Gov’t launches CREAD on Friday afternoon

CREAD was formed as Dominica reconstructs after Hurricane Maria

The government on Friday afternoon will launch its new execution agency, the Climate Resilience Execution Agency of Dominica, CREAD, formed after the passage of Hurricane Maria at the Goodwill Parish Hall.

It was formed as Dominica reconstructs in a climate resilient way, according to Prime Minister, Roosevelt Skerrit.

He explained the mission of CREAD at a CARICOM-UN High-level Pledging Conference in New York in November last year.

“The mission of the agency will be to coordinate all reconstruction work to avoid duplication, maximize economies of scale, spot and fill critical gaps, avoid bureaucratic infighting and ensure all reconstruction activities are focused on a single Climate Resilient Recovery Plan developed by Dominica and its partners,” he stated.

He said his government sees transparency and proper financial management as extremely important and “CREAD will be required to operate to the highest standards of transparency and financial management as well as accountability and community engagement.”

“In developing CREAD, we sought advice from partners from around the globe and studied various examples. Briefings were held for instance with the CEO of the Indonesian BRR. We are speaking to a couple multilateral agencies on establishing a multi-donor trust fund. We will have a German-style supervisory board with a majority of donors to oversee assurance. The internal audit function, and any other assurance functions, will report directly to this supervisory board,” he noted.

He said the agency will be audited externally, will cost $3.5-million a year to operate and a parliamentary committee will provide oversight.

The launch begins at 4:00 pm.

    Simple observation …There are Dominicans on Island with Masters In Project Management, who are also Green Project Management certified yet they are not afforded the opportunity to hold positions or apply for positions in CREAD. Why is this so?

    Someone inform Dominica and the rest of the world that it is virtually impossible for Dominica to achieve this often touted goal of making Dominica the first climate resilient country in the world.
    Let’s examine a few facts. So many houses in Dominica are built on “stilts’. This renders them very vulnerable to earthquakes. Are the going to retrofit all these homes to mitigate against earthquakes? What about our commercial buildings, are they earthquake proof?
    What about all the electrical and communications cables running across our landscape. These need to be buried, this is such a massive and costly undertaking. Have we got the wherewithal for that.
    Look at our sea coast and river basins. Again do we gave the appetite for these humongous tasks? Our lack of vision, corrupt practices and funds render all the government’s pronouncements nothing more than hot air. Look how long the geo thermal initiative started, are we any closer to generating electricity from this…

    My country is reversing and there are not enough people in it to stop this backward movement. I am calling on all my fellow Dominicans at home and abroad to come together for the sake of this country and lets get this corrupt regime that is masquerading as a Gov’t out of our land.

    “Dominica reconstructs in a climate resilient way.” All of this nonsensical rubbish; we do not know any place on this planet where there is a model or a science which teaches people how to build a resilient house, a or resilient infrastructure.

    If the If Roosevelt and the clown talking rubbish about building resilient house knew what they are talking about; by now I am sure they would have built a model home, house or toilet, and put it on display, along with plans (blue prints) so that builders would use the model as an example to build.

    There is no such thing as a “construct in climate resilient way.” That is simply talking foolishness! One can change the building codes in order to build stronger to withstand stronger gale force wind, and hurricane, and…

      I could ask you the very same question in reverse how can the PM lunch CREAD when it wasn’t taken to Parliament or even open for discussion so the residents could understand and accept what it’s all about . Your explanation is very POOR because we would all know about the leader or leaders running, so stop believing that all Dominicans are fools and whatever PM said is gospel. No one is against Climate Resilience not even the Opposition , So why don’t the PM stop disrespecting the masses enough is enough and I doubt you are a true D/can to the bone because Education and Common Sense goes hand in hand remember that One cannot make laws outside of Parliament .     The present ruling regime of Dominica is fraught with nepotism and cronyism. Every government appointment is tainted with political bias. The appointees of this CREAD board would be littered with DLP diehards. The PM, who suffers from acute insecurities (despite his bluster) would have it no other way. For the country to run well, there is a need to adopt a good governance agenda. That is, appoint your most qualified and best human resources, regardless of political color, on boards of government agencies, especially the agencies that are critical to the development of the country. The PM is ineffective as he stretches himself too thin by micro-managing everything as he wants to hog the glory. Competent people from a wide cross section of the population should be on most of these boards. You need a diversity of opinions, suggestions and ideas. Country first, the political favoritism should end.

This is how your PM lies. If we boasting of developing first climate ressilliant nation which examples we are looking at. Being first would mean there are no other. Skerrit is telling me that Dominicans cannot development Somthing of thier own being German model makes it better. When was the last ti.e germany had a hurricane, flash flooding and coastal erosion problem. Why can’t it be Dominica has developed this model that works great for Dominica that other carribbean island follow and exlorted to other tropical areas facing similar problems. This CREAD has no teeth if it is not a creation of parliament. Who pays them? The constitution does not give power to autocratically set up a governing body. Skerrit has used every vulnerability of Dominica to concentrate power in the name of working together. Thats enough.

    You see what a bold face liar this prime minister is. Well Skerrit, since your government is so transparent and operates with proper financial management, surely you don’t mind answering a few questions in that regard:
    Can you shed some light on the whereabouts of US$100 million the government of Venezuela written of in Dominicas favour
    Can you give us a brief account of passport sales for the period since you became PM until now
    Can you tell us what went wrong with the distribution of 18 million to farmers and fishermen
    Can you tell us of the whereabouts of 840 cubic meter of building supplies

    How long will the Dominican people and the Media allow Roosevelt Skerrit to violate and break the laws of Dominica, if we still have laws and constitution? Has Skerrit taken this CREAD of his to the Parliament? If not, why? If yes when? In a real country we would not be reading any news article with the pretty subject of “Gov’t launches Cread on Friday Afternoon” but instead what we would be reading is “Government once again violates the laws of Dominica.”
