Gov’t signs contract for housing units around Dominica

The government of Dominica has signed a contract with Montreal Management Consultants Est. (MMCE) Ltd of Canada for housing in various locations on the island including Roseau, Portsmouth and the East Coast.

The contracts were signed by Financial Secretary, Rosamund Edwards and CEO of MMCE Ltd, Dr. Anthony Haiden at a press conference held at the Ministry of Finance conference room on Monday.

“We are finally in a position to sign contracts on some projects we have actually started …,” Project Manager for MMCE, Chris Timmins said while addressing the ceremony. “The plan at the moment is, and the plan in actuality is, we are building 66 units in La Plaine, 66 residencies in San Sauveur, 66 in Grand Fond, 66 in Castle Bruce, 66 in Delices. That’s on the East Coast.”

Sixty-six units are also under construction in Georgetown, Picard and Cotton Hill.

According to Timmins, Roseau City Square which is due to start in the final quarter of this year and will include 120 units.

These units are made up of 10 one-bedroom units, 55 two-bedroom units, 35 three-bedroom units and 25 commercial units.

“We are proud of our products,” he stated. “We have been on the island now for two years, we started up in Bellevue on residential construction in May 2017.”

He said construction at Bellevue stopped due to Hurricane Maria but started in May 2018 and the first units are now in their final stage.

“We feel that we now are in a position to offer to the country the most resilient product that is available with modern technology,” Timmins noted.

The slated delivery dates for the units will begin in June 2019 in Castle Bruce through December 2019 on the East Coast.

In Georgetown and Picard, it is anticipated the units will be delivered in July 2019 and Cotton Hill, September 2019.

“The Roseau City Square, it will be 12 months from commencement, so given the present state we anticipate the completion there no later than 2019,” Timmins indicated.

Meantime, Permanent Secretary in the Ministry of Housing, Lucien Blackmoore, who gave an overview of the project, said in the East Coast about 330 residential units are going to be constructed.

“We have already started works in Castle Bruce; we will be having 66 units,” he stated. “Of course, we have already started in San Sauveur where we have another 66 units, Delices likewise and La Plaine likewise. In Grand Fond we have two sites where we call Grand Fond A and Grand Fond B.”

Blackmoore explained that Grand Fond A is adjacent to the Primary School and Grand Fond B is opposite the playing field.

“All the sites are ready in very active and advanced stage of development,” he revealed.

He added, “For some of the buildings along the East Coast, I also need to clarify to you that we have them in blocks and every block would have 33 units. So what we intend to do in the sites of Castle Bruce, San Sauveur, La Plaine, Delices and Grand Fond, one of those buildings, the ground floor would be dedicated as regional shelters in that area.”

    Can we look at the other side of the coin? The government had (HAD) express its goal of persuing a housing revolution including flushing toilet long ago. Erica and Maria created a situation of desperation. No one expected this disaster. People need housing now and even people with jobs and insurance need help. So what should the government do ? What would you do. I think the government should be commended not castigated for this and for their response re Erica and Maria.
    Many bloggers complain that contractors from overseas should not have been involved. In a case like this you need the best experienced companies. The plus is that you enjoy the transfer of building technology for continued development. Then you have to take into account the protective assets of the companies for payment of compensation if things go wrong.
    In the area of Ross government should purchase or acquire buildings and homes even private ones that were rented to students and staff of Ross.

      We should help the people help themselves and keep their dignity, that is what we should do. Putting them in boxes without a plan for their sustenance, generated by themselves , is a sorry existence. I am sure that those who make those decisions for others would not live in those boxes themselves, nowithstanding good intentions.

    Doninican passports are the property of the citizens and country of Dominica. So how can one man without the approval of the parliament go ahead and favour who he wants to use this national resource. In a democracy this is completely unacceptable. To add insult to injury, Skerritt has this individual already building appartments and now without tender he has a signing ceremony to try and put lipstick on a pig ?. I suspect that there might very well be kickbacks involved in this underhaded scheme with this underhaded individual and his company. This is just too much going on under this dimpled nefarious guy. Skerritt stop rubbing salt in the wounds you have inflicted on this otherwise peacefully country. We won’t take it any longer and not for much longer. Dominica is not Skerritt’s private estate to do what he wants without consultation of the citizens through their elected representatives. There needs to be accountability

