EU projects declining; funding to increase

The number of projects the European Development Fund (EDF) will finance in Dominica under its Special Framework of Assistance Program is declining and so is the need for the full-size National Authorising Office.

That is the word of national authorising officer at the EDF Eddie Lambert who also has said that much less staff will be needed as the European Union funded projects wind down.

“It will no longer be necessary to have the full-blown type of office as currently exists,” Lambert pointed out.

However the European Union is now looking at providing funds through general budget support according to Lambert.

Presently funding is being completed for Dominica under the 10th European Development Fund. Conditions for funding will relate to macro-economic indicators, public finance management and reform.

A country of barely 70,000 that can afford to build a U.$.27 million palace for its leader does not need any contribution from hard pressed taxpayers in the EU.

No Jerry can do nothing. Dominica stands to receive increased funding but through BUdgetary Support.

That means when the EU gives the money it goes through the Consolidated Fund and the Country spends it how it wants. There will be no longer special projects funded by the EU. Because of Dominica’s excellent financial management Dominica has qualified for full Budgetary Support.

Dominica will now receive money based on Macro economic indicators. Therefore the better the country does with its Macro economic indicators the more budgetary support it will receive.
