coke, ganja or Passport I don’t know. That’s why the pm should have cleared the air about that debt forgiveness

      Will Roosevelt and labor party be in a position t make the first payment when it is due? You had better pray that Dominica does not get slaughtered by another hurricane within the next twenty-five years.

      As of June, 1st 2018, (the first day of June) the hurricane season commences, don’t get too happy yet, glorying in about a loan from which you not a direct benefactor!

This new loan now takes Dominica’s debt further above the 1+billion at which it now stands, and these ppl are pretending to be doing a good job in Dominica..this is just more Debt for our Great Grands to take on and pay, if we ever recover from this period of disastrous management of the Dominican economy..

  19. There is plenty of talk about climate resilient, we know the meaning of resilient, and the term resilience, or resiliency, which simply means unable to bend, or return to it original shape without breaking!

    So, here we are reading this foolishness about building climate resilient island; can Roosevelt Skerrit or anybody explain in detail to me and the reading audience what is a climate resilient island, and what technology is utilized to accomplish this resilient Dominica?

    The term climate is defined as: a region of the earth having a specific climate condition, which is the average course or condition of the weather at a place usually over a period of years as exhibited by temperature, humidity, wind velocity, and precipitation.

    Such are the prevailing influences or environmental atmosphere conditions characterizing climate; so how can one build a climate resilient island. Around June first is the beginning of hurricane season, On the East cost of America people are…

      John Jay, you are so right. To this day we still waiting to have a well designed account of states funds that was used for the Bin Bobol and the Fertilizer Bobol….and other hidden Bobols that we are yet to know of. We just don`t trust this Corrupt, devious Labour Government.
      As far as I am concerned, this amount of money should not be in the hands of Skerrit and Labour Gang government.

    Any monies donated or loaned to Dominica needs to be under the supervision and control of a board of Trustees of persons in the private sector selected from all areas of the island to monitor and control where this money is spent to prevent theft and miss-use. These monies should not be under the control of one person calling themselves “minister of finance” . Large sums of money have the tendency of attracting crooks and liars who will divert it into their own personal bank accounts. Since hurricane Maria millions of dollars has been donated to hurricane relief, who is watching the money? Enough money has already been donated to re-build every house on Dominica. They should also be aware of nefarious characters coming to Dominica saying they are there to help with the money notably one ex-US president. Remember Haiti.

    Guess he know that money was on the card so he reshuffle his cabinet so he could take up the position of housing minister. He also decided Austrie would be agriculture minister, this to enable them to control the money and dictate who get what. Our prime ministers sure know how to manipulate the system??????????????????

Read above that: “The projects will include Emergency Agricultural Livelihood and Housing Recovery…” I have been hearing and reading for years now before Maria about agriculture etc etc and to this day and the day Maria hit us, we have been stagnant not going anywhere. the biggest and most devastating disaster we ever had to and still endure is the Labour/Skerrit Hurricane, hitting now for 18years and every year to have to run for shelter especially when the fake budget speech is poorly presented, just read from a script by this inept PM who know absolutely nothing on how to build and develop a country much less for its people.       They can give him as much as he ask for But some point the loan will have to be repaid. What is he going to do then ask for forgiveness like he did to Venezuela. The best thing for any opposition parties can do is request by law the financial standing of Dominica. Because it is obvious some thing is wrong.
      Every person I talk to say the island is a mess but all I hear about is millions.

    Every time Roosevelt Skeritt opens his mouth, he calls for unity, especially Post Maria. If he was serious about unity, why didn’t he invite the leaders of the Freedom Party and the United Workers Party, to such a grand occasion. Why didn’t he arrange for the leaders to meet the officials of the World Bank, for instance, after the signing. As far as Skeritt is concerned, it is Skeritt and Skeritt alone.