      All money coming into the country goes to the Consolidated fund. The Minister of Finance is responsible for the approval of expenditure. The Financial Secretary is the Accounting Officer who signs vouchers to authorize payment. And the Accountant General (the Treasury) makes payments.
      Before all this is done the Minister of Finance, on behalf of the Government, must first obtain the approval of Parliament to spend as indicated in the Budget Estimates.
      If the money is not in the Budget approval, or if the money is not sufficient , The Minister off Finance can direct the Financial Secretary to disburse fund as advances, below the line account. Then this extra expenditure has to be approved as a supplement by Parliament. If you want further information, you could talk to the Financial Secretary, the Clerk of the House or read the Financial and Store rules. The Constitution would be helpful too. As a citizen, it is your duty to educate yourself on matters of your money.

Skerrit treats public funds like money from his own account and not one person in this administration dares to say a word. That’s the reality!!

        So what happens when say a 10 million dollars deal is brought to the table with no other competitive bids. In all that you have listed above how do we counter a half million dollar kick back?

        If the bidding process for projects is not public, open, transparent and well advertised. All the money flow checks you describe above are useless. The sham bidding process of public projects and the lack of transparency in doling out of project lends itself to corruption and the rightful speculation of impropriety.

    I will never understand why our governments have continued to “outsource” projects that we can handle locally.. There are so many good builders in Dominica, and so many people that need the work, and so much need for the money that comes in as foreign aid to touch as many hands as possible and circulate in the local economy for as long as possible. Why would we outsource building homes? I can understand if we want to outsource the accounting, quality control, even maybe some project management consulting, to prevent corruption and maintain quality standards, but why not let local business people take on the bulk of this job and rip the lion share of the profits involved in these projects? We have plenty of people that are more than capable of handling a project of this size.

      Very well said @KeepingReal. It defies common sense that the unemployment rate, especially among the youth, is staggeringly high. This is a golden opportunity to put your people to work and greatly reduce the joblessness. Have that money circulate in the country instead of bring ‘extradited’ to the homeland of these foreign contractors. Does this government have an affinity for foreign contractors and advisors? Are the locals only to be used at election time? The citizens deserve better.

      I can’t get Dominican workers to work on a consistent basis, they demand top dollar and most work a four day week if you are lucky. If it were not for foreigners there would not be much progress after Maria. So @ keepingreal let us face the facts as they are happening on the ground.

    Dominica and maybe the Caribbean needs a whole new breed of Politicians that practice Politics Systematically, where The People are put first in all areas of planning. And where avenues for holding Politicians responsible are not frustrated by the corrupt influence of same Politicians that were entrusted with the will of the people.
    so for all to see, take a look at both Manifestos from last Elections (2014). I urge Dominicans to read more..Enlighten your minds and so you can make wise decisions. Many Politicians take Dominicans for fools, in the end it is the People and the Country that suffer. Pay particular attention to the DLP plans in their Manifesto, at least they could have upgraded the Cruise Ship Pier to the nice picture they have in there..A history of Painting Pretty pictures with little success in implementation.       Wilson, you may be confusing Nuri Katz, our ambassador in Moscow with the people behind Montreal Management Consultants. They are not the same people. Although the part owner, Dr. Anthony Hayden is a French Canadian, the CEO and principal owner is an arabic woman by the name of Eman Mohamad Taha and the company is located in Sharjah, one of the United Arab Emeritates.
      They are not a construction company but immigration consultants, who’s main business is concentrated in the UAE. As far as I can ascertain they have been active in selling our economic citizenships since 2011.

    I am more worried more today about the governance of my country today than any other time; the Punjab PhD insists on doing his own thing and continues to sign contracts and disburse the peoples monies like it was his own financial institution; garcon what do you find fundamentally wrong about “TENDERING”, is this a word you have erased from your vocabulary? Dominicans the Legal system (Courts) will not help us it is incumbent upon us the people of Dominica to Rise Up and take our country back before it’s too late; in any other country in the civilized this garbage would not be allowed to happen.

    I am surprised that Roosevelt Skerrit was not present at this important signing and, if he was absent , I would at have at least his deputy have performed that function.

    Please note,that despite its name Montreal Management Consultants Est. operate out of the United Arab Emirates. Check on www. facebook.com/montrealmgmt. and you will find a display of their Bellevue housing project. I doubt this company is a charity and that they do this kind of work out of the kindness of their heart. They expect payment and my guess is that this will be in the form of Dominican citizenships.

    Skerrit and Austrie want to build houses, but where is the road on which the occupants will pass to go into their houses. My people , the promise of houses is the end of the building block when any development is to be erected. There are so many infrastructural features that should go in place before anything and there are very few but for the open land, that there is no way Skerrit is showing any signs that the ground work will be put in place within the next 2 years.
    We will not be fooled again.
    Start helping home owners by fixing people roofs.

    I would like the gov’t to tell me , how will the occupants of these dream apartments pay their rent and utilities? I mean unemployment is so high in Da right now I can’t see this coming to fruition.
    Before election DLP is coming up with all cat in the bag tricks and promises. We will still vote you guys out of office.
    If after 18 years you cannot get it right , you brains are tired and you need a rest, we will give it to you.

      Great point Joe. These apartments don’t come free. Mortgage payments and utilities will take a toll on the measly wages of the occupants of these apartments. The government has not even given a ball park figure as to the monthly mortgages. I’m absolutely certain, believe it or not, that some of the unsuspecting, parasitic supporters think it’s a free for all. May I repeat, fix the economy, make it buoyant, so many will earn a decent enough salary or wage to finance their own mortgages with a financial institution of their choice.

What if he did not send Ross University running? Here is another question that may sound crazy but serious. What if the investigation of Trump points fingers at Dominica? What if Mr Manafort in his plea deal flips on our ambassador Paulo Zampolli! What if one day we hear our kumpiski hotel is connected to Trump and Zampolli?       That may not be as far-fetched as it sounds. Rudy Giulliani was a guest at Donald Trump and Melania’s wedding in Florida, as was our U.N. diplomat Paolo Zampolli. They are both of Italian extraction and Giuliani’s father served time in Sing Sing. Skerrit was introduced to Trump in New York by Zampolli, who had Melania on his books as a model and introduced her to Trump during New York’s autumn fashion week in 1998.
      I figure a casino would fit in very nicely with the two new resorts being developed in Portsmouth. Ideal for money laundering……of course, that is only my opinion!

First of all if according to you most of our people in Dominica are not employed and cannot face the bank, would you not agree we are in a real crisis? Why do we elect government? Is it not to create employment for us so we wouldn’t have to become a burden? In short you are saying that the Roosevelt Skerrit government after 18 years have FAILED the people! You are also admitting that we we’re better off after hurricane David in 1979, because most people were planting their bananas and we’re able to face the bank to build stronger. Again Skerrit destroyed the banana industry. Also, you only dealt with the insurance aspect of my blog. I also stated that I got two cheques from government agencies but not from Why then it’s not government agencies that handling the rebuilding of private houses and not politicians? Here is my advice: Just as a man that can’t feed his family must go, so to is a government that can’t create…

      I guess as election approaches the government should stop working. Housing has been one of the major pillars of development for this government. The evidence can be seen, the Belvue housing project is nearing completion, housing projects in the east have already started. The Kepinski hotel is on track to start operation in 2019 and construction of the Anachi is progressing. I guess you are speaking from a position of ignorance and perhaps you are a non visiting Diasporan that is influenced by hateful anti government propaganda.

Monies and materials are given away, a form of bribery, and some houses are built here and there. These happen while thousands remain permanently unemployed, too many roads suffer from pothole disease, bridges in a sorry state of disrepair, civil servants salaries stagnant and severely inadequate, the health sector leaves so much to be desired, and local food production woefully insufficient. There are so many shortfalls of this government that it will take an eternity to list them.

    The same building in all the communities? This looks like socialism of the 60s. This type of housing in rural communities have proven to be failure in many developed and developing countries.
    It promotes anti-social behavior, laziness and definitely a departure from agriculture.
    this is the result of a tired government with no vision and corrupt to the bone.
    How can the government give one company a contract to build all these buildings without tender, no community participation and to make it worse, the price is hidden.
    In any real country the headline would be how many millions for housing. Time up to pack up!

    When the government is benefiting from the damage of a storm or hurricane, like our lazy government is benefiting, is it far fetch to believe they praying for hurricanes so they could use funds from donor countries to play politics? After a storm politicians should not get so directly involved with the repair of private homes because that will cause the citizens they have caused to become poor, to look to them and them only for help and that by itself is a form of slavery, which usually preceeds dictatorship. Politicians should be elected on performance and not from help received after a storm. Had it not been for Maria Dominica would be in the ICU, politically speaking

    All the Apartments going where Skerrit feel he will lose the elections. lol..but more power to the people and the resources must continue to go towards improving the livelihoods of the People..whether this is what the people asked for is another question.
    I only hope that this is not an election Gimmick like in previous times, with so many examples and large billboards depicting pretty infrastructure. Further please please please, put some effort in developing the Roads across Dominica.
    The primary issue plaguing Dominica is the lack of implementation of a comprehensive plan for development. Many of the projects this gov’t implement are very reactive and sometimes they’re purely based on overnight ideas.
    So, let’s see whether this is a good model for countryside living…reminds me of socialist countries like Cuba and Venezuela.

      Read again a second time and I guess you will understand.. 33 units in a block X 2 = 66 and the ground floor will have regional (hurricane shelters) for the area.

      Isn’t this comendable (good) especially for the shelters on the ground floor ????????

        Bizarre. Is projects they building in Dominica? Does that help people to get a wage paying job?
        Well, perhaps Skerrit is smarter than the U.S. government but most of our people living in projects in America not doing that well and if you have ambitions you would like to move somewhere better.

      The government will be showered with lots of praise when most Dominicans are able to work for decent weekly or monthly paychecks to build houses of their own design. The proposed government-built monumental structures, housing so many different families, are cause for concern. A fire that breaks out in one housing unit can destroy the whole structure and harm or kill many of the residents. Noise pollution, theft, trespassing, garbage disposal, land/yard space congestion, all can be reasons for continually conflict and hostility among the residents. Yes, they are better than nothing but they come with a multiplicity of problems. Most citizens should be in a position to live the Dominican Dream. That is, to hold down a steady and good paying job, to save enough money, to build one’s own house and live a comfortable life.

    Yes sir! I am a Dominican residing in the BVI and my house was completely damage by hurricane Irma. Yes I must admit that I received my insurance check and another two checks from government agencies, so I could fix my house. Based on. what I know I can also report that although many houses were destroyed by Irma I have not heard of the government signing contract with anyone to rebuild houses, except government properties such as schools, hospitals, police stations etc that were destroyed. I cannot understand why the government of Dominica is busy signing contracts to build private homes. To me that is politiking and using a hurricane destruction as political stage.

      so Possie Direct What are our suggestions?? You were insured. Most Dominicans were not insured. Some cannot even face the bank. Perhaps you have a well paid job and also since your were insured means that you are employed somehow. What do we do to some persons elderly etc who cannot do like you? I know this may seem as you think. But what are your objective contributions? Do you ignore them completely? I don’t get you and I ask what would you do and I simple need a very truthful answer from you.

        They are not insured because they can’t afford it. They can’t face the bank because they have no jobs.Thanks to 18 yrs of socialism on steroids all for political expedience.
        About the elderly; you don’t jump from 16yrs to 90yrs overnight. You have to screw up a whole lot to be broke when you get old. Thats your problem not everybodys’ or the gov’t.These things we never address. Welfare must be temporary.In some cases however the gov’t can aid by partly paying for a nursing home,not by giving them houses while punishing the working class. it’s our way of thinking that took blacks from kings to slaves.

    What is the value of the contract? Who going to live in these apartments? 66 families in one building in San ?Sauveur and Grand Fond, so the whole village will be in one block? Madness!

      Maria Maria Maria! Do we have enough land for everyone to build their house?? So instead of feeling happy that 66 persons will be housed in apartments , you are criticizing and insutlive without giving an alternative idea? Maria, Maria, Maria please why can’t the village people without the land space be in one block? Have you ever travelled to Guadeloupe (The closest point)? Apartments are becoming the real thing to house as many persons as possible. I guess you have plenty land! Did you donate Or even sell a piece to someone who is not as fortunate as you?

      It is high time to stop those negative comments (some are just pure envious/ jealousy/ anger/ hatred) showing from within. Please Please make some constructive comments!
